America sets a new rule to impose fees on countries that devalue their currencies
The US Department of Commerce is putting the finishing touches to a new rule to impose anti-subsidy duties on products from countries that the department sees as depreciating its currencies against the dollar, most likely including China.
The move, taken by Washington on Monday, could be a new nuisance in trade talks between the United States and China just weeks after the world's two largest economies signed a one-stage trade agreement between them and one day after Beijing accused Washington of spreading fear of the rapidly spreading Corona virus that He grew up in China.
In theory, the new rule would allow the Commerce Department to impose duties on China although the US Treasury recently deleted its classification of China as a currency manipulator under the one-stage commercial agreement.
The Commerce Department said the rule would not apply such duties to all imports from a particular country as it does not all harm US industries. "The administration of President Donald Trump is doing the right thing by confronting the problem directly," the ministry said in a statement.
Trade Minister Wilbur Ross said the new rule represents another important step aimed at "creating the space for American companies and workers."
In addition to China, the new base may put other countries' products at risk of increasing tariffs, including Germany, Ireland, Italy, Japan, Malaysia, Singapore, South Korea, Vietnam and Switzerland.
Member of the Finance Committee: Allawi's mandate will be !delayed until next May ... No budget for this year
link I hope this guy is a lone opinion out a limb by himself
Member of the Finance Committee, Ahmed Hama Rashid, Tuesday (04 February 2020), ruled out .voting on approving the draft 2020 budget, calling for leaving it and focusing on the 2021 budget
Rashid said (Baghdad today), "Allawi's assignment will be during the third month of this year, while the commissioning procedures will continue until the beginning of the fifth month, which coincides with the discussion of the budget law for 2021 according to the Financial Management Law, so it is ".unlikely to pass the 2020 budget
He added that "starting with a discussion of the 2021 budget is better than approving the 2020 budget, of which only a few months remain," noting that "voting on the 2020 budget will make it ".without interest, given the time that will constrain investment projects
A member of the Finance Committee considered that "the Financial Supervision Bureau's follow-up of expenses and submission of final accounts for 2020 is better than passing the budget of the same ".year
The appearance of Mohamed Saleh, the financial advisor to the resigned Prime Minister, Adel AbdelMahdi, warned Thursday (January 30, 2020) that the budget approval will continue to be delayed, .indicating that this will cause the country significant losses
Saleh said in a press statement, "Failure to approve the budget means disrupting the investment of any new projects and relying on spending on current expenditures." And all the goals that are " .supposed to be achieved
He added, "The budget constitutes about 45% of the gross domestic product, and that not approving ".it will cause the country great losses
Raising the stock price improves the reality of trading
The Central Bank of Iraq discussed with the Securities Commission and the Iraq Stock Exchange the mechanism for increasing the return on bank shares and improving the circulation of those stocks, at a time when specialists stressed the importance of adjusting stock prices to attract more investors to support the Iraq Stock Exchange. A statement of the bank confirmed, "Al-Sabah" received a copy of it that this came during the meeting of the Central Governor Ali Mohsen Ismail with the Chairman of the Securities Commission, the Executive Director of the Iraq Stock Exchange and the Executive Director of the Iraqi Private Banking Association.
He added: This comes "within the efforts of the Central Bank of Iraq in maintaining the stability of the economic process."
Increased yield
He continued: "During the meeting, a mechanism was discussed to increase the return on bank shares, improve the circulation of those shares, as well as increase the transparency of banks to disclose performance and a set of other recommendations."
The low share price and the modest profits distributed by the companies to the shareholders are one of the main reasons facing the increase in trading volume at the local level, while the number of foreign investors (from a distance) in a stable and slow rise requires, according to observers, to review the stock prices offered for trading. As stated in Article (13) of the regulatory instructions for trading securities in the Iraqi market No. (74) for the year 2004: “The price of buying and selling orders is raised or reduced by (50) fils or its multiples

Allawi pledged to form a government that fights corruption, creates jobs, promotes investment and begins industrial, agricultural and residential projects.
Al-Azzawi acknowledged that it is difficult for the budget to meet ambitions or be able to achieve miracles, especially since the fiscal deficit is large, and the demands of the stage are greater, pointing out: "The task is difficult for the prime minister-designate, but he has a golden opportunity to implement his ideas and projects that he put forward before the commissioning. In days, it's all positive Metrics".
A positive phase.
Meanwhile, the Parliamentary Finance Committee confirmed that the government of Mohammed Tawfiq Allawi will review some of the paragraphs of the 2020 general budget to address the fiscal deficit.
"The prime minister-designate cannot approve the budget and send it to parliament, until after the vote on his cabinet and his government's program," said Committee member Ahmed Hama, a member of the committee, quoted by the Official Iraqi News Agency.

