Ministry of Finance reveals the date of payment of all debts of contractors
{International: Euphrates News} The Ministry of Finance revealed the date of the settlement of the debts of contractors to the government this year, through the provision of funds allocated for it.
An official source in the ministry said in a press statement that "Prime Minister Haider Abadi directed the need to resolve the file of debts of contractors with the government, during the current year, noting that" the Ministry of Finance prepared a plan to achieve this file in coordination with the ministries and related parties after the allocation of sufficient amounts "He said. 
He added that "the ministry has succeeded during the past period to hand over contractors 30 percent of outstanding debt, while currently being delivered 40 percent of them is expected to see the fourth quarter of this year delivery of the remaining 30 percent of that debt," noting that "the ministry allocated what Nearly trillion and 625 billion dinars to complete this file. " 
As for the self-financing companies, the source confirmed that "the ministry has developed the treatments and the audit of the freezing of accounts and balances of self-financing companies and submitted its report on this matter to the Economic Committee in the Council of Ministers for approval."

Iraqi Forces Arbitrarily Prevent Anbar IDPs from Returning Home: HRW

ERBIL — The Human Rights Watch (HRW) has warned of Iraqi army checkpoints at the entrance gates of the western province of Anbar who arbitrarily prevent IDP families from returning home after the liberation of their towns from the Islamic State (IS). 
“The families were taken to camps for displaced people in Anbar after being blocked from returning in late February 2018 and again in early June,” the HRW report said, noting that the families are from the Sa’ada tribe, whose members have been accused of affiliating with. 
“Baghdad authorities have rightly said many times that families from areas retaken from ISIS should be able to return to their homes if they want to,” said Lama Fakih, deputy Middle East director at the HRW. 
“It is unacceptable for soldiers to arbitrarily block residents from going home, in direct contradiction to the central government’s orders to facilitate safe and voluntary returns.” 

Iraq Kurdish Oilfield Output to Hit 55,000 bpd

Gulf Keystone Petroleum and partner Hungary's MOL have agreed to boost production from its Shaikan heavy oilfield in the Kurdistan region of northern Iraq, after reaching an investment plan with the semi-autonomous Kurdistan Regional Government.
Gross production capacity at Shaikan will be raised to 55,000 barrels per day over the next 12-18 months, up from around 35,298 bpd last year, with capital expenditure this year of $91 million on the field, Gulf Keystone said on Friday, Platts reported
It said the remainder of the $175-215 million required spending to achieve the 55,000 b/d production capacity is expected to be part of the 2019 investment plan.
The program at Shaikan includes workovers, a new well, facility improvements and plant debottlenecking.
Gulf Keystone operates the Shaikan license with a 75% working interest. Its partners are Hungary's MOL with 20% and Texas Keystone with 5%. The field has a current nameplate capacity of 40,000 bpd, and Gulf Keystone has previously described Shaikan's full potential production at around 100,000 bpd.
Shaikan has been contributing to the Kurdistan Regional Government's crude oil exports since November. Most of the field's crude is trucked to Fishkhabour on the Turkish border, where it is fed into KRG's export pipeline, while the remainder is sold domestically.
Gulf Keystone is currently building a short spur pipeline from its production facility-2 to the Atrush export line, which links to the main export oil line to Turkey. This will reduce trucking requirements and raise netbacks.

BAGHDAD (Reuters) - Iraqi army soldiers arbitrarily prevented a group of displaced families at two checkpoints in Anbar province from returning home, Human Rights Watch said on Sunday, saying it was "collective punishment" . 
"The authorities in Baghdad have repeatedly stated that families from areas that have been recovered from state organization must be able to return to their homes if they so wish, which is right," said Lama Fakih, deputy Middle East director at Human Rights Watch. It is unacceptable that soldiers arbitrarily prevent residents from returning to their homes, in direct contradiction to the orders of the central government to facilitate safe and voluntary return. " 
The organization, on May 2, 2018, interviewed three residents of the "Khaldiya Central Camp" for IDPs originally from the town of Baghdadi, who fled in August 2014 after anti-state forces began fighting fighters The last in the town, with air strikes and ground-fired munitions, and the Iraqi security forces recovered the town in February 2015. 
Two women and a man confirmed to the organization that they had provided camp managers with a security permit to return home in early 2018 as part of a group of 51 Baghdadi families living in two camps in Khalidiya

