PM faces Pressure in Forming his Cabinet
1st November 2018 in Politics
By Hamdi Malik for Al Monitor. Any opinions expressed here are those of the author and do not necessarily reflect the views of Iraq Business News.
Most of the political forces participating in the Iraqi parliament have stressed the need to leave the quota system behind. The deeply entrenched differences, however, surfaced during the parliament session that convened to give confidence to the new government, which predicts four years of tug-of-war and conflicts of interest.
The council of Dhi Qar province, the fourth largest of Iraq, criticized in an official statement on Oct. 27 the government of new Prime Minister Adel Abdul Mahdi and called it “disappointing and a partisan government par excellence,” adding, “In light of the current situation, we expect the government to fail or slack in providing its services to citizens.”
The Iraqi parliament voted Oct. 24 on Abdul Mahdi as prime minister. Parliament also gave confidence to 14 ministers from Abdul Mahdi’s list of candidates. But the deep differences between the political parties impeded the voted on eight other ministers, leaving the prime minister with an incomplete Cabinet.d

New Funds from US for UNHCR Iraq
1st November 2018 in Iraq Public Works News, Security
UNHCR, the UN Refugee Agency, warmly welcomes the generous 2018 contributions from the Government of the United States of America, which reached a cumulative total of
US$ 128.8 million for Syrian refugees and internally displaced Iraqis.
With the support of donors like the United States, UNHCR can continue to provide assistance to the millions of people who are still in need in Iraq.
While the country recovers from conflict, the needs of Iraqis diversify. Even as cities are rebuilt and communities begin to flourish, approximately two million people, many of them extremely vulnerable, are still displaced.
An essential component of the protection of displaced people is voluntary, safe, and sustainable return, which in turn is at the heart of the recovery and stabilization of Iraq. Sustainable return is an important step on the road to peace and stability.
Cities like Mosul and Ramadi were heavily damaged during the conflict. Restoring these cities is an immense task, and the work is far from over. In parts of West Mosul, Sinjar, the Ninewa Plains, and Anbar, rubble is not yet cleared of explosives and services like water and electricity are not fully functional. In such instances, conditions for sustainable return are not yet met. It is of the utmost importance that assistance for displaced Iraqis continues to avoid premature returns to these areas, which could result in further displacement.
At the same time, the communities hosting displaced people also face increased hardship, and resources are stretched. Without ongoing support, many among the displaced and hosting population would struggle to make ends meet. U.S. Ambassador Douglas Silliman commented: “The United States is deeply committed to providing life-saving humanitarian assistance to refugees in Iraq and Syria… [The U.S. Government] contribution will assist those who are not yet able to return home voluntarily, safely, and with dignity.”
“A year since the end of large-scale fighting in Iraq, our work is far from over,” said Bruno Geddo, UNHCR Representative in Iraq. “The wounds inflicted by years of conflict on people and communities will take a long time to heal. Major efforts are underway by the authorities, UN agencies and partners to support displaced Iraqis as they return. Rebuilding Iraq is not just about bricks and mortar, but the coming together of cohesive and inclusive communities, which will take time. With the extraordinary support of donors like the United States, UNHCR will continue to stand with the people of Iraq until the job is done.”d

11-1-2018 Newshound/Intel Guru Mnt Goat So in today’s news we see one matter announced on Monday that Iraq has withdrawn from the FATF monitoring list after it has fulfilled its international obligations in the field of combating money laundering and terrorist financing. They have now moved to the “white list”. This can only help in the getting the reinstatement since why did the UN sanction the currency in the first place? Was it not for money laundering and financing terrorists? So this is now all taken care of and no longer an obstacle. So the CBI can no longer use this as an excuse as to why they are not reinstating the dinar.
10-31-2018 Newshound Guru Adam Montana At the moment, I am content to wait for things to unfold - we have some important dates upcoming, and I foresee a holding pattern until the GOI is fully formed. On the positive side... I have nothing negative to report...November 6 is a good day to watch for... it should be apparent at that time what the missing component is (which Government position), which will give us a very decent clue about what we can expect in the coming days. Regarding the upcoming sanctions [Iran]...I'm glad they are prior to November 6th - that should streamline any effects that they may have. ...Where the sanctioned parties may experience a weakening, Iraq has a great opportunity to gain strength. For that reason alone, we could have a nice window just ahead!
10-31-2018 Newshound/Intel Guru Mnt Goat The news is slow from Iraq since Monday and Tuesday were official holidays. Now they go back to work, however parliament is not expected back until Nov 6th. Anyhow I would not stake any RV on any trigger completion of Mahdi’s new government in this next session anyhow since we also heard that it is not a critical matter anymore and the last set of ministers are picked and all agreed on them already...the only target I know of is of EARLY 2019. The CBI did want to move ahead with the reinstatement in the month of October but could not do so due to not resolving many matters as they thought they could.
10-31-2018 Intel Guru Bruce Here is where we are. You guys know that even though it seems that Iraq used to be the linch pin. Now they are sort of the hinge pin. Now China is the linch pin. China wants this thing done, and they have in essence moved this up a day or so for us. That is very positive...really good news. So let me tell you Iraq is in the picture though. ...we are expecting all the rates of the main currencies that we...hold to come up on the screen around by midnight, by or before midnight [Tuesday]...The Dinar will have an in-country rate which is well over $4 now. Whatever it gets to in-country meaning the rate within Iraq, we will have a higher rate on our front screen than what they will have in-country. It could be almost doubled than what they have in-country in that range approximately. What is interesting is they are getting in preparation for everything to go. ...You are in a very close and good place provided everything rolls according to plan, I think we are right there, right where we need to be.
10-31-2018 Intel Guru RayRen98 Abdul Amir Taiban, deputy of the Fatah alliance, stated that the remaining 8 cabinet selectees will be voted and accepted at the next session of the House of Representatives.

