A code of conduct to share the revenues of the government announcement .. These items
Date: Editing:: 2019/16 11:29 • 16 times read
The majority of the owners of paper newspapers in Iraq, believe that the government announcement, which represents almost the only source of funding for paper newspapers, is not distributed equitably among all, in addition to the corruption affecting the distribution process, and therefore, the work of these newspapers and their continuation It is at stake, especially in light of the crisis of the decline of the paper in Iraq and the world.
Often, the heads and owners of newspapers have raised and protested for years about the issue of funding related to government advertising as a result of their dependence on them in the conduct of their financial affairs, since the private sector in Iraq almost does not believe in the context and culture of advertising and the promotion of its goods and products through various media, with very few exceptions, They are probably represented by the three major telecommunications networks (Zain, Cork, Asiacell) operating in Iraq, so the paper newspapers have only to rely on the official government announcement to manage part of their financial requirements in order to ensure their continuity in work and publication.
At the beginning of this month, the heads of some 20 newspapers published daily in Iraq, except the Kurdistan Region, and with the cooperation and support of the Iraqi Journalists Syndicate and its president, Mu'ayyad al-Lami, put in place a code of ethics that guarantees justice. Distribution of the governmental declaration, and preventing the manipulation of it by what has become called "mafia advertising corruption" located at the level of information offices in various institutions and ministries of the state, or at the level of some newspapers in force.
The 15-item "Code of Honor" was signed by editors-in-chief of daily newspapers during a deliberative meeting on 5 September at the headquarters of the Iraqi Journalists Syndicate, in the presence of Captain Moayyed al-Lami.
The charter stipulated that the problems related to "the distribution of quotas and prices of government advertising and the entry of intermediaries and parasites on the advertisement line should be overcome, causing the loss of funds and depriving the newspapers of all imports intended for advertising.
According to the two signatories, the charter, which includes 15 items, aims to "raise the level of the official declaration and achieve the desired objectives and re-seize the control and the establishment of controls to publish official and semi-official declarations to achieve mutual benefits to the parties to the contract, and provide significant amounts of newspapers go to the pockets of intermediaries unjustly" .
Article 1 of the charter stipulates that "the value of government advertising in all newspapers and in the internal pages shall be 750 dinars per square meter."
One of the articles of the charter obliged newspaper departments to publish the price of the government announcement at least once a week and in a prominent place, and also banned others from fully granting commissions to employees appointed to distribute advertisements to newspapers, a direct partnership with corruption.
In response to Mafia's reported monopoly on government advertising and distribution to other newspapers, Article 4 of the Charter affirms that "no authorization shall be granted to the delegate of the advertisement and shall not be entitled to receive advertisements other than his own."
Article 5 stipulates that "the volume of trades for the advertisement shall be not less than 11 pt to prevent manipulation and omission of the beneficiaries of the content of the advertisement." The charter may deal with companies and registered and licensed advertising offices, provided that the commission rate of the list does not exceed 25%.
Some articles of the charter called on newspapers to "rectify their status with the accreditation committee of the Journalists Syndicate to ensure that they include the distribution of advertisements, and respect the principle of legitimate competition so as not to affect other newspapers."
Among the important provisions of the charter is its emphasis on "the Iraqi Journalists Syndicate informing the General Secretariat of the charter and providing it with the names of newspapers accredited to the syndicate for circulation to all ministries and unrelated departments."
"The charter aims mainly at eliminating corruption and waste in the government announcement, which is estimated at 20 billion Iraqi dinars a year," said the editor of Al-Dustour newspaper and spokesperson for the Iraqi Journalists Syndicate on behalf of Sheikh.
Sheikh said in a press statement, "What the state spends on advertising is very large, but as a result of corruption is not evenly distributed to all newspapers, and if that happened, all newspapers would be able to work in a comfortable manner, and each newspaper will reach about one billion dinars per year, but in practice we do not get Today, only about 150 million Iraqi dinars, and this covers only a fraction of the expenses of the daily newspaper, so you find that newspapers suffer constantly.
Sheikh pointed out that "employees in government advertising offices have become the largest ring of corruption, because they extort newspapers and give advertising only to newspapers that pay the highest commissions, and there is also, a corruption mafia in some newspapers coordinate with government offices to monopolize the ads and distribute them at high commission rates to The rest of the newspapers. "
Regarding the charter's ability to control the rhythm of the government declaration and the application of the process of fair distribution and prevent corruption, Sheikh believes that this is certainly possible if the provisions of the charter are applied strictly, and there are deterrent penalties included in the charter on non-compliant newspaper owners, including the abolition of membership of the editor In the Journalists' Syndicate and the revocation of the newspaper's accreditation in the syndicate as well. "
As for the reports about the semi-official newspaper (morning) affiliated to «Iraqi Media Network» monopoly of the government advertising market, Sheikh confirms this, and believes that "the monopoly morning morning is a very wrong issue, as it belongs to a public broadcasting institution funded by the state, and should not compete newspapers On the government announcement, so we will submit an inquiry to the Federal Court about the legitimacy of the morning newspaper. "
"The problems of government advertising are too many and we need to redouble our efforts to win this battle. There is a big mafia dominating the field, backed by fake newspapers, which are usually only issued on the day of the distribution of the advertisement, although the Ministry of Planning requires that the advertisement reach a daily newspaper." Widespread and not tied to a party, territory or province. "

