6-2-2020   Guest Guru Petra  ...Fantastic news.  Its coming together in a culmination of education. The fact that they're under curfew and then what do they [Iraqi citizens] do?  They sit and watch TV.  What else are they gonna do?  And they hear a presentation like that informing them on what's coming [Reference Guru Delta's Post 6-2-2020].  It's all part of the process.  It's all part of the fact that they're kind of forcing education on them.  I still think they need some time to ask questions and to go in and do their exchanging if they wanted with the new smaller category notes when those come out.  I think all this information is great...

 ...everybody knows I watch...the Iraqi channel.  I speak the language.  That's old news for you...there was this information coming up from Iraq channels and the Central Bank of Iraq they're coming out with new rates and the new rate is going to be...managed, not float.  Then last night one of the financial committee of the parliament...he had an hour and half interview with one of the major Iraqi channels...it is just amazing...he mentions...that they're going to change the exchange rate.  I know some of you might ask, 'Did they say that on live TV?'  Of course they said that.  There's no secret anymore that they need to change that...this is unbelievable!...I'm not exaggerating.  No.

6-2-2020    Newshound Guru Pimpy  ...There's a lot of things happening in Iraq that I can't help to think to myself I'm not sure how they're gonna do these things or how any of these are gonna be possible without having a currency that's not recognized internationally.  I just don't know how some of these agreements that they're getting into are going to be able to be fulfilled without having their currency rate changed or at least recognized internationally.  There is some type of conference that's coming up in July where they open up to the rest of the world to come on in and think about investing into Iraq.  There is going to be a plethora of nations invited and I have a feeling you're gonna see a lot of them come.   Having said that it's gonna be really hard for this to be accomplished if they don't have a currency that's recognizable internationally...

The currency is already an internationally-recognized currency they just haven't accepted IMF Article VIII making international banks more willing to want to engage in commerce with it.

The Council of Ministers held its fourth regular session today, Tuesday, 2 June 2020, headed by the Prime Minister, Mr. Mustafa Al-Kazemi.

At the beginning of the session, Al-Kazemi gave a detailed presentation on his visit to Kirkuk governorate, and his direct supervision of the conduct of military operations (Heroes of Iraq - Nasr Sovereignty), which was launched at dawn on Tuesday, to pursue the remnants of ISIS in areas where terrorist outposts are implemented through which activities targeting security Those areas and their stability.

Second / Approving the amendment of Paragraph (2) of Cabinet Resolution No. (52) for the year 2018 regarding the draft agreement to avoid double taxation and prevent evading the payment of taxes on income and capital between the government of the Republic of Iraq and the government of the Czech Republic, based on the provisions Article (80 / VI) of the constitution, and empowering the Minister of Finance to negotiate and sign the draft agreement.

Third / Approval of the amendment of the Cabinet Resolution No. 260 of 2018 regarding the payment of late fines to be attributed as follows:
Delaying the amounts of the late fines incurred in favor of the General Company for Ports on the returns and fees related to storing the Olympic Stadium Stadium roofs in Umm Qasr Port, regarding the shipment of the Iron Temple, according to the provisions of Article (46 / Fifth and Ninth) of the Federal Financial Administration Law, No. (6) for the year 2019, in coordination with the ministries of youth and sports and transportation, and the opening of an investigative council on the subject by the relevant authorities to hold the underpaid employees accountable.

Iraqi government to rationalise public spending, introduce economic reforms

The Iraqi government says Iraq faces an immediate challenge caused by the decline in oil prices and the impact this has had on the economy and fiscal liquidity.

Officials say that the impact of the fall in oil prices is compounded by other weaknesses caused by decades old policies of a command economy, and by the approach to the economy by successive Iraqi governments over the past seventeen years.

These policies, they add,  have led, amongst other things, to an exponential increase in the size of the public sector, low levels of private investment, mismanagement and administrative corruption.

According to official figures, salaries and staff allowances in the public sector constitute approximately 60% of public spending, and this does not include other expenditure on daily activities of ministries, while spending on investment projects represents 2% of the budget.

