The budget and food security allocations are behind the resignation of Ali Allawi

link

Analyzes believe that the delay in approving the 2022 budget, caused the resignation of Finance Minister Ali Allawi, without warning.

The minister's resignation was a shock to the political circles, especially since he had not previously indicated his intention to resign from the position.

The political differences left by the recent elections hindered the formation of the new government, at a time when laws prevented caretaker governments from sending legislation to Parliament for approval, which kept the fate of the budget law unknown.

And Prime Minister Mustafa Al-Kazemi said during the cabinet session that a government cannot live without a budget, two years have passed without a budget, which some considered to be proof that Allawi resigned because of the budget.

Private sources say to the Obelisk, Minister Allawi is discontented with the impact of political conflicts on the government's work and its inability to implement any financial reform because of that, as well as the lack of legislation for the country's general budget so far, despite the passage of 8 months since the beginning of the year due to political conflicts.

It did not take practical steps to implement the economic reform paper known as the White Paper because of the political rivalry.

On the other hand, the resignation comes days after the food security law was disbursed.

Ali Allawi, for his part, objected to the launch of the law's assignments, which may be the reason for his resignation from the position.

At a time when the followers of the Sadrist movement are holding a sit-in in the Green Zone, disrupting Parliament, which means that the allocations of the Food Security Law are not secured due to the absence of a parliament that is held accountable and follows up on the disbursement of allocations.

The fact that Iraq remains without a financial budget is quickly reflected in revenues, as the delay in approving the budget causes wastage of public money, and a lack of revenues due to the failure to implement the government’s financial plan represented by the budget, which will necessarily include measures to maximize financial resources and achieve maximum revenues. According to the experts.

As for the other harm, it is the expenses that are always planned according to the revenues, and since the imbalance and shortage of revenues will inevitably occur, this will have a definite reflection on the expenses, and the lack of revenues will lead to the reduction of the projects planned by the government according to the citizens’ priorities and needs.

The expert in economic affairs, Abdul Hassan Al-Shammari, says that this delay will hit the investment sector, and will contribute to the spread of unemployment among young people, and will even raise poverty indicators to higher levels.

Economist Ahmed Abu Abatin warned that this delay will have serious repercussions, as it necessarily leads to delays in the completion of planned projects.

Twitter activist Rasha Al-Ezzo said that the delay in sending the draft budget also results in the delay in sending the final statements of the 2021 budget, which the government is supposed to send as soon as it finishes sending the 2022 draft budget to Parliament.

Al-Iraqi pointed out, "In general, your secret session does not concern us with anything... However, I wanted to say: Do not increase the people's anger against you, and do not do anything that increases the people's fear of the democratic process that you are sewing according to your measure."

And he wondered, "Otherwise, what will the people benefit from closed and secret sessions in which their legitimate desires are not taken into account in achieving the security and safety that you took from them when you sold a third of Iraq and in providing a decent living that you smuggled abroad to bring in weapons and drugs for the people to use, so you live in peace on ostrich feathers and under the cooling air from which they were denied? An entire people."

He stressed by saying: "No, it is a people who kneel only to God..and there is no good in your dialogue except those from whom we received news from within the meeting that he was somewhat positive with his people, but he may be one of the helpless."

And he addressed by saying: "Oh people of Iraq, do not be deceived by their dialogue, for it is easier than a spider's web, and their survival will not be long if your revolution is prolonged.. God is the Guardian of success."

The Patriotic Union of Kurdistan confirmed that the dispute between the coordination framework and the Sadrist movement and the intensification of escalation between the public of the two parties generated fears among the political forces.

A member of the advanced cadre in the Union, Mahmoud Khoshnaw, said in a press interview, that “the issue of the presidency is not as important as it is to remove the danger of civil war in the country,” noting that the party did not discuss the issue of choosing the president of the republic during previous meetings, not even in today’s meeting that Al-Kazemi sponsored. The Union has placed the importance of preserving civil peace as a primary priority during the current situation.”

He added, "The demonstrations are not spontaneous, but rather bear the demands of the leaders of the two parties," noting that "the Union is looking for a common starting point represented in the political balance with the size of the authorities with the Democratic Party in the center and the region," stressing that the Union is not committed to Barham Salih, but is keen on entitlement to the presidency of the republic. As it is the will of the masses, in addition to obtaining political consensus, the union is looking for a solution to the crisis in Baghdad, seizing the land, and returning the popular bases to the parties to the conflict.”

These confessions came from the researcher atMiddle East InstituteinWashington,Robert FordWhich indicated that the Americans put pressure on Nuri al-Maliki to assume the position of Prime Minister in the year 2006 and then again in the year 2000 and committed two major strategic mistakes.

