Piped volumes have increased from about 800,000 barrels a day a month earlier to the highest since a brief surge during a production free-for-all in April 2020.
In addition to those flows, about 1.2 million barrels a day have been shipped toward the canal from the Persian Gulf in the first three weeks of July, mostly from Iraq. That could take total flows from the Middle East to Europe to 2.2 million barrels a day, up by nearly 90% since January, the last full month before the war began.
The shift comes as increasing volumes of Russian crude head in the opposite direction, from its Baltic and Black Sea ports to buyers in India and China. That’s given the two Asian countries bountiful cheap barrels at a time when fuel prices have been soaring.
“We now see a re-routing of some of those barrels away from Asia to Europe,” Giovanni Staunovo, commodity analyst at UBS Group said of Middle Eastern crude. That comes “with Europe scaling back their purchases of Russian barrels and Russia sending their oil instead to a key market of the Middle East, Asia.”
Whether the Middle East-to-Europe flows are sustainable is less certain. At the end of this year a European Union embargo on the Russian crude set to come into effect. Part of the sanctions package includes a ban on insuring shipments of Russian supplies to any buyers.

Saudi Arabia’s tanker company, Bahri, this week chartered a supertanker to transport crude from the Mediterranean to Rotterdam, a rare charter for the Kingdom’s tanker company that underscores the shift in flows.
The adjustment in where barrels are moving is also a reminder of logistical challenges that may emerge as buyers wean themselves off of Russian crude. Shipments are having to sail longer distances, boosting employment of the world’s oil tanker fleet.
Benchmark earnings for giant supertankers that can carry 2 million barrels of crude oil climbed to their highest since April this week, though were still relatively weak by historical standards.
Europe’s appetite for Middle Eastern crude is boosting so-called ton-miles, a demand measure that multiplies the amount of cargo by how far it gets shipped, according to said Lars Barstad, chief executive officer of Frontline Management AS.
“EU import ton-miles have at least doubled,” said Barstad, who runs the management company of one of the world’s largest tanker owners. “Russian oil ton-miles have tripled if not more.”
US State Department: Washington and its allies need Russian oil supplies
US Deputy Secretary of State Victoria Nuland announced that Washington and its allies need Russian oil supplies in global markets, otherwise the cost of this resource will begin to rise again.
"We need to see Russian oil on the world market, or else its shortage will lead to a new price increase," Nuland said during the annual forum organized at the Aspen Institute.
She added that setting the price of Russian oil, according to Washington and its allies, should be such as limiting the profits that Moscow gains from selling "black gold", while maintaining an incentive to continue supplying global markets with this resource.

Oil prices rise after interest rate increase by the European Central Bank
Oil prices rose, on Friday, after the European Central Bank’s meeting yesterday, during which it decided to raise the key interest rate for the first time since 2011.
By 09:52 GMT, US crude futures for September delivery rose 1.25% to $97.55 a barrel, and Brent crude futures for delivery in the same month rose 1.42% to $105.33 a barrel.
The rise in oil prices came with the dollar's decline in light of the rise of the euro after the European Central
Bank's meeting yesterday, during which it decided to raise the basic interest rate for the first time since 2011, and the strength of the euro led to the decline of the dollar, which fell from last week's levels.
Dollar sales are rising to the maximum limits and have risen 18% since the approval of the white paper

Iraqi incubator Business Avenue opens third Baghdad branch

Iraqi business incubation center, Business Avenue, recently opened its latest branch located near the Abu Jaafar Al-Mansour Square in Baghdad, Iraq. The new branch will have over 100 offices that will total an area size of 1,800m.
This will be Business Avenue’s third branch with the other two located in Karrada and a nearby branch also located in the Al-Mansour area.
Targeting small and medium size enterprises (SMEs), Business Avenue provides state-of-the-art serviced offices, co-work areas, meeting rooms and event spaces. The center assists Iraqi startups and entrepreneurs to grow their businesses for the Iraqi market.
The new generation: Parliament cannot start budget procedures

Head of the New Generation Parliamentary Bloc, Sarwa Abdel Wahed, confirmed today, Friday, that Parliament cannot begin budget procedures, while revealing the reasons.
Abdel Wahed told the official news agency, Mawazine News, that "the opposition has an active role in the parliament, and we look forward to having serious monitoring by it before going to form a government."
She added, "Some forces, including the New Generation and the Emtada movement, announced their position by forming an opposition in Parliament."
She explained that "Parliament cannot start budget procedures during the current year, as the current government is a caretaker government," noting that "forming the government will take time."
She pointed out that "the House of Representatives deals with the government according to the constitution, and the current government cannot, according to the decision of the Federal Court, send any draft law."
The committee ruled out that “the House of Representatives goes to read the budget, unless a new government is formed or the Federal Court allows an emergency order, or the current government submits an appeal or a petition to the Federal Court to obtain an exception to submit laws.”
