Baghdad lost potential $5bn in Kirkuk oil sales: KRG spokesperson

Iraq, September 15, 2018

Baghdad lost $5 billion in revenue because it didn’t want to make a deal with Erbil over exporting Kirkuk oil, according to the spokesperson for the Kurdistan Regional Government (KRG).

The KRG offered Baghdad use of its pipeline to Turkey to sell Kirkuk oil when Prime Minister Nechirvan Barzani sat down with Iraq’s Haider al-Abadi at the World Economic Forum in Davos, Switzerland in January, Safin Dizayee told reporters on Thursday.

Under the agreement, Iraq’s state oil company SOMO could export 250,000 to 300,000 bpd of Kirkuk’s oil through the pipeline to Turkey’s Ceyhan port, paying the KRG $200 - $250 million in export fees that would go into the Kurdistan Region’s private sector, not the government, he explained.

After the meeting in Davos, the Barzani’s office released a statement saying the two leaders had agreed that Iraq’s Ministry of Oil and the KRG’s Ministry of Natural Resources would meet to talk about restarting exports of oil that had been suspended since Iraq took control of Kirkuk’s oil fields.

The two sides appeared close to making a deal in the weeks after Davos, but nothing was ultimately concluded.

The problem lay with Baghdad which never made a final decision, according to Dizayee, who posited the reason was unwillingness to pay money to Erbil.

“That is, instead of giving $250 million as exportation fees in a year, they lost $5 billion in revenues,” he said.

This $5 billion in lost revenues could have been spent in Basra, Dizayee pointed out.

Iraq began exporting some of Kirkuk’s oil to Iran by truck in a scheme that is fraught with problems.

Baghdad has talked about building its own pipeline to Turkey, but a concrete plan has yet to be revealed. And any pipeline would have to pass through Kurdistan Region territory.

Iraqi forces took control of Kirkuk and other disputed areas in October – part of Baghdad’s effort to exert federal control over the autonomous region after the independence referendum.

The Kurdish Peshmerga had secured Kirkuk during the war against ISIS after Iraqi forces retreated ahead of the terror group’s advances.

ISIS no longer holds any significant territory in Iraq, but it remains a serious security threat. Remnants and sleeper cells carry out hit-and-run attacks.

The militants are able to operate unchecked in areas south of Kirkuk where the Iraqi army is not present.

“ISIS militants are attacking villages and people in these areas. We hear heartbreaking incidents in these places daily,” said Dizayee, renewing calls for the Peshmerga and Iraqi forces to jointly secure the area with the backing of the international coalition.

£9m from UK for Iraqis Refugees

15th September 2018 in Construction & Engineering In Iraq

UNHCR supports 130,000 Iraqis taking the first steps on the road to recovery, thanks to funds from the UK Department for International Development

UNHCR, the UN Refugee Agency, completes a year-long series of activities this month, supporting 130,000 vulnerable Iraqis as they take the first steps on the road to recovery, thanks to the generous donation of £9 million from the UK Department for International Development (DFID).

With these funds, UNHCR was able to reach approximately 90,000 people with cash assistance, and support 40,000 people to obtain the legal documents that are essential for them to access social welfare services provided by the Iraqi government.

The recent conflict cast a long shadow across Iraq. As the country begins to recover, the challenges faced by millions of people diversify. Although different to the situation endured during the years of extremist control and conflict, the current problems are no less acute for the people facing them.

By promoting self-sufficiency, reducing the burden of debt and encouraging reintegration into existing social mechanisms, programmes like cash assistance and access to legal documentation help to lay the groundwork for longer-term recovery.

“The UK continues to stand by vulnerable Iraqis affected by the devastating conflict with Da’esh,” said Mr. Jim Carpy, Head of DFID Iraq. “Through UNHCR’s programme, UK aid is providing families displaced by conflict with cash assistance, allowing them to buy food and other essential items, re-build their lives, and ultimately return home when it is safe to do so. Our support to displaced people – including many female-headed households – offers them dignity while empowering them to prioritise their own needs in a flexible and cost-effective way.”

