The Governor of the Central Bank of Iraq, Mr. Ali Mohsen Ismail, handed over the certificates of participation to a number of employees of government and private banks after passing a course in the advanced banking system and also in the subjects of combating money laundering and terrorism financing and tax compliance law.

The governor said during a speech that such participations by the cadres of all Iraqi banks will be reflected positively on the banking reality in order to achieve the desired goals, including real integration between all banks and access to the application of the best modern technologies that serve the citizen.

Rafidain issues new instructions to pay the salaries of retirees

Al-Rafidain Bank, on Monday, directed all its branches in Baghdad and the provinces to abide by the controls and instructions for the retirement of pensions for the pensioners. 

According to a statement by the bank published today that 'was directed to the branches of the bank to abide by the controls and instructions for the retirement of pensions for retirees and ensure the delivery of pension to the pensioner himself or his legal agent'. 

The statement also called on the branches of the bank to take the fingerprints of the retired father and sign the exchange lists to ensure the payment of salaries to the beneficiaries and to maintain public money.

He added that "the expert who was commissioned to prepare a report containing the technical aspects of the subject of the appeal stated in his report that this addition lead to damage the budget and a decline in budget revenues, especially after the adoption of the budget is at the end of the fiscal year and will lead to an increase in budget deficit and high public debt" . 
He pointed out that "the court found that the House of Representatives added the contested material - although it includes a financial burden - without reference to the Council of Ministers contrary to what is required by Article 62 of the Constitution in this regard and contrary to what was settled by this court to return the House of Representatives when adding or Amendment of one of the articles of the draft law sent by the Council of Ministers and this addendum or amendment include a financial burden and arrange financial burdens on the general budget. 
He added that the Court found that this intersects with Article 47 of the Constitution, which provides for the principle of separation of powers with respect to the competence of each, and also corresponds to the provisions of Article 80 / I of the Constitution, which entrusts the Council of Ministers the power to draw the general policy of the State, of between it". 

He pointed out that "the postponement of the appeal to keep the governor of Salah al-Din in his post to 29 of next month for the purpose of informing the head of the Integrity Commission and the Financial Control Bureau after the introduction of third persons in the case to hear from them what is necessary to resolve. 

Al-Samok referred to the response of the "appeal against the unconstitutionality of article 39 (3) of the Personal Status Law No. 188 of 1959 on the rate of arbitrary divorce, in order not to resort to rivalry. The court affirmed in its decision that the absolute plaintiff is not the one who issued the contested law, . 
He added that "the court decided to postpone the case of the request to rule on the unconstitutionality of Protocol No. 4 of 2016, until the 29th of next month for lack of response to the Minister of Foreign Affairs / in addition to his job, which entered a third party in the case for the purpose of clarification."

On the other hand, the Iraqi Ministry of Defense announced the clearing of 25 villages and the destruction of 15 explosive devices and tunnels used by the organization calling the terrorist in the area between the provinces of Diyala and Salahaddin, in the northeast of the country.
In addition, the President of the Kurdistan Democratic Party, Massoud Barzani, the need for elections as a solution to the political crisis in the Kurdistan region of Iraq.

Iraq to Expand Crude Pipeline Network

The only crude pipeline now in operation in Iraq links the northern, semi-autonomous Kurdish region to Turkey’s Mediterranean coast. All other crude pipelines were shut down or destroyed in the past 35 years as a result of wars and conflicts. Iraq, OPEC’s second-largest producer after Saudi Arabia, once had an extensive network of pipelines to export its crude. One of them carried Iraqi oil across Syria to Lebanon’s Mediterranean coast, another to Turkey’s Mediterranean coast, largely bypassing the Kurdish region, and one to the Red Sea across Saudi Arabia. Iraq earlier this month announced plans to build a crude pipeline to fellow OPEC member Iran.

The political will to end the auctions and allow the dinar to float requires a ton of legislation, or the removal of restrictive legislation.  ...The government controls almost everything. 95% of the countries revenue is derived from oil, controlled by the government. Iraq's leadership won't pass the laws necessary to empower the people to create an open market economy.  Passing the HCL will help eliminate the massive corruption surrounding the oil money.   ...the key is to empower the banks, protect Iraqi deposits, have the currency internationally recognized and remove the red tape and investment obstacles so that western money does come into Iraq. Capitalism is a powerful tool, if there's money to be made and it's safe to do it, Iraq will have all the investment they can handle..

12-16-2017   Newshound Guru Enorrste   Article:  "Iraq replaces the confidence of the world economically It appears that Abadi is more positive about the banking situation in Iraq than he should be.  We have seen over the years that the banking system in Iraq was woefully deficient.  There have certainly been improvements made, but one factor that has not yet occurred is the movement of dinars from mattresses to banks.  Unless and until that occurs I fear that the economy will not take off and, more importantly, the CBI won't be able to reduce the money supply allowing the value to rise.  Foreign investment will help but I doublt that it will be as aggressive initially as Abadi would like to believe.  This is like trying to move an ocean liner.  It starts out slowly and, as KAP [Guru Kaperoni] has noted, gains momentum.  But this is not a 100 yard dash.  It will take time, months at least, to see any significant change in the investment climate.  That's my 2 cents worth.  I wish I were wrong, but I've been in this over 11 years and I can't help but believe that Abadi's hype is overstated..

The role of new technologies and how to harness them is the theme of this year’s World Arabic Language Day, which will be celebrated at UNESCO Headquarters in Paris, on 18 and 19 December. The annual event will also feature a concert by Iraqi oud player Naseer Shamma. Other speakers include Dr Sultan bin Mohammed Al-Qasimi, Ruler of Sharjah, President of the Arabic Language Academy in Sharjah (United Arab Emirates); Dr Saud Hilal Al Harbi, Director-General of the Arab Organization for Education, Culture and Science (ALECSO); and Mr Ghattas Khoury, Minister of Culture of Lebanon, as well as other renowned experts, academics, high-level representatives of international organizations and specialized institutions.
Naseer Shamma, renowned Iraqi composer, oud virtuoso and UNESCO Artist for Peace, will also perform an Oriental Jazz concert at UNESCO Headquarters in Paris, on 19 December 2017 (Room I, starting at 6.30 pm) to promote interreligious dialogue and peace. He will be accompanied by Amine Bouhafa (Piano), Tunisian multi-awarded composer, orchestrator and musical director; Jorge Bezeera (Percussion), internationally renowned Brazilian percussionist; and Ali Shaker (Zither), Iraqi Zither player.
This celebration also resonates with the International Decade for the Rapprochement of Cultures (2013-2022), for which UNESCO is the lead UN Agency.
