IMF Executive Board Completes Second Review of Iraq’s Stand-By Arrangement and the 2017 Article IV Consultation

The Executive Board of the International Monetary Fund (IMF) today completed the second review of Iraq’s three-year Stand-By Arrangement (SBA), which is designed to support Iraq’s economic reform program and restore fiscal balance over the medium term. The completion of the second review allows the authorities to draw the equivalent of SDR 584.2 million (about US$ 824.8 million), bringing total disbursements to SDR 1494.2 million about US$ 2109.7 million. The SDR 3.831 billion arrangement (about US$5.34 billion at the time of approval of the arrangement) was approved in July, 2016 (See Press Release No. 16/321) and the first review was completed on December 5, 2016 ( See Press Release No. 16/540).
As part of the completion of the second review, the Board also approved Iraq’s request for waivers of non-observance and applicability of performance criteria, and modification of performance criteria. Further fiscal consolidation was achieved in 2016, but at a slower pace than programmed because of weak control of investment expenditure and humanitarian needs. To move the program forward, the authorities are implementing strong corrective measures as prior actions and are committed to further fiscal measures in 2018 to ensure external and debt sustainability.
The Executive Board today also concluded the 2017 Article IV Consultation with Iraq. A respective press release will be issued separately.
Following the Executive Board’s decision, Mr David Lipton, First Deputy Managing Director, issued the following statement:
The economic policies implemented by the Iraqi authorities to deal with the shocks facing Iraq—the armed conflict with ISIS and the ensuing humanitarian crisis and the collapse in oil prices—are appropriate. In the fiscal area, the authorities are implementing a sizable fiscal adjustment, mostly through retrenchment of inefficient capital expenditure while protecting social spending. The authorities are appropriately maintaining the peg of the Iraqi dinar to the U.S. dollar, which provides a key anchor to the economy. Performance under the Stand-By Arrangement has been weak in some key areas, but understandings have been reached on sufficient corrective actions to keep the program on track. Resolute implementation of the authorities’ program, together with strong international financial support, will be key.
Further fiscal consolidation measures are needed in 2017-18 to keep the program on track. The composition of the fiscal adjustment should be improved over time by increasing non-oil revenue and reducing current expenditure. In addition, reforming the electricity sector and state-owned enterprises will make room for larger and more effective investment expenditure that supports growth and job creation.
Significantly improving public financial management will be important. Arrears need to be assessed and paid following verification, and expenditure commitment and cash management should be strengthened to prevent the accumulation of new arrears.
Measures to bolster financial sector stability include strengthening the legal framework of the Central Bank of Iraq, restructuring state-owned banks, and eliminating an exchange restriction and a multi-currency practice. Measures to prevent money-laundering, counter the financing of terrorism, and strengthen the anti-corruption legislation also need to be implemented.
Implementation of the budget-sharing agreement with the Kurdistan Regional Government would put both the federal government and the Kurdistan Regional Government in a better position to address the shocks to the Iraqi economy.

