World Bank finalises funding for Zim

World Bank finalises funding for Zim Minister Chinamasa
Martin Kadzere Senior Business Reporter
The World Bank is concluding funding requirements for Zimbabwe as part of processes to start lending to the southern African country, Finance and Economic Planning Minister Patrick Chinamasa has said.
The World Bank is concluding funding requirements for Zimbabwe as part of processes to start lending to the southern African country, Finance and Economic Planning Minister Patrick Chinamasa has said.
Zimbabwe is in arrears of $1,2 billion to the World Bank and has already mobilised the funds to pay off its arrears.
However, the Government first wanted a commitment from the Bretton Woods institution on the loans that it could access after paying.
The Zimbabwean Government had since 1999 been unable to borrow from the international capital markets after it defaulted on its external debt.
While the country in 2016 cleared its arrears to the International Monetary Fund (IMF), it is still in arrears of $1,8 billion to the World Bank and the African Development Bank.
Minister Chinamasa told The Herald Business that Government had arranged a commercial loan to retire the arrears.
What we said is before we pay you (WB), what expectations can we have in terms of new inflows as per our entitlement as a member, as a shareholder,” said Minister Chinamasa.
They have been non-committal. Except now; they agreed since January to do a needs assessment, sector by sector, in order to determine and assess what are our needs per sector. What we need in terms of investment into agriculture, manufacturing, mining, tourism.
The exercise in nearly complete. That is the exercise, which when concluded will inform the World Bank the amount of new inflows that we can draw on from the World Bank.”
The arrears have prevented Zimbabwe from accessing the global markets in terms of line of credit of around $4 and $5 billion annually, according to the minister.
Meanwhile, Zimbabwe’s economy is likely to grow faster that initially projected, largely driven by mining and agriculture.
Minister Chinamasa said on Tuesday the economy would expand 6 percent in 2018, faster than previous forecast of 4,5 percent.
The World Bank has in its latest forecast revised upwards Zimbabwe’s gross domestic product to 2,7 percent from 1,8 percent it had projected in January this year.
We projected an economic growth of 4,5 percent this year and I believe that projection figure was on the conservative side,” said Minister Chinamasa.
We should easily hit 6 percent.”
He said a number of investments, which could not take off largely due to concerns around indigenisation and empowerment laws under the administration of former President Robert Mugabe were now being implemented.
Some Chinese energy projects, which had been stifled by non-payment of arrears by the Government to the China Export and Credit Insurance Corporation were taking off.
China Export and Credit Insurance Corporation is a state-funded policy-oriented insurance company that promotes China’s foreign trade and economic cooperation.
Minister Chinamasa said the Government successfully engaged the Chinese Government on arrears which saw the world’s second largest economy unlocking funding for expansion of Hwange Power Station and upgrading of Robert Gabriel Mugabe Airport.
The ground breaking ceremony for $1,4 billion Hwange expansion is set for next week.
The southern African country has since declared Zimbabwe is open for business and repealed the indigenisation law, which limited foreign ownership of companies to 49 percent.
The law is now restricted to only two minerals, diamond and platinum, but even then, this is only temporary to allow Government to craft a beneficiation policy for them, after which the indigenisation law would be scrapped for the entire extractive sector.
Those investments are now being implemented right across the board,” said Minister Chinamasa.
Zimbabwe will also register strong performance in the construction sector, driven by infrastructure projects, manufacturing and tourism.
There is a lot going on for us in road construction. As you are aware; in agriculture we have been deploying a lot of resources to stimulate production in the agriculture sector. All that is going to translate into significant economic growth when we take in overall.”
Minister Chinamasa said even, the World Bank, which had been conservative on Zimbabwe’s growth prospects has observed the country was on a growth trajectory.
This year we have. . . disagreements where we projected 4,5 percent growth this year but the World Bank had put us at around 0,7 percent,” said the Minister.
I was happy to read from them that they are now projecting 2,7 percent. For me I don’t mind if we not agree totally. What is important is that the World Bank has observed that there is something happening in this economy,” added Minister Chinamasa.

