BAGHDAD: The United Nations stressed the need to support the reconstruction of heritage sites and religious in Iraq.

Pence works to reassure Kurdish allies in surprise Iraq trip

IRBIL, Iraq (AP) ” Vice President Mike Pence sought to reassure the United States’ Kurdish allies in an unannounced trip to Iraq on Saturday, the highest-level American trip since President Donald Trump ordered a pullback of U.S. forces in Syria two months ago.
Flying in a C-17 military cargo jet to preserve the secrecy of the visit, Pence landed in Irbil to meet with Iraqi Kurdistan President Nechirvan Barzani. The visit was meant to hearten the United States’ regional partners in the fight against the Islamic State group after the U.S. pulled troops from northern Syria, leaving the Kurdish allies in neighboring Syria to face a bloody Turkish assault last month following the Trump-ordered withdrawal.
Earlier, Pence received a classified briefing at Iraq’s Al-Asad Air Base, from which U.S. forces are believed to have launched the operation in Syria last month that resulted in the death of Islamic State leader Abu Bakr al-Baghdadi. Pence also spoke by phone with Iraqi Prime Minister Adel Abdul-Mahdi.
Underscoring Pence’s message that American military partnership with Syrian Kurdish forces is ongoing, the U.S.-led coalition said Saturday that its forces, along with hundreds of Syrian Kurdish commandos, had jointly carried out the largest operation against the Islamic State in eastern Syria since the U.S. pullback began in early October.
Friday’s operation in southeastern Syria’s Deir el-Zour province captured dozens of Islamic State militants, cleared enemy compounds and seized weapons and explosives, the U.S.-led coalition said. Operations against Islamic State militants in Syria had been disrupted, but not totally halted, because of the U.S. troop pullback and Turkey’s invasion.
Pence’s trip Saturday was his second to the region in five weeks. Trump deployed him on a whirlwind journey to Ankara, Turkey, last month to negotiate a cease-fire after President Recep Tayyip Erdogan seized on the U.S. withdrawal to launch the offensive on U.S.-allied Kurdish fighters in northern Syria. Trump’s move had sparked some of the most unified criticism of his administration to date, as lawmakers in both parties accused Trump of forsaking longtime Kurdish allies and inviting Russia and Iran to hold even greater sway in the volatile region.
Pence said he welcomes ‘the opportunity on behalf of President Donald Trump to reiterate the strong bonds forged in the fires of war between the people of the United States and the Kurdish people across this region.’
Asked if the United States was facing a sense of betrayal from Iraqi and Syrian Kurdish allies over Trump’s actions in Syria, Pence said both groups, including Syrian Kurdish forces ‘who fought alongside us,’ had no doubts about the U.S. commitment to them. ‘It’s unchanging,’ Pence said.
A senior U.S. official said Pence’s visit was also meant to assure the many Americans who have long supported the region’s Kurds that the Trump administration remained committed to the alliance. And the visit was designed to show Pence’s focus on foreign policy as Washington is gripped by the drama of impeachment.
 
