America intends to help Iraq recover from the effects of the war

WASHINGTON (Reuters) - Washington is committed to helping Iraq recover from three years of war against the al-Qaeda organization, a senior official in the US government aid agency said on Wednesday.
"The Agency will continue to provide basic humanitarian services and additional support to minorities, such as psychosocial support for those who have suffered genocide, enslavement and violence," said Thomas Stahl, USAID adviser. "The budget provided by President Donald Trump included a 30 per cent cut, but for Iraq, we are actually considering additional funding, especially for the Da'ash victims," he told an interview at the US embassy in Baghdad.
Stall said the US government has provided humanitarian aid to Iraq worth about 1.7 billion dollars since the terrorist organization seized control of northern Iraq in 2014.
The assistance includes a total grant of $ 265 million to the United Nations Development Program (UNDP) Stabilization Fund for Iraq in 2016 and 2017.

RAY: It could come out at a different rate than in the budget. (indication was it could come out higher). If everything unfolds, the way I was told, I’m anticipating seeing a ratechange on Monday. . . when we have a new rate then can we exchange now? do we have to wait? Those type of things need to be answered. Banks: The rates for the currencies we have interest in are grayed out in anticipation of a rate change. Until that rate change kicks in the rates aregoing to be grayed out.. . Grayed out means the rate cannot be seen. That would indicate they (the currencies we are interested in) will all change at the same time.
Currency Brokers/Dealers: Three years ago we told you that was going tohappen. They (the dealers) told us back then they would have a 30 minutenotice or better and none of them will be shut down or stop selling, they just change the price. They told us a long time ago they would not shut down, just modify (their rates).
Information came to me they were trying to get this done by Thanksgiving because people wanted to take vacations. That did not happen. Dec 20?
My train of focus is on Dec 11.

Now it’s behind us again. One country. Celebrating today. What could be next? Rate change. Decided to make today a holiday. Could it be this is going to be the holiday that will represent the rate change in the country? Just a thought. We will know by the end of the day. Just a thought. Don’t get all excited. But there are some irons in the fire. Some people stoking the coals as they say. If nothing else we should hear some information throughout the evening . . . or in the morning.We should feel good about where we are. The market is going to play with it and take it up. $10 . . . Why rush in on $10 when you can wait a few days and pick it up at $20. If it comes back own where is it going to bottom out at? $10. It is not a stock. It is a country’s currency – there currency is established based on the value ofthat country. Sure, it may fluctuate a few pennies, but not dollars. This is going to be too easy for those who use their brain . . . to make a killing. . . . No matter what decision you make it is going to be good. Even if the market does not drive it up for a few days what have we lost? Nothing. So then I say, "Guys looks like it's not going to drive it up so go do your business. " I don't see a loss there. Whatever Iraq comes out at it will be there for 90 days because the rules say they can't change it (for 90 days). When I go in I will have a pretty good idea on what the banks are doing. I waited. I will still come out "smelling like a rose" because I waited. That's the only way I can see it unfold because . . . it's the value of the currency. The media office of Prime Minister Haider al-Abadi on Sunday reported on his thanks to the military forces [and overlook the role of the Peshmerga] in the "victory speech" published on its official website yesterday.

Speaker of the House of Representatives Saleem al-Jubouri called for the disarmament of party parties everywhere in Iraq.
"Iraq has been and continues to be an important cornerstone of the world, and our current evidence is that the change that took place in 2003 was the key to a broad change in the Arab world," Jubouri said during his participation in the 13th session of the Manama Dialogue on Regional Security.
"We have to admit that what happened to Iraq was not the result of an internal Iraqi conflict but a product of a conflict known to the parties about the hegemony of the sources of energy and strategic communications in the region and control the capabilities and wealth of their people."
"Terrorism is a global scourge that threatens humanity wherever it is, and eradicating it completely is not achieved by military resolution in its areas of proliferation, but by a comprehensive international program aimed at its intellectual roots and basic floods," he said.
He pointed out that "addressing these challenges will be possible only with a regional and international support for the unity of Iraq and its positive role in the region."
Turning to the most important challenges facing the hurdles is to complete the construction of a state of constitutional institutions, which hampered some of the fight against terrorism.
He pointed to "tackling the deep problems in the political, economic, social and security programs, limiting the arms of the state, refraining from the policy of militarizing the society and disarming partisan parties everywhere in Iraq."

The return of US civil aviation to fly over Iraqi airspace