Today, Thursday, Lebanese businessmen demanded that Iraq pay outstanding debts and dues since the 1990s, suggesting that this be through the price of Iraqi oil exported to Lebanon, while noting that these debts caused them suffering.

The Lebanese-Iraqi Businessmen Council said in a statement received by Shafak News Agency, "The Lebanese-Iraqi Businessmen Council welcomes the visit of the Iraqi government delegation and thanks the Iraqi government for its support to Lebanon in these difficult circumstances," calling on the Lebanese and Iraqi governments to "be the rights and entitlements of Lebanese traders and industrialists." Businessmen are at the forefront of the ongoing discussions for the Lebanese to collect their dues from the price of Iraqi oil, in addition to other services provided to Iraqis in Lebanon."

The Council made a special appeal to the President of the Lebanese Republic, Michel Aoun, and the Lebanese Prime Minister, Najib Mikati, to give the necessary attention to resolving the issue of the debts and receivables of the Lebanese that have been stuck with Iraq since the 1990s, especially since most of them are dues, deposits and policies at the Rafidain Bank and other Iraqi banks as well as Iraqi ministries and public institutions. It is payable."

The Council appealed to the Lebanese state to pay attention to the "rights holders of the Lebanese who suffer from the burden of these debts," noting that "the Lebanese state has not made any effort in this direction since President Aoun's visit to Iraq in 2018."

The Council expressed its hope that the official Lebanese references would "pay much attention to the issue in order to lift the injustice against the Lebanese merchants and industrialists in order to reach a settlement of their debts and their belongings, similar to the settlement that took place with other Arab countries (Jordan - Syria - Egypt)."

The Council also drew attention to the fact that “refusing to pay over the past period has caused the Lebanese economy (especially private sector traders) severe damages, including indebtedness from banks and high banking interests to carry out their business in Iraq, and even the bankruptcy of some of them.

Report: The resigned Finance Minister detonates a bomb at the foundations of the political system in Iraq

link

Finance Minister Ali Abdul-Amir Allawi detonated a "dynamite package" in the foundations of the political system that ruled Iraq after 2003, and this development came in a letter of resignation from the position that Allawi addressed to Prime Minister Mustafa Al-Kazemi, on Tuesday evening.

Although most of what was mentioned in the speech about corruption and mismanagement in the joints of the Iraqi state, and the forces of power’s struggle over public money for years, is self-evident on the lips of most Iraqi citizens, its issuance by a high-ranking official familiar with the weight of the Minister of Finance gives it exceptional and extreme importance It was viewed locally by observers and those interested in political affairs as "the highest political document submitted by an Iraqi minister for two decades."

The resigned minister began his long 10-page speech by talking about the nature of the difficult circumstances that were associated with the formation of the government of Prime Minister Mustafa Al-Kazemi in May 2020, in which he held his position, and about the shape of the challenges she experienced in terms of coming to the ruins of the government of Adel Abdul-Mahdi that toppled it Massive protest demonstrations, along with the outbreak of the "Covid-19" health problem and the country's stifling economic crisis, which he said as: "There were times when government funds were literally exhausted, and our foreign exchange reserves were withdrawn."

After a long talk about the nature of the work of the Ministry of Finance, the disastrous interventions by political parties and the rise of the unqualified to high positions in it, “it was a ministry full of people with questionable qualifications” and the willful neglect practiced by successive governments on this important ministry, he moved to talk about urgent measures that He took it to face the successive crises that afflicted the country to prevent its collapse. After mentioning the range of measures that have been taken, he concluded: “However, it is very difficult to make significant economic changes and reforms on a continuous and permanent basis in light of the context of our political economy, I must admit that I did not anticipate the appalling deterioration in the standards of governance in our country over the course of a long period of time. the past fifteen years. Almost everything was conspiring to thwart real change and entrench the persistence of corrupt practices that destroy the moral and material foundations of the country.

Then Ali Allawi moved to talk about the case of the "Ishtar Gate" company, which erupted a few days ago, after the company won a court ruling in the amount of 600 million dollars against the Rafidain Governmental Bank.

In his speech, he said: “The issues of electronic payment corruption for me were the straw that broke the camel's back. It was not a rare case, but it clearly reflected to all parties the extent of the imbalance in the system, as it crystallized the degree to which the status of the state deteriorated and became a puppet of special interests. The matter is now with the judiciary and its investigations after the ministry made its observations, so it cannot be commented on.”

He believed that an issue of this kind “raises a whole range of questions about how to make the right decisions that affect millions of people and vital state institutions without regard to the public interest. Extensive underground networks of corrupt high-ranking officials, businessmen, politicians, and state employees work in the shadows to control entire sectors of the economy, withdrawing billions from the public coffers. These networks are protected by major political parties, parliamentary immunity, the arming of the law, and even foreign powers.

