Defense for Euphrates: Engineers shot at demonstrators and security forces

BAGHDAD: Defense Ministry spokesman Tahseen al-Khafaji said gunmen fired at demonstrators and security forces to create strife.
The Ministry of Defense is able to protect the country and preserve its people and property with other security forces, which are from the people and to the people," Khafaji said.
"Our presence in the Joint Operations Command Centers or the Ministry of Defense and watching the demonstrations through our devices, surveillance planes and cameras all over Baghdad gives us full movement of demonstrators, engineers and those who offend the security forces and demonstrations."
"We are working with the demonstrators who are demanding their peaceful rights. At the same time, we do not allow those who abuse public and private property, assault demonstrators and tarnish the image of demonstrations by attacking security forces," Khafaji said.
He pointed out that "in the provinces, the engineers tried to abuse the security forces through the use of hurt machines and gunfire, and we have suffered many injuries and did not open fire and did not use; but many of the engineers shot the demonstrators and security forces and they burned the wheels and this is not We allow it. "
As for the closure of the main entrances to the capital Baghdad, the defense spokesman explained, "Baghdad's main entrances are currently under surveillance and the movement of the wheels is going normally, only the entrances that we believe to be a danger to the lives of the demonstrators we have identified the movement."

Baghdad seeks to "stabilize the border" between peaceful demonstrators and saboteurs (AFP)
Iraq News Friday 4 October 2019
Baghdad Despite the spontaneous sympathy of the demands on the Iraqi street, linked to their rightfulness and a legacy of corruption and quota that Iraqis have written, what is happening nowadays in Baghdad and the southern provinces seems more like a translation of an American plan that seeks to invest in those demands. A plan that the state seems conscious of, and is therefore working on four parallel tracks.
Three days of demanding action in Iraq ended with 19 deaths and more than 600 wounded. According to a senior Iraqi source, the demonstrations took a violent turn like "destructive chaos." I want to establish a new reality under the banner of legitimate demands to fight corruption, unemployment and improve living conditions. Security sources point out that «from the first moments, the demonstrators were unable to determine an explicit direction / goal», differentiating between «peaceful among them who came out to express their discontent with the living reality, and saboteurs with suspicious agendas», adding that these «bear the main responsibility for the conversion The peaceful scene is violent, destructive and chaotic.
Government sources close to the prime minister, Adel Abdul Mahdi, show that there is a "dividing line between the two groups," which can be illustrated by "identifying the proposal and offering the alternative." There is a government endeavor to fix it by ordering Parliament Speaker Mohammad Halbousi to meet with the protesters' representatives to discuss their demands. But protesters denouncing the poor services (mention that there is an improvement in the services of the electricity and water sectors), who reject the «local solutions», demand to return to the root of the problem, namely the spread of corruption in state institutions and organs, as well as partisan and sectarian quotas, expressing their belief that it is not There is a real fight against corruption in the era of Abdul Mahdi, despite the latter's repeated declarations of progress in this context. All of these complications, an extension of Iraq 2003, now seem to represent an environment conducive to the formation of a front line of officers, politicians, elites, and media professionals working on the US agenda, driven by the US Embassy on request.

