Parliamentary sources said, Thursday, that the confidence-giving session of the government of Muhammad Allawi will be postponed from 1:00 p.m. to 4:00 p.m.
The sources told Mawazine News that "the parliament session scheduled for one in the afternoon will be postponed to four in the afternoon."

A parliamentary source said, on Thursday, that the parliament session devoted to voting on the government of Muhammad Allawi, could be extended to long hours.
The source said, in an interview with "Al-Ahed News", that "the council has not yet completed its number, which allows it to announce the quorum for holding the voting session."
He added, "The Sunni and Kurdish forces did not attend the full number," noting that "the Kurdish forces decided to meet to reach a formula and a final decision regarding whether or not to enter the parliament session."
He continued, "Other political blocs are still hesitant about entering the session or not because of its lack of agreement on some points of the government approach to Allawi.

2-26-2020   Newshound Guru Kaperoni   ...one...They [CBI] are a professional organization utilizing professional techniques to manage and control the financial system in Iraq.  Two, there is to much currency in circulation. Three, Iraq's total mineral net worth is 15 - 16 trillion dollars. At the current dinar in circulation, a 1 to $1 RV would completely bankrupt the country literally 3 times the entire worth of minerals including oil. Four, such an event would completely throw the entire financial system into chaos in Iraq. Five, monetary policy is a group of tools that support the demands of the financial system.  A RV or RI completely circumvents that process. For example the CBI generates revenue from the buy/sell of currency. It also reserves the right to raise or lower the value to counter inflation or deflation from time to time if needed. A RV would not only create chaos, but would prevent the usage of those tools. And lastly a currencies value is determined by market forces. Not some random or arbitrary value. That is 6 solid reason the dinar could never and will never will RV/RI. Our only hope is a gradual appreciation directly related to the success of the private sector/market economy.

Cabinet receives briefing on measures to contain Coronavirus, support for heath sector

The Cabinet held its regular weekly meeting in Baghdad on Tuesday under the chairmanship of Deputy Prime Minister and Minister of Oil, Thamir Ghadhban.

The Cabinet received to a detailed briefing from the Minister of Health on Novel Coronavirus ‪(COVID-19), and the measures announced by the Government Crisis Cell to contain the spread of the virus including the public health awareness campaign launched by the Ministry of Health.

The Cabinet affirmed that containing the spread of Novel Coronavirus ‪(COVID-19) is the highest priority of the Iraqi government and expressed its support for the measures announced by the Government Crisis Cell.

The Cabinet also directed the Ministry of Finance to release funds to the Ministry of Health and to local authorities to support their efforts in relation to Novel Coronavirus ‪(COVID-19).

The Cabinet also directed relevant authorities to continue working closely with neighbouring countries and the World Health Organization.

The Cabinet agreed to abolish the National Housing Initiative, and to transfer its functions and responsibilities to the National Housing Council.

Al-Halbousi: The Prime Minister-designate is not independent

Parliament Speaker Mohammed Al-Halbousi confirmed on Wednesday that the Prime Minister-designate Muhammad Tawfiq Allawi is not independent.
Al Halbousi said in press statements, "All voices are coming up and calling for a person who wants to cross us the current stage."

He added that "Muhammad Allawi is not independent. He is involved in the political process and was head of the negotiating delegations for nearly 12 years."

Al-Halbousi indicated that "Allawi assured me that who nominated him as Minister of Communications in 2006 are Barham Salih and former US ambassador to Iraq, Zalmay Khalilzad."

"The prime minister-designate, Mohammed Allawi, believes that he is right and the others are all wrong," said the speaker of the parliament.

Dubai: Trade Bank of Iraq (TBI) promoted investment opportunities in Iraq at the Global Trade Review (GTR) MENA 2020 summit held in Dubai and highlighted their commitment towards reconstruction of Iraq through its activities in the trade finance sector.
Several infrastructure projects are underway in Iraq as the country continues to rebuild leading to several potential investment opportunities in the region especially in the power sector.
It’s assessed that the real GDP growth of Iraq is expected to grow up by an average of 3.1% by 2023 with non-oil GDP expected to grow tremendously on the back of the reconstruction efforts.
TBI representatives present at the GTR MENA summit highlighted the potential opportunities to invest in the fledgling economy as the country continues to rebuild.
Commenting on TBI’s participation at the GTR MENA summit Faisal Al Haimus, Chairman & President of Trade Bank of Iraq said: “We have seen a lot of success in the recent years and are on the path to bigger things. Extending the opening of the green zone

The Prime Minister's Secretary General, Lieutenant General Mohamed Al-Bayati, announced, Wednesday, that the Green Zone in the center of the capital, Baghdad, will be extended for additional hours.
Al-Bayati said in a statement, "The green opening hours were extended from six in the morning to 12 noon and from two in the afternoon until 10 pm."
The Green Zone was partially opened on January 19 after being closed for more than 3 months due to the demonstrations.