“Cash assistance and access to new and replacement documents are crucial for Iraqis making the jump from crisis to recovery,” said Mr. Bruno Geddo, UNHCR’s Representative in Iraq. “The first step can be the hardest to take, and we must continue to stand by the people of Iraq as they start the long journey to peace and stability. UNHCR is grateful to DFID for its long standing support on cash assistance. At a time when global interest in Iraq is diminishing, I urge key donors to maintain the support they have so generously provided throughout this critical time. There is no quick fix for Iraq, and underfunding could severely impact many vulnerable people still unable to return home in a safe and sustainable way.”

Kurdish politician Barham Saleh

Baghdad - Arabs today

Several Kurdish media outlets have been discussing the candidacy of the well-known Kurdish politician Barham Saleh for the post of President of the Republic in Iraq, a post given to the Patriotic Union of Kurdistan (PUK ). Broke off earlier this year and formed a political party called the Alliance for Democracy and Justice.

The meeting with the leadership of the latter in the home of the First Deputy Secretary General of the Union, Kusrat Rasul Ali, in the city of Sulaymaniyah, was reinforced by speculation about Saleh's nomination and his return to the National Union. The meeting ended with the issuance of a communiqué by the two sides stressing that the Kurdish house must be rearranged from the inside, and joint action should be taken to improve the situation of the citizens and address the problems they face through a comprehensive political agreement between all political forces in the Kurdistan region.

Repower Karim, a member of the Iraqi parliament and spokesman for the Alliance for Democracy and Justice, denied that the meeting was devoted to re-adding the alliance to the ranks of the Patriotic Union. "We have not discussed the issue of the presidency of the republic with any political party, not the Patriotic Union of Kurdistan or any other Kurdish forces, because this is not one of the tasks of the coalition, which seeks to serve the people and improve their situation," the spokesman told Asharq Al-Awsat. , And what is being circulated about the nomination of Dr. Barham Saleh for the post of President of the Republic, is just news circulated by some parties seeking to mobilize the votes of the election is not only, but we are very proud of the fact that the president (coalition) personality enjoys the confidence and appreciation of many of the Iraqi and Kurdish forces, which sees the most appropriate man to occupy That high position. "

For his part, Asus Ali, a leader of the National Union Party, told Asharq Al-Awsat: "The leadership of our party will meet on Sunday to make the final decision on the candidates for the post of president of the republic."

In Baghdad, the political elite is more likely to win the job, even if several candidates compete in the Iraqi parliament. The current president, Dr. Fuad Masoum, Mohammed Saber and Latif Rashid, are competing for the post of President of the Republic, while the Democratic Party will nominate former Foreign Minister Hoshyar Zebari, Fuad Hussein, director of Massoud Barzani's office and Fadel Mirani.

According to a Kurdish leader who spoke to al-Sharq al-Awsat on condition of anonymity, Barham Saleh is soon to run, not because of his conciliatory acceptance in Baghdad, but because most of the leaders of the Patriotic Union of Kurdistan, , Stand with him, in addition to my son and the late President Jalal Talabani Pavel and Kebad », indicating that the widow of Talabani Hero Ibrahim« has not resolved yet in this regard, which requires actions that may become clear within the next two days ».

9 candidates for the presidency of the Iraqi parliament and efforts to resolve today

Two Shiite blocs await presidential election

Saturday - September 15, 2018 AD Issue Number [14536]

Baghdad: Hamza Mustafa

The National Axis (one of the Sunni factions in the Iraqi parliament) announced the election of Mohammed al-Halbusi, former governor of Anbar, to parliament. To be decided after any candidate for this position ».

The political blocs that won the elections fought in recent months sharp conflicts in order to reach an appropriate formula to form a government through the formation of the largest bloc. But the continuation of Shiite-Shiite conflicts over the candidate for prime minister and Sunni-Sunni on the candidate for the presidency of parliament and Kurdish-Kurdish presidency of the republic prevented the agreement, which led to keep the first session of the parliament floating and without a constitutional basis.

The National Axis announced the resolution of the nomination of Mohamed Halbusi to head the parliament. Spokesman for the axis Laith Dulaimi said in a statement received «Middle East» a copy of it: «The National Axis has resolved its only candidate for the presidency of the House of Representatives within the Sunni bloc with the most number of allied blocs of more than 50 deputies, and the candidate is MP Mohammed Halbusi».