Good afternoon TNT Superfantastic Family. Today is Marvelous Monday. Did we have a whirlwind of a weekend from Friday to now. Some people are disillutioned and some people are upset. Plus some are down right mad and some are not even phased. We did have information on Friday that didn't really say look for an RV over the weekend, or that you would be at the bank this morning. We talked about the ATM's being loaded and ready for whenever. There was no guarantee that it would pop out this weekend. We did let you know that the budget was not in the Gazette. Some were looking for it to be there. The big thing was really the August 1st meeting. There were certain thiings that we were told that needed to be done before that meeting was to take place which would have a lot of folks thinking RV. They have to get these thiings done. The budget was one of those things meaning the supplemental budget and last we were looking at it needed to be approved by the end of the month. What did they do last Saturday? They had a meeting. Then they had an approval on the budget last Saturday, but the meeting takes place on tomorrow .Even thought something in the budget was passed and the news indicated that Abadi had opposed something in the Supreme court to get a ruling. They said they won't rule on it until after the meeting on August 1st. Did that create a holdup? Who knows and really not sure. Last Thursday was a holiday and an unannounced holiday. One we didn't know ahead of time. So we went into the weekend with a lot of questions. I was not looking for the RV but looking for answers as when to look for this RV, or if it is definately going to be an August 1st deal. Some are advocating August 1 or after August 1. Time will tell on that. Today we had some interesting developments. First over the weekend the chart went out again. Before it was supposedly it was a private deal and thought this stuff coming out, it was to coincide with a public release. It was showing buy and sell rates 100 USD to 125.750 Dinar. That created some converstation needless to say. Quite a bit back and forth over the weekend with some expectations and anticipation, interpetation, they are all in there. You name it. It remains to be seen exactly what that all represents. If it is that one to one that we were hearing about that exists in country in certain areas. Are these charts reflecting that, and is this going to be true reality that can be seen very easily? It seems that everthing seems to be hinged on tomorrow's meeting. At least after that meeting, we will get some answers if it is public release time or when it wil be public release time. So that remains to be seen and that is what we wait on ever so patiently. Q and A: Q: Has there been any change of value on the Dinar in Baghdad? Have you confirmed anywhere in Baghdad priced have dropped? I have not confirmed that prices have dropped, but I have a new set of prices. How significant a drop awaits further research.. Q: I have noticed currency convertor site is showing dinar at 1166. Does that number to need to go lower? Ray: Yes much much much lower. Q: Do you believe the health care bill voted down last week has anything to do with the RV? Ray: No I don't. Q: Are you of any prices changes on tariffs at the Iraqi borders? Ray: I have not heard of any. Q: Anything you can share from your banking contacts in the USA or Iraq? Ray: They have been quiet as a church mouse and have been all weekend. Q: Any news out of the mosques? Ray: None at the present time. it is extremely quiest in a mystifying way. Callers: Caller: 470 Catnip: Earlier in the morning there had been some chitter chatter with the major banks, and their websites being down in Iraq. Have you folks shared any further insight on that? Ray: No nothing other than I believe they are still down. Rafadain and Rasheed were still down. This whole new internet service was supposedly launched last week over there. Catnip: Yesterday. Ray: that may have attributed to that news service and their sites being down. Everthing is quiet so hard to put a finger on why it is. They are not responding or answering calls. Catnip: Are the calls going thru? Ray: I don't know that. Catnip: Lastly this August meeting and we are now in that 24 hour countdown of when that will be held. Speculation it is the IMF and Iraq, but my question is are there any secondary players like the BIS , World Bank or UN involved in this in the background mode? Ray: There has been no mention of them. Catnip: Have your folks indicated who will be in the Iraqi delegation coming over to meet with the IMF ? Ray: No I have not heard anything about that. Catnip: Sounds like it will be a busy 24 hours so let me sign off on that and hopefully very soon we will be going to Vegas, Vegas, Vegas..Caller: Tish no one is talking about a little article where they had to make a committee to watch prices in the markets to make sure the traders merchants are not raising the prices. To me that would seem like prices have gone down a lot and tilted to raise them for whatever reason. When they say violators will be severly punished they held a press conference to talk about it. Kurdistan is very independent It has been my experience in the last 2-3 years when we can see an article here and it comes out of one place and it generally in other places too. Something I feel they are going to hide it from us.They sure do a lot of things to keep us from seeing stuff. I was very excited to read that and it came out on the 29th. Something is definately going on with their prices over there.They are even asking people if you see any prices prices come and tell us. Oiutside the citizens are posting pictures and videos and I don't think we can see the prices. Do you have anything to add? Ray: I don't have anything to add. Caller: I heard Obamacare had a clause in it to stop the RV. Have you heard anything about that/ Ray: No. Caller: You talked about the 54 banks, and I went onto Chase to see if I could find an exchange rate and they said they do not exchange dinar. Same with a couple other banks online. Ray: Post RV those 54 banks will be on the website with instructions, 800 numbers and more. Ray's Wrap up: I want to communicate how real this thing is and more than just getting money. It is way bigger than that. If you are not conditioned you need to know there is a bigger meaning and purpose behind this. You have to have a broad thinking on this. I am trying to keep you into this whole new lifestyle of living a lot of you have yet to even learn that it exists. This is your chance to go over there to stay. (SANA) - Speaker of Parliament Salim al-Jubouri on Monday met with Czech Vice-President Jan Bartoszak, Vice-President of the People's Assembly Melosha Horska and their accompanying parliamentary delegation, on bilateral relations between Iraq and the Czech Republic. The meeting also discussed the political and security developments in the region and the world.

For his part, the visiting delegation expressed the keenness of the Czech government and parliament to support Iraq in all fields and in a way that will restore it to play its vital role in the region and the world.


Parties in Iraqi Kurdistan agree to activate the disabled parliament


Erbil, Anatolia: Political parties in the Kurdistan region, northern Iraq, on Sunday, to reactivate the parliament of the region, which has been stalled for nearly two years due to political differences, within a maximum of two weeks.
This came in a statement issued by the Supreme Council for Referendum on the organization of the referendum on secession from Iraq, to ​​be held in September.

He expressed his thanks to the Kurdistan Region which provided job opportunities for a large number of its citizens.
For his part, Nzhirvan Barzani expressed the desire of the region to develop its relations with Bangladesh, stressing that the provincial government provides all facilities to better manage the affairs of Bangladeshi workers in the region, suggesting a common mechanism between the governments of the two countries through the Bangladeshi embassy in Baghdad and relevant institutions in the province to facilitate access Bengali workers who wish to work in the province legally and through government channels in their country.