Although Allawi praised some of the achievements made by Mustafa Al-Kazemi's government, he admitted that "it did not succeed in controlling corruption and then reducing it. Corruption is a multi-headed beast and in the past twenty years it has dug deep roots in the country, it cannot be controlled if there is no policy and consensus to do so, as corruption remains rampant, debilitating and widespread. He also admitted its inability to curb external and internal interference in the state's work and sovereignty.
In addition to his long talk about issues of the economy and corruption, Allawi frequently touched on political issues, the issue of the current Sadrist protests, the position of the Najaf authority regarding the conflict between al-Sadr and his opponents from the Shiite "coordinating framework" forces, and issues related to the constitution and its rewriting.

Allawi believes that “civil disobedience is the only way to change,” and that “state institutions, even in their weak state, lose their credibility and authority with the withdrawal of the Sadrist movement from the House of Representatives. Any new government that is formed under the current regime lacks full legitimacy in my opinion unless it is recognized by the opposition outside Parliament.” He continued, “There is no doubt that reforming this system with constitutional changes or even a new constitution is necessary, and unlike humans, states do not die permanently, and (zombie) states can remain for years or even decades before they are buried, I think that the state that emerged after an invasion 2003, showing signs of terminal illness.”

On his opinion of the position of the Najaf reference point and the external parties on the current political crisis, Allawi said: “There is no external party that can separate the dispute, and there is no willingness on the part of the honorable reference in Najaf to influence one side or the other or against both (the Sadrist movement). framework forces), this could give legitimacy to abandon the current system and move towards a new one.
He concluded that "there is no sacred constitution, which must be changed and amended as necessary to serve the greater interest of our people, and in particular, vague clauses, uncertain powers, and difficult and even impossible conditions for making amendments, made it necessary to consider the possibility of new constitutional arrangements

After the resignation of the Minister of Finance... Sales of the Central Bank of Iraq recorded a noticeable increase

link

The economic expert, Safwan Qusay, confirmed, today, Thursday, that the increase in the Central Bank’s sales of foreign currency is an indication of .weak confidence in the Iraqi dinar Qusay told (Baghdad Today) that "the lack of confidence in the Iraqi dinar is due to what was raised against the Ishtar Gate Company, and it indicated the existence of a financial gap related to the balances of the Rafidain Bank, in addition to what was stated in the resignation of the Minister of Finance from the penetration of the ".corrupt into vital joints in the federal ministries

He added that "there is a possibility for the Central Bank of Iraq to defend the exchange rate of the Iraqi dinar through the available reserves that rose recently to reach more than 84 billion dollars, in addition to stabilizing oil prices above 100 dollars as an average that feeds Iraq's dollar balances with no less than 350 million ."dollars." Daily He continued, "It is necessary to constantly issue reassurances to the financial markets to stop the pressure on the value of the Iraqi dinar, and there is a possibility to invest the current surplus of the Iraqi dinar to settle the internal debts amounting ".to 70 trillion dinars so that local banks can maintain a good level of dinar liquidity

And the Central Bank of Iraq recorded, earlier yesterday, Wednesday, its highest sales of the US dollar currency in the currency sale auction during . the current year, to reach more than 293 million dollars The Central Bank sold, during its auction for buying and selling US dollars, 293 million and 9 thousand and 739 US dollars, which were covered by the bank at a base exchange rate of 1460 dinars per dollar, which is the highest amount of

He stressed by saying: "No, it is a people who kneel only to God..and there is no good in your dialogue except those from whom we received news from within the meeting that he was somewhat positive with his people, but he may be one of the helpless."

Al-Iraqi added, "How long will the camel remain on its ivory tower and its abhorrent bourgeois behavior that ignores the suffering of the people and disposes of its money and rights without judicial or international deterrence?"

And he addressed by saying: "Oh people of Iraq, do not be deceived by their dialogue, for it is easier than a spider's web, and their survival will not be long if your revolution is prolonged.. God is the Guardian of success."

The (Iraqi National Dialogue) meeting, which was held in the presence of the presidencies with leaders of the political forces at the invitation of Prime Minister Mustafa Al-Kazemi, came out, today, Wednesday, with five recommendations.

According to a statement by the Prime Minister's Media Office, which "Nass" received a copy of (August 17, 2022), "the meeting led to a number of points, agreed upon by the attendees, represented by the following:"

1 The participants expressed their commitment to the national constants, and to finding a solution to all crises through dialogue and adopting a spirit of brotherhood and synergy; In order to preserve the unity of Iraq and the security and stability of its people, and the permanence of the constitutional democratic system to which everyone appeals, emphasizing the supremacy of the supreme national interests, and showing a spirit of solidarity among the people of the one nation; to address the current political crisis.

2- The conferees indicated that resorting to the polls once again through early elections is not an exceptional event in the history of democratic experiences when political crises reach dead ends, and that national political forces resort to constitutional tracks in elections.

