The Iraqi government issued yesterday a second urgent action package consisting of 13 items in an attempt to absorb the anger of the protesters by meeting part of the demands they called for, especially those related to housing, providing job opportunities in the private sector, employing the unemployed in the government departments and granting loans for small projects.
The Prime Minister announced mourning for the deaths of protests from demonstrators and security forces for three days starting today, while calling on Iraqi President Barham Saleh to investigate "attacks on demonstrators and security forces," after receiving the President of the Supreme Judicial Council, Faeq Zeidan, yesterday.
Saleh stressed the need to "conduct a fair judicial investigation into the crimes of assault on demonstrators and security forces and the firing of live bullets during the recent protests, and hold accountable those responsible for bloodshed in Iraq."
A presidential statement pointed out that the meeting discussed (the importance of the role of the Iraqi judiciary, specifically the court of integrity issues, and the importance of activating the role of the prosecution to resolve the files of corruption and punish violators on public money), stressing the importance of cooperation and coordination between the three authorities to complete the legal procedures related to the implementation of the legitimate demands of demonstrators , And to maintain security and protect the Constitution. And over 50% of the annual budget itself is salaries. Therefore they could never sell oil for less that that amount in the budget calculation for a particular year or they couldn't meet their budget not to mention they wouldn't be able to pay their people. We have been through a week in which Iraq, all of Iraq, faced a social and political challenge to its developing democracy.
A week in which citizens came out with demonstrations guaranteed by the Constitution.
Your security forces came out with a sound intention and a sincere commitment to fulfill their constitutional and legal duty to protect the demonstrators, lives and public and private property.
We have issued strict instructions not to use live bullets, but nonetheless, a large number of demonstrators and security forces fell as a result of the shooting.
Yes, there are legitimate questions about what happened during the past days, which we study in depth, professionalism and objectivity.
But we have a clear truth about why it will not change, and we must agree on it, and we must affirm it all:
We have sincere and courageous forces that have done their duty.
We have an audience that wanted to express its demands for peaceful demonstrations.
Let it be clear to all of us, it is not contradictory that we are with the demonstrations and with the security forces and with the freedom of the media and activists at the same time,

At a time when this sacrificed country has to lose one drop of blood from the bodies of its loyal sons - all its children - without distinction between a civilian and a military, between a protester and a security man, a media man and an activist.

Second: Conducting transparent fundamentalist investigations to honor the heroes and sacrifices, and to hold accountable those who did not abide by the orders and rules of engagement, and to all ranks. We have begun to receive the results of the field investigations and will continue to investigate the events associated with the demonstrations or the subsequent attacks.
Third: To initiate immediate measures to arrange the material and moral rights of the families of the martyrs, in accordance with the laws in force.
Fourth: Promote the wounded of the military, honor the civilians, materially and morally, and ensure their treatment at the expense of the government, whether from the security forces or peaceful demonstrators.
Fifth: Honoring the family of every martyr, and honoring every wounded person, with the highest allocation within the authority of the Prime Minister.
Sixth: Immediately release the detainees, who are under investigation, if there is no evidence against them to commit criminal cases related to murder or serious harm to persons, property or public security, if they are sponsored by any known party.
As we turn today to the page of violence and the bloodshed of Iraqis, we are opening the page of true and comprehensive review.
The review process should take place at two levels: urgent actions, and comprehensive reforms.
We have started early, intensified all efforts, to identify the most important government can do to respond to the demands of the demonstrators, and to achieve as much as possible, while avoiding resort to prosthetic solutions that contradict the strategic plans and government program, and disrupt the real reform desired.
In this regard, the Council of Ministers issued in an emergency session last Saturday night a first package of resolutions, in response to the demands of the demonstrators and the people, included (17) seventeen decisions, including:
- Open the door to apply for residential land within the grand housing plan promised by the government,
- The distribution of 17 thousand pieces of land in the province of Basra, followed by the rest of the provinces
- Building more than 100,000 housing units, with the poorest governorates giving priority
- 150,000 unemployed who are currently unable to work are granted a three-month monthly allowance
- Giving 150,000 other unemployed able-bodied people a chance to train and qualify, giving them three-month monthly payments, and lending the successful ones to start their own entrepreneurial projects.
- Creation of about 450,000 jobs through the establishment of commercial marketing complexes
- To identify 600,000 disadvantaged families for social welfare salaries, and our goal is that there will be no Iraqi families without income that will raise them above the poverty line as a minimum.
As we released on Tuesday, a second package of urgent measures included:
- Promote productive vocational education in order to create 20,000 jobs
- Granting agricultural preparatory students facilities, land and money to enhance production, support agriculture, invest land, and create jobs
- Requiring private universities and colleges to absorb additional numbers of graduate holders of teaching staff
- Facilitating the procedures of registering small companies for young people aged 18-35 years, and referring government projects to these companies on favorable terms
- Support young people to work in the collection of electricity bills ..
- Restrict the vacant grades on the movement of owners to determine the possibility of appointing the largest number of graduates and graduates and the rest of the youth according to transparent mechanisms, and according to need and specialization
- The formation of committees in the provinces to follow up the decisions of the Council of Ministers on meeting the demands of the demonstrators, headed by one of the ministers and members of the House of Representatives and the Governor and the police chief and a representative of the Office of the Prime Minister to follow up implementation
- Forming a committee in cooperation with the judiciary to follow up the files of missing people from all governorates of Iraq and to know their fate ...

