The Council stressed the establishment of modern marketing complexes (kiosks) in commercial areas in Baghdad and the provinces are distributed within three months, that the owner of the kiosk pledges to employ two unemployed to ensure the provision of at least 45 thousand jobs for citizens taking into account the priority given to those removed Their kiosks. ”

Demonstrations renewed in Baghdad on Saturday, after lifting the curfew, with the continued blocking of the Internet, amid intense tension after days of clashes that killed about 73 people in the capital and the southern provinces.

A security source in the Iraqi province of Najaf said that security forces lifted the curfew in the province, which witnessed and other Iraqi cities mass demonstrations over the past days.

French Foreign Ministry: We encourage the Iraqi authorities to address the circumstances surrounding the violence

The French Foreign Ministry on Saturday called on the Iraqi authorities to deal proportionately with the protests and address the circumstances surrounding the violence in the country.

The ministry explained that "France is paying attention to the situation in Iraq, and the demonstrations in Baghdad and other provinces in the south of the country," offering condolences to the families of the victims.

"France reaffirms its support for the right to peaceful protest and the importance of a proportionate response by the security forces and encourages the Iraqi authorities to address the circumstances surrounding the violence," it said.

She added that "France supports the efforts of the Iraqi government on the efforts of stability and reconstruction and the development of public services for the benefit of the Iraqi people, and salutes the will of Prime Minister Adel Abdul Mahdi to respond to the legitimate demands of the Iraqi people."

The Council of Ministers issued the first package of important decisions at the extraordinary session called by Prime Minister Adel Abdul Mahdi, which was held on Saturday evening in response to the demands of demonstrators and the general public and the text of the speech of the Supreme Religious Reference.

The Council of Ministers issued the first package of decisions, as follows:

     Open the door to apply for residential land allocated to low-income people and other categories in accordance with the decision of the Council of Ministers, and in all governorates.
     Completing the distribution of (17000) seventeen thousand housing units to the beneficiaries of low income in Basra province within a period of time not exceeding four weeks.
     Preparing and implementing a national housing program that includes building 100,000 housing units distributed among the governorates and giving priority to the poorest governorates and regions.
     The governors shall form committees to sort out the names of the most needy families in their provinces, from the category of those covered by the social welfare network, in order to cover the distribution of residential land, and to submit the names to the General Secretariat of the Council of Ministers within two weeks.
     The Ministry of Finance shall enhance the balance of the Housing Fund in order to increase the number of borrowers and enable them to build housing units on the plots of land to be distributed to citizens and to include this in the 2020 budget. Loans shall be exempt from interest in accordance with the Law of the Fund.
     Granting (150,000) one hundred and fifty thousand unemployed persons who do not have the ability to work monthly grant of (175000) one hundred and seventy-five thousand dinars per person for three months, with a total amount of (78500000000) seventy-eight billion and a half billion dinars.
     The establishment of modern marketing complexes (kiosks) in commercial areas in Baghdad and the provinces are distributed to those referred to in the previous paragraph during a period of three months at a total cost of (6000000000) sixty billion dinars provided that the owner of the kiosk to employ two unemployed to ensure the provision of at least (45000) Forty-five thousand job opportunities for citizens, taking into account the priority given to those who were removed stalls.
     Preparing a program to train and qualify the unemployed who have the ability to work and the number of (150,000) one hundred and fifty thousand young graduates and non-graduates with the payment of a financial grant during the training period of (3) three months (175000) one hundred and seventy-five thousand dinars per month, The total amount of (78.5 billion) seventy-eight billion and a half billion dinars in order to qualify them, and the operation of those who pass the training courses successfully in investment companies operating in Iraq.
     Granting the successful persons in the above training courses appropriate loans to establish medium or small projects from the profit-making loan fund at the Ministry of Labor and Social Affairs, or granting them loans through the Central Bank initiative for youth lending, amounting to one trillion dinars.
    . Include the unemployed participants of the training program above the Industrial Services Law by granting them a piece of land served to establish an industrial project with the enjoyment of all the privileges provided by the said law.
    The Ministry of Defense will open the door of volunteering for young people (18-25) years through the electronic portal or reception centers in the provinces as of 15/10/2019
    The ministries of defense and interior take the fundamental procedures to repeal their contracts in all governorates.
     The Ministry of Education shall take the necessary measures to contract volunteer lecturers and include the required financial allocations in the 2020 budget according to need and specialization.
     The Ministry of Agriculture shall take the basic procedures to exempt the farmers from the amounts of leasing the agricultural lands due to them previously until 31/12/2019.
    The governors, in coordination with the Social Welfare Departments of the Ministry of Labor and Social Affairs, shall prepare lists of disadvantaged families due for the purpose of granting them the welfare salaries of (600,000) six hundred thousand families.
     Consider victims as demonstrators and security services as martyrs and be covered by the laws in force and grant their families the rights and privileges ensuing.
    The Ministry of Health shall provide therapeutic services to wounded demonstrators and security forces and provide full needs at government expense, including treatment outside Iraq, if requested.

The Council of Ministers directed the ministries and other concerned parties to implement the above decisions according to their competence. The Council also decided to discuss the second package of resolutions related to reforms and the demands of the demonstrators at the next session, and to continue taking the necessary decisions in the subsequent sessions.

BAGHDAD (Reuters) - Iraq's parliament speaker said on Saturday that a cabinet reshuffle would be considered if Prime Minister Adel Abdul-Mahdi asked.

"No one is behind the demonstrators," he said.

