US Deputy Secretary of State Victoria Nuland announced that Washington and its allies need Russian oil supplies in global markets, otherwise the cost of this resource will begin to rise again.

She added that setting the price of Russian oil, according to Washington and its allies, should be such as limiting the profits that Moscow gains from selling "black gold", while maintaining an incentive to continue supplying global markets with this resource.

Al-Maliki again attacks Muqtada Al-Sadr

He published a new audio clip of the head of the State of Law Coalition, Nuri al-Maliki, attacking Muqtada al-Sadr.

The leak included an accusation against the leader of the Sadrist movement, Muqtada al-Sadr, that he is pursuing an Emirati-Israeli-British project.

Al-Maliki said that "Muqtada al-Sadr is walking in a destructive project, an Emirati, British, Israeli project, led by Masoud Barzani, and this is not Muqtada, as Masoud became a reference for Arabs, Sunnis and Kurds, and they are now one word."

He added, "Look how they handed us over to this hateful Zionist (Massoud Barzani). This is Muqtada al-Sadr."

Al-Maliki added that “the websites affiliated with Muqtada al-Sadr talk about ropes, beheadings and executions in Tahrir Square, and they will do it, because they are Baathists, and all the Baathists have found a haven called Muqtada al-Sadr and the Sadrist movement, and Muqtada has become (cursing) against his father, who is now cursed in The street, and even worse, worse and painful, is that Muhammad Baqir al-Sadr has become so cursed.”

Al-Maliki pointed out that “the Sunnis took steps forward over the Shiites.”

For days, the political and popular circles have been living on the impact of those recordings leaked by the Iraqi journalist, based in Washington, Ali Fadel, where Al-Maliki spoke about a number of issues, and made accusations against his political opponents, such as: Muqtada al-Sadr and Massoud Barzani.

Al-Maliki also disclosed a plan to ignite a war between the Shiite parties, as armed factions prepare for any emergency, and he also accused most of the political forces, including his allies such as the Badr Organization and the Popular Mobilization, of employment and financial corruption.

The political scene in Iraq is still experiencing echoes of these leaks, and social circles have been preoccupied with them on social media, leading to protests in some areas.

The Iraqi judiciary began conducting official investigations into these leaks, after the escalation of demands by political parties and popular circles, for the need to investigate what was mentioned in al-Maliki's speech.

Official comment: Iraq's opportunities to invest in renewable energy exceed America

The Iraqi Commission for the Control of Radioactive Sources announced, on Saturday, that Iraq ranked fourth in the list of countries in the region in the context of emissions from energy and oil production operations.

The head of the authority, Kamal Hussein, said in an interview with colleague Saif Ali, followed by “Nass”, (July 23, 2022), that “the global emission rate is 4.79 tons per year for each person, and according to this rate, Iraq occupies the fourth place in the region in terms of the volume of annual emissions. per person, while Qatar tops the list with 23 tons per person per year, followed by Saudi Arabia with 19 tons, and then the UAE.”

He added, "The impact of Iraq's emissions on global weather is 0.6%, but locally, the effect of emissions is very large due to global warming, lack of rain and drought, and the expansion of desertification, which has exacerbated the humidity levels in the air."

He continued, "There is a decline in rain levels in Iraq, unlike some countries, which has caused the high impact of emissions."

He pointed out that "emissions are divided into two parts: the first is the emissions of hydrocarbons and the oil industry, which constitutes 48% of the total emissions, equivalent to 33 million tons per year, and the other part is the emissions of the electricity sector, which constitutes 26% of the total emissions, amounting to 34 million tons."

And he indicated, "The government has started to invest in associated gas, and if we can get rid of associated gas in 2035, we will reduce emissions by 15%."

Hussein compared between Iraq and America in terms of renewable energy investment,” noting that “America has reached 1,480 megawatts of renewable energy, and it has launched its projects since 1985, while Iraq has investment opportunities until 2026 that reach 3 thousand megawatts of renewable energy, and this is greater than America.” and represents 10% of the actual need for energy in Iraq.

Earlier, Prime Minister Mustafa Al-Kazemi confirmed support for the energy sector by signing a set of contracts based on solar energy, while referring to studying the process of supporting electrical stations, as well as private generators.