2-4-2020 Newshound Guru MilitiaMan Well it has been awhile since we have heard about the Iraq Stock Exchange. An look at what they are talking about. They are talking about a "MECHANISM FOR INCREASING THE RETURN ON BANK SHARES"! To increase banks share with a mechanism, at this stage is a change in value in what mechanism they use in the market place. If they are to interlink like we have heard in the past to the NASDAQ then the mechanism to be used is going to have to be a fairly large one to get the return they are looking for. Imo. A return is a profit...IMO. This bodes well for us...imo.
2-4-2020 Newshound Guru Chattels We will know better what we have or are dealing with better when we can see the names of the new cabinet nominees I hope. It occurs to me that Allawi is going to have to distance himself from even the appearance of impropriety of "connectedness" to political faction to have any chance of obtaining some approval from the protesters.
2-4-2020 Newshound/Intel Guru Mnt Goat Article: "UNCONFIRMED: MUHAMMED TAWFIQ ALAWI REFUSED BY IRAQ PROTESTORS but is accepted by the normal citizen." ...this news is unconfirmed but I think this is more of the Iranian protestors than the average Iraqi citizen. They are giving Allawi a bad rap even before they know of his policies. Let’s just watch and see what he does. We need him to push the CBI and support the “project to delete the zeros”. The support will come from the Finance committee of the cabinet. They will have to send a referendum to parliament for a vote. This will be our sign they are going to move ahead for sure. At least this is what I am not told by my CBI contact in Baghdad.
2-4-2020 Intel Guru MarkZ I am being told they are testing the digital aspect of our currency…the initial tests were done over the last 4 days or so...testing again today and tomorrow…we are very close. I am still told the currencies we have are all in one basket.

2-4-2020 Intel Guru Frank26 ...once we sit this prime minister and we did didn't we! On the 1st of February, strictly my opinion, within a 30 day time frame we should see a change in the value of the currency. I'm being very sincere here. I'm excited about this guy. I like him. Let me tell you why...he has a long history in the government of Iraq...his history has been superior in supporting the Iraqi citizens...he was involved in financial committees of the GOI. He has expertise in finances...he's a business man...we have 18 bullet points of why Donald Trump picked this man...
2-4-2020 Newshound Guru Jeff [Question via pimpy] Everybody thinks it's [the RV] gonna happen the 1st quarter of this year...if for whatever reason it doesn't pop off, what's left? That's a hard one to answer because looking at everything they've done since the beginning of '19 I don't really think there is anything left...Iraq has done too much. I don't see how they cannot do it...IMO they're at the last step positioning the money for the rate change...