Iraq: a ruling paving the way for the election crisis
Friday - 22 June 2018 - Issue Number [14451]
The Supreme Court accepts the recount and refuses to cancel the votes
Baghdad: Hamza Mustafa
BAGHDAD (Reuters) - Iraq's Supreme Court issued an interim ruling on Thursday to support the parliament's decision to hand-vote votes in last month's parliamentary elections, rejecting the vote for displaced people and expatriates.
The court's decision came in response to an appeal filed by the Electoral Commission against the amendment by the parliament to the electoral law, because of what was raised after the results of the vote of doubts about the «widespread fraud» as a result of the adoption of electronic counting and sorting. The amendment provided for a manual screening of votes and cancellation of the voting results of IDP committees and Iraqis abroad.
The court decided after reviewing the amendment of the election law that "the recounting of the results of the elections manually conforms to the constitution in order to reassure the voters, and that the House of Representatives organize a procedure to reassure the voter," the court president Medhat al-Mahmoud told a press conference yesterday.
However, Al-Mahmoud pointed out that the court considered "excluding the results of minorities from abolition in violation of the Constitution" and that "canceling the results of the elections abroad and voting for the displaced represents a waste of votes."
He pointed to «the unconstitutionality of Article III of the amendment of the election law and its abolition», pointing out that «the Federal Court decides not to prejudice the votes of voters that have received properly and have not received complaints».d

Oil rises on uncertainty over OPEC meeting, trade dispute
22 June 2018 10:56 AM
Mubasher: Oil prices climbed on early Friday, driven by uncertainty as to whether members of the Organization of Petroleum Exporting Countries (OPEC) would agree on boosting production at their meeting later in the day.
Brent crude futures traded at $74.02 per barrel (pb), 1.3% higher than their last session, while US Nymex futures gained 1.3% also to $66.37 pb from their last close.
OPEC members are meeting later in the day with their non-OPEC allies, including major crude producer Russia, in the organisation’s headquarters in Vienna to discuss the production policy over the next months.
While Saudi Arabia, OPEC de facto leader, and Russia are in favour of ramping up oil supply, another members at the organisation, including Iran and Iraq oppose the increase.
Not all members are likely to share the same stance on a Saudi-led proposal to raise oil production by 1 million barrels per day (bpd), a delegate from the organisation told Thomson Reuters ahead of the meeting.
However, the scheduled meeting would result in an increase ranging from 450,000 to 750,000 bpd, mostly supported by non-OPEC Russia and Gulf OPEC members Saudi Arabia, the United Arab Emirates (UAE) and Kuwait, Jefferies bank told the news agency.
The likely increase “would essentially offset Venezuelan declines and falling Iranian exports,” the US investment bank added, warning that the global “spare capacity could fall globally to around 2% of demand, [hitting] its lowest level since at least 1984.”
Another uncertainty is fuelled by the possible tariffs on American crude imports that China may levy, in an escalating tit-for-tat trade dispute between the US on one side, and the world’s second largest economy, along with the European Union (EU) and India on the other.
“If China’s import demand dries up, more than 300,000 bpd of US crude will have to find a new destination,” energy consultancy FGE told Reuters.
By 7:35 am GMT, Brent went up 1.49% to $74.14 pb, while Nymex rose 1.33% to $66.41 pb.d

Greece has been struggling with its financial crisis since 2009
(Eurostat News) Eurozone finance ministers agreed on conditions for Greece's exit from the third bailout program in August, which included debt relief measures for Athens and a final tranche. Eurogroup Chairman Mario Sentino told a news conference on Friday morning, hours after difficult negotiations in Luxembourg, that the eurozone group had agreed to extend Greek loans for 10 years from the European Financial Stability Fund as part of its debt relief.
In addition to extending the maturity of the debt, European creditors will have to grant Greece a final payment of 15 billion euros.
The package, which marks the end of Greece's third aid program, aims to ensure that Athens is able to repay debt and not back down on reforms as it aims to return to capital markets.
Greek Finance Minister Yuclid Tsalotos welcomed the agreement, pointing out that Athens looked forward to the future with optimism.
"It is the end of the crisis in Greece. Our country is folding this page and has all the ingredients for market access and development," he said.
He added that the Greek government would not forget what the people of the country had suffered over the past eight years, promising that citizens "will see the results quickly," and said the level of austerity will decline either through tax cuts or through increased spending.
The European Union and the International Monetary Fund (IMF) have given Greece more than 250 billion euros of loans in 2010 as part of its financial assistance programs to Athens, which is suffering from a crisis in government debt.
In August 2015, the third international program to support Greece was approved at the level of € 86 billion, with Greek debt exceeding € 315 billion, or 175 percent of its gross domestic product.
The IMF hopes to agree on a new program of cooperation with Greece until the end of this year to help Athens overcome the crisis and overcome it completely.
The Greek government debt crisis is a financial crisis that hit the Greek economy in April 2010 when the Greek government asked the European Union and the International Monetary Fund to activate a bailout plan that includes loans to help Greece avoid the risk of bankruptcy and default and Greek interest rates have risen to high rates Due to fears among investors of Greece's inability to meet its debts, especially with the high rate of budget deficit and the increase in the size of public debt.
The Greek crisis threatened the stability of the euro area and raised the idea of Greece's exit from the economic zone, but Europe decided to help Greece in return for economic reforms and austerity measures aimed at reducing the budget deficit.
The Greek crisis began in late 2009 as investors feared that Greece could not meet its debt due to a sharp increase in public debt. This has led to a crisis of confidence in the financial markets that was evident by the high interest rates on Greek bonds and the rise in Greek bond insurance against default.
With the increase in the size of the public debt and the increase in the deficit of the mono, Greece's economy has been experiencing a weak growth, which has complicated Greece's position and made it difficult for it to obtain new loans to repay its previous debts. d