Al-Kazemi said in a speech during the inauguration of the installed Maysan investment station for the production of electric power, which was followed by "Nas" (July 3, 2022), "We are inaugurating the Maysan Electricity Station, which is a station that produces up to 750 megawatts, and it is a qualitative addition to the national network for the transmission and provision of energy for all our governorates, and it may be Maysan Governorate is the first beneficiary, but it supports the national electricity network.

He added, "This station will use local gas from gas fields in Maysan Governorate, and this is a new qualitative development in the field of energy and electricity production, because it will contribute to reducing dependence on imported gas and electricity."

He continued, "Today we are opening this station, and in the past months we have opened stations: Nasiriyah, Samarra, and Muthanna, and soon we will open Akkaz station, as well as we are working on developing Anbar station."

He also added, "This government has made exceptional efforts in the use of energy, and has developed a new strategy based on developing our competencies and benefiting from the experiences of our youth in the Ministry of Electricity."

He pointed out that "this station and the stations that were opened in the recent past are compound stations that rely on two stages of operation, and reduce energy waste, as well as contribute to reducing thermal emissions, and are environmentally friendly."

And he stated, "The world has changed a lot and the issue of the environment has become a priority for work, and that is why we changed the name of the Ministry of Electricity to the Ministry of Electricity and Alternative Energy; that is: environmentally friendly energy that is cheaper in cost, and more appropriate to the developments of the times."

He stressed that "work is still underway in the Ministry of Electricity and within the government's plan on a new strategy that works to provide energy according to a set of conditions and conditions to improve the electricity service throughout Iraq."

Al-Kazemi said, "We have opened several stations, including this station, and we have worked to develop the traditional stations to be composite stations that produce more electricity with less energy consumption."

He continued, "We have proceeded with the electrical interconnection project with various neighboring countries, and we are also working to benefit from this connection, in order for Iraq to be a corridor for the transfer of energy between neighboring countries."

He pointed out that "we have supported the energy sector by signing a series of contracts based on solar energy, and there are projects that we will lay the foundation stone for soon, and open them soon."

The Prime Minister explained, "We had a meeting yesterday in the Council of Ministers, and we studied the process of supporting electrical stations, as well as private generators, and we took a number of decisions to support generator owners, and reduce the suffering of citizens in the summer."

He stressed that "people are waiting for the government to provide them with services and provide them with job opportunities, and it is unreasonable for the government to remain busy and unable to achieve, because there is no budget for not forming a government."

Al-Kazemi said, “You know the conditions that this government went through, and they were difficult circumstances, and they are two years old, including the year 2020 in which we did not have a budget, and in the following year 2021 the budget was available, and now in 2022 there is no budget, so how can the government work and provide the best?” No balancing? Every year in which the budget is delayed, it leads to a delay of five to ten years in the provision of services.

The Prime Minister thanked all the cadres of the Ministry of Electricity, as well as the company investing in this project, and I wish you all the best, and I thank the effort that defied all the difficult circumstances of the Corona epidemic, budget conditions, and the collapse of oil prices; however, you succeeded in implementing this project; in order to service of Iraq.

economic balance

linnk

Assigning the responsibility of achieving economic balance in the market to the mechanism of supply and demand and the entry into force of the concept of competition in light of a turbulent and unstable economic situation, has led to repercussions that affected the mixed sector, as the Iraqi markets entered the Iraqi markets with goods, commodities and products similar to the national production of companies in this sector and formed this, with Low production efficiency and the low level required to exploit it and the difficulty of obtaining the most important financial source to finance this sector, because imports imposed restrictions on the continuation of this productive sector, which constitutes a space in the national industry.

In addition to the failures, the difficulty of marketing production due to the prevailing price difference without supervision or determining it according to the requirements of the living standards of citizens, despite the fact that the national commodity is distinguished by its quality and quality compared to the poor quality of the importer as an alternative.

We can say that it requires providing economic and political foundations and a new law that guarantees economic stability in Iraq to ensure the restart of the productive sector, and qualifies it with the inevitable result to enter into legitimate competition, according to sound economic controls and standards.
Perhaps the Ministry of Industry and Minerals is the legally and administratively responsible party, as it bears the consequences of the production failure since 2003, and it remains for it to realize the seriousness of this situation and to play its honest role to take into account this sector.