Amid a warning of "swooping" on them, ... calls for the formation of a party representing the Iraqi demonstrators in the elections
/4/2020 13:56
[Baghdad-where]
The debate is raging among the Iraqi demonstrators, regarding the possibility of forming a political party from the leaders of the demonstrations in preparation for contesting the upcoming elections and trying to reform the political system from within.
The debate is raging among the Iraqi demonstrators, regarding the possibility of forming a political party from the leaders of the demonstrations in preparation for contesting the upcoming elections and trying to reform the political system from within.
This comes after Muhammad Tawfiq Allawi was assigned to form the interim government, and he was obliged to prepare the atmosphere for parliamentary elections within a maximum period of one year, which opened the door to the importance of forming a political party that represents the demonstration arenas in the next parliament, while activists in the arenas began to pretend to promote the path of forming the party Politician, as they demanded to join him.
The leader of the demonstrations in Dhi Qar, southern Iraq, Dr. Alaa Al-Rikabi, yesterday evening, called on all provinces from north to south to nominate 10 competent people from the province to form a political entity representing the demonstrators and facing the parties.
Al-Rikabi said in a statement issued by him: “I am waiting for your contact with the private or through those whom you find faithful on this issue, my brothers in Arbil, Sulaymaniyah, Dahuk, Kirkuk, Ramadi, Salahuddin, Diyala, Najaf, Baghdad, Basra, and all of our provinces do not fail today to help your country, so only we will be loyal to the blood of the martyrs And all the sacrifices, we will complete the preparations to start the formal and legal steps to form this political entity and give it a primary name and an internal system.
Variation in party formation
This is the first invitation formally issued from the Iraqi protest arenas, regarding the formation of a political party to run in the midst of the electoral process, while the opinions of activists and analysts varied about that.
The demonstrators fear that the leadership of the protest yards will emerge, which confuses the entire course of the demonstrations, as the absence of the leaders of these demonstrations is a factor of its strength, as the government was unable to negotiate with the protesters due to the absence of the central leadership, according to the followers.
In this regard, the activist in the Baghdad protests, Mustafa Al-Masoudi, said, “The formation of a political party cannot take place in this way. It is still too early for that. Moreover, the ruling power parties are awaiting any moves by protesters about this to pounce on their leaders and symbols, This puts the entire process at risk, in addition to the differences between the protesters themselves over that issue. ”
Al-Masoudi added that “the protests were not launched to begin forming a political entity competing for power seats, and we are ultimately citizens, and we are not students of positions, and for those who address responsibility, fully comply with the national situation, and prioritize Iraq’s interest over personal interests, as well as forming a political party and linking it in the process The electoral system is extremely risky, and the forces of power will fail it, and it cannot compete with others having money, arms and media. ”
For its part, the civil activist Raya Al-Barzanji expressed her support for the idea of forming a comprehensive national party that crosses sectarianism and nationalism, and she said in a “blogging” via “Facebook” that “this party will pave the way for the exit of a new group of qualified candidates for leadership positions in the new elections and an opportunity to pull the rug Sectarian parties and ending quotas. ”
Al-Barzanji called to "start thinking about how to work to strengthen the opportunities for new candidates from outside the corrupt system, and thus they will be defeated by the ballot boxes without return, even if they try to falsify."
The Iraqi demonstration arenas did not produce clear leaders until the moment, except for some activists who had a great role in increasing the momentum and educating the public, but their appearance was cautious and at different times, in anticipation of the assassinations that affected a number of them.
In the context, political analyst Wael Al-Rikabi believes that “the formation of a political party from the demonstration arenas will represent a qualitative development in the Iraqi movement, as it is not possible to remain in the demonstration arenas for a longer period, and in the event of elections, it is necessary to participate in them, which necessitates the presence of national forces It represents the street, away from the current parties to elect it and bring it to power. ”
Al-Rikabi said in press statements that “Fears that this party will be excluded and marginalized by the forces of power already exist, but in the end the victory required by the protest arenas is still vague. Is it to form a political party and the matter is over, or get the prime minister’s seat, and this is only possible By entering the political arena, especially since the system is parliamentary and there is no way to bring about change except from within. ”

MP Alia Nassif, on Tuesday, strongly criticized the Prime Minister-designate Muhammad Allawi’s giving promises and pledges to some political forces to renew the mandate of their corrupt ministers, considering it a rebellion against the will of the House of Representatives and circumventing the people's demands to fight corruption.
Nassif said in a statement received [Wayne], a copy of it, "It is regrettable that Prime Minister-designate Muhammad Tawfiq Allawi made promises to some political forces to keep their ministers known for their corruption and pledged to renew their mandate," noting that "this beginning does not bode well and is a rebellion against the will of Parliament and the deputies questioned." And it is also a clear circumvention of the will of the people to eliminate corruption and hold the spoilers to account. "
Nassif indicated that "London's compliments and friendships should not be at the expense of the Iraqi people who are demanding their rights," calling for "Allawi to back away from these disappointing pledges of Iraqis."
A political source revealed, yesterday, Monday, that Prime Minister-designate Muhammad Allawi started directing consultations to form the government and the mechanism for holding early elections, while he expected there to be blackmail by voting to pass the government.
