The three presidencies in Iraq (state, parliament and government) announced the formation of an official committee to deal with the demands of the demonstrators, launch a comprehensive national dialogue, as well as initiate the implementation of the Social Security Law.

The statement of the meetings of the three presidencies and political blocs on the demonstrations in Iraq the need to form an official committee to deal with the demands of the demonstrators immediate and work to strengthen the will of reform and change.

The statement stressed the support of the government and the House of Representatives to achieve reforms and the immediate commencement of the adoption of the law of the Council of reconstruction and implementation of the law of social security.

The correspondent of "Arab", Wednesday, that the three presidencies held an urgent meeting to discuss the protests that began Tuesday.

In addition, the Iraqi Defense Minister, Najah al-Shammari, the introduction of "all sectors warning to maintain the sovereignty of the state and government facilities and vital targets and embassies and diplomatic missions all," according to the Iraqi News Agency.

The US-led international coalition has expressed deep concern over the riots that accompanied the recent protests in Iraq, calling on all parties to ease tensions.

In a statement released early Thursday at the expense of Operation Hard Determination spokesman Colonel Miles B. Caggins, the coalition said that deaths and injuries among civilians and Iraqi security forces were of grave concern.

"We believe that peaceful and popular demonstrations are an essential element in all democracies, and there is no place for violence there."

The Russian news agency "RIA Novosti" quoted a spokesman for the coalition as saying that the targeting of its elements in Iraq is absolutely unacceptable, and praised the opening of the country's authorities urgently to investigate the fall of rockets in the Green Zone, stressing the steadfastness of the coalition support for the Government of Iraq in its war against "IS" .

The statement came in response to the protests witnessed during the last two days, the capital Baghdad and some southern provinces in Iraq, demanding better living conditions and job opportunities, accompanied by clashes between security forces and demonstrators that resulted in the death of at least seven people and wounding more than 400, prompting the Iraqi Prime Minister Adel Abdul Mahdi to impose a curfew in the capital from Thursday morning until further notice.

As violent protests continued for a second day in Baghdad and other southern Iraqi cities, head of the Popular Mobilization Units (PMU) Falih al-Fayyadh arrived in Washington to meet with US Defense Secretary Mark Esper Oct. 2. This comes in conjunction with the US Embassy in Baghdad urging all parties to avoid using violence.  
The mass protests erupted on Tuesday. According to the Iraqi government, at least two people were killed and more than 200 wounded, including 40 security officers, during the first day of protests. Security forces used tear gas, water cannons and live fire to disperse demonstrators.
In a statement, Iraqi Prime Minister Adel Abdul Mahdi accused the protesters of rioting and called on all parties to calm down.
Former Iraqi parliament member and secretary-general of the Civic and National Forces Coalition, Shirouq Abayachi, who attended the protests and provided assistance to the injured people in the hospital, told Al-Monitor the number of casualties is much higher than what the government has reported. She said the number of dead has reached more than 20 and the wounded more than 500.
Iraq witnesses mass protests every year, which often end in violence. Protests are usually organized by the Sadrist movement or other opposition parties, but this time the protests were spontaneous. Most participants are young people, and they have used social media for organization and coordination.
Protests erupted again Oct. 2 in several suburbs in Baghdad, including Sadr City and Shaab, and other Iraqi cities, including the Shiite holy city of Karbala. Al-Monitor saw a number of burning tires and a heavy presence of security forces in different areas of Baghdad.
There are conflicting figures when it comes to the number of casualties, but the latest reports placed the number of dead from the two days of protests at nine.
In contrast to Abdul Mahdi's statement condemning the protesters' actions, Iraqi President Barham Salih called for positive responses to the protesters' demands, asking the security forces to provide full protection to the protesters.
Parliamentary speaker Mohammed al-Halbousi called for an impartial investigation and for the security forces to show restraint and not use excessive force with demonstrators.
Prominent Shiite clerics Muqtada al-Sadr and Ammar al-Hakim expressed support for the protesters' demands and criticized the prime minister for his failure to meet those demands and appropriately deal with the protests.
Sadr and Hakim are working on forming a strong opposition to Abdul Mahdi's government, even though they both were essential elements of forming said government in 2018.
Following the outbreak of the violent protests, the Iraqi parliament witnessed the formation of the Parliamentary Opposition Front, which includes members of Hakim’s Wisdom bloc, Sadr’s Sairoon Alliance, former Iraqi Prime Minister Haidar al-Abadi’s Nasr coalition and others. The Parliamentary Opposition Front issued a statement Oct. 2 to express full sympathy with the protesters’ demands; to call upon the parliament to convene a special session; to invite the prime minister to discuss the matter; and to find solutions and force the government to implement them.
Abayachi described the current protests as the worst in terms of the government’s reaction. She told Al-Monitor, “The main drive behind the protests is the misery of the Iraqi people’s reality and the clear failure of the Abdul Mahdi government in managing the Iraqi government and providing any solution for the long-term issues.” She asked Abdul Mahdi to fulfill the promise he made at the beginning of his term, that he would resign if he failed to address Iraq's issues.
Abayachi said the protesters are ordinary, young Iraqis who are mostly under 20 and do not have anyone to turn to, so they take to the streets.
“The protesters were fully peaceful. [They did] not carry any arms and did not [engage in] violent action against the security forces or other parties,” Abayachi said, adding that “the security forces were brutal, shooting live bullets [at] the protesters.”
Abayachi emphasized that the demonstrators feel the Iraqi government has failed to treat them with dignity.
Many protesters called for a homeland, or watan, in Arabic, and some also shouted slogans against Iran for interfering in Iraqi matters and supporting failed parties in Iraq.
The current protests were preceded by several events that fueled anger among the public.
Last week, the prime minister dismissed the deputy commander of Iraq's counterterrorism bureau, Abdul-Wahab al-Saadi, provoking anger and discontent among Iraqis. Many protesters carried photos of Saadi at the protests.
Saadi's dismissal caused discontent in several political parties, including the National Wisdom Movement, the Sadrist movement and Osama al-Nujaifi’s Iraqi Decision Coalition, raising suspicions over Iranian interference in his dismissal, as he was independent of Iranian proxies in Iraq, whether in the Iraqi army or the PMU.
In another incident, the Iranian ambassador in Baghdad, Iraj Masjedi, said in a TV interview with Dijlah channel last week that Iran would target the United States in Iraq if the United States threatened Iran. Iraqis took this as clear Iranian interference in Iraqi matters.
Earlier this week, there were reports that members of an Iraqi diplomatic delegation were harassed and arrested in the Iranian city of Mashhad, angering Iraqis and leading Iraq’s Foreign Ministry to close its consulate in the city.
Al-Monitor learned from a high-ranking source close to Ayatollah Ali al-Sistani that in a meeting between Sistani's son, Mohammad Reza Sistani, and the commander of Iran's Quds Force, Qasem Soleimani, Mohammad Reza warned Soleimani that if Iran continues to deal with Iraq as it has, the Iraqi streets will rise up.
Under such circumstances, if the protests continue, Abdul Mahdi will not be able to continue his term and will be forced to resign to placate protesters and calm the streets.

