Raid of the headquarters of the Iraqi "Hezbollah" .. Seized missiles and the arrest of 3 leaders

On Thursday night, Friday, an Iraqi anti-terrorist force arrested 13 members of a pro-Iranian faction, in light of the rocket attacks against American interests in the country, in a precedent since the beginning of those attacks 8 months ago.
A government source and two other security officials said that the people who had been arrested in the Dora area,  south of  Baghdad , had seized and had missiles intended for launch inside a missile manufacturing workshop .
They indicated that they belonged to the Hezbollah Brigades faction, which Washington has repeatedly accused of targeting its soldiers and diplomats.
A government official said that one of the three leaders detained in the raid was Iranian, and said Iraqi special forces from the Counter-Terrorism Service carried out the raid.
The official added that the three arrested leaders were handed over to the US military.
Iraqi sources said that the group arrested had 6 missiles aimed at the Green Zone , and missile launchers were also found.
For its part, the pro-Iranian militia called on its supporters to fight the Iraqi forces.
Since October 2019, more than 33 missiles have targeted Iraqi facilities hosting diplomats or foreign soldiers, including 6 attacks in the past two weeks alone.
Mysterious actors have embraced a few of these attacks, which analysts consider a fake front for pro-Iranian factions.
In a sign of the gravity of the situation, Prime Minister Mustafa al-Kazimi held a meeting last week of the National Security Council to discuss the missile issue, and pledged to pursue those responsible.
The tension between Washington and Tehran peaked in January when the United States killed the Iranian general, Qasim Soleimani , and the deputy head of the Iraqi Popular Mobilization Organization , Abu Mahdi al-Muhandis, with a raid by a drone in Baghdad.
In response to the operation, pro-Iranian deputies in the Iraqi parliament voted to end the presence of foreign forces in the country, while Washington threatened to impose severe sanctions on Baghdad.
In late March, the intensity of the debate eased as missile attacks slowed dramatically, but it accelerated again two weeks ago as the United States and Iraq began bilateral talks.
The talks, which started on June 11, aim to set a framework for the presence of US forces in the country and to strengthen economic and cultural ties.
As part of the "strategic" dialogue between the two countries, Washington pledged to continue reducing the number of its soldiers in the country, who numbered about 5,200 last year.
Meanwhile, Iraq has vowed to protect on its soil the military personnel of the Washington-led coalition against ISIS.
Oil gains thanks to growing demand for fuel, despite high Corona casualties

Oil prices rose on Friday, continuing gains made thanks to optimism about the recovery in fuel demand worldwide, despite the high incidence of Coronavirus in some US states and indications of a recovery in crude oil production in the United States.

Iraqi Finance Minister: Borrowing will be in the short term ... not a permanent solution
On Thursday, Finance Minister Ali Abdul Amir Allawi revealed the government's plans to address the financial crisis the country is going through after the vote on the government's authorization of financial borrowing.
Allawi said in a statement to the Iraqi News Agency that "the main financial challenges are the loss of other revenues except oil, for oil gives us approximately 92 percent of the state's revenue, and we do not have other revenues, as the state and its finances and Iraq as a whole are based on oil prices."
He added that “the deficit is caused by the state’s expenditures much more than its revenues. Therefore, we are trying to cut spending and stop waste and stop corruption operations, but despite that the deficit exists and as a result we will go to borrow, when Parliament agrees to do so,” pointing out that “borrowing will be in the term The short is not a permanent solution. ”

Foreign reserves held by the Central Bank are not surplus funds

The real financial surplus is the government’s revenue that is represented by the Ministry of Finance that exceeds its public expenditures during a fiscal year. If the Ministry of Finance achieves revenues (crude oil sales in general) with a value greater than its expenditures (investment spending and current spending) it will achieve a budget surplus. That the government invest it, either internally or externally in the form of sovereign funds or investment funds, etc., and vice versa if public revenues are less than expenditures and then achieve a real deficit that requires its financing, either by searching for additional revenues, enhancing existing revenues, or resorting to internal borrowing and / or Outer .

We can refer here to the concept of foreign reserves according to the balance of payments guide and the international investment situation issued by the International Monetary Fund (are the external assets that are at the disposal of the monetary authority and are subject to its control to meet the needs of the balance of financing payments or interference in the exchange markets to influence the exchange rate of the currency, or other Related purposes (such as maintaining confidence in the local currency and forming a basis for external borrowing) and the reserve assets must be assets in foreign currency and assets that already exist, and excluding potential assets. The concept of reserve assets is based on the concepts of “control” and “accessibility” For the monetary authorities .

The optimal level of foreign reserves - that is, the minimum value of foreign reserves that the monetary authority must possess and that is calculated according to internationally approved standards - represents the ability of the monetary authority to defend the local currency exchange rate. The most important of these standards (the money supply standard, which represents the adequacy of foreign reserves to cover the supply of the local currency, and the trade standard, which represents the number of months in which foreign reserves can finance the country's imports of goods and services) and adopt these standards assuming a shock that affects the accumulation of foreign reserves almost Exactly .
With regard to managing foreign reserves, there are internationally accepted rules that depend on managing foreign reserves in terms of their liquid assets (securities, deposits, gold ...) and it envisions geographical distribution, currency diversification and other factors that reduce exposure to risks and provide returns that ensure sustainability These reserves .
It should be noted here that for internal borrowing by the government, whether funded by the Central Bank of Iraq directly any direct deduction of securities issued by the Ministry of Finance - which is prohibited by the Law of the Central Bank of Iraq - or indirectly by deduction in favor of local commercial banks, for both A negative impact on foreign reserves if we assume that the government’s priority is to finance that part of the expenditure represented by workers ’compensation, as this part is reflected in consumer spending, which is mainly met by imported goods and services, which in turn will generate a derivative demand for foreign currency and hence the exit of a portion Of foreign reserves to finance these imports, and this effect will continue until the date of maturity of the securities .

Being internationally accepted in the world requires countries to play on a level playing field... They cannot give out the international exchange rate with out properly announcing they are Article 8 compliant by actually raising the value of the exchange rate. So they use the example of the program rate. imo. Keep in mind they are telling us they are going to use the D/Cs [Documentary credit]. That means they are telling us they are about to change the value of the exchange rate to be internationally accepted and imo that will cease the Multi Currency Practices (MCPs) they have been using...So, the timing of this is by design...Telling us they are ready to go imo.

This lets us know how close they are to RV.   Even Shabibi said that at the end, close to the RV,  they would stop their foreign currency auctions. This is big. They are trying to get dinar off the streets and limit the supply before they RV…

6-25-2020   Newshound Guru Pimpy  [IFEX Investors' Question] The question  was - if the conversion fees, buying from other countries and bringing it into Iraq it's gonna be very costly, the fees are going to be very high, the conversion fees are gonna be very high...and they're worried about inflation because if they start building in this nation that means you're going to need a lot more currency and if you have to keep pumping out more and more local currency, then that can cause inflation to go up. Of course the response was 'That should not a problem.  We have a solution for that.  Don't worry about that.'  Along those lines.  I don't want to tell you guys that they're talking about changing the rate but it sure the hell sounds like it...never in my life have I felt that we're closer to a rate change...