"Although the families have a permit, the commanding forces of the al-Jazeera operation, which controls the checkpoint, chose not to recognize it," he said. 
A second woman, 29, commented: "If the government prevents me from returning to my home, it means I am no longer an Iraqi. If I were an Iraqi, I would have a right to my house." 
According to the testimonies obtained by the organization in early June, another group of 9 families from Baghdadi with the necessary security permits, government buses once again boarded al-Baghdadi. This time she was allowed to pass through the checkpoint, but they stopped at a checkpoint run by the Ninth Army Division in Baghdad and took her to another IDP camp in Anbar. 
On June 12, Haidar al-Ukaili, a representative of the prime minister's advisory committee, asked why Baghdad's families were prevented from returning to their homes and what measures were being taken to allow their return. 
Al-Ukaili replied in an e-mail that a group of 18 families had been returned on 27 April "for lack of security clearance", but on June 3, 11 families were allowed to return to al-Baghdadi. 
He explained that there were more than 11 families who were said to have been allowed to return, and that other families had been prevented from returning "for lack of security permits" or, according to the letter, "because the authorities fear reprisals against them because some of their relatives belong to a terrorist organization ... At the moment it is advised to wait for their return at the present time until the settlement of the subject Achariah ». 
According to the organization, the families of al-Baghdadi are collectively punished because some of their relatives were elements of the state's organization. 
Human Rights Watch called on the Iraqi authorities to "facilitate the immediate return of families who want to return to areas not affected by ongoing military operations, including return from the camps. It should also allow families to choose to stay in camps without restricting their movement inside and outside the camp and not restricting their contacts, or allowing them to move elsewhere. "

KRG to provide 12-hour electricity in summer amid demands

The Kurdish Ministry of Electricity said on Sunday (June 24) it would only be able to provide 12 hours of electricity to the people due to demands on the power.
The Kurdistan Regional Government (KRG) Ministry of Electricity said despite limited financial sources, high temperatures, and high demands, it had provided 15 hours of electricity during the holy month of Ramadan.
“We could provide [24-hour] electricity to citizens along with generators,” the statement read.
The ministry of electricity called on the people to reduce the use of electricity during summer in an attempt to receive further hours of electricity.
An electricity shortage occurs during the hot and cold seasons in the Kurdistan Region every year. Lack of electricity is one of the problems faced by the Region and its people.
Despite promises from KRG officials, the long-running electricity issue has not yet been solved.

Mubasher: The General Company for Exhibitions and Commercial Services of Iraq invited France to participate in the 45th session of the Baghdad International Fair on 10 November.
 
The Director General of the General Company for Exhibitions, in a statement by the Iraqi Ministry of Commerce, on Monday, the need for the return of the French wing to participate in the Baghdad International Fair after a break of five years.
 
Hashim Hatem pointed out that the French companies, during their participation in the previous sessions of the exhibition, were seeking to find common ground to introduce their products and capabilities and to benefit from them in the field of investment.
 
The Baghdad International Fair is witnessing the arrival of a number of ambassadors, businessmen and corporate managers in preparation for the 45th session of the exhibition, which will start on 10 November and last for 10 days.
 
It is noteworthy that the General Company for Exhibitions opened on Sunday the door of electronic stone to participate in the 45th session of the Baghdad International Fair.
 
The activities of the 44th session of the Baghdad International Fair began on 21 October last year , with the participation of more than 600 companies belonging to 18 Arab and foreign countries.
 
France gave Iraq a loan of 430 million euros in August last year , against the backdrop of the impact of the Iraqi economy on the war on the organization of "Daash" and low oil prices.

An officer in the security forces 'Asayish' on Monday that a bilateral meeting held between a US military delegation, and the leadership of the axis 'Qratab' south of the province of Kirkuk.
 
The source said that a US military delegation met Sunday with the security forces Asayish and the leader of the 'Kartpa' axis of the Peshmerga forces, Major General Mardan Jawsin in the city of Kfri. Adding that the meeting was in coordination with the Iraqi forces, and led to agreement on the deployment of the Peshmerga and Asayish forces in the mountain range 'Hangira' the outskirts of the district of Tuz Khormato.
 
The source said that the tripartite agreement comes within the framework of confronting the cells of Daash, which has been active in the south of the vast Kirkuk and related to the provinces of Diyala and Salahuddin.