We will continue to develop additional solutions in response to the demands of the demonstrators and to achieve our ministerial approach .. We issue them successively after package after study as much as possible so as not to give promises do not provide the requirements for implementation.
Someone might say: Why do you pay attention to all this now, and you have overlooked it during the last period?
Our answer: These reform decisions, some of which were under implementation, and some under study, and some developed in response to the demands of the demonstrators,
However, the sagging state, the proliferation of legislative and administrative obstacles, the dependency cultures and the narrow selfish interests competing in our three powers, and between our various forces, impede the wheel of reform, and put us in contradiction with the aspirations and desires of our people and fulfill the promises of reform .. When the state is not an adult, everyone loses his senses.
On the level of comprehensive reform, we have already affirmed the government's full commitment to the text of the Supreme Religious Reference Speech.
It is the one who has identified the path, and drew a roadmap for reform ...
It is what has returned us to be the safety valve for this country in its crises, and to diagnose the features of the solution with its insightful vision, and its usual wisdom.
The road map drawn up by the Supreme Reference included the formation of a committee of personalities known for competence and integrity, and defined the scope of the committee's work.

The Committee shall submit its periodic recommendations to the Government and the authorities concerned for the immediate commencement of their implementation.

After the completion of its work, the role of the Committee becomes an advisory role to follow up on its recommendations and ensure their implementation as it sees fit, and to advise on the treatment of unforeseen obstacles to implementation.
In addition, we have issued a package of resolutions, or are about to be issued, concerning the fight against corruption.
These are a few examples of many decisions and actions, including:
• The state stopped at a time to determine any payment in paper currency, but the liberalization of sukuk and smart card that prevents the manipulation of funds, and encourage those who receive sukuk to open bank accounts to get rid of money laundering and corruption.
• Accelerate the localization of salaries and the decline in dealing in paper currency, which allows to achieve transparency and accountability in accordance with the principle: Where do you get this? ..
• Carrying out a wide campaign to uncover and falsify networks of seizing public and private lands and real estate records and seizing public and private property for personal interests.
• Within hours, we will issue a preliminary list of the referral of a number of senior officials to the courts to complement the list issued about a week ago by 1000 employees referred to the judiciary.

"We will announce today a cabinet reshuffle," Iraqi Prime Minister Adel Abdul Mahdi said Wednesday evening.
"We will issue anti-corruption resolutions and we will issue a list of the top corrupt individuals who were convicted a few hours later.
He explained: "We are going to meet all legitimate demands after the recent decisions, and no family will remain without monthly income."
Abdul-Mahdi announced a number of resolutions that included the declaration of public mourning in Iraq for three days starting on Thursday and accountability for negligent.
Abdel Mahdi also decided to release the detainees immediately if there was no evidence against them of criminal cases.

As popular protests mount in Iraq, and political blocs demand the prime minister step down and go to early elections, Abdul Mahdi faces a sharp political divide over the future of his government a year after giving it confidence.
Abdul Mahdi's government was formed on November 25 by a political agreement between the blocs of "Saeron" supported by Moqtada al-Sadr and "conquest" led by Hadi al-Amiri, but calls for the dismissal of the former in line with the demands of the protesters, while the latter still supports his survival.

Al-Maksousi stressed the insistence of "others" to dismiss the government, saying: "Today we are determined by peaceful and legal ways to dismiss the government, but if some amendments in the ministries it is possible to wait for the next."