Public companies in the new Iraq, which represent the mixed sector, are in dire need of government support and liquidity. We also find that the Product Protection Law approved by the Ministry is still locked up in Parliament for a long time.. We find that this failure indicates the need to get it out of there. .
The initiation of the Consumer Protection Law has become socially important to search for a decent and honest life for the Iraqi people, who endure more than the citizens of different countries of the world bear.

Therefore, the interest in these productive activities indicates a definite concern and patriotic care, which will lead to restoring confidence in the productive sector and the economic apparatus.

It is clear that the state policy that it has been following since 2003 and its direction is still between persistence and sound communication in order to reconsider the economic reform, especially the infrastructure.

The government debt ratio in Iraq is expected to drop to 47% in 2022

link

1658645646458.jpg

The credit rating agency Fitch expected a decrease in the government debt ratio in Iraq, to record 47% in the current world, but it stated that the decline in debt may not be sustainable in light of the political tensions that restricted public spending.

And the agency said in a report seen by Shafak News Agency, that it is expected that "the ratio of government debt in Iraq to the gross domestic product will decrease, to record 47% in 2022, from 66% last year, supported by increased revenues from oil exports whose prices have risen, which is expected It will reach $105 per barrel and $85 per barrel in 2023," noting that "the decline is the largest for any sovereign country in the Middle East and North Africa."

The decline is positive for the sovereign's creditworthiness, but the decline may not be sustainable, as it partly reflects the political tensions that have restricted public spending and reflects the high political risks recorded in Iraq's rating of "B-".

In our January 2022 confirmation of Iraq's rating, we stated that a positive rating action could result from a sustained period of high oil prices, particularly if combined with increased oil production and exports, leading to a downward trend in government debt/ GDP and foreign reserves are larger. However, there remains a great deal of uncertainty about fiscal trends and the outlook for oil prices."

The report explained that Iraq's low debt ratio also reflects its failure to form a government and pass the budget since the October 2021 elections. This limited spending to 2021 levels until Parliament passed an emergency financing bill on June 6 to allocate $17 billion, or 7% of output GDP, to support food, energy and salaries,” he said, noting that “the subsidy programmes, which were not reformed, were at risk of running out of money due to high global commodity prices.”

Our forecasts assume a fiscal surplus of 17% of GDP in 2022 and an increase in spending of 6% of GDP, broadly consistent with emergency financing. However, risks to our spending forecasts are to the upside. As any new budget is likely to involve higher spending in light of Iraq's urgent social and economic development needs."

He also noted that "we still expect some nominal debt reduction in 2022 if a new budget is passed, in particular the central bank's backlog of claims on the government, which rose to about 13% of GDP in 2021, however, could weaken Accelerated spending from the sustainability of public debt as happened in 2018, also after the elections, when public spending was slow to accelerate after the rise in oil prices, which reduced the debt somewhat, but spending rose strongly in the end.

The report indicated that “it remains unclear whether the next government will implement the reforms that were presented in the white paper under the previous administration in October 2020, even if Prime Minister Al-Kazemi is reappointed. Parliament approved proposals for income tax reform from the 2021 budget, While other reforms, such as eliminating fuel subsidies for electricity generation, were approved, but not implemented.

In the same report, the agency emphasized that "public grievances could degenerate into social instability on a larger scale, as occurred in 2019-2020, as protests eventually lead to early elections. Iraq scores poorly across the World Bank's governance indicators, reflecting Insecurity and political instability, corruption, government ineffectiveness, and weak institutions, she predicted, “Levels of political risk will continue to rise, and weak management will continue to affect the sovereign rating.”

Fitch, or Fitch International Credit Rating Corporation, is one of three major rating companies along with Standard & Poor's and Moody's, and is one of three organizations recognized within the Statistical Rating Rating (NRSRO) appointed by the United States Securities and Exchange Commission in the year 1975, along with Together with Moody's and Standard & Poor's, they are known as the "Big Three credit rating agencies

The important question that arises here is, are the loans a means to achieve growth and create added value for the economy, or is it a trap by the creditor countries to seize the economies of the debtor countries?

There is a principle for the great powers, the conclusion of which is that they are moving towards achieving their interests and economic gains, regardless of any mythical goals. Some imagine that they are safe from abandoning them when the interests of the great powers are achieved in another country.
In order to understand this reality and benefit from its content and to deepen the economic culture, come with us to analyze the modern phenomena in the foundations of the new economic system, which the major countries seek to impose on the world, and with realistic models from the land of events.

