On Thursday, legal expert Ali Al-Tamimi identified the constitutional mechanisms for dissolving the Iraqi parliament.  

 

Al-Tamimi said in a statement to “Nass” (August 4, 2022): “Article 64 of the constitution stipulates that the House of Representatives is dissolved by an absolute majority of its members, i.e. half of the total number plus one, and this is done in two ways. The Speaker of the House of Representatives is signed by 110 deputies. As for the second method, it is a request from the Prime Minister and with the approval of the President of the Republic.  

  

He explained, "If we exclude the second method, because the current government is a daily business that did not come from the current parliament, neither it nor the President of the Republic, and therefore neither the Prime Minister nor the President of the Republic has the right to submit the joint application," noting that "this is in accordance with Federal Court decision 121 of 2022. ".  

  

While the legal expert pointed out that “there remains one way to dissolve the current parliament, which is to dissolve the parliament itself, that is, at the request of a third of the members and the approval of the absolute majority of the number of members, that is, half of the total number plus one.”  

  

Al-Tamimi indicated that "when voting on the dissolution of the House of Representatives by the absolute majority of its members, the President of the Republic calls for general elections in the country within a maximum period of 60 days from the date of the dissolution, and certainly the Council of Ministers continues to conduct daily affairs until the formation of the new government."  

  

He also pointed out that "there is no limitation for the term of the caretaker government in the day-to-day affairs in Article 64 of the Constitution regarding the dissolution of the House of Representatives, in contrast to the limitation that came in Article 61, paragraph eight of the Constitution related to the withdrawal of confidence from the Prime Minister, in which the Council of Ministers is considered resigned," explaining that " The period of conducting daily business in it was no more than thirty days until the formation of the new Council of Ministers,” noting that “the reason in the case of dissolving the House of Representatives requires long procedures that cannot be accomplished within 30 days, unlike the case of withdrawal of confidence in which this can be done with the presence of the House of Representatives. The elected representatives and the presence of the voting president of the republic, which does not exist in the event of the dissolution of the House of Representatives.  

  

The leader of the Sadrist movement, Muqtada al-Sadr, earlier demanded the dissolution of parliament and the holding of early elections, while at the same time he called on the protesters to continue their sit-in.

Al-Sadr explained, "Reform does not come without sacrifice, and I am fully prepared to testify for reform," noting that "the revolution began as a Sadrist and they are part of the people, and that the revolution will not exclude the corrupt from the Sadrist movement."      

  

Al-Sadr affirmed, "I have never and will never be satisfied with bloodshed, and most of the people are tired of the entire ruling class."

The coordination framework, which brings together the Shiite forces participating in the political process, affirmed, on Thursday evening, its support for any constitutional path to address political crises and achieve the interests of the people, including holding early elections, according to conditions.

The framework stipulated, in a statement received by Shafak News Agency, "achieving national consensus on early elections, and providing a safe environment for their holding."

He stressed the need to "work to respect the constitutional institutions, and not to disrupt their work, and to keep the ceiling of political forces, the law, the constitution and the interest of the people."

The position of the coordination framework comes a day after the leader of the Sadrist movement, Muqtada al-Sadr, called for dissolving the current parliament and holding early elections, which he said he had not yet decided whether to run or not.

Soon, several political forces, including those affiliated with the coordination framework, announced their support and welcome to Al-Sadr's call for early elections.

In a statement yesterday, Al-Amiri stressed the need for a comprehensive national dialogue in order to set a date, mechanisms and requirements for holding new early elections, including providing appropriate climates to restore citizens' confidence in the political process.

The political scene is living in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the survival of the caretaker government headed by Mustafa Al-Kazemi.

On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.

The Sadrist Movement demands that Al-Kazemi dissolve the Iraqi parliament

The leader of the Sadrist movement, Jaafar al-Moussawi, called on the Iraqi Prime Minister, Mustafa al-Kazemi, yesterday, to dissolve parliament in a practical application of the call of the movement's leader, Muqtada al-Sadr, to hold early elections, hoping to end the worsening political crisis in the country. 

Al-Moussawi called Al-Kazemi to submit a request to the President of the Iraqi Republic, according to the Iraqi constitution, to dissolve the current parliament, and to call for early elections within a maximum period of 60 days from the date of dissolving the parliament.

Parliament may be dissolved with the approval of an absolute majority at the request of one-third of the members, or the prime minister, and with the approval of the President of the Republic, in accordance with the constitution. But some of them questioned Al-Kazemi's eligibility to demand the dissolution of Parliament, given that his government became a business administration after the October elections.

In the meantime, it is expected that the grand celebration square in the center of the Iraqi capital, Baghdad, will witness a “million” Friday prayer for the protesters and those who join them from the rest of the provinces, called by the leader of the Sadrist movement Muqtada al-Sadr, at a time when calls are rising to sit at the dialogue table between the political forces in order to Negotiating the formation of the government and ending the sit-ins that began last Saturday inside the Green Zone.