Two months ago, the Americans warned of "a project that will turn the table on the Iranians."
This is the case of a coup, a government of salvation, or a military ruler. Some consider it a "traditional government narrative" or conspiracy theories to numb the street. However, senior security sources confirm his health, pointing out that «a project revealed three months ago, in cooperation with a number of intelligence services, to move demonstrations demanding, and investment and breach and then pushed towards violence, and create chaos and confusion in the country, which leads - of course - "There is a big clash between the people and the security forces, along with extensive media coverage and a big security slip throughout the country. In the end, the contrived crisis subsides with the exit of a popular military leader, in cooperation with the Americans, to lead the scene and be the leader of a government of salvation or de facto, thus restoring the US control over Iraq.
Al-Akhbar has already quoted security sources earlier this year that the summer of 2019 will be hot on the Iraqi street level, but it was remarkable - according to a senior Iraqi source - that the Americans were cautious in the middle of summer 2019 of «a project that will turn the table on the Iranians», They also made sure that the message was conveyed to Tehran through a number of Iraqi political figures, who met US officials inside and outside Iraq. In practice, the prophecy is correct: a hot summer at the preparation level, followed by a hot autumn at the implementation level. On the other hand, Abdul Mahdi, according to the source, over the past weeks, to develop a plan to accommodate any popular resentment, and was activated earlier this month through the following tracks:
1. Control and “cleanse” military and security institutions of any suspicious face.
2 - Control the Iraqi field along its 18 provinces, as a "red line" is prevented from prejudice.
3 - Launching initiatives and government plans that will vent the congestion of the street, and disembark at his demands.
4. Protecting peaceful demonstrators and safeguarding their right to freedom of expression under the law and under the control and accountability.
In light of this, Abdul-Mahdi's instructions to maintain curfews and block contacts continue, in parallel with the increased presence of security forces in the street, and refuse to return to "before 1 November." These open choices are not, according to the source, against the demonstrators, but against the moves that would cause confusion. The source confirms that - until now - has been «seized» most southern provinces, which have seen protests in the past 72 hours, with some violations in the capital Baghdad, and the province of Dhi Qar.
Today, the Supreme Religious Authority (Ayatollah Ali al-Sistani) is expected to issue its position on the latest developments, as it may have direct repercussions on the movement, its form and spread. According to sources familiar with the atmosphere of Najaf, «Marjayya has already expressed its solidarity with the demonstrators with the right demands, but it does not support any movement without aim ... An anarchist movement can not be subversive, but rather restores the country to permanence.

10-4-2019 Newshound/Intel Guru Mnt Goat "IRAQ: DEMONSTRATIONS OVER UNEMPLOYMENT, CORRUPTION AND POOR PUBLIC SERVICES." ...they were demanding currency reform. ...The protestors actually do have this on their list of demands. This is all VERY good for us and our investment. A government like the GOI can’t keep making these promises to the people and then do nothing. Eventually the people will rise up and do something to get what was promised...is the GOI going to meet the demands? We know one of them is the currency reform. The demonstrators gave them 15 days to meet the demands.
10-3-2019 Newshound Guru Kaperoni I am very confident with all of the economic activities going on in Iraq that they certainly will launch a market economy and receive private investment to rebuild the infrastructure next year. They must open the banking system for that to succeed and float the currency.
10-3-2019 Intel/Newshound Guru sandyf ...The CBI has an IQD denominated liability in respect of the currency that has been issued. This liability is underpinned by assets but the bulk of the assets are foreign currency denominated. If the IQD were to rise in value the liability would increase but the asset value would remain the same. There is only about 8% equity in the CBI accounts so it would not take much of a rise in the value of the IQD for the CBI to be bankrupt.

He told the people the trucks were loaded with funds. There's no doubt these are the lower denoms because the day before he told them, 'I'm going to give you the lower denoms.' And now he's telling them, 'look I'm moving them.' But he's not telling them what funds they are...it's possible they are either going to show them tomorrow the pictures of the lower denoms or Saturday...I really think this week they are going to show it to them...