The economic war that is raging between America and China is one of the means of acquiring the main sources of wealth in countries through two important means for developing countries or countries that need to achieve their economic growth, namely, I mean the two means, loans first, and foreign investments in the targeted countries (second).

The difference between the two countries (America and China) is the method of dealing with needy countries, but the goal is one and is centered on the acquisition of the wealth of countries.

The difference in style is that the United States imposes on countries that need their investments loans conditional on economic reforms, and its ultimate goal is to market the free capitalist system as a method for the country's economy, while China's loans are easy and the goal is a race to monopolize the largest share of the wealth of the target country. In both ways, interests are the common factor between the two countries, meaning that any of the loans that are allocated to a country, not for the sake of the same blackness, but to achieve the interests of the lending state, and the same concepts apply to investments.
Ear. How do smart developing countries deal with the economic policy of the two countries?

Of course, dealing depends on the country's need from both China and the United States of America, taking into account some of the technical advantages and disadvantages of the two experiences, in addition to understanding the reality of the political factor and digesting it so as to prevent the country from any side effects, and the meaning is clear here and does not need clarification.

We believe that the safest solution for a country that distances itself from the dire consequences of the bipolar conflict is to distribute and diversify its loans and investments between them. From the above, that is, the conflict is no longer between two capitalist and socialist camps, but between two opposing poles to lead the new world economic order with the same goals, but with a difference in style, and in both cases it is an economic situation in a new dress.

The representative of the resigned Sadrist bloc, Ghayeb al-Amiri, considered the audio leaks attributed to the leader of the State of Law coalition, Nuri al-Maliki, "a crime for which the law will be held," while expressing his surprise at "the delay in issuing the arrest warrant until now."

Al-Amiri said in his blog post, followed by "Nass" (July 24, 2022): "Article 195 stipulates penalties: Whoever aims to provoke civil war or sectarian strife by arming citizens, or forcing them to arm one another against each other, or inciting fighting, shall be punished with life imprisonment."

He explained, "The penalty is the death penalty if what the perpetrator intended (classifying this crime as a felony) is achieved. The penalty for life imprisonment is if one of the following cases is achieved:

If it aims to provoke a civil war by arming the citizens, or forcing them to arm themselves, or inciting fighting.

If it aims to provoke sectarian strife by arming the citizens, or forcing them to arm one another against each other, or urging them to fight.”

Noting, "The penalty for it is the death penalty if the perpetrator's goal is achieved, and therefore the crime exists merely by declaring and calling for fighting and arming citizens against each other."

Al-Amiri added, "What al-Maliki mentioned in the leaks is sufficient to carry out criminal responsibility in accordance with Article 195 of the penalty," noting that "we do not want more than achieving justice and applying the law against those who aimed to provoke a civil war and fighting between the people of the same country and arming people to kill each other."

Al-Amiri added that "what the aforementioned said combines all the provisions of the punitive article above, and we are surprised at the delay in issuing an arrest warrant against him so far for a crime that carries a sentence of life imprisonment and death."

Bousmin concluded: "We are waiting for the judgment of the court," and "the end is at stake.

An Iraqi official reveals the axes of monetary policy to confront inflationary prices

link

The financial advisor to the Iraqi Prime Minister, Mazhar Muhammad Salih, identified, today, Sunday, three axes that monetary policy pursues to confront inflationary prices, stressing that economic policy in Iraq plays an important role in maintaining stability

Saleh told the Iraqi News Agency (INA): "The most dangerous trend in the inflationary phenomenon is the so-called inflationary expectations, which consumers and the business sector expect from future price hikes that lead to immediate adjustments and hedges in the growth of the annual general level of prices, including warehouse prices. Which exacerbates the price problem with an upward trend

He added, "The function of maintaining the stability of the exchange rate in the monetary market is one of the most important monetary policy functions of the Central Bank in addressing the forces that generate inflationary expectations.

He continued, "This is what the monetary policy of the Central Bank of Iraq seeks steadily through the use of part of its foreign reserves to intervene in the exchange market and to address high levels of domestic liquidity by providing a sufficient supply of foreign currency to meet the needs of market demand for foreign exchange, which in fact represents a demand Derived on foreign goods, services and benefits that are undertaken by the foreign trade activities of the private sector.

