A member of the provincial council, Nazem Nimer, said in a press statement that "the visit of the Speaker of the House of Representatives Mohammed Halbusi during which the diagnosis of the imbalances and delays in the implementation of projects, especially in relation to the problems experienced by Basra, which needs to vote the parliament."

Without Waivers, US Sanctions on Iran Will Cripple Iraq

I raqi officials, struggling to form a new government months after the May parliamentary elections, now have an even more pressing concern: persuading the Trump administration to waive sanctions that could deprive Iraq of 40% of its electricity.
Due to go into effect on Nov. 4, the sanctions will exclude from the US market foreign companies that buy Iranian oil, natural gas and petrochemicals.
Bound by a “take-or-pay” contract with Iran, Iraq must pay $3 million a year for Iranian natural gas regardless of whether it’s received, reads an article published in American website Axios. Below is the full text:
Why It Matters
For Iraq, which did $12 billion in trade with Iran last year, the impact would be particularly dire.
In addition to losing natural gas supplies that account for 6,000 megawatts of electricity, Iraq could face potentially huge penalties if its neighbor takes it to arbitration for violating this contract.
Just a month ago, the second-largest city in Iraq, Basra, exploded in riots in part because of electrical blackouts. Just imagine how much violence and disruption could occur if those blackouts were nationwide.
In addition to a natural gas waiver, Iraq is seeking an exemption to continue importing spare auto parts for the operators of 70,000 Iranian-produced taxis, as well as for ordinary drivers who own an additional 200,000 cars of Iranian origin.
Baghdad wants to preserve the lucrative religious tourism that brought more than 2.5 million Iranians to the pilgrimage cities of Najaf and Karbala last year, an industry that could also be threatened by the sanctions.
Last but not least, Iraq would need to find a way to carry out financial transactions with Iran that bypass the US dollar and other western currencies.
It remains uncertain whether the Trump administration will grant Iraq waivers to shore up the stability of a country that has seen precious little for decades, and which has just beaten back a devastatingly destructive insurgency led by the self-styled Islamic State terrorist group.
What to Watch
Trump’s decision might rest on whether Iraq chooses a prime minister acceptable to Washington or someone similar to the current one, Haider al-Abadi, who is considered too close to Tehran.
If the former, the Trump administration might be willing to give Iraq more time to wind down its business with Iran and acquire the infrastructure needed to use its own natural gas for electricity.

Without those explanations and examples, it could easily be very confusing to the citizens of Iraq. With the explanations and examples, it will be quite easily understood. In any case and barring unforeseen circumstances, various public statements from the CBI lead me to believe we'll all have our answers to our years-long questions before the Autumn is out...Trying very hard to walk a tightrope here, to say without saying...

Prime Minister Dr. Haider Abadi receives the President of the Kurdistan Regional Government Mr. Nigervan Barzani
Prime Minister Dr. Haider al-Abadi received in his office Saturday the head of the Kurdistan Regional Government, Mr. Nigervan Barzani.
During the meeting, they discussed the formation of the government and the importance of moving ahead with the completion of the constitutional steps through the selection of the President of the Republic and the appointment of the candidate of the largest bloc and stressing that the next government will follow the aspirations of citizens in construction and reconstruction, security, stability and job opportunities.
The joint files between the governments of the Center and the region were also discussed and the continuity of communication in the interests of the country was emphasized.
The meeting witnessed the convergence of views regarding the formation of the government and the face of the challenges ahead and maintain what was achieved after the Peshmerga fought with the federal forces and achieve victory over the gangs of terror.

The leader of the construction coalition, Faleh al-Fayadh and Kurdistan Regional Government President Nechirvan Barzani stressed the importance of respecting the constitutional time to form a government.
"Fayyad discussed during his meeting in his office in Baghdad Saturday evening, Nigervan Barazani and the accompanying delegation, the political developments in the country," a statement issued by Fayyad's office said.
The two sides stressed the importance of respecting the constitutional time to form a national government and speeding up the naming of presidents and ministers.
