Iraq Reopens Border Crossing with Syria

Iraq reopened on Monday the border crossing of al-Qaim with Syria, years after the closure of the border gate due to instability in the region.
The reopening was believed to be part of a progress in the ties between Iraq and Syria and the resumption of trade movement and traveling through the border crossing.
The gate was closed after it was attacked by the Islamic State (IS) back in 2014.
The head of the border crossing authority said earlier that the reopening of the border crossing is reportedly to further strengthen the relations between Baghdad and Damascus, while developing trade and exchange of goods.

I call them phases but the CBI is calling them blocks...I told you there were four phases. I believe we are about to start the 4th phase...the momentum of the monetary reform, it is picking up...IMO these samples/specimens that were given to the bank by the CBI...or lower denoms these are next to be seen by the citizens as part of their education. Then the real small category notes/lower denoms will be put in their hands with a change in the rate...the only step important now is for the citizens...

We assure all our people that our priorities have been and will remain focused on achieving its legitimate aspirations and to respond to every fair demand of our dear citizens. Our people in our ministerial approach with all sincerity and responsibility.
We make no distinction between demonstrators exercising their constitutional right to peaceful demonstration and those of our security forces who perform their duty to preserve the security of demonstrators, homeland security, stability and public property. They are punishable by law, threatening public order and civil peace, and deliberately inflicting casualties on innocent demonstrators and on our security forces who have been attacked by knives or burned by hand grenades.
Here, we salute the heroes of our armed forces who have shown a high degree of responsibility, restraint and adherence to the rules of protection of the demonstrators, as well as peaceful demonstrators who refused to be dragged into sabotage and respected law and order.
While we are saddened and heartfelt by the casualties among our protesting children and the security forces and the destruction and looting of public and private property like today, we immediately began a professional investigation to determine the causes of the incidents.
We had formed earlier committees to receive all the popular demands and work to meet them in accordance with the law, and these committees will continue to work seriously.

The Council of Ministers holds its weekly meeting chaired by Prime Minister Adel Abdul Mahdi
The Council of Ministers held its weekly session on Tuesday, October 1, 2019, under the chairmanship of Prime Minister Adel Abdul Mahdi.
At the beginning of the meeting, Prime Minister Adel Abdul Mahdi gave a briefing on the latest developments. The Cabinet discussed the issues on its agenda and issued a number of resolutions and directives.
The Cabinet decided to approve the mechanism of implementation of paragraph (1) of the Council of Ministers Resolution: (93 of 2019) on the problems and obstacles of the contractor segment, and decided to amend the text of Article (1) of the draft law amending the Social Welfare Law No. (126) of 1980.
The Cabinet approved the priorities of the draft laws and the following:
1. Recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi selling fruits, vegetables and animals.
2. Recommendation to the House of Representatives to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the Council of State.
The Cabinet decided to approve the amendment of the designation of (General Electric Power Transmission Company / Upper and Middle Euphrates) to become (General Electric Power Transmission Company / Middle Euphrates) in the Ministry of Electricity, based on the provisions of Article (3) of the Public Companies Law No. (22) of 1997. Amended, and approved the amendment of paragraph (1) of the Council of Ministers Resolution: (9 of 2019) on the contract with a number of experts from IATA or ICAO
In addition to approving the amendment of paragraph (2) of the Council of Ministers Resolution No. (267) of 2018, by adding the Minister of Culture to the Committee of Scientists.
The Cabinet approved the formation of the presidential team to follow up the projects.
The Prime Minister issued important directives to accommodate graduates and create job opportunities for them, and on the proportion of manpower in investment projects and calculate the service of engineers in the private sector, as follows:
In order to accommodate all state institutions, colleges and private universities to hold higher degrees and benefit from their scientific and research capabilities and to improve their level of performance in the service of construction and reform, and for the purpose of finding job opportunities for them and benefit from their expertise, we directed the following:
1. Launching the job grades of appointment to the movement of owners for the years (2017, 2018 and 2019) within the owners of ministries and entities not associated with the Ministry and the provinces.
2. Appointing holders of higher degrees and distributing them to all ministries according to the Law of Operation of Higher Certificates Holders No. (59) for the year 2017, which shall be 15% of the total vacancy grades declared in each department of the State.
3. Increasing the percentage of appointing graduates to not less than (30%) of the total job grades allocated to universities and government colleges.
4. Obliging universities and private colleges to appoint holders of higher degrees within the teaching and administrative staff in accordance with the provisions of Article (4) of Law No. (59) for the year 2017, not less than (60%) of the above, provided that the Ministry of Higher Education and Scientific Research Following up on the above, in accordance with the provisions of Article (10 / I) of the provisions of the Private Public Education Law No. (25) for the year 2016, and the number of lecturers appointed to permanent owners in public universities and all departments of the State is determined by no more than (20%) Of the faculty members on the owners of the college or private university established according to Above the rulers of the law.
5. The Ministry of Higher Education and Scientific Research should prepare model contracts to be committed by private colleges and universities when contracting with holders of higher degrees in a manner that guarantees the rights of certificate holders.
The Prime Minister also directed:

5. The Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to competence, to absorb the newly graduated engineers and train them on the basis of the tasks assigned to them by law.

A joint Popular Mobilization and Military Intelligence force killed an ISIS commander and four of his aides in the Hamrin Mountains on Wednesday.
A statement by the Popular Mobilization Media received a copy of it, saying that “Military Intelligence and a force from the 88th Brigade in the crowd and with air cover from the army's air carried out a security operation during which they managed to infiltrate a terrorist group in the Hamrin mountain range in Salah al-Din governorate led by the dangerous terrorist Taleb Al-Azawi.”
The statement added, "The operation was carried out on the basis of accurate intelligence characterized by high-precision planning, as the force was able to kill al-Azzawi with four of his aides, while the army destroyed the dens of terrorists."
