SOUTH Africa’s Finance Minister Tito Mboweni has said Zimbabwe is in a good position to adopt a new currency and that the regional giant would support its northern neighbour’s efforts towards economic revival.

The Treasury Department released a revised shutdown contingency plan on Tuesday calling for only 46,000 Internal Revenue Service employees to return to work to get ready for tax filing season, but the majority of them will be unpaid until the partial government shutdown ends.
Under the previous contingency plan that has been in place since the shutdown began on Dec. 22, 88 percent of the IRS's 80,000 employees had been sent home without pay. Under the new filing season plan released Tuesday, 46,052 employees will be back on the job starting this week; 42.6 percent of the workforce will remain furloughed.
Last week, the IRS announced that tax refunds would be processed as usual once tax season begins on Jan. 28, even if the shutdown lasts until then, and said it would be recalling a "significant portion" of its furloughed employees.
The union representing IRS employees, the National Treasury Employees Union, is protesting the plan to call back workers without paying them. "There is no doubt the IRS needs to get ready for the 2019 filing season that starts Jan. 28, and IRS employees want to work," said NTEU national president Tony Reardon in a statement. "But the hard, cold reality is that they've already missed a paycheck and soon they'll be asked to work for free for as long as the shutdown lasts."
The NTEU filed a lawsuit last week challenging the plan, saying that the executive branch can't continue to force more and more employees to show up in exchange for just an IOU.
The IRS, even at full staff, struggles with its customer service. The majority of phone calls to the IRS during tax season, go unanswered.

BAGHDAD, Jan. 17 (Xinhua) - The Al-Nasr coalition, led by Haider al-Abadi, warned Thursday that Prime Minister Adel Abdul-Mahdi would not go beyond the "red line" regarding Kirkuk's status.
The leader of the coalition Ali al-Sunaid, "The words of Najmuddin Karim, governor of Kirkuk, the article about the removal of Iraqi forces from Kirkuk on the basis of an agreement with Baghdad, is inaccurate, and we exclude that Abdul Mahdi issue such a decision."
He added in a press statement that "we warn of the loss of national achievement achieved in Kirkuk during the time of the government of Abbadi, and return under the control of the Kurdish parties," considering that "prejudice to the current status of the red lines, the agreement of all political forces that will not allow any change at all."
The governor of Kirkuk, Necmettin Karim Kesh revealed, on Thursday, an outline led by the President of the Democratic Party Massoud Barzani, said that he is in cooperation with Baghdad, to remove the "alien" forces from Kirkuk.
Karim said in a statement to reporters on the sidelines of a funeral for leaders of the Kurdistan Democratic Party in Arbil, that "there are efforts to normalize Kirkuk," noting that "Massoud Barzani leads planned efforts in Baghdad in this regard."
He added: "We hope that the normalization of the situation in Kirkuk in a peaceful manner, and that the non-Kirkuk and foreign troops from the province coming from other areas."

Scientists have been busy for years trying to figure out why some animals did not get cancer, such as elephants and whales.
With multiple hypotheses that huge animal sizes protect them from the causes of cancer, an American scientist has found a unique gene in elephants that protects them from malignant disease.
In 2012, a scientist named Vincent Lynch decided to examine African elephant genes to see if he had additional cancer-fighting genes.
Crabs occur when a DNA gene mutates, allowing cells to grow and multiply in a harmful and out of control manner.
Scientists believe that larger animals are made up of more cells, so cancer genes need more time to be fatal with large animals.
Since then scientists have presented dozens of hypotheses to see why cancer is not attacked by elephants. Perhaps the most common answer is that large animals have more anti-cancer defenses until scientists have finally solved the mystery, and it is not at all dependent on size.
The elephants have a gene that works to revive another destructive gene and assign them to kill cancer cells, the same as in other animals, including bats.
The life-saving gene, known as LIF6, targets cells that are about to turn into cancerous tumors and destroy them.
Through experiments, the researchers found that when elephant cells begin to be exposed to cancer-causing damage, the tumors gradually decrease by triggering the life-saving defense system, the LIF6 gene.
Scientists hope to find drugs that mimic the effect of cancer-resistant genes and develop new revolutionary treatments for future cancer patients.
