She stressed that 'these issues were distributed between suspicions of forgery of smart cards, and the receipt of salaries of those who do not deserve them illegally, and the issuance of cards and pensions to deceased people and give them to other people, and the issuance of cards in return for money, in addition to the existence of cases of exploitation of employees and retirees by the outlets of those companies through Withholding more than planned, as well as forcing employees to receive their salaries through a company exclusively in one of the departments'.

He stressed that "a meeting was held that included the supreme body of the Fiqh Academy to study the law of the Federal Supreme Court after the controversy that has been raised," noting that "the results of the meeting was the refusal to involve legal scholars in this court."
He explained that "the selection of judges must be in accordance with the criterion of competence, honesty and nationalism, as this bridges the legal scholars, and it also avoids the country, as a multi-denominational, the dilemma of the dispute."
Al-Bayati justified the refusal of the jurists to "desire to preserve the judiciary," adding that "the Federal Supreme Court first independence and preservation of membership of the judges achieve these purposes."
He continued that "the adoption of the position comes to respect Islamic law and preserve the prestige and independence of the judiciary and concern for the sovereignty and security of Iraq."
