Parliamentary energy: Iraq will suffer a large fiscal deficit in 2020

Date of edit:: 2019/8/29 8:52 • 278 times read

BAGHDAD (Reuters) - The parliamentary energy committee said that the financial abundance achieved from the rise in oil prices will be sufficient (only) to fill the budget deficit of $ 24 trillion dinars, likely no need for a supplementary budget this year.
Committee member Sadiq al-Sulaiti said in a press statement, that "the financial abundance of the high price of oil will be sufficient only to fill the budget deficit, and I do not think there is any supplementary budget."
Al-Sulaiti said, "The origin of the budget was prepared on the amount of a deficit of approximately 24 trillion dinars, and the investment budget reaches 27 or 28 trillion, so most of them will depend on the financial abundance achieved from oil."
A member of the Parliamentary Energy Committee, said that "in the event of financial abundance from the rise in the price of oil will achieve the budget of 2019 only", expecting that "the budget of 2020 will suffer from a large deficit due to the process of stabilizing the grades and increase the proportion of operational budget."
"The solutions depend on the performance of the government and its government program, such as relying on internal borrowing or opening the door for investment for the purpose of mitigating the investment budget."
Al-Sulaiti pointed out that "Iraq depends in its budgets on oil exports {only}, so it is in the public interest to be in the process of maintaining oil production in quantities appropriate to maintain oil prices steadily and benefit Iraq."
He pointed out that "any breaches or increase in oil production and quantities exported to OPEC countries will cause lower prices, forcing to export more at lower prices, so Iraq is one of the countries that comply with OPEC instructions."

Middle East Eye: The drones that bombed sites in Iraq were launched from northern Syria

01:34 - 29/08/2019
Follow-up Mawazine News
LONDON (Reuters) - The Middle East Eye website has revealed new details of the strikes on the Popular Mobilization Units in Iraq last week, in which the Israeli occupation was accused.
The Middle East Eye website, which provides an analysis of developments in the Middle East, said that the recent attacks by Israeli drones on military sites inside Iraq were launched from bases belonging to the Syrian Kurdish Democratic Forces.
Iraqi intelligence services suspect five recent drone attacks on Iraqi paramilitary forces have been launched from bases under the control of the Syrian Defense Forces, according to a British newspaper report published on Tuesday.
Confirming suspicions of Syrian involvement
According to a senior Iraqi official who spoke on condition of anonymity, he has used northern Syria to launch attacks because Israeli drones do not have the range to hit targets in Iraq from Israel.
"Israeli personnel operated drones from bases controlled by the SDF," the Iraqi official said.
The source said the Iraqis were initially skeptical that Israel was behind the attacks because of suspicions that Israeli drones would be able to reach Iraq.
Israeli strikes with Saudi support
"The attacks were carried out by Israel, with the support of Saudi Arabia," said an Iraqi official, familiar with the latest security briefing from Baghdad.
"The drone attacks were launched from SDF areas with funding and support from the Saudis," the official, who spoke on condition of anonymity, told MEE.
According to the senior official, the plan to strike Iranian-backed paramilitary forces in Iraq was drawn up when Thamer al-Sabhan, Saudi Arabia's minister of state for the Gulf, visited northeast Syria, which was controlled by the SDF in June 2019.
She explained that the apparent Israeli strikes on the Popular Mobilization followed a pattern of expanding its attacks on Iranian targets to include countries in the region after the hundreds of raids in Syria in recent years.
Baghdad: Breach of Sovereignty
For his part, the Iraqi Council of Ministers stressed the right of Iraq to take all legal and diplomatic measures necessary to defend its policy and security, in response to attacks on a number of weapons stores in a number of areas, in addition to an attack on the Popular Mobilization Forces on the Iraqi-Syrian border.
A statement issued by the Iraqi Prime Minister on Tuesday that "Prime Minister Adel Abdul Mahdi briefed the latest political and security developments in the meeting of the Council of Ministers held today, and briefed members of the Council on the results of ongoing investigations into the attacks on weapons stores and materiel in a number of Areas, and the subsequent preventive and protective measures for all stores, and explain the strategic directions and plans in dealing with potential new developments. "
According to the statement, "the right of Iraq to take the necessary actions legally and diplomatically and through regional institutions and the Security Council and the United Nations in defense of its sovereignty and security and by all legitimate means."
The cabinet also stressed the readiness of Iraq to "respond firmly and by all available means to any aggression launched from outside or inside Iraq."
The deputy chairman of the Popular Mobilization Council, Abu Mahdi al-Mohandes, accused Washington, which leads the international coalition against the terrorist organization "Daesh", the introduction of four Israeli drones to target Iraqi military headquarters.
There was widespread controversy among Iraqi circles after reports that the Balad air base, which includes amassed equipment for the Popular Mobilization, was bombed by an unidentified aircraft on Tuesday evening, resulting in explosions of materiel and a huge fire in the area, which was controlled hours later.
The security cell in Iraq announced in July that one of the Popular Mobilization Camp was bombed by an unknown drone, injuring two people.
Sadr calls for international investigation
Sadr's leader in Iraq, Muqtada al-Sadr, on Monday ruled out Israel's responsibility for shelling the Popular Mobilization Forces near the Iraqi-Syrian border (West), and called for an urgent investigation, "even under international supervision."
Sadr said on Twitter: `` I do not exonerate the Zionist enemy of its terrorist acts in Iraq, but I am sure that he does not take such a step or steps, he knows that the response will be earthquake of his security and influence, the Zionists know that their end from Iraq. 'He added that "the Iraqi government must expedite the verification of the matter, even under international supervision .. If proven guilty and terrorism (Israel), everyone should be patient and not uniqueness of the resolution .. Iraq is no longer tolerate such acts careless."
He continued, "With the proof of (the Israeli bombing), I call on all parties to meet at a round table that is not controlled by the corrupt, and not controlled by those who signed the security agreement with America ... and well-studied steps to keep Iraq and Iraqis away from being the victim."
Abizaid and: "must be confined to the arms of the state, and close all the headquarters, and hand over all stores to the state, otherwise the violator will put Iraq and Iraqis at great risk."
He stressed the need to "protect the Iraqi border from all sides, in particular its border with Syria, and the withdrawal of all factions (Iraq) from Syria."

