Today, Friday, the head of the Wisdom Movement, Ammar al-Hakim, called on the national forces to open a new page based on mutual trust and joint action.

Al-Hakim said during the annual Husseini gathering in Al-Khilani Square in Baghdad, which was followed by (Al-Oula News), that "respecting the law and the constitution, and preserving the prestige of the state and its institutions, is the safe path to preserve the rights and sovereignty of the people."

He added, "From here, I call on all patriotic and benevolent forces to transcend previous sensitivities and intersections and open a serious and responsible dialogue in a spirit worthy of Iraq and its position, and open a new page based on mutual trust and joint national action, both from its position and effective participation in making supreme strategic decisions."

He continued, "Here we recall the heroism of the sons of the Popular Mobilization, which has become a national military institution that we are proud of, and we renew the resolve and praise its annual anniversary that is full of feats and heroism, and we salute its valiant types that you saw and witnessed by the world in its last review, solemn, confident and victorious, which necessitates renewing the call to continue its institutionalization, support and development to remain The bond and the back.”

Al-Kazemi’s advisor sets priorities for investing financial savings and increasing revenue

Today, Friday, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, identified priorities for investing financial savings and an increase in total revenues.

Saleh said, "The increase in total revenues, based on oil revenues, is subject when it is outside the limits of financing the expenditures set forth in Law No. 2 of 2022, i.e. the Emergency Support Law for Food Security and Development, or exceeds the funding limits set forth in accordance with the provisions of Article (13) / Second. From the effective Financial Management Law No. (6) of 2019 disbursing 12/1 of the actual current expenditures realized in the fiscal year 2021.

He added, "Based on the provisions of the two laws above, and when actual revenues exceed expenditure estimates, and after covering the actual deficit, if any, in the emergency law as mentioned, the surplus is directed and employed in the budgets of the following years through a (sovereign fund) as stipulated by the provisions of Article 19 of the Financial Management Law. The aforementioned, provided that the legal adjustment to the current fiscal year conditions is available because the financial savings that go to the sovereign fund’s account is required under the effective Federal Financial Management Law to have a law for the annual general budget, which does not exist for the year 2022,” according to the official agency.

He continued, "Nevertheless, this means, in all cases, the generation of official reserves that are used for spending in the coming years through a sovereign saving fund inevitably, and it is managed in accordance with international best practices in managing and investing official reserves and benefiting from the investment returns of these official foreign reserves or disposing of them." In financing the budgets of the coming years and achieving the so-called financial sustainability, as confirmed by the Central Bank of Iraq in its recent statements about the management of the Fund.

He continued, "Certainly, the priority will go in an important aspect towards financing investment projects that contribute to the development of national income and the economic prosperity of our country."

He explained, “If the fiscal year 2022 ends, for example, without approving the general budget, and starting spending at a ratio of 1/12 of the actual current expenditures for the past year 2021, the financial surpluses will go to a fund or reserve account that represents the sovereign wealth, and certainly the priority will go.” Towards the sustainability of financing investment projects that contribute to the development of national income and the economic prosperity of our country.

He concluded by saying: "Despite the foregoing, there is a fundamental development that came in the effective Federal Financial Management Law that was amended in 2020, whereby governorates that did not benefit from their share of the allocation for investment projects were allowed to keep those allocations in the following year in a trust account to resume the exchange. The approved investment projects shall do so in the following year without interruption, even in the event of a delay in approving the budget.

Dozens of supporters of the leader of the Sadrist movement, Muqtada al-Sadr, flocked this evening, Friday, to Tahrir Square in the center of the capital, Baghdad.

Supporters of the Sadrist movement are seeking to prevent the parliament session on the presidential elections, the date of which has not yet been officially set.

And the security forces rushed to put concrete blocks at the beginning of the Jumhuriya Bridge to prevent the demonstrators from crossing into the Green Zone, where the parliament building is located.

The security forces also cut the Al-Sinak, Al-Ahrar and Al-Shuhada bridges that separate the two sides of Baghdad, Karkh and Rusafa.

On Wednesday, hundreds of al-Sadr's supporters stormed the Iraqi parliament building in the Green Zone, in protest against the coordination framework's move to form a government and push a candidate from the Dawa Party led by al-Maliki.

Al-Sadr had hinted on more than one occasion to stand in the way of forming a government in accordance with the principle of quotas adopted since 2003.

Al-Sadr withdrew from the political process, after months of tug-of-war with the coordination framework to form a government according to the majority principle, which he confronted in alliance with the Kurdistan Democratic Party and a Sunni political coalition that brought together Muhammad al-Halbousi and Khamis al-Khanjar.

Parliamentary Legal: There will be no session for the House of Representatives tomorrow

Nabil Al Marsoumi to Nina: The current year's budget has become a thing of the past

The economic expert, Nabil Al-Marsoumi, confirmed that the current year's budget has become a thing of the past.

He told the National Iraqi News Agency ( NINA ) that the current year's budget is supposed to be submitted since November 2021, and we have passed the first half of July 2022, because it is real and actual to set a budget.

Al-Marsoumi added that the budget needs an approval from the Council of Ministers, which has not yet been formed, and then goes to Parliament for discussion and approval, which needs a period of between two to three months.

He explained that we have to think about next year, will there be a budget or not? .

Al-Marsoumi indicated that talking about the 2022 budget has become useless, and the Food Security Law, which was enacted two months ago, I think is sufficient to spend the surplus of oil revenues on the aspects decided by this law


Washington: The formation of the Iraqi government is an internal matter and we will not interfere in it

The US State Department said, on Friday, that it "will not interfere" in the issue of forming the new Iraqi government.

US State Department spokesman Ned Price said that his country is communicating with its Iraqi partners, "but it will not interfere in the issue of forming a government," stressing that it is an "internal issue."

Price expressed Washington's readiness to work with any Iraqi government that "puts the sovereignty of its country and the interests of its people at the center of its agenda," calling on the political parties in Iraq to "exercise restraint and not resort to violence in the demonstrations." 


Al-Tamimi Clarifies The Legality Of Holding The Parliament Session Outside The Capital

The legal expert, Ali Al-Tamimi, explained the extent of the possibility and legality of holding the parliament session in a place outside the capital and the building of the House of Representatives, pointing out that the parliament's internal system was clear in this matter.

Al-Tamimi told Al-Maalouma, "Article 21 of the parliament's internal system authorized the convening of the parliament session in another governorate, as it was stated in this article (parliament sessions are held in Baghdad and can be held in other places when necessary)."

He added that "the legal text in the internal system, when Baghdad specified a place for parliament sessions, allowed them to be held in another governorate, and the word places in it included all governorates, even the governorates of the Kurdistan region."
And he indicated that "the internal system is clear, and in sum, it allowed for the parliament session to be held, whether in Baghdad or in other provinces, when it was necessary to move in order to hold it in another place."

Kazemi was very specific that we would not see a recent rate…that it would be an older rate…and they would go back to being a premier currency in their area. I am still being told they are in a mad scramble to finish seating the government over the weekend. They will be working over the weekend to get one sat. I am feeling pretty confident this time that we will see some massive movement over the next few days. That Kazemi announcement is huge...

Things appear to be moving at a compressed pace right now...
