(Baghdad: Euphrates News) The Kurdish blocs announced its refusal, its refusal to amend any paragraph of Article 140.

The 2005 constitution defined Article 140 as a solution to the problem of Kirkuk and the so-called disputed areas between the Kurdistan region and neighboring provinces (Nineveh, Diyala and Salah al-Din).

Iraqi government to add hundreds of thousands of new positions in 2020 budget

SULAIMANI — The Council of Representatives' Labor and Social Affairs Committee said on Monday (November 11) that the federal government is developing plans to hire for 239,000 new positions as a part of the 2020 federal budget.

Lawmaker Fazil Jabr said that those jobs will be distributed across all government departments with the Central Services Council managing and coordinating the process for ministries and governorates.

The federal government has largely halted hiring for new positions since 2014, Jabr said. He also noted that recently passed legislation lowering the retirement age would help to create additional vacancies within the departments.

The plan is in response to weeks of deadly street protests, with a major demand being that the government increase job opportunities, especially for young people. So far, reform proposals have done little to placate the demands of protesters.

However, Prime Minister Adil Abdul Mahdi is facing a countervailing pressure to reduce the government's debt burden, which he has also promised to do.

Enabled by hydrocarbon revenue, the public sector is the largest formal employer in Iraq. Many critics have already called on Baghdad to reduce the size of government and instead invest in growing the private sector.

Protest demonstrations in Baghdad and a number of Iraqi provinces renewed on Wednesday, for the 20th day in a row, calling for the dismissal of the government, dissolution of parliament and amendment of the Iraqi constitution.
In the early morning hours, tens of thousands of school, college and college students joined demonstrations in Baghdad and nine southern provinces, after the Teachers 'Union and other federal unions announced they would join demonstrations in support of protesters' demands.
The Iraqi parliament announced that it will hold a session today to discuss the repercussions of the demonstrations, in addition to hosting the Special Representative of the Secretary-General of the United Nations Jenin Hennes Blaskhart.

Taiwan signs MOU with Sulaimaniyah Chamber

The government-sponsored Taiwan External Trade Development Council (TAITRA) has reportedly signed a memorandum of understanding (MOU) with the Sulaimaniyah Chamber of Commerce & Industry (SCCI) in a bid to promote bilateral trade.

Taiwan News says the document was signed by SCCI President Sirwan Mohammed Mahmood and TAITRA Executive Vice President Leonor F. M. Lin (林芳苗), during the visit of a trade mission from Iraq to Taiwan for the procurement of machine tools, ICT products, food packaging machinery, and more.

According to TAITRA, automobile components, machinery, and construction materials are the three major exports from Taiwan to Iraq.

Sulaymaniyah, the second largest city in Kurdistan Region, has ramped up efforts to develop industry and commerce. Established in 1967, SCCI has 30,000 company members and is one of the most important trade associations in Iraq, said TAITRA.

   …some guru told you that they’re off of compliance by 2%.  Look, I’m sorry, ye of little knowledge.  The 2% compliance can fluctuate plus or minus even up to about 3 days in both directions So about a week of fluctuations is normal…the auctions did the same thing but they came back very quickly.  No problems…as far as redoing the compliance for 90 days that’s guru BS.  Even under these circumstances of demonstrations and killings the CBI was still able to keep the exchange rate stable.  That’s important…do you think they have proved to the IMF that they can maintain a 2% compliance variance Of course they can.  Just because they went off the 2% for a day or two that doesn’t mean anything.  They’re not gonna have to start over

   Yesterday Iraq’s parliament completed the Election Law.  That’s the first real step that they’ve actually been able to complete in the way of reforms for the citizens due to the demonstrations.  What they’ve done through the Election Law is it only pertains to their Parliament.  They’ve reduced the number of seats from 329 down to 213 seats within parliament and they’ve reduced the age of nominees down to 25.  Overall that’s going to work to satisfy the demonstrators to a small extent.  They’re calling this reforms.  In a way it’s kind of sad but this so far is the best item that they have actually been able to offer…you can clearly see their [parliament and the GOI] hands are tied and they’re waiting on that rate change...

The Council decided to refer the second group (lot2), which includes the addition of quick-erected units in turnkey mode (turnkey) for the installation of 9 Siemens units of type (sgt800) in Zubaidiyah, an increase (27%) over the estimated cost.

The Cabinet approved the following:
1. Authorize the Minister of Finance the authority not to disburse some of the amounts specified in the previous decisions of the Council of Ministers to allocate a reserve
For the purpose of securing the amount mentioned in paragraph (2).
2. Allocate an amount of (12 billion) dinars, only twelve billion dinars to the National Security Agency.

The Council of Ministers also approved the recommendation of the Ministerial Council of Energy as follows: Approval of the Ministry of Electricity contract on the project of electrical linkage between Iraq and Jordan as far as the matter of financial powers
And the approval of the Ministerial Council of Energy as follows:
First: The Ministerial Council for the Economy, in accordance with its powers stipulated in the Legislative Decree No. (82) of 1996, shall:
1. Reducing the fees stipulated in the schedule attached to the law of imposing vehicle fees for the purposes of maintenance of streets and bridges (40) for the year 2015 by (50%) for each type of vehicles specified in the said table.
2. Reducing the fees stipulated in the tables numbered (1 and 2) annexed to the Traffic Law No. (8) for the year 2019 in accordance with the percentages mentioned in the table attached to the Ministry of Interior's book number: 30839, dated 22/10/2019.
Second: Postponing the implementation of paragraph (c) of the Cabinet Resolution No. (360) of 2017 for one year from the date of issuance of this resolution.
Third: Amending the Council of Ministers Resolution No. (237) of 2016 as follows:
Amend paragraph (B) of (3) of the said decision to remove the word bicycles from them.
2. Add a new paragraph to (3) of the said decision and be in sequence (c) and read as follows: (lump sum fee of (100,000) dinars, only one hundred thousand dinars for two-wheeled motorcycles and (300000) dinars, only three hundred thousand dinars for bicycles Three-wheeled motorcycles).