When the U.S. forces withdrew, Syria’s Kurds ” seeking protection from their No. 1 enemy, Turkey ” invited Syrian government and Russian forces into parts of northeastern Syria where they had not set foot in years. More are now deploying along large parts of the border region under a Russian-Turkish deal, including to at least one former U.S. garrison in northern Syria.
The Ankara agreement required Syrian Kurds to vacate a swath of territory in Syria along the Turkish border in an arrangement that largely solidified Turkey’s position and aims.
Pence hailed the cease-fire as the way to end the bloodshed caused by Turkey’s invasion. The deal includes a halt to American economic sanctions and no apparent long-term consequences for Turkey for its actions.
The Syrian-led Kurdish forces say the cease-fire is persistently violated and fighting raged Saturday between them and Turkey-backed forces outside the Syrian town of Ein Issa, once home to U.S. bases and the Kurdish administration.
A senior Syrian Kurdish official agreed on Saturday that the relationship remains unchanged, but was critical of Washington’s lack of response to Turkey’s violations of the cease-fire.
Limiting the U.S. partnership to military cooperation over a limited area with the Syrian Kurdish fighters, ‘while condoning the killing of civilians, is not a very honest relationship and cooperation,’ the official, Ilham Ahmed, said.
On Nov. 13, Trump feted Erdogan with a White House visit over the objection of a bipartisan group of lawmakers who argued Erdogan should be denied the honor of a West Wing visit in the aftermath of the invasion and because of his decision to purchase Russian-made surface-to-air missiles over the objection of NATO allies.
Barzani thanked Pence for the U.S. military support in the fight against Islamic State militants, adding that his ‘visit at this particular time is an important indication of your continued support to Kurdistan and Iraq.’
The U.S. collaboration with the Iraqi Kurds has not changed in the wake of U.S. withdrawal from northern Syria. In neighboring Syria, after declaring the near-complete withdrawal of U.S. forces from Syria, Trump decided that roughly 800 would stay to keep eastern Syria’s oil fields from falling back into the hands of the Islamic State.
Just years ago, the militant group seized control of vast stretches of Syria and Iraq, with its extremist ideology spreading from its self-declared ‘caliphate’ across the globe. In March, American troops and Syrian Kurdish forces routed the last Islamic State territorial holdings. But the militant group, which arose from the remnants of al-Qaida in Iraq after that group’s defeat by U.S.-led forces in 2008, has ambitions to regenerate again. And it remains a dangerous threat in Iraq, Syria, Afghanistan and beyond.
Trump also agreed to keep about 150 U.S. troops at a base in southern Syria as a check on Iranian influence in the region.
While Trump has claimed that the U.S. was now ‘keeping’ the oil in Syria, Pentagon officials indicated the U.S. presence is not intended to improve the oil infrastructure but to keep it in the hands of the Kurdish-led Syrian Democratic Forces.
Pence, joined on the trip by his wife, Karen Pence, also greeted U.S. troops ahead of the Thanksgiving holiday, serving turkey and accompaniments to hundreds of troops at the two locations.
‘While you come from the rest of us, you’re the best of us,’ Pence told service members in a dusty hangar at Al-Asad. He said the Trump administration is working to secure another pay increase for the armed services and suggested the ongoing impeachment inquiry in Washington was slowing the way.
‘Partisan politics and endless investigations have slowed things down in D.C.,’ Pence said.
Pence’s visit to Iraq comes as the country has been plagued by widespread anti-corruption protests. At least 320 protesters have been killed and thousands have been wounded since the unrest began on Oct. 1, when demonstrators took to the streets in Baghdad and across Iraq’s mainly Shiite south to decry rampant government malfeasance and a lack of basic services despite Iraq’s oil wealth. The protests have exposed long-simmering resentment at Iran’s influence in the country, with protesters targeting Shiite political parties and militias with close ties to Tehran.
Pence spoke by phone with Abdul-Mahdi after the Iraqi leader declined an invitation to meet with Pence at the air base when security concerns prevented Pence from traveling into Baghdad. U.S. Ambassador to Iraq Matthew Tueller said Pence expressed support for a free, sovereign and independent Iraq ” a subtle warning against Iranian influence in the country, which has weakened cooperation between the U.S. and Iraq.
Pence also encouraged the Iraqi government to show restraint with the protesters.
Pence’s visit also comes days after the release of hundreds of pages of purported Iranian intelligence documents detailing Iran’s extensive influence in Iraq.
The revelation came after dozens of demonstrators attacked the Iranian consulate in the Iraqi city of Karbala earlier in November, scaling concrete barriers and saying they rejected the influence of the neighboring country in Iraqi affairs.
‘We want to see an Iraq that is free from the malign influence of Iran, and is also respecting the rights and voices of all its people,’ Pence said.

(Baghdad: Euphrates News) A member of the House of Representatives for the Wisdom opposition Furat al-Tamimi, said the document, which was signed by the political forces is the last chance for the government to prove its seriousness.
Al-Tamimi said in a statement to the Middle East followed by (Euphrates News) that "the document signed by the political forces is a road map for the government, parliament and the judiciary, which was requested by the reference in her speech last week through clear timings."
He added that "the application of this map can not be done without adhering to the timelines, and otherwise, we will go towards the withdrawal of confidence from the government in case exceeded the time limit on the reform demanded by the demonstrators, and confirmed by the reference in all sermons."

