Fresh, deadly clashes erupt in Iraq despite cleric's call for calm

Security forces fired tear gas and threw stun grenades into crowds of protesters wearing helmets and makeshift body armor on a main road in the middle of the Iraqi capital, sending demonstrators scattering, some wounded, Reuters reporters said.
One protester died from a tear gas canister fired directly into his head, a Reuters witness said.
More than 280 people have been killed, according to police and medics, since the protests over a lack of jobs and services began in Baghdad on Oct. 1 and quickly spread to southern provinces, according to Reuters.
Police, the military and paramilitary groups have used live gunfire against mostly unarmed protesters since the beginning of the unrest.
Grand Ayatollah Ali al-Sistani, who only speaks on politics in times of crisis and wields enormous influence over public opinion in Shi’ite-majority Iraq, held security forces accountable for any violent escalation and urged the government to respond as quickly as possible to demonstrators’ demands.
“The biggest responsibility is on the security forces,” a representative of Sistani said in a sermon after Friday prayers in the holy city of Kerbala. “They must avoid using excessive force with peaceful protesters.

Iraq .. Resumption of operations at the port of Umm Qasr

An official at the port of Umm Qasr west of Basra has resumed operations at the port, where protesters closed its entrance about 10 days ago and was reopened from time to time.
The official said the ships had started unloading cargo at the port.
Umm Qasr receives a large part of imports of cereals, vegetable oils and sugar shipments that feed the country, which is largely dependent on imported food. Iraqi oil exports mostly come from nearby offshore platforms not affected by the protests.
Around 300 people have been killed in anti-government protests since the beginning of October, with most of the demonstrations concentrated in the mainly Shi'ite southern cities, which also have the largest oil-producing areas.

11-10-2019 Newshound Guru Kaperoni [via Zig] [Kap,Can the CBI decide to float the currency without them being in Article 8 first?...] Yes. They can change exchange rate regimes anytime they want... But I don't expect them to get off the peg until they have significant capital coming in to invest... As for Article VIII if the IMF is going to be a stickler they could make them start over and wait 90 days once in compliance again... Because that is clearly in writing in the IMF charter that once you meet the 2% rule you have to hold it for 90 days... So if the spread is now what they say it is and the CBI reports it as such it appears we're in for a wait.

I will not get into the necessity to get rid of Iranian influence. ...So, here we sit and wait and wait. Will these demonstrations pan out for us investors? 11-9-2019 Newshound/Intel Guru Mnt Goat ...they know exactly what must get done but the corruption is so high in the government they can not ever execute on it at the level they need to make any real progress...So, my point is - they need to kick off the currency reform, get rid of the currency auctions and openly trade their currency on the global markets. They know it and we know it. So why has it not yet been done? It is way overdue! 11-9-2019 Newshound Guru Jeff Don’t forget I have strongly suggested to you that Donald Trump is definitely in charge of all this…It’s the US government that actually poured trillions of dollars into the country of Iraq and the US is the one that shed blood for Iraq. So really the U.S. is in charge not so much the IMF and World Bank. They may have a little say but not on timing. IMO the timing of this is all dictated and directed by the Trump Administration and I will promise you that he’s gonna use the timing of the rate change to benefit his political gain…seven to eight months before the US November elections…it’s all unfolding right before your eyes.