BIS Urges Addressing Vulnerabilities to Keep Growth Momentum on Track

Policymakers can maintain the current economic upswing beyond the short term by tackling structural reforms, rebuilding monetary and fiscal policy space to react to future threats and encouraging prompt implementation of regulatory reforms, the Bank for International Settlements writes in its Annual Economic Report.
In its flagship economic report, the BIS describes how the global economy is coming off a vintage year for growth with low inflation—unusual so late in the expansion. The gains are in no small measure the fruit of a decade of extraordinary monetary policies, but these have also contributed to vulnerabilities. Although the path to sustainable growth underpinned by price and financial stability is quite narrow, the right policy mix can help fend off material risks to the outlook, BIS.org reported.
“We must seize the day,” says BIS General Manager Agustin Carstens. “Addressing vulnerabilities is key to keeping the growth momentum on track. The stronger performance gives us a window to pursue necessary reforms and recalibrate policies. Let’s not miss this opportunity.”
An escalation of protectionist measures or a sudden jump in historically low bond yields in core sovereign markets could trigger a fresh downturn. Political upheavals or disappointing profits could dent investors’ appetite for risk, shaking overstretched financial markets, says the report, launched on Sunday under a new title.
These risks come against a backdrop of rising private and public debt globally and tighter links between financial and business cycles, which can amplify expansions and contractions. The latter are characterized by high debt service burdens, deleveraging and falling asset prices.
Although the specific policy mix will vary across jurisdictions, rebuilding room for policy maneuver requires taking a longer-term view of the challenges ahead. Consolidating public finances is a priority. It is essential to continue normalizing monetary policy with a steady hand while being mindful of risks. It is important to deploy macroprudential measures where financial vulnerabilities are building up. Making labor and product markets more flexible and implementing post-crisis financial regulatory reforms are also key to securing long-term growth.
The report assesses the state of the financial industry. Most banks have strengthened their balance sheets and adjusted to the newly finalized Basel III requirements. Yet improvements are not uniform and some countries’ banks are not fully healed, calling for further action. The report also highlights the greater share of credit now channeled through non-banks, such as asset managers. This can make market reactions harder to anticipate.

CBI, Capital Market Agree to Control Gold Coin Bull Run

As gold coin prices are skyrocketing, the Central Bank of Iran has reached an agreement with the capital market on implementing the latest scheme aimed at controlling the bull run.
Representatives with the monetary regulator signed the agreement during a meeting on Sunday with counterparts at the Iran Mercantile Exchange and Bank Melli Iran Brokerage Company, the CBI’s website reported
The main focus of the agreement, signed by Vice Governor Akbar Komijani, deputy for economic affairs, Peyman Qorbani, and Secretary-General Mahmoud Ahmadi on behalf of CBI, is to work out the details of the recently-announced scheme to issue bond certificates for the pre-purchase of gold coins in the capital market
TURKEY: Erdogan announces victory in presidential election

(International: Euphrates News) Turkish President Recep Tayyip Erdogan announced his victory in the presidential election.
"The public has chosen me as president based on the unofficial results," Erdogan said in a televised address, warning the opposition to question the results. 
Turkey's state-run Anatolia news agency reported that Erdogan won 53.5 percent when he counted 90 percent of the votes, while his closest rival Muharram Engha won the Republican People's Party candidate 30.3 percent. Kurdish People's Party leader Salahuddin Demirtash ranked third 7.6 percent, while the head of the Party of Good Meral Action IV by 7.5 percent. 
On the other hand, the presidential candidate of the opposition Republican People's Party questioned the reports broadcast by the official news agency in the country and accused them of "manipulation". 
Inge said only 37 per cent of the ballot boxes had already been counted when the Anatolia news agency reported on Sunday that more than 85 per cent had been counted. 
He was the main rival of President Recep Tayyip Erdogan in the elections. 
Opposition sources said that the boxes of Ankara, Istanbul and Izmir were not yet fully sorted out, and that the funds of these cities were important and capable of reversing the results. 
"The party has different figures from the official Anatolia agency," Janan Kuftan-JoÄŸlu, a Republican Party official in Istanbul, told a news conference. 
The party monitors in Istanbul monitored the counting process, which showed that the party's candidate Moharram Angha received 43 percent of votes and Erdogan on 44 percent.

