Research Center: The Iraqi scene faces three scenarios after the Sadrists took refuge in the streets

On Monday, a research center expected three scenarios for the Iraqi political scene after the Sadrist movement resorted to the demonstrations option.  

 

In a report published by the "Future Center for Research and Advanced Studies", which was reviewed by "NASS" (August 8, 2022), "in the context of previous developments, Iraq may witness one of the following scenarios:"  

  

1- Early elections: In this case, it is expected that the Sadrist movement will continue its positions and calls for the continuation of protests and sit-ins, in return for the coordination’s insistence on the nomination of Al-Sudani, which prompts mediation by Iraqi parties that will eventually lead to the dissolution of Parliament and the holding of other early elections, which It means the continuation of Al-Kazemi's government as a caretaker government until new elections are held.  

  

2- Responding to al-Sadr’s demands: the forces of the coordination framework may acquiesce to the pressures of the Sadrist movement and withdraw its candidate for prime minister in an attempt to satisfy al-Sadr, in order to avoid going to legislative elections that are not in their favour. However, such a scenario faces several obstacles, most notably that this means accepting a backslid Al-Maliki's role in forming the new government, as well as the continued role of Al-Sadr in influencing its directions, even from behind the scenes. There is no doubt that such a scenario will limit Iranian influence on Iraq, which is something Iran seeks to avoid at the present time.  

  

3- Engaging in armed clashes: This scenario can be achieved in the event that the Coordinator adheres to Al-Sudani’s nomination for prime minister, by inviting the framework to hold a session of Parliament in a place other than the Green Zone, to pass the presidential election session, in addition to the Popular Mobilization factions’ attempt to engage with Supporters of the Sadrist movement, which leads to armed confrontations, and the Speaker of Parliament, Muhammad al-Halbousi, on July 30, used his constitutional powers within Article 50 of the constitution to suspend parliament sessions, and therefore, no session can be held until after the decision to lift the suspension, This is unlikely to happen in light of the understandings between the Sadrist movement and the Alliance of Sovereignty.   

  

Earlier, the leader of the Sadrist movement, Muqtada al-Sadr, said that the dissolution of Parliament had become a popular demand, noting that "there are positive reactions" regarding its dissolution.  

  

Al-Sadr called in a tweet on "Twitter" followed by "Nass" (August 6, 2022), "for a serious pause to save Iraq from the tusks of corruption and dependency, and for us to correct the course of the Silesian process that harmed the people and the country."

Legal: Kurdistan Court Is Not Concerned With Exporting Oil

Legal expert Najm Obaid confirmed, on Monday, that the oil export file is for the Federal Supreme Court, and the Kurdistan Regional Court has no right to overrule the decisions issued by it.

Obaid said in an interview with Al-Maalouma that "the Kurdistan region is subject to all decisions of the Federal Central Court, and its decisions are final and all parties are bound by them," stressing that "the Kurdistan court specializes in internal and simple cases within the region only and is not entitled to issue decisions concerning Iraq in general." .

He added, "The decisions of the Kurdistan Court must comply with the decisions of the Federal Central Court and not to issue decisions that contradict the decisions of the Federal Court."

And he continued, "The Kurdistan region's continued export of oil and gas is a drain on Iraq's resources and is in violation of the Iraqi law and constitution, which establishes the illegality of Kurdistan in exporting to unknown destinations."

The Kurdistan region has been exporting its oil for years, independently of the federal government, relying on the region's oil and gas law, which was voted on by the region's parliament in 2007, and Baghdad considers it contrary to the Iraqi constitution.

This legal breach falls within several violations committed by the region with the central government, including the process of extracting and exporting oil and gas from the Kurdistan region by international oil companies, through the Turkish port of Ceyhan, to Asian and European countries. If implemented, it will lead to great losses for these companies.

"US support for UNHCR allows for enhanced integration of Iraqi refugees and internally displaced persons, including those who have now returned to their homes, into local communities and public services. UNHCR Representative in Iraq, Jean-Nicolas Beuze, also stated that “while the current situation in Iraq is gradually stabilizing and providing opportunities for prosperity, we need to continue working with the authorities in Baghdad and the Kurdistan Region of Iraq to strengthen the resilience and self-reliance of communities.”

"The generous and flexible contribution from the United States allows UNHCR to prioritize those most in need and improve key public services in Iraq," he added.

UNHCR concluded its statement by expressing its “gratitude for the generous and long-term support of the United States of America to UNHCR. Since 2013, the United States, through the Bureau of Population, Refugees and Migration at the Department of State, has provided $484 million for the refugee response. This support means that UNHCR can continue to provide Protection and pursuit of durable solutions for internally displaced persons and refugees in Iraq.

