Falling in love with oil

Calouste Gulbenkian was born on March 23, 1869 in present-day Istanbul and graduated in 1887 at the age of 18. While living and working in Baku , Azerbaijan, Calouste fell in love with the oil trade. When he returned to France a few years later, he published his experiences in a series of magazine articles. In 1891 his articles and other writings on Baku and the oil business were published as a separate book .

Mesopotamia

These articles found their way into the office of the Turkish Sultan. The Sultan impressed him when he learned that the author was Turkish by origin, and contacted Calouste to see if he was interested in researching oil on behalf of the government. The Sultan was specifically interested in a desolate desert, which at that time was under Turkish control. That area was called Mesopotamia, meaning modern Iraq .

Amazingly, Calouste did not even have to visit Mesopotamia to be convinced that there was oil in the area. He compiled dozens of research reports compiled by former associates, and most importantly he spoke to railroad and conductor engineers who traversed the area for years. These railroad workers told tales of oil practically flowing from the ground, forming little puddles across the desert .

Upon reading his report, the Turkish sultan was convinced. Unfortunately, further explorations were put on hold as the Ottoman Empire began to crumble, and Calouste was forced to flee to London where he sought other opportunities for the next few years .

While living in London, Calouste was offered the opportunity to search for oil in Persia, also known as modern Iran. He refused because he thought gambling was too risky. To his dismay, Iran proved in a short time to contain one of the largest sources of oil on the planet. Learning from his mistake, Calouste vowed to never let opportunity slip through his fingers again. In fact, throughout his life, he kept a plaque behind his desk that read “Do not give up an oil concession .”

Turkish Petroleum Company

In 1907, nearing the age of forty and still reeling from his lost fortune in Persia, Calouste approached two business acquaintances in London about the possibility of establishing a franchise in Mesopotamia. Friends Samuel ran a company called Shell Transport and Trade. Their company name was a reference to their father, Marcus Samuel, an Iraqi immigrant who literally sold seashells from a cart around the docks of London .

When oil became a larger part of the two brothers' transportation and trading business, the company became known as Shell Oil. After Gulbenkian arranged for the Samuel brothers to merge with a company called the Dutch Petroleum, he rewarded himself with a 5% stake in the newly formed Royal Dutch Shell .

As an advisor to the Turkish government and director of the Turkish National Bank, Calouste formed an organization whose sole purpose was to locate and extract oil from Mesopotamia. This organization will be called the Turkish Petroleum Corporation (TPC). Initially in 1912, stock ownership was granted as follows :

25% = Royal Dutch Shell

35% = British government interests

25% = German government interests

15% = Calouste Gulbenkian

You may have noticed Calouste gets 15% on this deal. Why isn't he called "Mr. 15 Percent"?? Because this deal did not actually bear fruit .

With the outbreak of World War I around the world in 1914, the TPC was put on ice. And when World War I ended, the members wanted Germany out of their union. The British and Dutch also wanted to pressure this random Armenian man to take back the extra 15%, but Calouste Gulbenkian wasn't going to fall without a fight .

Based on every contact and ounce of bargaining power he could muster, Calouste arranged for France to acquire the former Germany's 25% share of the TPC. As a token of gratitude for his efforts, France rewarded Calouste with  5%.

That was a 5% royalty on all revenue generated from the oil located in what eventually became known as Iraq. Calouste Gulbenkian's 5% deal lasted for decades. It lasted several years after his death in 1955. Hundreds of millions, possibly billions of dollars were generated for Gulbenkian .

The TPC was abolished on December 12, 1961. This is the day the Iraqi government enacted Law No. 80, which expropriated (withdrawn) 99.5% of all oil concessions in the country, nationalized Iraqi oil and ended all for-profit private oil. business in the area .

Calouste Gulbenkian died on July 20, 1955 at the age of 86. In his remaining years, he divided his time between a suite at the Ritz Hotel in Paris and a large estate in Lisbon, Portugal .