Xi Says China Must Lead Way in Reform of Global Governance

China must lead the way in reforming global governance, the foreign ministry on Saturday cited President Xi Jinping as saying, as Beijing looks to increase its world influence.
China has sought a greater say in global organizations such as the World Bank, the International Monetary Fund and United Nations, in line with its growing economic and diplomatic clout, Reuters reported.
Since taking office in late 2012, Xi has taken a more muscular approach, setting up China’s own global bodies like the Asian Infrastructure Investment Bank and launching his landmark Belt and Road project to build a new Silk Road.
Beijing has cast itself a responsible member of the international community, especially as President Donald Trump withdraws the United States from agreements on climate change and Iran, and as Europe wrestles with Brexit and other issues.
  Proactive Participation
China must “uphold the protection of the country’s sovereignty, security and development interests, proactively participate in and show the way in reform of the global governance system, creating an even better web of global partnership relationships,” Xi said in comments reported at the end of a two-day high-level Communist Party meeting.
This would help create conditions for building a modern, strong country, the ministry cited him as saying at the meeting attended by officials from the foreign and commerce ministries, the military, the propaganda department and the Chinese embassy in the United States. While Xi did not provide details, the statement cited him as mentioning the importance of the Belt and Road, and other key diplomatic platforms like his “community of common destiny,” a lofty concept meant to guide China’s relations with the world.
This proposes a “new style” of international relations is proposed that is “win-win” and of “mutual benefit” for all, but many western nations remain critical of China’s behavior over issues such as the contested waters of the South China Sea. Xi added that China must strengthen its relations with developing nations, who he described as natural allies, but also learn from all other nations.
He made no direct mention of issues like the trade dispute between China and the United States, North Korea or self-ruled Taiwan, claimed by Beijing as its own and considered China’s most sensitive territorial and diplomatic issue.

Zimbabwean Hopes Blasted Away

T he blast that wounded several people as President Emmerson Mnangagwa left a campaign rally in the city of Bulawayo may have significantly changed the country’s political landscape ahead of next month’s tight poll race, analysts say.Although Mnangagwa pleaded for unity and peace after he survived the blast, Eldred Masunungure, a political analyst and academic, expressed skepticism about the possibility of a peaceful election next month.
Masunungure told Al Jazeera that although the climate toward the polls seemed more promising of less violence compared to other elections since 2000, the explosion sullied hopes for an election free of tension.“This sours the political environment after it seemed like all parties were taking steps to ensure the election would be free of violence,” he said.
Mnangagwa rose to power last November after a military-led operation ousted his former ally, Robert Mugabe.Under Mugabe’s authoritarian grip, polls over the past two decades have been characterized by violence and heated disputes over results.
 Freer Climate in Threat
Although Mnangagwa’s leadership has seen a relatively freer environment in Zimbabwe, Masunungure warned acts targeting the ZANU-PF government could see a closing up of a relatively more liberalized society.   If this unfortunate and callous act was an assassination attempt on the president as the state media have called it, then it does not augur well for the future because there are hardliners within ZANU-PF that are going to use incidences like these to call for tighter regulation of the liberal space that people have been enjoying since November,” he said.Mnangagwa’s main challenger for the country’s top job is Nelson Chamisa, leader of the largest opposition coalition, namely Movement for Democratic Change Alliance.
Both are scheduled to hold rallies across Zimbabwe and have individually called for a free, safe and credible election.

During the meeting, there was extensive discussion of the Turkish violations of the Iraqi airspace and territories. A detailed explanation was provided by the Defense Ministry, Border Guard, Air Defense and Foreign Ministry movements for these violations. A number of resolutions and directives were adopted to protect Iraq's sovereignty and to reject any attack on Iraqi territory. Reject any aggression against Turkey from Iraqi territory, as well as the use of diplomatic means to prevent any violation of Iraqi territory and the formation of a committee of the chief of staff of the army and joint operations and security and intelligence of the Ministry of Defense and border and interior forces and the National Security Adviser to raise Its recommendations and recommendations as soon as possible.

Prime Minister and Commander in Chief of the Armed Forces Dr. Haider Al-Abadi on Sunday chaired a meeting of the Ministerial Council for National Security.

