Here is my answer: Iraq is “fully” out of the part of sanctions that took them into the oil for food program, thus for the period mid April 1995 – Dec 2017 all oil revenues (petro dollars) had to be deposited first into the DFI fund (Development Fund for Iraq). This protected the funds from predator debt collectors and also corrupted officials. BUT NOW THIS IS NO LONGER MANDATED! Iraq can now receive oil revenues directly and the DFI fund is closed. This is just like before the first gulf war. This is what we want. This is said to mean “full” sovereignty... This is what Iraq wanted and needed prior to the RV. However technically there are still minor Chapter VII issues but they will have little to no impact on the re-instatement of the currency.

Article: THE CENTRAL BANK HAS ANNOUNCED A TENDER FOR THE PRINTING OF NEW BANKNOTES (SMALL CATEGORIES) AT THE INTERNATIONAL PRINTING COMPANIES.
CBI made this offer in 2015 and so the newly printed notes were delivered and they are now telling they distributed them to the banks (in exchange for banks assets) from Nov 2016 thru Nov 2017 and this effort has now concluded.
Note they did not distribute any 10,000 (10K) or 25,000 (25k) three zero notes (the ones they want to delete) and slowly phasing them out.
So what do the people then use for currency? First – they lessening the need for any currency by the implementation of the new electronic banking practices we have been reading about;
Second – they are launching other notes to use as they told us in this article namely the 1,000, 500 and 250 dinar categories.
Third – We know from past articles new currency will be issued in denominations of 5, 10, 25, 50, 100, and 200 dinars for banknotes and 25, 50, 100, 250, and 500 fils, plus 1 and 2 dinars for coins. The designs have been already chosen and they are printed and minted.
All of these categories, mentioned are denominations that are in the final set of currencies that will REMAIN as permanent currency post RV. The CBI also told us that the older 3 zero notes will coincide and be in circulation with the newer 2017 notes for up to 10 years, but these notes will be mainly for inter-banking transactions and not intended for the general public use.
If you read the history of the dinar since the invasion of 2003, you can see that the plan was never to go very long without replacing the currency and value. This is evident and proof by the 50 and 1000 banknotes and 250 and 500 fils already in circulation.

The Minister of Justice revealed the formation of special committees in the Judicial Council to speed up consideration of the death sentences and whether they are covered by the amnesty law.
He said that "the pace of implementation of the death sentences against terrorists has begun to escalate recently after the start of special committees to consider whether they include a general amnesty or not."
He explained that most of the death sentences were delayed because of the re-presentation of the files of convicts on the amnesty committees or because of retrial, as well as delayed ratification by the Presidency of the Republic.
He pointed out that he also supervised today the opening of the new expansion to reach between 32 to 35 thousand inmates, and in accordance with the controls and conditions relating to human rights and health standards.
As for the amnesty law, Zamili said that the ministry releases between 600 and 700 inmates every month who are covered by the amnesty law.

A new hospital dedicated to camels has just opened in Dubai, equipped with surgical halls and state-of-the-art medical equipment.