On Friday 8/11/2019, the masses of our people listened to the speech of the supreme religious authority in Najaf. The speech was an affirmation of last Friday sermon in stressing the right of peaceful demonstrators to express their opinion freely and reassuringly, and to isolate the sabotage elements and internal and external parties that want to distort the march of demonstrations .. In the importance of investing this precious opportunity to undertake radical reforms to combat corruption, and other ministerial, service and economic Security, electoral and constitutional correct the paths of the state work, to put it in the natural contexts as a servant state and sponsor and protect the interests of the people and not the interests of the rulers or parties and political forces holding power. Our people, both civilians and military, demonstrated in favor of the blessed sermon, especially as it expressed the precious opportunity that should not be lost. Demonstrations took place not only in Tahrir Square or other demonstration yards, but also in every home and family, and in the mind and mind of every Iraqi, and will always be considered a major and conscious turning point in the struggle of our people in their victorious march. 1. We consider the peaceful demonstrations of our people to be one of the most important events that took place in the country after 2003. The government will do its utmost to successfully protest the demands of the demonstrators and see that the demonstrations are one of the most important means of pressure and control to achieve the required reforms and the desired goals.
2. The demonstrations have helped and will help put pressure on the political forces, government, legislative, executive and judicial authorities to correct the paths and accept the changes. Just as demonstrations are a movement to return to the natural rights of the people, the continuation of demonstrations should serve the return of normal life in which legitimate demands are fulfilled.
3. The Government and the judicial authorities will continue to investigate cases of martyrs and wounded demonstrators and troops. It will not keep any of the demonstrators detained and will bring to trial those found guilty of criminal crimes and any party. It will prosecute anyone who assaults, abducts or is detained outside the law and the judicial authorities. The government will grant the martyrs their full right as well as care for the wounded with all their capabilities and capabilities.
4 - There are popular demands for comprehensive or partial ministerial changes to get out of the quota system and to make our institutions more youth, efficient and transparent, and we have confirmed that we will make an important ministerial reshuffle in response.
5. Political forces and parties are important entities in any democratic system. They have made great sacrifices but have fallen into many wrong practices. The parties choose the people to govern according to specific methods, not to dominate or monopolize or take over the state and society. If the last stage witnessed a single-party monopoly that prevented the suppression of the transfer of power, the post-2003 period witnessed a monopoly of parties that took power and prevented through specially designed electoral systems and means of intimidation, buying and selling, a real transfer of power that renewed the youth of the state. This has made the country locked in closed tracks that prevent it from progressing and spread corruption, nepotism and chaos. Therefore, there are many steps to reform the electoral system and the Commission will be put forward in the next few days and the most important factor has helped and will help is the acceptance of political forces to correct these tracks as a result of public pressure and reference to achieve this.
6 - The digital world (the Internet) is a contemporary reality and a right for all, and a means of questioning repressed voices and free opinions.And the authorities in defense of the rights of the group is sometimes forced to restrict it when it is used to promote violence, hatred, conspiracy against the homeland and disrupt public life, which is also the right of all citizens. When some claim the right of the digital world, others also demand the right to continue the life that is disrupted by the digital world because of its misuse by some at the expense of the majority and because of its jelly, hypothetical and global nature, which many countries have addressed in a way that benefits and prevents harm. This has not been possible for many reasons and circumstances, which compels us to take temporary decisions to restrict the use of the digital world in order to achieve a delicate balance between conflicting rights and conflicting claims, such as in periods of exams to prevent fraud, or in periods of exploiting it to spread hatred, violence and terrorism. Restricted is limited and temporary to a minimum with serious endeavors to fix the whole matter as in the rest of the States.
7 - In addition to the reform packages issued successively by the Council of Ministers and the House of Representatives, which we are working hard to implement, there are other new packages of reforms, including the adoption of a schedule to reduce the salaries of senior officials in half, as well as adjustments in the scale of salaries to achieve the minimum segments and achieve greater social justice and to implement a system of Social compensation that would not leave Iraq below the poverty line, the application of social security, labor and retirement rights so that private sector workers are equal to the public sector, etc. We will also continue to implement the reform package issued by the Council of Ministers and the House of Representatives, which dealt with many constitutional and security reforms, especially the implementation of the order 237 and the prevention of any weapons outside the state and any armed entity operating outside the control of the state is considered illegal and is being fought .. "Since the first day of the demonstrations, Internet companies have offered all the duties of obedience and loyalty to the government to help them stand up to our movement for their own interests, even against the Iraqis," said Moussa Rahim, one of the protesters.
He added: "The companies cooperated with the government to cut the Internet and could have refused to stop the Internet because we pay them in advance for the services they provide us."
"Internet companies could have stood by the demonstrators and would not lose anything, but unfortunately they have become a tool for the government to crack down on the demonstrations," said Ahmed Wahid, a former Internet support worker.
