The Iraqi president returns to Baghdad after a brief visit to Jordan

Iraqi President Barham Salih returned to Baghdad on Thursday after an official visit to Jordan as part of his ongoing regional tour which will take him to Tehran on Saturday.

Saleh's short visit to Jordan, which began Thursday morning, included a round of talks and meetings that focused on the importance of enhancing bilateral relations and common interests between Iraq and Jordan in the security, economic and trade fields. 
The Iraqi president, Barham Saleh, met at his residence in the Jordanian capital Amman on Thursday, Speaker of the Jordanian Parliament Atef Tarawneh and discussed with him ways to enhance joint cooperation between the two countries in all fields in the interest of the two peoples. 
Saleh stressed during the meeting the depth of the historical relations between Iraq and Jordan, and called for the activation of bilateral agreements between the two countries. 
For his part, welcomed the Speaker of the Jordanian Parliament to visit Saleh and his accompanying delegation to Jordan, stressing his country's efforts to reach the best levels of cooperation and joint work and relations between Amman and Baghdad. 
King Abdullah II of Jordan welcomed the warm reception and serious follow-up of bilateral relations. 
Saleh said after his return to Baghdad that the governments of Iraq and Jordan will promote economic cooperation, joint industrial city, cooperation in the field of energy and oil pipeline from Basra to Aqaba, and establish the infrastructure required for regional integration. 
The Iraqi president has visited Jordan as part of his ongoing regional tour, which will take place on Saturday, a new tour in the region. 
According to informed sources, Saleh will visit Tehran on Saturday at the head of a large delegation of ministers and advisers, after starting his regional tour earlier this week, during which he visited Kuwait, the UAE and Jordan.

KRG Delegation in Baghdad to Discuss Disputes on Budget Bill
 
ERBIL — A delegation from Kurdistan Region’s ministry of finance has traveled to Baghdad to discuss the disputes over Iraq’s budget bill of 2019, including Erbil’s share.
 
Kurdistan Regional Government (KRG) Spokesperson Safin Dizayi said that the delegation was dispatched to the Iraqi capital on Thursday where they will meet their counterparts and Kurdish lawmakers who are members of the parliamentary committee for economic and financial affairs.
 
The KRG is unhappy about its share from the federal budget bill suggested for the fiscal year of 2019. According to the constitution, the region makes up 17% of the total population of Iraq while Baghdad has granted only 12% from the overall budget to the Kurds.
 
“Even for the international loans, Baghdad excludes Kurdistan when it receives the loan, but it obliges us to share it when its time to pay back,” Dizayi said.
 
However, the spokesperson believes that there are chances of resolving the prolonged disputes between Erbil and Baghdad, and that the KRG is working to find solutions soon

Iraqi Forces Incapable of Securing Kirkuk without Peshmerga: PUK Commander
 
ERBIL — Different divisions of the Iraqi armed forces are not able to protect Kirkuk and other disputed Kurdish territories from terrorist attacks if the Peshmerga forces are not there, said a Kurdish commander.
 
“While the Peshmerga forces were in control of Kirkuk, Khanaqin, and other disputed territories, there were only a few acts of terrorism. But during the past one year while the Peshmerga was not there, over 800 terrorist attacks were carried out in these areas,” said Sheikh Jafaar Mustafa, a Peshmerga commander for the Patriotic Union of Kurdistan (PUK).
 
“That means there is a huge security vacuum in these areas, and that the Hashd al-Shaabi, Iraqi army, and federal police forces are not capable of securing the areas under their control,” Mustafa told BasNews.
 
Kirkuk is under the control of the Iraqi forces and Iranian-backed militias of Hashd al-Shaabi since October last year when they attacked the Peshmerga positions to push them out.
 
Mustafa further explained that the Iraqi forces are only protecting their own bases, and outside the walls, IS is moving freely.
 
“They have contacted the Peshmerga forces to respond to their call if the Islamic State (IS) ever attacks them again. That means they are so broken that can hardly defend themselves.”
 
As a solution, Mustafa believes that the army and militias should leave the center of the cities so local security and federal police forces would secure the centers. As for the rural areas, he insists that there should be a joint command room between the Iraqi forces and Peshmerga under the supervision of the US-led Coalition.

ERBIL — Russia has encouraged the Kurdistan Region to step up the efforts of forming the new government as the parliamentary elections have already been successful.
 
During her daily press briefing, spokesperson for the Foreign Ministry, Maria Zakharova, said that Moscow has a historic and friendly relation with the Kurdistan Region, and that they are in constant contact with Kurdistan’s leadership.
 
She said that the older political parties, as were expected, have won the largest numbers of seats at the new parliament, and they are now required to initiate the formation of a new government.
 
“We hope that all the Kurdish political parties engage in the efforts to establish an active and trusted government which will be able to resolve the disputes between Erbil and Baghdad,” Zakharova said.

11-15-2018   Guest Guru Sam I Am    so our main point of disagreement seems to be the feasibility of the IQD floating freely.  I maintain that de-pegging would destroy iraq.  Kap [Guru Kaperoni] has been saying that [the dinar would float?] since 2012 but he doesn't understand that all of those articles are talking about the managed float that Iraq is currently using...they maintain the peg by manipulating the money supply.  [correct and the auctions]  yes.  so it's already floating ... just not "free floating" like the dollar or the euro.    The IMF has already stated that the IQD is rightly valued where it is...bottom line is they back their currency with their foreign currency reserves which is about $50 billion.   Divide that by their M1 money supply of 70 trillion and you have a currency that is rightly valued at less than 1/10 of a penny.   The low level and the relative stability of inflation do not suggest any significant over- or undervaluation of the Iraqi dinar...the "program rate" isn't an artificially imposed rate but simply the rate used by the IMF for monitoring purposes...  [post 2 of 3....stay tuned]

It's possible to make a profit if the CBI decides to raise the value like they did from Nov. 2006 to Jan. 2009...  about 25%...but it's very unlikely that they will.  But even if that happens the profits won't justify the risk IMO.  ...the problem is that most dinar investors have no experience with currency speculation (including me when I got in) and they don't understand how what a revaluation is...By the way, I owned over 8 million...so I've been on both sides...the average dinarian only owns a million or two...so my point is that I owned a lot more than the average guy... the IQD is pegged so it only goes up in value if the CBI decides that it will...they can't de-peg until their economy is diversified to the point that most of their revenues are non-petroleum based...   [post 1 of 3....stay tuned]

That being said, monetary policy will need to change to accommodate investment and that means they will need to float the dinar. Floating the dinar allows the CBI to gradually raise the value to counter inflationary pressure created by an influx of investment. A float can start anytime, but i do not see it rising to equal a dollar for several months if not longer.

Al-Sunaid said in a press statement that "there are pressures exerted on Abdul-Mahdi by some blocks to pass the candidate of the Ministry of Interior without complying with the standards and controls set for the selection of government cab."