Demonstrations in Iraq .. How to negotiate with a people who have lost faith in the promises of the government?
The political and security researcher Najm Al-Qassab stressed that the demonstrations taking place in Iraq are legal, constitutional and legitimate, as they represent a segment of young people who are determined to express their suffering, such as unemployment, poor services and government promises that have not been implemented.
Al-Kassab pointed out that the demonstrations started from Tahrir Square, which carries great symbolism, while the prime minister gave promises to open pending files, but the people did not see any decision to hold the spoilers to account.
He pointed out that Iraqi Prime Minister Adel Abdul Mahdi is not only part of the political organization, but is the basis of the legislative and executive authority over the past years in Iraq, but did not frankly the extent of the people to hold accountable senior officials involved in corruption.
Al-Qassab considered it difficult to negotiate with the demonstrators, because the Iraqi society has a crisis of confidence with the decisions and legislation of laws and the formation of committees.
As for the proposed solutions, he pointed out that dialogue is the best solution for the stability of the country, but at the same time wondered how to convince the citizen who used to hear slogans and promises without implementation, adding that some are trying to discredit this spontaneous youth demonstration, and international agendas do not want In the stability of Iraq.
Legitimate demands however
In contrast, the researcher in the political and strategic affairs Hussein Allawi that the Iraqi government has exercised power for only seven months, making the issue of jobs and services is a complex issue and a crisis spanning 16 years or more.
He pointed out that the demands of the protesters are legitimate, but the problem is that the political forces that do not want to compromise, and trying to embarrass the prime minister on the one hand, and make the popular forces before the security forces on the other.
Allawi predicted that the Iraqi government will work to meet the legitimate demands, as well as the provision of employment opportunities by changing the budget pattern that does not meet the requirements of young people.
He added that what the prime minister needs is a strategic concession in the areas of jobs and legislation to build the state, saying that the response to the demands is possible and is on the agenda of the government, but there are medium-term issues and other strategic can not be resolved immediately.