He pointed out that "the fiscal policy currently follows three axes to combat inflationary pressures and their expectations resulting from price growth towards the rise, and the financial authority undertakes it through the implementation of the effective Financial Management Law No. 6 of 2019 amended and the emergency food security and development Law No. 2 of 2022

He explained, "The first axis is the zeroing of customs duties and taxes on imported goods and services that directly affect people's lives, because customs duties and taxes represent an additional cost that the wholesale trade sector transfers to the consumer sector, that is, single trade through spending or consumer demand for imported goods and services." .

He continued by saying: "The second axis is the expansion of the ration card vocabulary and the regularity of providing it with subsidized and semi-symbolic prices to meet the need for the poor and low-income classes of the basic materials of life.

And Saleh stated, "The third axis is the continuation of the state's stability and its preservation of the prices of its goods and services sold in all the market or the so-called (administrative prices), especially fuel, as well as support for the requirements of agricultural production and other life and pharmaceutical supplies that government institutions buy to civil activity, in addition to To the stability of the rates of fees, taxes and wages imposed by all official authorities with the offer

He stressed, "Expanding the social welfare network and covering it with cash assistance for segments below the poverty line is a catalyst factor that comes to fight inflationary pressures in prices and their harmful social effects, which are mainly caused by global inflation imported into our country due to the global energy and food crises as a result of the war in Eurasia currently existing."

A new record.. Learn about the longest period of government formation in Iraq (statistic and infograph)

link

Iraq is close to breaking its previous record of delaying the formation of the government, as it was delayed in 2010 by about months since the elections, and today Iraq is going beyond this period, which was considered the longest since the first elections were held after 2003.

In this report, the "Earth News" agency presents the full details of the elections that took place in Iraq from 2005 until now, and the periods that the political blocs took to form the government after each election, as well as the percentage of participants in each of them, compared to the population at the time.

The 2005 elections were the first that produced an elected parliament that formed a permanent government, and these elections took place in December, after which negotiations to form the government continued until late May 2006 (it lasted 6 months), when Nuri al-Maliki was assigned to head the government, which is the first session. for him.

The voters in those elections were 14 million and 200 thousand voters out of the total population of Iraq, which was estimated at the time about 27 million citizens, and the participation rate was 76 percent, which is the highest participation rate in the elections recorded in Iraq, while the number of parliament seats was 275 seats.

Turning to the 2010 elections, they took place in March, and the political forces entered into sharp disputes that continued until the end of December (9 months), which was the longest period to form a government in Iraq, which ended with giving al-Maliki a second term to head the government.

In it, the number of voters reached 18 million and 600,000 voters, of whom 62.8 percent participated in the elections. In those elections, the number of parliament seats jumped to 317.

In the 2014 elections, they took place in April and the government was formed in early September (5 months), when Haider al-Abadi was assigned to head it.

In these elections, the number of voters was 20 million and 432 thousand, a significant increase compared to the first elections, while the participation rate in the elections continued to decline to reach only 60 percent.

In the 2018 elections, they took place in May of that year, and the government was formed at the beginning of October (5 months), and Adel Abdul-Mahdi was assigned to head the government at the time.

The number of voters in these elections reached 24 million and 352 thousand, with a participation rate of only 44 percent, while the number of seats in the House of Representatives reached 329.

And in November of 2019, Abdul-Mahdi submitted his resignation, at the height of the popular demonstrations that existed at the time, and the political forces continued negotiations to find an alternative for about 6 months, when in early May 2020, Mustafa Al-Kazemi was assigned to head the government.

In the early 2021 elections, they took place in October, and political relations are still in place until now, despite the passage of 10 months since the elections, which witnessed the lowest participation rate of 41 percent.

Parliamentary Legal: Dissolving Parliament may be a salvation from the political blockage

link

Today, Sunday, the Parliamentary Legal Committee recommended addressing the issue of choosing the prime minister through the constitution, while noting that the dissolution of Parliament may be a salvation from the current political impasse.

He added, "Dissolving Parliament may be the salvation from the current political blockage," noting that "the House of Representatives has nothing to do with forming the government or not, and the House must proceed with its legislative procedures, as there are legislations that have nothing to do with the government and have no financial side."

He continued, "It was agreed with the parliament's presidency to refer approximately 20 law proposals to the upcoming parliament sessions, and work is underway in them," explaining that "the Legal Committee has begun to set priorities for these laws, and it is continuing to present many bills that need new formulation or amendment."
