Parliamentary: Making changes to the budget law consistent with two crises

MP Kata al-Rikabi revealed, on Monday, that changes to the budget law were made in line with two crises.
Al-Rikabi said, "The budget bill is still in the custody of the government and it has not been sent to parliament."
He pointed out that "the law has been subjected to changes that are consistent with the current economic and health situation after the outbreak of the Corona epidemic and the collapse of oil prices."

the house of representatives sets the third of june as the date for the return of its sessions


Today, Sunday, the 3rd of June, the House of Representatives has set a date for the return of its sessions.
The Presidency Authority said in a statement received by Al-Ahed News that "the House of Representatives will hold its regular session on Wednesday, 3/6/2020, at one o'clock in the afternoon to read and discuss a number of laws listed on its agendas."
The House of Representatives held its last session on (6 May 2020), where it voted for the cabinet of the current Prime Minister, Mustafa Al-Kazemi.
After the vote on Al-Kazemi's booth, the special session was raised to another notice.



Oil prices rise slightly ahead of a possible OPEC + meeting

Oil prices were satisfied with a slight change on Monday, as the Organization of Petroleum Exporting Countries (OPEC) is considering holding a meeting this week to discuss extending unprecedented production cuts beyond the end of June.
Brent crude settled unchanged at $ 37.84 a barrel, in the first trading days of the August contract as the earliest entitlement contract.
West Texas Intermediate crude oil for July delivery was $ 35.53 a barrel, up 4 cents, or 0.1 percent, by 0629 GMT.
The decline comes after prices for the closest month to maturity for Brent and West Texas registered their strongest monthly gains in years in May. The gains were supported by the decline in OPEC crude production to its lowest level in 20 years, with demand expected to recover as more countries emerge from the comprehensive closures imposed to combat the Corona virus.
"The focus is on OPEC +," said Khu Wei Lee, an OCBC economist, referring to OPEC and its allies, including Russia. OPEC + agreed in April to cut production by an unprecedented amount of 9.7 million barrels per day in May and June, following the collapse of demand from the Corona pandemic.
"We may see a cautious fall in (crude) prices due to the late downstream movement ... but if OPEC reaches a three-month extension, it is possible that prices will reach the level of $ 40," Lee said.


The Iraqi Government Sends A Letter To Parliament On External Borrowing

 A parliamentary source  announced that the Iraqi government has sent a letter to Parliament regarding external borrowing .
He said the source (the independent) on Sunday  that " the government is not able to resort  to borrowing the outside without the approval of the Council of Representatives pointinto the last stopped borrowing external in the budget of 2019".
He added that " the Council of Ministers sent a book to the parliament to discuss the request of the government and resort to borrowing outside to fill the deficit in the draft law of the budget general for the year 2020".
He added  that the Ministry of Finance and experts economists will assess the  need of Iraq actual to loans foreign, then will determine the countries to resort to bridge the deficit fiscal in the budget public ."

No banks except for Citi Bank exchange dinar right now because it's not an internationally traded currency.   There is the potential for satellite banks from the CBI to be in the US...Imo the CBI would have the best rates. They are playing with house money. It costs them nothing to cash us out...Hence why there would be no income tax in that case. It literally becomes a currency swap in the truest sense... 5-31-2020   Newshound Guru Pimpy  Trump has a lot more information and a ton of advisers that know a million things more than we all do but the point being if we're just generally speaking the whole world's economy needs a kick-start.  In order for us to really have a booming economy here in the United States we're going to have to rely on other countries as well to help us do that.  We need to manufacture things and export them.  We also need to import goods as well.  So that means everyone has to start off at a level playing field.  How do you make that happen?  Change the rate.  Why is the third quarter going to be slow?  Because as the rate changes and we're doing our exchanging the economy is only starting to rebound.  The true numbers will pop out in the fourth quarter as more and more people go out and shop and buy and do what they need to do...I'm with you Trump and we all agree with you.  We know a way that can make sure that the third and fourth quarters as well as next year are booming.  Change the rate... Today, Sunday, the Prime Minister, Commander in Chief of the Armed Forces, Mr. Mustafa Al-Kazemi, chaired a meeting of the Ministerial Council for National Security to discuss his agenda.

Al-Kazemi stressed during the meeting the importance of protecting health security for citizens, as an integral part of national security in light of the vulnerability of Iraq and the whole world to the Corona pandemic.

Mr. Al-Kazemi pointed out the importance of citizen awareness in cooperation with the security and health services, as it is the cornerstone in combating the spread of the epidemic, and the decisive factor in the effective reduction of the spread of infections.

The Council discussed, within its agenda, the procedures of the security services in implementing the curfew in Baghdad and the provinces, in light of the escalation of the number of injuries differently from the previous, and ways of upgrading and integrating performance between the departments of the Ministry of Health and the rest of the state agencies charged with dealing with the pandemic.

The Council took the appropriate decisions in this regard.

Covid-19: Iraq extends nationwide curfew

Prime Minister Mustafa Al-Kadhimi chaired on Saturday a joint meeting of  the Higher Committee for Health and National Safety and the parliamentary Covid-19 crisis cell.

At the start of the meeting, the Prime Minister paid tribute to Iraq’s health teams for being on the frontline during the current health emergency, and to Iraqi security forces for supporting Iraq’s national effort to combat Covid-19.

The Prime Minister thanked Iraqi families for observing the curfew and complying with other restrictions during this very challenging period.

Following discussions, the joint meeting agreed a number of measures, including:

Extending the nationwide curfew in Iraq until 06/06/2020. Grocery stores, bakeries and pharmacies are exempt, provided that no more than five customers are allowed into such premises at any one time, and that both staff and customers wear face masks
Restaurants to remain closed, but are allowed to offer home delivery service
All ministries will remain closed during this period, except for the ministries of Health, Electricity, Agriculture and Water Resources, as well security ministries and municipality services
The wearing of face masks in public remains compulsory, with fines for those who fail to comply
Domestic flights remain suspended, as are flights to and from Iraq
The security forces are directed to strictly enforce these measures in cities and towns, and within neighbourhoods
The joint meeting underscored the importance of all citizens continuing to follow official health advice and physical distancing guidelines, and to comply with the curfew to keep themselves, their families and communities safe.

Deputy MP Jamal Fakher, earlier on Sunday, described the parliament as "clinically dead", blaming Parliament Speaker Mohamed Al-Halbousi for that, while calling on the presidents and ministers to speed up early elections.

A number of Kurdish blocs, in a statement today, appealed to the three presidencies and the United Nations Mission in Iraq (UNAMI) to intervene to stop "a serious breach" in the Kurdistan region.

"We, the parliamentary blocs signed below, are following with deep concern the process of selecting general managers and department heads in the branches and offices of the High Commissioner for Elections, especially in the Kurdistan Region, because we have observed many legal violations and clear partisan interference, and failure to follow the criteria to be observed, especially Independence, efficiency, integrity and impartiality, in addition to providing and protecting the principle of equal opportunities.

The statement called on the three presidencies and UNAMI to "intervene to stop this process, which civil society organizations also objected to in the region, since the continuation of these unacceptable practices constitutes a constitutional breach and represents a self-challenge by the commission against its legitimacy and itself that is supposed to be an example of complete independence, and we confirm that this The wrong and impartial approach will result in a loss of credibility in any electoral process based on these party-specific procedures, appointments and transfers, and thus more citizen reluctance to participate more and more than participation in it, as we saw in the last elections.