In the same context, MP Anbar province Mohamed Karbouli, a leader of the national axis of the «Middle East» that «the nomination of Halbusi for the post came after intensive meetings held by the leadership of the national axis with partners, especially Shiites and Kurds, where his nomination was widely approved by them . "Al Halbusi is the favorite because he is almost unanimous, while the other competitors do not have the same opportunity for different reasons, so there is no strong competitor from within the Sunni arena," said Karbouli. The deputies who nominated him from the Sunnis are the majority. "

In a similar statement to Asharq Al-Awsat, the leadership of the Biyarq al-Khair Party and its candidate for the presidency of Parliament, Mohammad al-Khalidi, confirmed that "the mechanism agreed upon between the nine candidates and the absence of withdrawals or concessions is that they are to be voted in the parliament chamber . He added that «whoever gets 165 of them will win the presidency of parliament, and if no one to this ratio, the competition will be among the most two votes to get a second round».

The Shiite-Shiite meetings continue to resolve the candidate for prime minister after the terms set by the reference and the announcement of the outgoing Prime Minister Haider Abadi, his lack of enthusiasm for the second term and Sadr's threat to go to the opposition in the event that the government is not formed away from ethnic and sectarian quotas. In this context, according to a well-informed politician, Al-Sharq al-Awsat said that "the two Shiite blocs (reform and reconstruction), which include Sadr and Abadi and (the building), which includes Amiri and Maliki, will not raise the issue of the largest bloc during Saturday's session, The reason for this is due to their desire to resolve the presidency of parliament by the Sunnis, and then move to resolve the matter, either by going to the Federal Court through the President of the new parliament, or resolve the situation by consensus after the name of Adel Abdul Mahdi by Sadr as a compromise candidate with others, Leading to Shiite-Shiite differences that will remain hidden because everyone is afraid to speak out The reason for the sharp position of the reference names in circulation for the job, including from taking office previously. »

In the view of the informed politician that «regardless of whether the threat of Sadr to go to the opposition for the purposes of maneuver Majdia, the bloc (the conquest), especially its leader Hadi al-Ameri insist on the participation of the block backed by Sadr in the next government with the (conquest).

For his part, has reduced Saad Almtalibi, a member of the coalition of the rule of law led by Nuri al-Maliki, the circulation of names nominated for prime minister now. "The names of candidates for the presidency of the Council of Ministers through the media are nothing more than test balloons or an examination of the reaction of the street and the questionnaire of the opinion of the authority in this case, considering that they have set conditions for the candidates. Some names mentioned in the media And others are far from the dialogues, and some of them contacted them and they were surprised to mention their names as candidates ». "The negotiations are continuing and the issue is not simple and there are locks in need of expensive keys, so there is a need to find a middle ground to bring the two rival alliances to the benefit of the people and get out of the crisis," adding that «there is a problem and need more Time, effort and dialogues are matched by very short constitutional obligations and timetables.

Is buying a house a better investment than the stock market? We did the math, and the answer is clear
Business Insider

In that time, stocks have clearly had higher returns - but there are a few caveats. This is a Read the full story

Business Insider
Over the past year, stories have piled up in online communities of credit-card super users suddenly having their accounts shut down by JPMorgan Chase. The case of Bryan Sequeira seemed similar at first, but upon closer inspection proved particularly unusual and confounding. Sequeira, who has a strong credit profile and doesn't game the points system to maximize rewards, was informed this summer that his accounts would be terminated by Chase. But even after appealing, the company not only Read the full story

The Mortgage Market Is Back a Decade After the Credit Crisis—With New Risks
Bloomberg
A decade after the credit crisis, investors are returning to where it all began. The U.S. mortgage sector, blamed in large part for the near-collapse of the global financial system, is now seen by many as a high-quality market forged by fire. Yet along with new players, new worries are emerging. The mortgage-backed securities market, now mostly supported by U.S. government agencies, is undeniably safer than it was 10 years ago. Lending standards have improved as the share of riskier non-agency Read the full story