A security source said that Hamdad Shaheen, a spokesman for the New Generation Movement, and a number of other party leaders in Erbil and Sulaymaniyah, had been arrested.

 It is also important to draw attention to what should not be overlooked.. Frankly: If there is: the current camp and the tire camp, it does not mean that our beloved brothers in the popular crowd are affiliated with one of these two sides.

 Rather, I am certain that they share my opinion in what I said regarding the request for unity within the heavenly, religious, human and ideological frameworks.  They, i.e. the Mujahideen in the Popular Mobilization, are closer to our views and our adoptions (the Sadr family), rather most of them refer in their imitation and all their actions to the two Sadrist martyrs (their pure souls sanctified).

Hence, I greet them with the greeting of Islam and I wish them steadfastness in the field of jihad and that God unites us and them under the banner of the absolute truth, the owner of the age and time and the master of reformers, Imam Mahdi, may God hasten the Almighty.

 Sharif's face  And as they sacrificed for the sake of their country, they are fully prepared to defend reform and the absolute right, God willing.

I am fully aware of their courage and sincerity, for they were among the soldiers of Iraq and the fighters under our banner Al-Sadr family against the occupation.

 Still, may God Almighty grant them His pleasure.  They are from Iraq and to Iraq, and they do not accept subordination or loyalty to anyone other than the savior and reformer from the family of the Messenger, may God’s prayers and peace be upon them.

 Wholes.  I ask God to unite us and them and to end the separation between us, for I am certain that they are not students of money or worldly affairs, but rather students of truth.. and the truth prevails.

Kiosks selling bread in Baghdad and Thai rice arrives in Iraq

The Iraqi Ministry of Trade announced today, Thursday, the intention of the General Company for Grain Manufacturing, one of its formations, to establish model kiosks for the sale of government Samon in the regions of Baghdad, while expressing its willingness to equip contractors to market its production of Samon.

The company's general manager, Atheer Daoud Salman, said, in a statement reported by the Ministry's Media Office, to Shafak News Agency, that "his company seeks to open several outlets to market the subsidized samoon produced in its bakeries by establishing model kiosks in several areas on both sides of Karkh and Rusafa through which direct sales of the samoon, which The Ministry of Commerce intends to put it on the market at competitive prices, supported by the Loaf Subsidy Project.

Salman added, that the company has adopted the electronic cutting program for the sale and marketing of ham produced in its government bakeries, pointing to the company's readiness to equip contractors in the event that they sign a contract with the company to market its production of malt and in various forms according to demand.

The Director General added that his company intends to send an invitation to the state departments and ministries to meet their needs of silage according to an easy contracting mechanism.

The General Company for the manufacture of grains owns several modern lines for the production of automatic samoon and Arabic bread in the Kadhimiya bakery complex.

In addition, the Ministry of Commerce announced the arrival of the ship EGE S to the Al-Adla area, carrying 41,000 thousand tons of Thai rice for the sixth food basket for 2022.

The Central Bank of Iraq is the first in the world to buy gold in 2022

Central banks globally added 59 tons of gold to their reserves last month and no sales were reported, according to the latest data compiled by the World Gold Council.

The Central Bank of Iraq has become the latest bank to add a significant amount of gold to its gold reserves this year. The Iraqi Bank bought 34 tons of gold. This is the first increase in gold reserves by the Central Bank of Iraq since it purchased 7 tons in 2018. The Bank of Iraq now owns 130 tons of gold.

Uzbekistan continued its gold buying spree, buying another 8.7 tons. It has added nearly 9 tons of gold to its reserves in each of the past three months. Gold reserves represent just over 60% of Uzbekistan's total reserves.

Turkey has also been adding gold to its reserves constantly. Last month, the Turkish bank added 7.7 tons of gold to its holdings. Turkey's central bank added 37 tons of gold to its holdings in the first quarter of this year alone. It now owns more than 455 tons of gold, which is approximately 30% of its reserve assets.

In June, the Central Bank of Kazakhstan increased its gold holdings by 4.2 tons. This was the third consecutive month of purchases after several consecutive months of sales earlier in the year and back to 2021.

India bought 3.7 tons of gold last month. Since resuming buying in late 2017, the Reserve Bank of India has bought more than 200 tons of gold. In August 2020, there were reports that the Reserve Bank of India was considering increasing its gold reserves significantly.

8-3-2022   Intel Guru MarkZ   [via PDK]   News has been overwhelming out of the Middle east today…the excitement level from those on the streets of Iraq is through the roof in anticipation...   Sadr and a number of people speaking late last evening in Iraq talked about the impending change of value and the impending government changes ...Most of my contacts over there think it may be within the next week for the new rate to begin. They specifically mention “Pre-Gulf War” for the rate...about  $3.20 cents... IMO this is the very absolute closest we have ever been...

Well,  the Emergency Food Security Law fits the bill not to mention they have not seated their government for about the last 10 months.