During the meeting, there was extensive discussion of the Turkish violations of the Iraqi airspace and territories. A detailed explanation was provided by the Defense Ministry, Border Guard, Air Defense and Foreign Ministry movements for these violations. A number of resolutions and directives were adopted to protect Iraq's sovereignty and to reject any attack on Iraqi territory. Resounding Victory
At the height of its reach, Daesh occupied almost 40% of Iraq’s territory. A tragedy for the communities they enslaved and also for Iraq’s economy: the area occupeid produced 80 thousand barrels of crude oil in 2014. Iraq’s economy has proved extraordinarily resilient. It has weathered serious crises, and still suffers from real structural issues within the production and financial sectors, the result of a myriad causes including the lack of strategic economic policymaking and national resources drained by military operations.
Despite the heavy burden of military liberation, the Government of Iraq remains committed to resurrecting the economy, and quickly: overcoming challenges such as the cost of basic services and civil servant salaries. To get back on track it must deal with the gap in investments which must be financed through internal or external sources, all while developing a competitive and attractive investment environment.
A Revitalized Vision
In August 2015, Iraqi PM Dr. Haider Al Abadi proposed a series of reforms centered around government efficiency and anti-corruption. Alongside ongoing oil revenues, local economic reform measures that cut down on non-vital public expenditure and raise collection rates from sources such as customs, duties and other sources of public revenue, this pathway should have a substantial and measurable impact on the fiscal budget and domestic resources available.
The Government of Iraq also implemented a number of reforms aimed at increasing Iraq’s competitiveness on the investments and ease-of-doing-business index, through removing barriers and cutting down on red tape facing local and international investors. These reforms now allow entrepreneurs and investors to start up their operations in a much shorter time while streamlining the government record-keeping and tax accounting.
A New Dawn for Iraq
Fiscal reform policy effect can be seen in several sectors, and an increased stream of non-oil revenues is now apparent. A total of 2,219 and 2323 new private sector companies were registered in 2016 and 2017 respectively; the Iraqi securities exchange also witnessed an increased trading volume that grew from ID 516 bn to ID 900 bn in the same period.
The World Bank confirms that Iraq has been successful in implementing structural reforms in local regulation, helping to facilitate new businesses, supported by better access to credit and financing facilities.
“The Government of Iraq has launched a fundamental economic reform agenda based on the framework of its 2014-2018 Government Programme which put institutional economic reform and private sector development at the forefront of its priorities,” said Saruj Kumar Jaha, Regional Director for the Middle East at the World Bank.
The government has also strengthened the credit information infrastructure with the launch of a credit information bureau managed by the Iraqi Central Bank. As of January 2017, this includes five-year histories of 234,967 individual and 4,877 commercial loans.
The government has also succeeded in enhancing the country’s investment ecosystem and positioning, ratifying the following economic and investment agreements:
  • In 2015, Iraq joined The International Convention on the Settlement of Investment Disputes between States and Nationals of Other States (the ICSID Convention), one of the key instruments of international law that protect and promote foreign investment.
  • In 2017, Iraq ratified the United Nations Convention on Transparency in Treaty-based Investor-State Arbitration (the Mauritius Convention on Transparency).
  • In 2018, Iraq ratified the United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards.
A Bright and Productive Future
Held in Kuwait, Iraq reconstruction conference which wason 12 -14 February 2018. To support to the country following Daesh’s territorial defeat in 2017. The conference, which took drew participants from 76 countries and regional and international organizations, 51 development funds and financial institutions, and 107 local, regional and international nongovernmental organizations, as well as 1,850 private sector representatives .
Investment Opportunities Symposium was held in April 2018. The Symposium demonstrated huge local and international investment appetite throughout all of Iraq’s different provinces and promoted new economic models for Iraq such as Public-Private-Partnerships. PPPs should create excellent opportunities for the country, combining support from public authorities, businesses and civil society. Nine MoUs were successfully agreed, including:
  • Central Markets Rehabilitation – Al Mustansiriyayah, Al Adl, Al Amal, Al Salihiyya, and Al Shaab. Total project cost: $250m, awarded to Daeco of the UK.
  • Al Muftiyya Project in Basra – Residential, Commercial and Leisure Development. Total project cost $234m, awarded to Daeco of the UK.
  • Soda Complex and Table Salt Production Plant in Al Muthanna. Total project cost: $80m, awarded to Al Ghaith of the UAE.
  • 3 MoUs with Kuwaiti investment group Jawad Bukhamseen to develop hotels and commercial centers in Al Kadhimiyyah, Kerbalaa, and Samarraa.
  • A 5-star hotel and commercial center in Baghdad.
  • The Satellite E-Government Project.
  • Development of the Baghdad Industrial City.
  • Expansion and development of Al Andalus Specialist Hospital in Baghdad.
  • Establishment of a branch of an international specialized university in Baghdad over 25,000 square meters, awarded to Al Hawadi Group of the UAE.
These exciting new initaitives correspond to Iraq’s 5-year plan for 2018-2022. The five-year plan seeks to restructure the economy, putting good governance and multi sector reform at its heart, focussed on the recovery of provinces most affected by internal displacement and difficult security conditions.
The development of Iraq’s investment environment will also enable the development of various sectors and create more than two million new jobs and more integration with regional economies and the global community, paving the way to a bright future

Health: Most Iraqi deaths due to chronic diseases and 33 percent of young people are obese

BAGHDAD - June 25 - The Ministry of Health and the Environment revealed that "62% of deaths in Iraq between 2015 and mid-2018 were due to chronic diseases by 170 thousand spread as a result of increasing smoking, unhealthy food and the use of saturated fat and weak physical activity Organizer ".
