Iraq's Provincial Elections May be Delayed: MP

ERBIL - An Iraqi parliament member has revealed that the provincial elections which have been scheduled for next month may be delayed.
Sirwan Dubardani, a Kurdish lawmaker at the Iraqi council of representatives, told BasNews that there is a political attempt to postpone the elections.
"There is a political attempt for delaying the provincial elections, therefore, we can't hold them on time," Dubardani said, without giving further details on which factions is seeking the postponment.
He further noted that the process would also cost a great amount of money which can not be raised by Baghdad at this time.
"The holding of the elections requires huge preparations, and it needs a great budget allocation, while the government has not made any steps towards the issue yet," the MP explained.
Meanwhile, the head of the Independent High Electoral Commission, Ma’aan Hitawi, a few weeks ago said that they would need eight to twelve months to conclude all the preparations for the process.
The electoral commission had previously set the provincial election for 22 December this year.
KRG delegation arrives in Baghdad for negotiations on Region's budget share

SULAIMANI – A delegation from the Kurdistan Regional Government’s (KRG) Ministry of Finance arrived Sunday (November 11) in Baghdad to discuss the Region’s share of the 2019 federal budget.
A source from the ministry told NRT Digital Media that the delegation includes the Deputy Finance Minister and an adviser to the KRG Council of Ministers.
They met with members of the Council of Representatives’ Finance Committee and officials from the federal Ministry of Finance to discuss the draft budget.
“This is the first time that a delegation from the KRG is negotiating the Region’s [budget] share in Baghdad before the draft is approved,” the source added.
According to NRT Digital Media reporter Renas Ali, the Iraqi government’s parties reiterated that they planned to allocate 12 percent of the budget to the Kurdistan Region and that they based that number on population estimates.
The KRG delegation is seeking a share closer to 17 percent, which is what the Region had received in previous budgets.
On November 6, parliament initially rejected the proposed budget and, after some confusion, referred it to the then-undefined committee.
NRT Digital Media’s reporter in Baghdad said that Kurdish representatives voted against the draft budget and called for an increase in the Kurdistan Region’s budget share and more funding for the Peshmerga.
They also objected to the Kurdistan Region being referred to as “northern Iraq” in the budget language.
Sunni lawmakers also rejected the draft saying that reconstruction funding for Nineveh, Saladin, and Anbar governorates was not sufficient, given the level of damage sustained during the war against Islamic State.
The parliament in Baghdad is due to discuss the draft federal budget and the issue of internal customs checkpoints on Monday.

This is all in the Article IV Consultations... [...if Iraq floated their currency they would go bankrupt.] ...the CBI controls the currency and the amount of currency in circulation just like any other country. Some 200 countries float their currency are they bankrupt? Every single one of us should hope and pray the CBI gives up the peg chooses a new exchange rate regime that is a float and allows the dinar to gradually rise over time as the IMF stated allowing them to reduce the money supply.

That to me means they are just like every well organized bank that is involved in doing international trade. Equal footing if you will. Level playing field!! . Prime Minister Adel Abdul-Mahdi received on Sunday Jordanian Minister of Industry, Trade and Supply Dr. Tarek Al-Hamouri and his accompanying delegation.
Dr. Al-Hamouri conveyed a written message from Jordanian Prime Minister Omar Al-Razzaz, stressing Jordan's support for Iraq in all sectors and its desire to expand relations.
During the meeting, they discussed enhancing bilateral cooperation between the two countries in the sectors of industry, trade and other fields.

Mejdi expects "old friend" Abdul Mahdi to develop his relations with Iran
BAGHDAD, Nov 13 (KUNA) - Iran's ambassador to the country, Iraqi Prime Minister Adel Abdul Mahdi, described the old friend as saying that his country supports his presidency of the Iraqi government.
"We know Abdul Mahdi well, and our relationship with him and his government will be constructive. We expect Abdul Mahdi to develop his relations with Iran and we are ready to support the Iraqi government," Musjedi said in a televised interview.

Barham Saleh to Tehran next week
TEHRAN (Reuters) - November 13 - Iraqi President Barham Salih will visit Tehran early next week at the head of a major ministerial delegation, Iranian sources said. "The Iraqi president will accompany some ministers and members of the new Iraqi government, including Foreign Minister Mohammad Ali al-Hakim, to Tehran," the official Tabanak news agency quoted informed sources as saying. Iranian Vice President Izhak Jahangiri had invited Iraqi President Barham Salih to visit Tehran during his 40th visit to Iraq on October 30.