People often ask me what the single best credit card is for travel rewards — here's what I tell them
Business Insider
While there are many great rewards credit cards out there, people often ask me what the single best card is for them. It's a bit difficult to find a one-size-fits-all answer, but in general, it's easy to narrow it down to three cards. Most incidents in the skies involving the US are communicated in advance and handled professionally, but the rules of engagement leave the US vulnerable to a first strike. 9-15-2018   Newshound/Intel Guru Mnt Goat   WOW! Mid Sept. already and still we wait for the formation of the new government. Didn’t I tell everyone that if they met a benchmark of July and did not form this government by then that they would stretch it out until September but I do not believe it will go beyond Sept.  So once the new house speaker and president and deputies are elected then the next hurdle is to get the new nominee for the prime minister announced and voted on.  [post 1 of 2....stay tuned]
9-14-2018  Newshound Guru Kaperoni  Another reason is the CBI wants to end the daily currency auctions.  To do so, they must have an alternative to generate revenue.  The CBI profits from the buying/selling of currency. And lastly because the IMF said so.  Despite what the gurus say the IMF made it very clear..."staff encourages the authorities to create the conditions which would make possible a move to a more flexible...exchange rate policy. Such flexibility could allow a predictable and gradual appreciation of the nominal exchange rate, triggered by strong oil revenues and the Balassa-Samuelson effect”…The IMF is clearly talking about a float…

9-14-2018  Newshound Guru Kaperoni
The CBI is reprinting some denomination including the 250, 500, 1000 dinar as many are worn out from years of neglect.  Has nothing to do with RV or RI as gurus would like you to think. Why won't the CBI RV or RI  the Iraqi dinar?  The primary reason is the CBI needs a tool to counter inflationary pressure created by a large influx of investment capital.  As already announced by the CBI the dinar will be globally traded.  It must float. The world sets a countries currency value. Supply and demand. [Post 1 of 2]

9-14-2018   Newshound Guru Mnt Goat   Is the market place now ready for these lower, lower category notes?  Well maybe so since the CBI finally had the ATMs ready and the payouts from the government is essentially all now digital electronic debit cards.  Also we know that in doing these measures the CBI has shrunk the tangible money in circulation by nearly 2/3, which incidentally was on the list of objectives for the project to delete the zeros I read in 2011.  ...if you look at the overall situation in Iraq and the plan to move the economy forward, I don’t see why they have not yet done the REINSTATEMENT by now. It is well overdue.   [post 2 of 2]

9-14-2018   Newshound Guru Mnt Goat    ...We have been told the rollout will be very slow and gradual as the economy adjust for inflation. As the economy adjust that even more lower, lower categories will be launched. For instance: we know that in early 2016 the CBI fully intended to launch the 100 notes. They did not launch the 100 category notes due to the decision that the “market place was not yet ready”.   Later we also find out they cancelled the project to delete the zeros final stages that we are looking for (that coincides with the reinstatement of the currency).  Remember in March of 2015 the CBI told us they had gotten the “green light” to go ahead with it.  [post 1 of 2....stay tuned]

...Look what Abadi says...the dinar, that is marked Specimen, is leaving Iraq. And Abadi is telling all of these neighboring countries, we’re cool with your currency, if you’re cool with ours. ...Abadi says the following:  “I will not insist on a specific site and insist to serve the country. We welcome the existence of any cooperation between us and neighboring countries in the field of local currencies, and we do not want global domination that controls the economies of countries" Now what does that mean? Yes we’re going to swap. And yes, we’re sending our currency out to you. And yes, we’re going through a reinstatement of our currency.  We can send you our currency. It’s about to be globally recognized. It’s about to enter Article 8. We’re going to introduce our lower denominations too. We’re not going to have just one controlling currency anymore, like the American dollar. No more...This is as obvious as it gets.  [post 2 of 2]

9-14-2018 Intel Guru Frank26 [via Sunkissed] Article quote: “We welcome the existence of any cooperation between us and neighboring countries in the field of local currencies” ...in our opinion, the lower denoms with a Specimen mark on them are leaving the borders of Iraq...in our opinion, we see the physical lower denom, marked Specimen, from the East to the West in many banks...why is it being sent to banks Frank? Because this is the currency that will be used in buying and selling and trading on a Global scale. The small notes are going to stay INSIDE the country, because there will be a rate change; along with the coins. And those belong to the citizens. They do not belong to the Global Market.
