Iraqi Parliament to Discuss Irregular Customs Between KRG, Iraq
Iraq, November 13, 2018
ERBIL — The Iraqi parliament is scheduled to meet on Monday for discussions on a range of issues, including the irregular customs offices recently set up between the Kurdistan Region and other disputed territories under the control of Baghdad.
Deputy parliament speaker Bashir Haddad confirmed to BasNews that they are working to remove the offices which charge people transporting goods between the KRG and other provinces.
After October 2017, when the Iraqi government took over Kirkuk and other disputed Kurdish territories, the highway leading from the Kurdistan Region to Kirkuk was blocked, until earlier this year when it was finally reopened following intensive talks between Erbil and Baghdad.
However, people complain about Iraqi government’s customs offices set up between the areas that charge trucks carrying goods from the Kurdish provinces to other areas under the control of Baghdad.
Additionally, Haddad said, Monday’s parliamentary session would also discuss the disagreements over Erbil’s share from the federal budget for 2019.

The budget is "central" and not federal, and its mechanisms must be reconsidered
Tuesday, 13 November 2018
Baghdad / Al-Ghad Press:
The deputy of the Kurdistan Democratic Party (KDP), Diyar Berwari, said on Tuesday that the general budget of the country is "central and not federal", calling for reconsidering the mechanism of revenue collection from various sectors on which the budget is based.
The federal budget is a federal name and is based mainly on articles 110 and 112 of the Iraqi constitution, which we currently note is a central budget and not a federal budget," Berwari said in a statement.
"We do not have allocations and revenues from the provinces, but the provinces require allocations and budget from the central government and over the past years should be a strategic concept of the state to get to the subject of decentralization."
"Administrative decentralization and finance are the basis of the modern Iraqi state, so the operational side of the revenues of the province itself."
"Therefore, the federal vision of strategic and investment plans is supposed to emanate from every region or province, so it has a strategic plan that it adopts, and internal imports are supposed to develop and develop the province and eventually they will have a federal budget that will help them to depend on it. Circumstances and disasters. "
"The other point is alternative energy, or clean energy," he said. "It is supposed to include an item in the budget to give loans to private companies and individuals to use certain funds to generate clean energy instead of spending money on the electricity sector."
He pointed out that "we have a segment of the displaced and displaced in some provinces and there should be allocations up to the province directly so that you can benefit from these funds."
"The constitutional term for the Kurdistan region should be used without reference to the provinces where four provinces are Arbil, Sulaymaniyah, Dahuk and Halabja," Berwari concluded.