Iran calls on Europe to stand up to US bullying
Rome, June 22, IRNA – Kamal Kharrazi, head of Iran's Strategic Council on Foreign Relations, said on Thursday that Europe needs to stand up to the bullying of the US. Kharrazi made the remarks in an exclusive interview with Italian daily newspaper, Il Manifesto.
US sanctions are not only against Iran, but are against the entire world, including Europe, the official said, adding, such unilateral sanctions will harm the interests of all the countries.
'The only way to counter the sanctions is to resist US pressure,' Kharrazi said. 'This is not the issue of helping Iran, but it is related to the European countries and their security.'
Asked about the possibility of Trump's eagerness to engage in talks with Iran after he has negotiated with Kim Jong-un, Kharrazi said: 'The US does want to engage in talks with us. This is Iran that is not ready to talk to the US. The reason for that is clear. Because we experienced negotiations with the US and saw the outcome.'
Although all the reports by the International Atomic Energy Agency confirmed Iran's commitment to its obligations under the nuclear deal, the United States decided to unilaterally withdraw from the accord, Kharrazi said.
'We have no confidence in the US,' the official added.

Trump signs order that he says will keep migrant families together
President Donald Trump signed an executive order Wednesday that he says will keep migrant families together during detention on the U.S.-Mexico border.
The president backed down from a stand over his administration's splitting of migrant families, which for days the White House insisted could only end through congressional action. Facing a nationwide uproar and bipartisan calls to at least temporarily end the policy, the president said he "didn't like the sight or feeling of families being separated."
Trump said he will not end the administration's "zero tolerance" policy of criminally prosecuting every adult who crosses U.S. borders illegally, including those seeking asylum. The White House also will keep pressure on Congress to pass legislation that meets Trump's goals of halting the separation practice, funding his proposed border wall and limiting legal immigration.

PM Abadi is "expected" to immediately commence the arrest of the crooked politicians who lost their seats on July 1, 2018. He is also expected to start an investigation seeking those responsible for the fall of Mosul as previously requested by Sadr. Implementation of the economic reforms is expected immediately following the placement of the new Parliament members. Citizens have been in a two-week awareness campaign of the new changes by posting lower denoms on the billboards for all to see.

It will not look very good if they can’t even get their government formed in a timely manner. Remember they are NOT yet late. I bought my dinar from Chase bank…A lot of us got into the Iraqi Dinar. And then some of them got out of it…so what did they do? They took their currency to Chase Bank and got their money back, minus the 2% or whatever it was that the bank charged. There is no law given by the United States government or the Treasury department or anybody like that that you can’t buy and sell Iraqi dinar. There is no law against it. To sell it you just go get a license to sell it. Well banks were doing that all day long back in the those days. The only reason they stopped was because it was disrupting business. You had little old ladies calling the banks every single day, “Hey, didn’t the Iraqi Dinar revalue?” based on the hype…They simply stopped. Aggressively. That’s how bad it disrupted business.

6-21-2018 Newshound Guru Kaperoni [well the bandwagon came and went. 90 days over. No Article 8?...] ...I never said they would move. I said it was a requirement TO move to Article VIII. Compliance is important to the IMF. That being said, i do expect the CBI to write the letter accepting Art VIII as soon as possible. I stated in March that not only would Iraq have to meet IMF compliance but they probably would wait for the formation of the new GOI before accepting Article VIII. That being said, waiting is risky for the CBI. Iraq needs to end the auctions to stop the risk of depleting reserves, they need investment, and they need to put people back to work. If they fall out of compliance they will be required to go another 3 months maintaining the spread at 2% or less. Risky... These requirements are not flexible. The CBI has to prove they can do this in order to move to Article VIII. These are the big boys, bankers who know what they are doing.