The Parliamentary Curriculum Study Committee, headed by the First Deputy Speaker of the House of Representatives, Hassan Al-Kaabi, held today, Tuesday, its first meeting to study the ministerial curriculum sent by the designated Prime Minister, Mohammed Tawfiq Allawi, and made several observations about the curriculum paragraphs.
The media office of the First Deputy Speaker of the House of Representatives stated, in a statement seen by Al-Mirbad, that "the committee for studying the government curriculum held its first meeting headed by Hassan Karim Al Kaabi, the first deputy to the Speaker of the Parliament, to discuss the ministerial curriculum prepared by the government in charge and intended to give it confidence during an extraordinary session to be held by the parliament. next Thursday".

2-25-2020  Newshound  Guru Pimpy ...according to the Iraqi Constitution it says as clear as day that a budget must be put forward and by law they're supposed to wait 30 days.  They have to keep reviewing it for 30 days.  They give them 30 days minimum before they could pass the budget.  If the budget's been submitted it's 30 days from then in which they vote on and go ahead to move the budget forward.  Until now the budget has not been published...

2-25-2020   Newshound Guru Vital Brad  ...Part of me does feel like they will come out at a low rate...just throwing a number out there let's say 10 cents, something like that just to get back on the international market and get rid of some of the amount of the Iraqi dinar that's out there...get some people to turn in their dinar at a lower rate.  I believe it can float up to a higher rate...Kuwait's currency right now I believe is around $3.40 and Iraq has much more oil reserves than Kuwait...there's no reason IMO they should be lower than Kuwait.  So I think it'll get up there.

Cabinet decisions

The Council of Ministers held its regular session, today, Tuesday 25 February 2020, headed by Deputy Prime Minister and Minister of Oil Dr. Thamer Al-Ghadban.

The Council of Ministers approved that the Ministry of Finance release the necessary funds to the Ministry of Health and the governorates urgently within two days, enabling them to confront the Corona virus and take the necessary measures to prevent its spread, and excluded the Ministry of Health and the Governorates from the instructions for implementing the contracts for the year 2014 as far as the matter related to combating the virus.

And it was agreed to terminate the work of the National Housing Initiative Committee composed under item two of the Council of Ministers Resolution: (252 of 2017); and refer its duties to the National Housing Council, which was formed according to the Diwaniyah Order: (121 of 2017), which is considered the authority responsible for setting housing policies in Iraq .

A deputy affiliated with the Other Alliance movement quoted Prime Minister-designate Muhammad Tawfiq Allawi as confirming that he had audio and video recordings of blackmailing political forces.

The Saeron Alliance ruled out the extension of the mandate of Muhammad Tawfiq Allawi if he failed to gain the confidence of Parliament, while he indicated that more than 180 deputies would vote on the cabinet.

Member of the Alliance Party, Deputy Rami Al-Sakaini, said in a press statement that "according to the legal and constitutional texts, the term of assignment of Muhammad Tawfiq Allawi will end on the second of next March, indicating that if he fails to obtain the confidence of Parliament before this period, his mandate cannot be extended."

He explained, "According to the constitutional texts, the President of the Republic has to assign another person after the end of Allawi's mandate, and present it to Parliament," pointing out that "The Alliance of Walkers is not supporting Allawi's person but rather the strategy and program of Allawi's government, after reviewing it."

He stressed the need for the cabinet to be independent, attain public satisfaction and demonstration arenas, and include names capable of managing ministries at the very least for a year to correct mistakes.

For his part, the deputy for Saeroon Badr Al-Ziyadi said, "180 deputies will vote for the government of Muhammad Tawfiq Allawi."

Al-Ziyadi said in a press statement: "Allawi enjoys the support of various political blocs, and there are continuous meetings with the Prime Minister-designate," stressing the existence of a tendency to vote on the cabinet in next Thursday's session.

He added that "Representatives representing different political blocs of the Kurds and the Alliance of Forces will attend the session to give confidence to the Allawi government."