Bloomberg talks about 12 ministers imposed by the parties on Abdul Mahdi
October 31 - The Bloomberg website, in an article by analyst Bobby Gosh, highlighted the challenges faced by Prime Minister Adel Abdul Mahdi by passing his eight remaining cabinet ministers, Abdul Mahdi chose two technocrats from among the 14 ministers who won the confidence of parliament.
The analyst said in his article, "Adel Abdul Mahdi, has shown himself as a good analyst for the country's problems. But the options of his cabinet seemed to have no solutions to those problems. "
"In an article he wrote on his Facebook page five months ago, Abdul Mahdi said he did not want to be Iraq's next prime minister. He claimed in his article that the poisoned political culture of the country will make the task of taking over this position is impossible.
"Suppose I was chosen now, I will fail soon," Abdul Mahdi wrote. I will face blocks that will not allow their totals to provide the necessary support. "
"Now that Abdul Mahdi has become Prime Minister, he has discovered that his opinion was correct. The question now is whether he will look for anything he is doing to counter this situation. "
"After weeks of wrangling, the parliament on Thursday gave confidence to Abdul Mahdi as prime minister with the approval of 14 ministers out of a total of 22 nominees for the cab. There have been no votes on a number of candidates for key ministries, including the Ministries of Defense and Interior. And that one third of the 329 members of the parliament did not take the opportunity to attend, and that those who attended expressed their complaints not to give them sufficient time to see the progress of candidates self-accurate, "noting that" Abdul-Mahdi failed to address this situation by not submitting in advance Every candidate for his ministry. "
"A disastrous beginning was in the path of Abdul-Mahdi's job as prime minister, but the chaos that accompanied the formation of his cabinet fully coincided with his predictions last May. The political groups he warned of, nearly six parties needing their votes to pass his cab, have frantically wrestled control of key ministries, leaving Abdul Mahdi unable to put forward what he promised from a ministry of technocratic candidates. Perhaps his choice of running the Ministry of Oil and Electricity applies to his promise to select candidates for technocrats. As for the other ministers, it seems clear that they have been imposed on him. None of the candidates came through the e-nomination site announced this month to attract new government talent. His candidate for a cabinet ministry like the Interior Ministry is in charge of the Faleh al-Fayyad, whose nomination has raised some objections. It is expected to resume voting on his candidate and other candidates on November 6. "
The writer pointed out that "the difficulty faced by Abdul-Mahdi, currently with the process of forming his ministry, predicts other difficult challenges will face in the future," noting that "Among the things predicted in his article published in May is the opposition to be shown by political parties to institutionalize the circles The government and put an end to the rent of the economy and its opposition to the separation of legislative and executive authorities and to resolve the militias and their role in the political circles and take into account the principle of transparency in security agreements concluded with other countries, including Iran.
"These may be enormous challenges for any government," he said. "They look like indomitable challenges to all ministers, like Abdul Mahdi himself, who has little political weight and lacks broad base and parliamentary support. This situation does not allow any optimism for reform at the ministerial level where the bureaucracy is rampant and the political appointments that look at the interests of their parties rather than the interests of the state. It is unlikely to change the legacy of party interference with the day-to-day functions of ministries. As explained by Abdul Mahdi, in his article published in May (there are a large number of people who see this intervention as a right and not a transgression).
The analyst said: "It is difficult to imagine any of the new ministers will work to clean up his ministry of corruption."
"Abdul Mahdi himself, when he was oil minister, did nothing to curb the effective interference of the members of the Islamic Supreme Council he belonged to," said Raba al-Husri, director of OZME Consulting, which provides advice to the oil and gas sector in Iraq.
As the writer quoted in his article, the British analyst Toby Dodge, a specialist on the Iraqi issue of the Center for Middle East Economics at the College of London, "Abdul Mahdi lacks the skills of management was clear during his administration of the Ministry of Oil for the period from 2014 to 2016 where he was not surrounded by all the details of the ministry "He said.
"As a compromise candidate, it may be a useful thing and Abdul Mahdi will strive through his post to find a solution to the problems of Iraq, although he was not willing to do so much," he said, referring to the article published earlier.