Houthis call Saudi Arabia for a truce during the Hajj period signed in the Sacred House

Muhammad Ali al-Houthi, head of the Supreme Revolutionary Committee of Yemen (Houthis), proposed to Saudi Arabia the signing of a truce stipulating not to fight during the holy months.
According to Houthi on his Facebook page, the truce must be "committed by all in all areas of fighting and military confrontations not to fight and lift the siege and allow Yemeni pilgrims to pilgrimage until the end of these months to honor these months and maximize them, God Almighty."

After 11 years .. Moqtada al-Sadr in Saudi Arabia

The leader of the Sadrist movement Moqtada al-Sadr arrived in Saudi Arabia yesterday and was received in Jeddah by Saudi Minister of State for Gulf Affairs Thamer al-Sabhan.

The source added, according to Anatolia, that the move to reactivate parliament, comes at the request of the Movement for Change (Goran), which required the return of parliament to work before joining the agreement to hold the referendum.
The parliament was completely disrupted two years ago following political differences between the Kurdistan Democratic Party (KDP) and Masoud Barzani, the largest opposition party in the region. The Iraqi Islamic Supreme Council yesterday elected Hamam Hamoudi as its new president, replacing his retreating president Ammar al-Hakim.
The council, which includes five members and a number of members of the Political Bureau, was elected during an emergency meeting of Hamam Hamoudi as new president of the Islamic Supreme Council, the council said in a statement.
The meeting also concluded that Mohammad al-Mawla was retained as chairman of the general assembly of the council while former minister Baqir al-Zubaidi was elected to the council's organizational bureau and Jalal al-Din al-Saghir was responsible for the executive office.
In addition, a Turkmen leader in the popular mobilization forces west of Mosul, northern Iraq, yesterday, the exclusion of 5 brigades from the battle in Tal Afar expected, indicating that the majority of the members of these forces excluded from the city itself.
"The top military commanders overseeing the battle plan for the liberation of Tal Afar have excluded five brigades from the upcoming battle to expel an oppressor from this city," said the officer in the popular crowd, Musa Ali Gulaq.
He added in his statement to the Anatolia, that "the brigade of the division of the Iraqi army was excluded, and the 9th and 10th brigades of the 3rd Division of the federal police, and was excluded from the regiments of the police force Tal Afar, as well as the exclusion of the banner of Hussein in the body of popular mobilization.
According to Gulaq, "the majority of the elements of these forces excluded from this battle are the sons of Tal Afar itself."
"The people of Tal Afar took part in most of the battles that resulted in the liberation of the Anbar, Salah al-Din, Mosul and other areas, so why should they be prevented from participating in the liberation of their areas," he said.

Iraq agrees with Iran to implement the pipeline project between Iran and Kirkuk

Iraq and Iran have agreed to extend an oil pipeline from Kirkuk to Iran, in a move ahead of the agreement to liquidate the province's ore.


"Iran has agreed with Iraq to implement the pipeline project between Iran and Kirkuk," Iranian Oil Minister Bijan Zangana said during a meeting with Iraqi Oil Minister Jabbar Ali al-Laibi, who is currently visiting Tehran. "Iran is currently considering refinancing Iraqi oil in its refineries, Choose a consultant to evaluate this topic. '

Zangana said that bilateral talks included the situation of the oil market and joint cooperation. He pointed out that the Kirkuk-Iran pipeline is one of the axes of cooperation in which good decisions have already been made, and today decisions have also been taken on the operations of this line.

He added that 'the two sides agreed on the international consulting company, which is scheduled to study the Kirkuk-Iran oil pipeline, and decided to conduct the feasibility study required and submitted to the two sides in preparation for the operational launch project'.

"The oil pipeline in Basra - Abadan [southwestern Iran] is another axis of the talks and the two sides agreed to accelerate the pace of action in this regard," he said.

On the export of gas to Iraq, Minister Zangana 'on the gas pipeline from [Naft Shahar] [West Iran] to Iraq,' pointing out that 'the pipeline to export gas to Basra will do in the coming months too.'

He stressed that 'the two sides discussed the unified development of the oil fields [Khorramshahr and Nafat Shahr al-Janubi] joint between Iraq and Iran, as there are previous agreements on the subject and decided to form a joint committee for the project'.

On the other hand, Zangana explained that: banking communication between Iran and Iraq is still experiencing obstacles, but Tehran received cash in receivables of the amount of gas it is currently exporting.

On the commitment of members of the Organization of Petroleum Exporting Countries (OPEC) to the agreement to cut production, he considered that the members of the Organization committed to 90 percent.

Once under sanctions it is very hard to get out of them especially once they go to war and are occupied. This puts the country under an entire umbrella of scrutiny. Its like the have to start all over. Kuwait reinstated their currency but Kuwait was not under sanctions. They just had their currency shut off due to the war so Saddam Hussein could not use it for his aims. Remember how quickly is was reinstated? This has not and is not going to be the case with Iraq. They must first “start over” with an entirely new government...