9-15-2019 Intel/Newshound Guru sandyf We do know that floating the currency would take best part of a generation to produce any significant result. Thai baht, strongest currency of an emerging economy has taken about 15 years to almost double in value. So taking into account what we do know, any significant return can only come from the unknown and not from what people think they know. Time for a more open minded perspective. [post 2 of 2]

9-15-2019 Intel/Newshound Guru sandyf [nobody and I mean NO ONE knows what will happen or how this will be implemented.] Absolutely spot on and nobody is ever going to stop the speculation. What we do know however is what is not going to happen. There is not going to be a huge overnight RV, never been one in the past and not going to happen in the future. That myth was born from confusion between revaluation and redenomination. We do know how a redenomination would be implemented but that cannot happen overnight and is not going to happen any time soon. [post 1 of 2....stay tuned]
9-15-2019 Newshound Guru MilitiaMan Article: "Government source reveals program of Abdul-Mahdi's visit to China" Quote: "The economic and political circles in Baghdad are looking with optimism to the forthcoming visit of Prime Minister Adel Abdul Mahdi to China on September 19 for four days, and it is reported in some economic circles that the visit will lead to the signing of about 30 large memorandums of understanding between Baghdad and Beijing..." Sure looks like this is the opening of the doors.. Firstly before they all go live, Iraq will have an international medium of exchange!! Imo.
9-15-2019 Intel Guru Frank26 IMO I honestly don't think the Democratic Party wants the reinstatement of the Iraqi dinar...I don't know if they're doing anything to stop it cause they can't...I don't think the democrats want Donald Trump to bask in the glory of what's about to happen...They represent the United States of America. I want them to work in unity with the Republicans but the jealously is so vicious and it's so wicked IMO that it's causing this rip. This tear. And based on the things I "think" I know politically we're not being supported for this by the Democrats...

9-15-2019 Newshound Guru Kaperoni ...guru Frank26 likes to refer to a minister of planning document talking about a 1 to $1 exchange rate. But it never said it would get there overnight! And as I've already said on numerous occasions Iraq could never afford a significant RV of the dinar due to the fact that there is in excess 42 trillion dinar in circulation. If the minister of planning was talking about an overnight event, it would have to be a LOP. The only thing that we should be hoping for is a gradual appreciation as stated by the IMF. Such an event like this would allow the money supply to be reduced as the currency appreciated.