Economic crises plague Iraq amid increasing foreign debt and unemployment
Despite the crises awaiting the global economies, which are reported by the consulting and consulting companies, the crises in Iraq already exist, and may be the outcome of more than two full decades, namely since the Iraqi invasion of Kuwait, then liberate Kuwait and hit Iraq.
The conditions experienced by Iraqis certainly explain what is happening in the Iraqi arena of demonstrations and protests widened in a short period of time for the majority of Iraqi provinces and cities, at a time when the curtain on the Arab Spring revolutions, which witnessed several Arab countries in the beginning of 2011.
The slogans and banners raised by the Iraqi demonstrators at the present time did not differ from those raised by their brothers in some of the Arab countries where the Arab Spring revolutions began, which represented a decent life and justice in the distribution of wealth and the fight against corruption of all kinds.
Iraqis blame poor economic conditions for the failed economic policies of previous governments whose random economic plans were not based on economists, but on parties and businessmen loyal to them.
Observers consider that the oil file is one of the most thorny files in Iraq and the most ambiguous in the country's economy, where the public has not been informed of most of the contracts concluded by the ministries formed in the governments of the post-American occupation, under the domination of parties loyal to Iran and the spread of cases of administrative and financial corruption.
14.8 million unemployed Iraqi citizens
The figures compiled by the Independent Arab indicate that the Iraqi citizen suffers from many economic crises, despite the fact that Iraq has huge oil reserves. These crises were widespread poverty, increased unemployment, high inflation, and widespread corruption, in contrast to the Iraqi government's inability to confront Iranian militias, which have turned Iraq into a battleground that should have been on Iranian rather than Iraqi territory.
According to the latest census conducted by the Central Statistical Organization in Baghdad last August, the unemployment rate among young people in Iraq was 22.6%. The Iraqi organization "Al-Nama" estimated the percentage of unemployed women by more than 80%.
The International Monetary Fund announced in May 2018 that the youth unemployment rate in Iraq was more than 40% of the population of 37 million, according to the latest statistics announced by the Ministry of Planning and Development Cooperation of Iraq at the end of December First, the past, which means that 14.8 million Iraqis stand in line with the unemployed.
Where does the proceeds from the sale of oil go?
The data show that Iraq's oil resources account for more than 90% of its budget, accounting for 99% of the country's exports, but provides only 1% of jobs in national labor, because foreign companies operating in the country often rely on foreign labor.
It is noteworthy that the volume of proven Iraqi oil reserves of oil amounted to about 112 billion barrels, while the uncertain reserves is about 360 billion barrels, and Iraqi oil reserves record about 10.7% of the total global oil reserves.
Iraq, OPEC's second-largest oil producer after Saudi Arabia, pumps about 4.6 million bpd and most of its crude exports are destined for Asia.
Huge external debt
The Finance Committee of the Iraqi parliament exceeded the external debt of Iraq 125 billion dollars, amid warnings of the impact on the future of the country's economy in light of the tensions in the region and its effects on oil production, which accounts for about 95% of the budget.
The committee warned of several risks awaiting the Iraqi economy with the continued rise of external debt and not to work on its structure. She said that about 20 paragraphs of this debt will be in the 2020 budget, and the government is still looking for solutions to fill the budget deficit next year.
Expectations of an unprecedented deficit in the Iraqi budget
The parliamentary Finance Committee threatened not to receive the 2020 budget from the government if it contains a large fiscal deficit, while continuing to hold meetings with the Ministry of Finance to discuss the reduction of the deficit and dependence on non-oil revenues. The committee revealed earlier that the projected deficit in 2020 budget is estimated at 72 trillion dinars (60.55 billion dollars), indicating that "a very frightening and unprecedented figure."
According to the International Monetary Fund, the debt of Iraq has worsened in the past years, where it was six years ago $ 73.1 billion, rose in 2014 to $ 75.2 billion, and in 2015 became $ 98 billion, compared with two years ago $ 114.6 billion, to rise during the year 2017 to $ 122.9 billion, then $ 125 billion last year.
How does the government justify rising debt?
While the government justifies the rise in foreign debt by increasing military spending, the majority of Iraqis believe that the main reason for the exacerbation of external debt is due to corruption of some financial and administrative officials, where the allocation of public funds to finance the activities of parties is an alternative to sustainable development in the absence of transparency since 2003 until the end of year 2014.
With regard to the budget, this year's budget is about $ 112 billion, with a deficit of up to $ 23 billion, to be repaid through 18 loans, in addition to the internal debts of five local bodies payable or deferred interest, in addition to the program "national bonds", and continue to borrow under guarantee International Export Corporation to purchase arms and logistical support to the Ministries of Defense and Interior, the Popular Mobilization and the Counter-Terrorism Service.
Iraq ranks last in Transparency International's Corruption Perceptions Index. In 2018, the Public Integrity Commission revealed that more than 2,000 warrants had been issued for corruption-related charges in Iraq in 2017, indicating that among those issued were 290 government officials, including ministers.
Transparency International reports that the amount of money looted in the post-Saddam Hussein period amounted to $ 300 billion. Iraq ranks sixth in the Arab world and 13th globally on the 163-nation Corruption Index.
What about growth and how much per capita GDP?
In terms of growth rates, according to the World Bank, the gross domestic product of Iraq is 192.9 billion dollars, a growth rate of about 6.2% during the current year. In the coming years, however, it will fall to 2.6% until 2023.
The 2019 budget has calculated the price of a barrel of oil at $ 56 on the basis of an export rate of 3.880 million barrels per day, including 250 thousand barrels produced from the fields of the Kurdistan region, and an increase in price from 2018, which was calculated at $ 46 a barrel.
The government has not provided final accounts for budgets since 2013. The Treasury remained open with no censorship or expenditure cap for three years (2013-2015), justified by the necessity to fight ISIS.
The share of Iraqi per capita GDP fell below its expected levels relative to the tremendous wealth and untapped economic potential, which reached about $ 4990 in 2017. For comparison, it was $ 7,000 in 1990. In 2006 it reached To $ 2,000 at lows.
In terms of poverty, it has recorded unprecedented rates since 2003, and the World Bank statistics indicate that 50% of children are poor in the southern governorates. The overall poverty rate reached 41.2% in the liberated areas, 30% in the southern regions, 23% in the center and 12.5% in the Kurdistan region.
The statistics showed that 48% of the population in Iraq are under 18 years of age, including 23% poor, that is, every child of four children are classified as poor, and the proportion of poor children in Kurdistan 5%, and in the southern provinces of about 50%.