Former Iraqi Prime Minister Nuri al-Maliki announced on Monday his refusal to dissolve parliament and go to early elections before the parliament reconvenes, while supporters of the Sadrist movement continue their sit-in for the tenth consecutive day on the impact of a political crisis.
 
Supporters of the leader of the Sadrist movement, Muqtada al-Sadr, the most prominent opponent of al-Maliki, in late July, stormed the fortified Green Zone in central Baghdad and entered Parliament, before moving their sit-in to its surroundings.
 
The political crisis in Iraq reached its climax with Al-Sadr's rejection of his opponents' candidate in the coordination framework for the premiership. Al-Sadr raised the level of pressure on his opponents, relying on his ability to mobilize the street, calling on them on Wednesday to dissolve parliament and hold early elections.
 
But al-Maliki demanded on Monday that parliament return to work, while the coordinating framework had also indirectly stipulated Thursday ending the sit-in and vacating parliament before holding new elections.
 
Al-Maliki said on Monday, in his speech on the occasion of Ashura commemorated by Shiite Muslims on Tuesday, that "no will can be imposed on (Iraq) except by the will of the entire people and through its constitutional institutions represented by the elected parliament."
 
He added, "There is no solution to Parliament, no regime change, and no early elections except for the parliament's return to meeting, and it is the one who discusses these demands and what it decides, we proceed with because Iraq's system is a trust in all of us, and Iraq is only served by adherence to the law and the constitution."
 
Since the beginning of the crisis, the parties to the coordination framework, which includes, in particular, the Al-Fateh bloc, which represents the Popular Mobilization, which is an alliance of pro-Iranian factions that have become affiliated with the official forces, has been divided over the strategy that they should follow towards al-Sadr, according to experts, while the most hardline wing to which al-Maliki belongs depends. The economic expert Duraid Al-Enezi explained, on Sunday, that Iraq's loss from changing the exchange rate and storing hard currency amounted to 15 billion dollars.

Al-Enezi said in an exclusive interview with {Euphrates News} that “the central bank storing any currency or metal leads to loss, because the dollar and the euro are exposed to material losses while gold prices are witnessing fluctuations, as well as fluctuations in oil prices, so that is the best solution to maintain the cash surplus. The current oil revenues are being thrown into investment projects, because storage in all cases is subject to a rise and a fall.

And he added, "Iraq lost, from the first days of the oil price hike, about 15 billion dollars, as a result of storing hard currency from the dollar and not benefiting from it." 

It is reported that the Central Bank of Iraq decided on January 19, 2021 to make a significant change in the dollar exchange rate, as follows:

1450 dinars per dollar, the purchase price of foreign currency from the Ministry of Finance.

1460 dinars per dollar, the price of selling foreign currency to banks.

1470 dinars per dollar, the price of selling foreign currency to the public.

The Central Bank's decision caused a rise in prices for foodstuffs, consumer goods and commodities, which negatively impacted the standard of living of citizens and exacerbated unemployment.

Adviser to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, said on June 27 about the possibility of changing the dollar exchange rate: “Everything is possible, but we need patience in changing the dollar exchange rate in case prices rise and the financial policy is unable and monetary policy is able to cover the dinar.” To "the Food Security Law, if it is not able to secure the requirements in the event of high prices, the Central Bank will intervene to preserve the strength of the dinar against the dollar.

8-7-2022   Intel Guru Frank26   We're going to see a new exchange rate of the currency through Kazemi's government and IMO parliament will eventually be dissolved.  Just like Kuwait...dissolved their parliament for a very good reason.  This will be good for Iraq... Kazemi will have a caretaker government with all the powers behind it...that dissolvement gives Kazemi majority rule.  This will give Kazemi full power for two years.  And that's good.  No body will be able to do or say anything against him.  That's a good amount of time IMO for the monetary and economic reforms.

8-7-2022   Newshound/Intel Guru Mnt Goat  I get some questions on the VND Vietnam Dong as will it also RV along with the IQD Iraqi Dinar?  I will give you a short answer to this question – maybe  ...the Vietnam war has been over for about 50 years and still they have their downgraded currency and larger three zero notes. Maybe it’s time to bring them to the standard of the western currency? We can see there is no hurry to change these notes, at least not what they are saying. We do also see a higher VND rate (.47 – $2.00) in the QFS staged to go at some point. So, something is up. This is a good sign.
