Will the House of Representatives elect a President of the Republic before violating the Constitution?

Tuesday 25 September

The third date of the month of October next, is the date of the entry of the House of Representatives in violation of the Constitution in the event of delayed selection of a President of the Republic, this is defined by the Iraqi Constitution in accordance with the second paragraph of Article 72, which confirmed that the election of the President must be within thirty days from the date of the first Session of Parliament.

But what happened in the first session, which was called by the deputies to call the open session, led them with a legal excuse to bypass the constitutional violation and then proceeded to sit under this name and chose a speaker of parliament.

The Constitution affirmed that the candidate for the presidency must obtain two-thirds of the votes within the parliament in order to be president of the republic. Article 1 of Law No. 8 of 2000 and 12 stipulates that the candidate must be Iraqi by birth and Iraqi parents. Old, and has a good reputation and political experience, and is known for integrity, integrity, justice and loyalty to the homeland.

It also stated that the student's academic achievement should not be less than the primary university certificate recognized by the Ministry of Higher Education and Scientific Research, that he should not be convicted of an offense that violates honor, and that he should not be covered by the procedures of accountability and justice or any procedure that replaces them.

Apart from the constitutional texts, the Kurdish political forces are moving to find a way out before the time runs out by reaching a single candidate representing them for the post of president, who used to be a Kurdish nationalist.

While assuring the data that the process of selecting the President of the Republic will be in accordance with the concept of political consensus and in the same way that was chosen by Halbusi to the presidency of parliament for considerations related to observers secret agreements are underway and took place between the political blocs, regardless of the concept of the largest bloc that has become a reality away from the scene.

Reconstruction of Mosul between reality and desired

Date: 25 September 2018

More than a year to defeat the organization of the terrorist preacher, there is not much to be said at the level of reconstruction, only the return of basic services in the eastern side of the city of Mosul, a side of the city that has not witnessed widespread destruction, according to the historian Mohammed Omar An interview with Merib magazine in Washington, finally, while the west side is still suffering, and the old city is completely destroyed, as the bodies continue to be exhumed from the ruins, except for the massive destruction of archaeological sites.

Residents of the old city of Mosul are reported to be living in abject misery amid destroyed buildings and rubble that need to be removed and require food assistance and the rebuilding of their homes following the heavy shelling that demanded the liberation of the city. The world has been witnessing it since World War II, where up to 50-80% of the old city is completely destroyed. "

According to a Reuters report, the Iraqi government's plan for Mosul and Nineveh for 2017-2018 - which has allocated 78 projects worth 75.5 billion Iraqi dinars (234 million dirhams) - is a supplement to a German loan of 135 million euros (659 million dirhams) Fund for the reconstruction of areas affected by terrorist operations "- is insufficient, as the city alone, where some 646 thousand people live without shelter, needs billions of dollars.

Security barriers

On the ground, reconstruction efforts face security barriers as the city remains paralyzed by explosives and deadly munitions hidden under the rubble. The director of the United Nations Mine Action Service in Iraq, Per Ludhamar, believes that Mosul today is a measure of the difficulty of recovering even after the fighting ends , Where the city of rubble remains about seven million tons of rubble, hiding explosive devices and conventional ammunition did not explode, and remains the real security out of reach, taking into account the slow pace that can be rid of the risks, in light of the lack of funding and the scarcity of experts.

In an article in The New York Times, Ludham explains the slow pace of United Nations teams on the ground, noting that UN teams found explosive belts among bodies used by terrorists as human shields to cover their withdrawal, including children as young as 10. He says that with every discovery, heavy equipment cleans the site of hazardous explosives, and stops work to allow the government to recover, identify and return the remains.

With all the obstacles, the displaced are eager to return to their homes. A few of them have returned to the old markets. A few shops have been rebuilt, none of them bought because the old city has become a ghost town.

An assessment showed that more than half of the Old City and 50 religious heritage buildings were completely destroyed, and that the city's oldest Meidan area on the banks of the Tigris was almost leveled.

UNESCO is spearheading the "Rebuild Mosul" initiative with renovations to the city market, the central library of Mosul University, two churches and the Ezidi Temple. Its largest project was funded by the United Arab Emirates to revive the $ 50.4 million al-Nouri Mosque, known for its eighth-century al-Hadbaa mosque.

9-24-2018   Newshound/Intel Guru Mnt Goat   Article: "NEXT MEETING OF PARLIAMENT ANNOUNCED SEPT 25TH"   Quote:  "the agenda of the session next Tuesday, corresponding to the twenty-fifth of September, INCLUDES A DISCUSSION ON THE FORMATION OF PERMANENT COMMITTEES IN THE HOUSE OF REPRESENTATIVES."  so it sounds like no voting on the elections on Tuesday instead just forming committees to address the Basra and other issues.

Some interesting intel posts going on about small denominations and need-to-know regarding the process. As far as I can tell, nothing I've read so far contradicts what I believe is about to happen, or the manner in which I'm expecting it to occur. In fact, the secretive aspects tend to support it. That does NOT mean I am 100% correct. Rest assured, even if I'm partially or entirely wrong in form and substance, it's all good and moving in the direction we all want.

9-24-2018   Newshound/Intel Guru Mnt Goat   Oh – but wait a second later on Sunday an agenda came out for the next session and it was scheduled for Sept 25. The agenda did NOT include electing a new president or prime minister so I am guessing this will be held off until the Oct 3rd meeting.  ...Then came this article on early Monday Sept 24th:  "The last date for the election of the new president is on October 10 next, according to the constitutional timing,” said Harb, for “Iraq’s News”.  ...So as the election saga continues…We are reading many articles now from the news media about the timing of the voting on the new president. It is very confusing as the article are conflicting each other. So what will they actually do?  We also know that the selections of candidates for these remaining positions is underway. A shocking study of the quantities of food wasted in three Arab countries
2018/9/25 10:47
[Where - Continue]
According to a study conducted by the British government website YouGov, US $ 1 trillion worth of food is wasted annually in the Middle East.
Saudi Arabia is in the lead with $ 13.3 billion worth of food waste, while food waste reaches 40% of the total waste of the United Arab Emirates.
The waste of restaurants accounted for 32% of the food wasted in Saudi Arabia, Egypt and the UAE, where waste 30% of the remnants of food after the banquets of celebrations in the three countries.
According to the study, 48% of the total food waste in the Middle East is disposed of while 33% of the total fruits, vegetables, dairy products and canned foods are wasted.
The study said that a large proportion of people get rid of food after the end of the date of optimal use instead of the expiration date.
The best use date is the time period during which the food is freshly cooked and is different from the shelf life date after which the food is spoiled and can not be consumed.
72% of the total edible meat in the Middle East is disposed of at the end of its optimal use, although it has not expired.
Some countries in the region are trying to introduce initiatives to reduce food waste, such as UAE food banks, which distribute food waste to those in need, both inside and outside the country, as well as suggestions by Saudi food banks for a fine of 1,000 Saudi riyals ($ 267) for every kilogram of wasted food.