He added: "If the demands of the demonstrators are not implemented, I will go down with them to the street, noting that" the "big whales" of corrupt must be put in prisons.

Drivers called it the “highway through hell”. Attacks on the road linking Baghdad to Amman occurred so often in 2014 that truckers were paid three times the normal rate to haul goods along the artery. Gangs and militias were a constant threat.
The jihadists of Islamic State set up roadblocks, charged drivers a tax of around $300 and even handed out receipts. The road, officially called Highway 10, was recently secured by the Iraqi army. But those who drive on it still face the threat of extortion or attack.
America spent loads improving Highway 10 after 2003, the year it toppled Saddam Hussein, Iraq’s former dictator. Over the next decade, as the war in Iraq dragged on, America spent nearly $12bn on infrastructure in the country.
President George Bush touted the improved roads, hoping they would boost the local economy and lead to a reduction in violence. But a working paper presented at this year’s meeting of the European Economics Association suggests that the effort may have had the opposite effect.

New USAID Funding for Victims of ISIS Genocide

 
U.S. Agency for International Development (USAID) Administrator Mark Green announced the first tranche of recipients under USAID’s New Partnerships Initiative (NPI) on Thursday during his remarks at the Accord Network’s Annual Forum.
The organizations will carry out programs that improve global health outcomes in USAID’s partner countries, and assist populations in the Republic of Iraq that are recovering from the genocide perpetrated by the so-called Islamic State in Iraq and Syria (ISIS).
Administrator Green launched the NPI in May 2019 to expand and diversify USAID’s partner base and change the way the Agency does business. By working with new or underutilized partners, the Agency hopes to bring more innovative approaches to U.S. foreign assistance; focus on strengthening capacity and commitment in partner countries by tapping into existing networks of community- and faith-based organizations; and reach new populations.
Administrator Green also announced a new $18 million award to the International Organization for Migration (IOM) to support the return and recovery of displaced religious and ethnic minority communities in the Nineveh Plains and Western Nineveh Province. Long-time USAID partner Samaritan’s Purse will receive $9 million of that total.
New USAID Assistance Through the NPI Direct to Local Iraqi Groups That Are Helping Victims of ISIS Genocide
USAID is awarding small grants through the NPI that total approximately $4 million to six local groups in Northern Iraq to help religious and ethnic minorities targeted by ISIS. The new NPI implementers in Northern Iraq are the following:
Philadelphia Organization for Relief and Development: The award will establish a community center in the town of Qaraqosh to provide services for people with disabilities, training in employment skills, child care, and a community food bank.
Catholic University of Erbil: The award will provide classes in business language and computer software for widows, victims of abuse, and former captives of ISIS.
Top Mountain: The award will support a business incubator and employment program for Iraqi youth, which will promote entrepreneurship, provide business training, and build commercial networks.
Shlama Foundation: The award seeks to improve job opportunities through training engineers on the installation on solar power, provide electricity for families, and install solar-powered pumps for farms and street lighting for villages.
Beth Nahrain: The award will help re-establish a local, women-led organization decimated by ISIS. The organization will also provide small-business vocational training to women in the Nineveh Plains.
Jiyan Foundation for Human Rights: The award will provide trauma-rehabilitation and resilience services to survivors of genocide; legal services and programs in justice/reparations; and activities to promote inter-religious and inter-ethnic dialogue.
The United States remains committed to supporting persecuted religious and ethnic minorities in Northern Iraq. With these new awards, the total assistance the U.S. Government has provided since 2017 in Northern Iraq is now more than $400 million. These programs complement H.R. 390, the Iraq and Syria Genocide Relief and Accountability Act of 2018, which passed with bipartisan support in the U.S. Congress and which President Donald J. Trump signed into law on December 11, 2018. Additional U.S. humanitarian assistance has also benefited the same Iraqi communities.
New Funding for the IOM and Samaritan’s Purse to Help Victims of ISIS Genocide
Administrator Green also announced at the Accord Network that Samaritan’s Purse will receive $9 million as a part of a new $18 million award to the International Organization for Migration (IOM), to support the return and recovery of displaced religious and ethnic minority communities in the Nineveh Plains and Western Nineveh Province in Iraq.
New USAID Assistance in Global Health Through the NPI
Administrator Green also announced two new awards under the Agency’s NPI for global health. These awards, which total $68 million, will leverage the expertise and reach of local and locally established civil society and faith- and community-based organizations to increase the quality, access, and sustainability of health care.
The new NPI implementers for global health are the following:
World Relief: Working with local partners, World Relief will expand and leverage existing community networks in four countries to help strengthen maternal, reproductive, and child health at the local level.
Palladium International: This program will help reach USAID’s goal of increasing access to, and the uptake of, high-quality health care across priority areas, in line with USAID’s Journey to Self-Reliance. The partner will provide sub-awards to local organizations, along with mentoring and technical support to strengthen their capacity. Palladium will be expected to pass sixty-five percent of the total award to new and underutilized sub-awardees.

Following days of protests in which dozens of people are reported to have been killed, Prime Minister Adel Abdul-Mahdi has outlined measures that he says will increase support for low-income families, create new employment opportunities for graduates, tackle corruption and expedite reforms.
According to a statement from the Government, the measures include:
  • The release of protestors not charged with criminal offences
  • Dismissal of 1,000 state employees accused of corruption
  • A minimum income guarantee for each Iraqi family
  • An employment scheme for graduates and post-graduates
  • Expediting the allocation of plots of land, free of charge, to low income groups
  • Instituting economic, social and public service reforms
  • Submitting a proposal to Parliament to reform the electoral system