President Barham Saleh called for an urgent meeting of political leaders at the Peace Palace in Baghdad.

The meeting was held on Wednesday evening 2/10/2019 in the presence of Prime Minister Adel Abdul-Mahdi, Speaker of the House of Representatives Mohammed Halbousi and leaders of blocs and political parties in the House of Representatives.

During the meeting, they stressed the need to respect democratic principles that guarantee the right of citizens to demonstrate and express their protest by various peaceful means. The meeting appreciates the national keenness shown by the peaceful demonstrators to maintain security and maintain order and adhere to the peaceful nature of the demonstrations, and appreciation of the important role of the military and security forces and their dedication to the service of the country and the protection of public order Remnants.
It stresses the need to accelerate the taking of accurate and honest investigative measures regarding what happened in the demonstrations of the past two days, and emphasize restraint and respect for the law and prevent the use of excessive force in dealing with events, and emphasize the legal and social responsibility in the face of engineers who want to target public security and Diverting demands from their popular and peaceful paths.

- Providing job opportunities to eliminate unemployment and improve the lives of young people by equitably distributing appointments and employment in the government sector, expanding employment in the investment sector, and stimulating small and large enterprise initiatives.

- Ensure the necessary conditions for initiating the agreements and understandings concluded by the government with companies and countries for major projects in the field of services that are delayed in solving their problems, in order to help provide job opportunities for a large sector of youth and contribute to ending the suffering of citizens.

- Constructing constructive plans to provide adequate housing for all and to consider improving minimum per capita income.

- Launching a frank and constructive national dialogue on reform and its requirements, so as to ensure that the reform steps are collective, real and far-reaching.

- Emphasizing that the citizen is the basic wealth of Iraq, including the prevention of any violation of the rights of the citizen and his dignity.

- Emphasize the formation of a national parliamentary bloc in support of reform and support necessary changes in the ministerial composition to achieve the reform program and the provision of services.

- Inviting Iraqi intellectuals and researchers to contribute to reform through their proposals and proposals.

Kuwait has signed an agreement with Iraq and has chosen a consultancy firm to study the possibility of producing oil from cross-border fields, Oil Minister Khalid al-Fadhil said on Wednesday.

The minister was also optimistic that production would resume in the area divided between Saudi Arabia and Kuwait, adding that discussions were continuing with the Saudi side.

Internet access cut across much of Iraq

Internet access has been cut off across much of Iraq including the capital Baghdad with connectivity falling below 70%, internet blockage observatory NetBlocks said, amid renewed anti-government protests that turned violent and spread nationwide.
Earlier on Wednesday social media platforms Facebook, Twitter, and Instagram, as well as messaging application WhatsApp all appeared to be have been disabled across Iraq except in the semi-autonomous Kurdistan Region which has a separate internet infrastructure.
The services were only accessible by using a VPN, which effectively disguises the location of a device.
Graft is widespread and basic services such as power and water are lacking.
A government statement on Tuesday said 40 members of the security forces were among those injured and blamed “groups of inciting riots” for the violence.
At least six members of security forces were injured in Baghdad on Wednesday and five in Nassiriya.
The United Nations on Wednesday expressed concern over the violence and urged calm, with the Special Representative of the United Nations Secretary-General for Iraq, Jeanine Hennis-Plasschaert reaffirming in a statement the right to protest.
The US Embassy in Baghdad urged all sides to avoid violence.

The program rate was supposed to be a temporary de-facto peg to the US dollar to help they through a time of high inflation and prevent hyper-inflation. The CBI has told us there is a process to getting the dinar “reinstated” and in use as an international currency once again. It is not as simple as just pulling a trigger and wamoo, the new rate appears on FOREX. [post 2 of 2]

AMMAN - Iraq on Thursday witnessed a disruption of Internet services across the country in conjunction with widespread protests.