The Forces for Change stressed that one of the duties of this government is also "to take concrete measures to confine arms to the state, and to benefit from the financial surplus to improve the lives of Iraqis."

She stressed that "the government takes it upon itself to work to ensure the fulfillment of the requirements for holding fair and impartial elections, under UN supervision, including: the application of the parties' law, to prevent corrupt parties and parties with armed arms from participating in the electoral process, and to ensure the independence of the High Electoral Commission."

These forces called on the United Nations Mission in Iraq to support the aspirations of the Iraqis to achieve a real democratic political system of government, and to sponsor the dialogues of its national political forces.

And the statement continued, "In this sensitive circumstance, we believe that the peaceful change project requires concrete measures, foremost of which is a review of the interpretations of the Federal Court, regarding (the largest bloc) and the quorum of the presidential election session, and the violation of constitutional timings."

In order to achieve this, the forces’ statement says, “We sincerely call on all forces, parties, national figures, popular protest movements, unions, unions, organizations and social actors, to unite efforts and work to preserve the path of peaceful change that responds to the aspirations of our people, in a stable homeland. and flourishing.”

Legal expert Ali Al-Tamimi explained the legal possibility for the resigned Sadrist bloc deputies to return to their seats in parliament.
Al-Tamimi said in an interview with "Mawazine News", "There is a possibility for the resigned members of the Sadrist bloc to return by submitting a request to the Federal Supreme Court in accordance with Article 93 III of the Constitution."
He pointed out, "This possibility came because the resignation was not voted on by the House of Representatives, and the resignation was also submitted under great psychological pressure, and this violates the element of will required to resign."

Al-Kazemi's government approves financial funding for the Iraqi army to build outposts on the Turkish border

On Tuesday, the Iraqi Council of Ministers approved recommendations to fund the border guards with tens of billions of dinars to establish security and prevent infiltration.

Al-Kazemi's media office stated, in a statement received by Shafaq News Agency, that Prime Minister Mustafa Al-Kazemi chaired the twenty-eighth regular session of the Council of Ministers, which witnessed a discussion of developments in the country, in addition to discussing a number of basic files, topics on the agenda, and issuing recommendations and decisions thereon.

He added that at the beginning of the session, Al-Kazemi reviewed the political and security conditions in the country, and renewed his call for the need for concerted efforts to bring stability and defuse crises.

He indicated that the Council of Ministers supported the initiative presented by Al-Kazemi yesterday evening, Monday, which received internal and external political support.

And between the Council of Ministers, the Deputy Commander of Joint Operations hosted Lieutenant-General Abdul-Amir Al-Shammari, and a number of security leaders, who reviewed the security situation in the country and presented a security assessment of the Iraqi-Turkish borders.

The Council of Ministers agreed to approve the attached recommendations of the Security Assessment Committee on the Iraqi-Turkish borders, which include financing 30 billion dinars from the text mentioned in the emergency security law published in the Official Gazette on July 4, 2022, including 20 billion dinars for building outposts, and 10 billion dinars for mechanisms.

The Ministry of Finance is funding the Border Forces Command at an amount of 42 billion dinars, according to the mechanism mentioned in the Cabinet Resolution (15 of 2022), and transferring it to the Joint Operations Command.

The exception of these projects is from the instructions for implementing government contracts (2 for the year 2014).


Washington announces its support for Al-Kazemi's call for all parties to participate in a national dialogue

Today, Tuesday, the US Embassy in Baghdad announced the United States' support for Prime Minister Mustafa Al-Kazemi's call on all parties to participate in a national dialogue.

In a statement received by Mawazine News, the embassy said, "The United States of America supports recent calls that call on all parties to participate in a constructive national dialogue that can lead to calming the current tensions."

She added, "We reaffirm our support for peaceful protest, and we encourage all parties to adhere to non-violence and the rule of law in exercising their constitutional rights."