Acting Governor of Kirkuk, Rakan al-Jubouri, announced on Saturday, the completion of all requirements for the Kirkuk International Airport .

Mr. Ammar al-Hakim said, "One of the positives of the demonstrations is that they stimulated the youth generation that we have always talked about and are proud of today as it has made him a cause to defend with high awareness."
He also reiterated his call for "the disclosure of the perpetrators of the bloodshed, whether from the demonstrators or the security services, to bring them to justice and the need to expedite the detection and accountability of large heads of corruption and openly prosecute them in front of the people."

BAGHDAD - A number of political forces will meet to discuss important issues, notably the fate of Prime Minister Adel Abdul-Mahdi, an Iraqi source said. The meeting will also discuss the proposal for early elections and assertions of religious authority, the source said.
The developments follow the call of Supreme Leader Ayatollah Ali al-Sistani to accelerate the reform of election laws, saying that «reforms are the only way to overcome the unrest that has been going on for weeks».
Iraqi President Barham Saleh has proposed reforms that include the election of deputies in individual districts instead of entire provinces and that candidates run as individuals rather than on party lists, to meet the demands of the demonstrators to reduce the power of parties and enjoy greater local representation. But a draft bill proposed by Abdul Mahdi this week deletes the amendments.
Meanwhile, Iraqi police sources said that security forces killed four protesters in Baghdad, and forcibly dispersed activists blocking the port of Umm Qasr, the president near Basra. Police sources said security forces opened fire on Friday and fired tear gas at protesters at al-Ahrar bridge in central Baghdad. Two people died after being shot and two others were killed as a result of firing tear gas canisters directly at their heads. At least 61 people were injured. But the prime minister's military spokesman denied any demonstrators had been killed. At least 330 people have been killed since unrest began in Baghdad and southern Iraq in early October, the biggest wave of protests in the country since the fall of Saddam Hussein in 2003.
After a night of clashes, calm prevailed yesterday warned the demonstrations and bridges of Baghdad. The Samawah-Nasiriya road was reopened after it was cut by Bathaa protesters. The security forces removed the pieces and cleaned the street. Security forces regained control of part of Ahrar Bridge after the demonstrators took full control of it for a short time. Meanwhile, the Najaf police leadership denied the killing of civilian activist Ahmed al-Yasiri, and confirmed that the news is false.
The hit-and-run operations took place between security forces and demonstrators, near the Ahrar Bridge in Baghdad, a bridge that was controlled by demonstrators after the security forces withdrew towards the Central Bank.
Media also reported that violent clashes between demonstrators in Karbala province south of Baghdad and police forces in front of the governorate building, resulting in injuries among the demonstrators due to the use of security forces tear gas and bullets to disperse the protesters.

Kurdistan region to begin delivery of oil to Baghdad in 2020 Baghdad - Agencies

Iraqi Oil Minister Thamer Ghadhban said that the Kurdistan region of Iraq may start delivering 250 thousand barrels of oil per day to the federal government in Baghdad by early 2020.

It has to do with the price of goods in various locations that exceed 2%.   ...Iraq will always have both the dollar and dinar because they sell oil. Meaning they will always have both currencies in the country.  Many countries have more than one currency prevalent.

   If any banks decide to sell or buy the dinar this is not “trading” the dinar...it is simply working under a “currency broker” license just like all the internet online brokers. So, let’s stop all this nonsense about the banks selling or buying the dinar under this capacity to justify telling everyone that the Iraqi dinar is now already “international”. It is not international until  1)it gets “reinstated” and 2)  OFAC sanctions are lifted. These are two conditions we wait for as investors and we do not go to the bank until these two conditions are satisfied. ...There is no other way around it!  [post 2 or 2]

11-22-2019   Newshound/Intel Guru Mnt Goat    I have discounted any bank stories a very long time ago. All I know is each bank I visited, when in the US last, all told me that they would not touch the Iraqi dinar...due to ongoing OFAC sanctions.  ...The banks DO NOT have a choice to exchange or not. The law under OFAC sanctions specifically prohibits any FDIC regulated banks from dealing with the Iraqi dinar currency, thus legally exchanging it. [post 1 of 2....stay tuned]

Statement

Mike Pence, US Vice President, paid an agreed visit to Iraq during which he inspected his country's forces at the base of Ain al-Assad in Iraq as part of the international coalition that supports Iraqi forces in fighting ISIS.