3- The conferees called on the brothers in the Sadrist movement to engage in the national dialogue, to put in place mechanisms for a comprehensive solution to serve the aspirations of the Iraqi people and achieve their goals.

4- The participants agreed on the continuation of the national dialogue; In order to develop a legal and constitutional road map to address the current crisis.

5- The conferees called for stopping all forms of field, media, or political escalation, stressing the need to protect state institutions and return to calm discussions away from provocations and provocations that would provoke strife. They appealed to the media and elites to support the path of national dialogue and social peace, to serve the interests of our people," according to the statement.

8-18-2022   Newshound/Intel Guru Mnt Goat   Article:  "THE MINISTER OF FINANCE IS FOLLOWING UP ON THE IMPLEMENTATION OF THE STAGES OF THE FINANCIAL AND ECONOMIC REFORM PROGRAM"  This is the kind of news we want to here. As long as they keep moving along with the White Paper we know they are on track for the reinstatement of the dinar to FOREX. It is not “if’ but “when”...

[via PDK]  A lot of political turmoil in Iraq. They may not seat their government until the end of the month now. Don’t let it get to you. The CBI has told us over and over again that they get to pull the trigger. They do not need the government for that...

8-17-2022   Newshound Guru Samson  Article "Food security and the white paper.. Expose the reasons for the resignation of the Minister of Finance" Quote "Among the reasons is the disbursement of the funds of the Emergency Food Security Support Law," noting that "Al-Kazemi tried to dissuade Allawi from resigning, but the latter was insisting on his resignation."

8-17-2022   Newshound/Intel Guru Paulette  When the IQD RI's, there will no longer be a need for vendors to purchase USD in order to cover imports and the people will no longer desire USD over IQD as (hopefully) the IQD will be seen as more valuable.  Additionally, when the vendors can use IQD to purchase imports, they will not only be happy to accept IQD but will prefer it.  Therefore, when the IQD is reinstated, the Currency Sales volume will be very minimal as there would be limited demand...

8-17-2022   Intel Guru Bruce   [via WiserNow]  They had put out a rate at least in the region, and they had been trading that rate up somewhat since it first came out and they decided they would pay all the contractors working in Iraq, starting...the 15th at the newly revalued dinar rate...Now, what's interesting about it is that we thought as a result...that we would not only have a new rate from them, but would we get notified and when would we start?  ...what I'm hearing is looking very good for tomorrow [Wednesday] - looking very good.

"  IT IS NOT A  RESIGNATION LIKE WE THINK (FROM THE ARTICLE: "it is not considered a resignation in the legal and constitutional sense. It is a political position before it is an executive government.")

8-17-2022   Intel Guru MarkZ   [via PDK]   Some fun things did happen on the 15th…I hope to soon get permission to share it…but this tells me we are close to the end.  I had hoped to have news from Iraq and the big meeting today in the Presidential Palace...I am hearing the meeting has been fruitful. I was hoping to have results by now but the meeting is on going. Still hearing good stuff from finance minister and CBI contacts over there...Remember...we talked about the Iraqi Finance minister who was very much in the way of the RV has resigned/stepped down…that was enormous news...it has been overwhelmingly positive…we just have not crossed the finish line yet.

8-17-2022   Intel Guru Frank26   Article:  "The government comments on the possibility of restoring the dollar exchange rate and ending the currency auction".  DOUBLE TALK WILL CAUSE YOU TO LOOSE YOUR JOB...  Article: "With the resignation of the Minister of Finance...the dollar is falling in the Baghdad markets[NOTE:  Dollar rate falling in Iraq means dinar is rising.]

8-17-2022   Newshound Guru Sandy Ingram  After 2 weeks of the sit in of the Al-Sadr supporters at the Iraqi parliament building and in the green zone, Iraq's supreme judicial council said...it lacks the authority to dissolve parliament...under the constitution parliament can only be dissolved by an absolute majority vote in the house following a request by 1/3 o deputies or by the prime minister with the approval of the president...

8-17-2022   Newshound Guru Kaperoni  The minister of finance in Iraq resigned...stating his reasons being the inability of the government to implement economic reforms due to the ongoing political bickering. This nonsense never ends.

8-17-2022   Newshound/Intel Guru Mnt Goat   There is lots of news from the CBI...They have been very active. Is something being planned?  ...Overall it seems that there may be final preparations and checks going on with the CBI for some event...we have read announcements that its cash reserves rose to 82 billion USD and will most likely reach 92 billion by the end of this year. WOW...This will be at the level prior to ISIS war and very close...matches what Dr Shabibi had accomplished by 2012, when he targeted Jan 2013 to reinstate...
I am hearing from my CBI source that they are reaching their target. This is yet more evidence...The dinar is NOT on a normal float but the CBI can change the rate at any time.