 

A new American position on the Iraqi crisis

Today, Tuesday, the United States of America renewed its support for the peaceful protest in Iraq, urging all Iraqi parties to participate in a "national dialogue".  

The US embassy in Baghdad said, in a statement received by Shafak News Agency, that "the United States of America supports recent calls urging all parties to participate in a constructive national dialogue that can lead to calming the current tensions."

"We reaffirm our support for peaceful protest, and we encourage all parties to adhere to nonviolence and the rule of law in exercising their constitutional rights," the embassy statement added.

And last Saturday, the US embassy in Iraq expressed its concern over the unrest in the capital, Baghdad, and called at the same time for restraint.

She also said, "The right to peaceful demonstration and freedom of expression are guaranteed in the Iraqi constitution. We join our voice in calling on Iraqi political parties from all walks of life to adhere to restraint, refrain from violence and resolve their political differences through a peaceful process in accordance with the Iraqi constitution."

The political scene in Iraq has undergone serious developments since supporters of the Sadrist movement led by prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and protested against the nomination of the coordination framework, Muhammad Shia Al-Sudani, for the position of Prime Minister for the next federal government.

On Monday, demonstrations against the Sadrist movement took place near the suspension bridge leading to the Green Zone, after an invitation from the "Organizing Committee to Support Legitimacy and Preserve State Institutions.


Clarification from the Federal Court regarding the return of the resigned Sadrist MPs to Parliament

The Federal Supreme Court, the highest judicial authority in Iraq, issued on Tuesday a clarification regarding the return of the resigned Sadrist deputies to Parliament.

In a statement received by Shafak News Agency, the court's media office stated that "a number of social networking sites have authorized the Federal Supreme Court for the possibility of the resigned deputies returning to the House of Representatives, and this news is untrue."

The court confirmed that it "did not declare on this matter and did not issue any statement regarding the matter."

And a number of social networking sites reported news, quoting the Federal Supreme Court, of the possibility of the resigned Sadrist bloc deputies returning to Parliament by submitting a request to the Federal Supreme Court in accordance with Article 93 of the Constitution, because the resignation was not voted on by Parliament.

Today, Monday, the Prime Minister and Commander-in-Chief of the Armed Forces, Mustafa Al-Kazemi, called for the formation of a committee that includes representatives from all parties to develop a road map for a solution.

Al-Kazemi said in a statement received by Mawazine News: "I am addressing you as we have entered the sacred month of Muharram... the month of sacrifice, patience, wisdom and rationality. When you are angry, forgive with the state, you will have the consequence.”

1- The protesting brothers should cooperate with the security forces, respect state institutions, and evacuate them. and commitment to public order
2- The security forces must defend public and private properties and official institutions and prevent any attack on them by all legal means
3- Calling for a national dialogue through the formation of a committee that includes representatives of all parties to draw up a road map for a solution.

Al-Khafaji said in a statement received by Shafaq News Agency, that "we do not accept any prosthetic solutions or sitting at a round table, and a radical change is required."

The one close to the leader of the Sadrist movement, Muqtada al-Sadr, justified his allusion to rejecting Al-Kazemi’s initiative, saying: “The people have become intolerant and do not accept the presence of thieves, and they are tired of living with subordination and agents, while they look before their eyes as their country is being stolen, and neighboring countries control it.”

Britain concerned about escalating political tensions in Iraq

The British Ambassador to Baghdad, Mark Bryson Richardson, expressed on Tuesday his concern about the political tensions in Iraq, urging the Iraqi parties to work to get out of this crisis and expedite the formation of the next federal government.

The ambassador said in a tweet on the social networking sites "Twitter", that he was concerned about the escalation of political tensions in Iraq, welcoming at the same time the calls for dialogue and participation.

He urged all parties to work to get the country out of the political crisis, and to form a government within the context of the constitution and to serve the Iraqi people.

The British ambassador continued by saying that Iraq needs to complete building on the approach that establishes democratic elections and a peaceful transfer of power.