The figures show that the number of people employed in the public sector in 2005 was around 850,000, but the number of state employees has risen to more than 3 millions now, and this figure does not include contract employees or those on daily rates, costing Iraq US$36 billions annually, a ten-fold increase from US$3.6 billions annually a few years ago.

The new Iraqi Cabinet announced the establishment of the Emergency Cell for Financial Reform to lead the response to the crisis, under the chairmanship of the Prime Minister, and with the membership of the Ministers of Finance, Foreign Affairs, Planning, the Governor of the Central Bank, the Secretary General of the Council of Ministers, and other officials as nominated by the Prime Minister.

The Cell’s mandate is to ensure financial liquidity, agree measures to rationalise public spending, diversify resources, and propose finance mechanisms for reconstruction and investment projects from outside government funding streams.

As well as rationalising public spending, the new Iraqi government says it will embark on an economic reform programme in Iraq that includes:

Supporting the expansion of the private sector and encouraging investment
Introducing automation and simplifying procedures in the public sector
Adopting a single budget account to monitor spending by ministries to reduce waste and corruption
Expanding the electronic payment system for salaries, and pressing ahead with the e-government project
Rebalancing Iraq’s economic relations with all neighbouring countries

Earlier this month, the Minister of  Finance, Ali Allawi, said that cutting spending was essential, and that this will include reductions to the the benefits and allowances of state employees, including those of senior officials, but he stressed that the basic salaries of employees will not be reduced, and that any cuts will not include employees or pensioners who earn 500,000 dinars or less a month.

Parliament announces its agenda for tomorrow's session

Today, Tuesday, the Presidency of the Parliament announced the parliament’s agenda for tomorrow's session.

An unexpected study .. Spicy food gives healthy resistance

A new report stated that eating foods rich in spices: coriander, cumin, thyme and parsley, resist some of the harmful effects of high-fat meals. Adding a teaspoon of the spice mixture to the recipe can have anti-inflammatory benefits, which reduces the risk of cancer, diabetes or heart disease.

In experiments, American researchers found that people who ate a meal rich in fat and carbohydrates, with only 6 grams of spices, had fewer signs of inflammation in their blood.
And the study indicates that even highfat meals, such as burgers, fried chicken and curry, which depend on the use of oil, have a less harmful effect on the body if provided with spices.

"If the spices are palatable to you, it may be a way to make the meal rich in fats or carbohydrates healthier. Ultimately, the gold standard will be to get people to eat healthier, lose weight, and exercise," said Assistant Professor Connie Rogers of Pennsylvania State University in the United States. Sports, but these behavior changes are difficult and timeconsuming. Therefore, we wanted to explore whether the spice mixture that people already know has a positive effect. "

To conduct experiments, the researchers used a special mixture of basil, bay leaves, black pepper, cinnamon, coriander, cumin, ginger, oregano, parsley, red pepper, rosemary, thyme and turmeric.

In random order, each participant ate 3 shapes of a diet rich in saturated fat and carbohydrates in 3 separate days - one without a mixture of added spices, one with two grams (five teaspoons) of the spice mix and one with 6 grams (a little more than a teaspoon) of the spice mix .

The research team took blood samples before and after each meal every hour, for 4 hours, to measure the presence of inflammatory signs - biological properties that can appear as result of harmful stimuli.

Inflammatory signs - such as C-reactive proteins and myeloperoxidase - can be helpful in diagnosing specific diseases or in monitoring disease activity.
The research team also implanted white blood cells, taken from blood samples, in the laboratory, so they produced cytokines - proteins that are produced by the cells of the immune system.

The analysis showed a decrease in inflammation after a meal containing 6 grams of spice, compared to food containing only two grams or without spices at all.

In addition, the level of white stimulating white blood cells was reduced by a massive 1314% after 240 minutes of eating a meal containing 6 grams of spice mixture, indicating a decrease in the immune response.

It was unclear which of the 13 herbs and spices contributed to the effects, or how the exact mixture lowered the levels of inflammatory signs.

The research team will work on future studies to determine the effects of spices on the diet over longer periods of time with a larger population, as the study included only middle-aged men

In previous studies, scientists found that inflammation could rise after a person consumes a meal rich in fat or sugar.
The results of the study were published in the Journal of Nutrition.