It was agreed that he will visit Erbil as well. A telephone call was held on Saturday at about 12:30 pm between Prime Minister Adel Abdul Mahdi and the US Vice President on enhancing relations between the two countries and prospects of joint cooperation, as well as discussing developments in Iraq and the efforts of the government. And its reform measures in response to the demands of the demonstrators.

The vice president also conveyed US President Trump's greetings and continued cooperation to develop the distinguished relations between the two countries.

Iraq’s Parliament approves changes to pension, anti-corruption laws, debates new election legislation

Iraq’s Council of Representatives (Parliament) approved several draft laws and amendments submitted by the Iraqi government, parliamentary committees and MPs.

The new laws and amendments reduce the retirement age of public sector workers, remove financial and other privileges from senior officials, introduce new rules on illegal financial gain, and grant greater powers and a wider remit to the Integrity Commission, Iraq’s anti-corruption watchdog.

The Council of Representatives also concluded the First Reading of a draft electoral law and a draft law abolishing the current body overseeing elections in Iraq and replacing it with a new Independent High Electoral Commission.

Parliamentary approval of the new laws came as the Iraqi government continues to implement a series of measures to meet the legitimate demands of the protests and address the long-term aspirations of all Iraqis.

Summary of the new laws and amendments approved by Iraq’s Parliament
The amended Unified Pension Law No. 9 of 2014:
  • Reduces the retirement age from 63 to 60 years, with exemptions for rare skills in certain sectors
  • Guarantees a minimum monthly pension of 400,000 Iraqi dinars
  • It is estimated that these and other changes will create more than 200,000 new vacancies in 2020
The amended Integrity Commission Law No. 30 of 2011 & the Illegal Gain Provision:
  • Extends the remit of the Integrity Commission to cover trade unions, non-governmental organisations and professional associations
  • Tightens conflict of interest rules for officials
  • Prohibits officials from using their position or title to gain personal financial benefits; any benefit obtained this way shall be regarded as (illegal gain)
Financial Privileges of Officials Law:
  • Abolishes the Financial Privileges of State Officials Law No. 13 of 2005
  • Removes a wide range of financial, health, housing, transport and security benefits from the President of the Republic, the Prime Minister and the Speaker of the Council of Representatives, ministers, MPs and other senior officials
The draft Federal Electoral Law (First Reading):
  • Reduces the age of candidacy from 30 to 25
  • Reduces the number of MPs from 329 to 251
  • Bans successful candidates and political blocs from creating a different coalition or form a new bloc until after the formation of the new government
The draft law establishing a new Independent Election Commission (First Reading):
  • Establishes a new Independent High Electoral Commission
  • Decrees that the work of Commission will be overseen by 7 Commissioners
  • Authorises the Commission to seek international election advice
The Iraqi government will submit other draft laws to Parliament over the coming weeks.

Parliamentary bloc: more than 165 deputies submit a request to the President of the Republic to send the letter of dismissal of the government to Parliament

Bayarik al-Khair parliamentary bloc called on the Presidency of the Council of Representatives to take responsibility and put the questioning of Prime Minister Adel Abdul Mahdi on the agenda of parliament.

Head of the bloc MP Mohammed al-Khalidi told a news conference that "the current situation of the country after 50 days is more difficult than the beginning of the crisis in October, and deputies must be free from their political blocs that failed to provide appropriate solutions."

He added that "the collection of the signatures of 166 or more deputies to be presented to the President of the Republic for the purpose of pressuring him to send a letter dismissal of the government," noting that "the Constitution put a roadmap out of the current crisis is the consensus of the political blocs in the dismissal of the government."

He explained that "there is a request for interrogation submitted by MP Sabah al-Saadi and another request from MP Adnan Zarfi, and I am ready to submit a request for questioning in case of apology to any party."