British newspaper: Israel plans to attack five targets in Iraq

Israel is planning to attack five military targets in Iraq, according to a British newspaper.
The Guardian newspaper published an article by Martin Schuloff, Oliver Holmes and Mohammad Rasool entitled "The Secret Arms Race in the War of Drones in the Iran-Israel Conflict."
The wave of drone attacks in Syria, Iraq, Saudi Arabia, Yemen and now Lebanon has raised the specter of a new era of conflict in the region, because of its ability to penetrate remote battlefields and hit accurately impregnable targets.
The drones, small, inexpensive and capable of evading radar systems, have long been at the center of the IDF's arsenal of operations in Gaza.
Since mid-July, Israel has transferred sophisticated machines with rockets hundreds of miles from Iraq to attack five targets linked to the Iranian agency operating there, the US, Iranian and Iraqi officials say.

8-28-2019   Newshound Guru Kaperoni   I want to clear something up since I'm getting some fan mail..lol. I do not think it's going to LOP.  What I am saying is if parliament has its way they will LOP the currency.  Lucky for us though the CBI is following the directive from the IMF as far as we know...Which is to create the conditions for the currency to float.  That is why they are pushing so heavily to diversify and build a market economy.  It's taken some time for Iraq to put the conditions in place, in fact several years but things are beginning to line up for early next year as they add 72 trillion dinar to the budget to kick-start the economy.

8-28-2019   Intel Guru MarkZ    We are hearing that we should have numbers at anytime within the next 2 days... I am getting more and more confirmations out of Iraq that they expect to go on or before  Sept. 1st... The meeting with Iraq and the UN security council starts tonight at 5:00 pm tonight…so will be hours before we find out how that went.  The expectation is Iraq tells them they are ready to move on now...

8-28-2019   Intel/Newshound Guru  sandyf   [Has anyone in here seen an article or source from the CBI or government stated that Iraq may LOP the currency?]  There is no such thing as a "LOP" so there never would be any articles. The correct terms are Redenomination or Re-basing the currency, there have been many articles from both CBI and government sources to say that was the plan.  ...In a Redenomination the old currency IQD at 1190/USD would be replaced by a new currency, possibly IQR, at 1.190/USD, deleting 3 zeros. The monetary unit(Dinar) would be revalued from 1190/USD to 1.190/USD which would be an increase in the value of the Dinar against the dollar and lead to an increase in purchasing power.

8-28-2019   Intel Guru MarkZ   My contacts in Redemption Centers are still expecting this week…the ones I know are also wealth managers so are juggling 2 jobs. What I am hearing from contacts in Iraq they really expect to see the new rate by Sept. 1st. Rates from $3.91 to $4.25.  ...with the coins being released I am...puzzled. This process seems to be rolling out different than we expected…to have coins you need a new value over there. [We are in the “Perfect Storm” to see everything right now]  We certainly are.  I do feel warm and fuzzy about this week and that we are at the tail end of this reset.  No one can predict the exact date, but the world news, chatter from sources, and news articles say we are there.

8-28-2019   Newshound Guru Dinar Investor - Jeff    ...we are a lot closer than we've ever been.  I want to stress to you we're definitely a lot closer...you're not gonna see this in days.  At a minimum we're at least 3 weeks out...I promise you you're not gonna see this until more towards the end of September.  Easily in the second half...you will wait until the formation of the government's done.  That's a promise to you...The CBI made it very clear back in 2014.  They said they're gonna delay this for 5 years...until Iraq has achieved political stability...just stay grounded.

8-28-2019   Newshound Guru Bloodloch    Does that mean we can divide the first into the second and get an exchange rate Nope. That's just the velocity of money formula.  Does that mean if they stop the auctions and everyone inside Iraq's borders must then conduct all business with both old triple-zero, and the suspected upcoming new three-missing-zeros Iraq Dinar notes and coins, existing side-by-side as promised, that their money supply will plummet in terms of face value outstanding and that less of a thing is a more valuable thing Yep.   [post 2 of 2]

8-28-2019   Newshound Guru Bloodloch   If the triple-zero Iraqi dinar is allowed to float, in conjunction with the introduction of new, lower denomination currencies valued near to US dollar equivalencies, it's going to float like a ballistic missile.  Am I worried that they can't do that with 42 Trillion IQD in outstanding currency?  Nope.  Why not?  Because their annual Gross Domestic Product is 269 Trillion IQD.  [post 1 of 2....stay tuned]

8-28-2019   Intel Guru Frank26   Iraq is not a lop.  No.  A lop is to add zeros to the exchange rate.  Iraq is...constantly telling you they're lifting three zeros from their exchange rate...when someone says to you it's a lop ask them are they adding three zeros to the exchange rate or are they taking away?

8-28-2019 Newshound/Intel Guru Mnt Goat Article: "THE PARLIAMENTARY FINANCE COMMITTEE, ON MONDAY, ANNOUNCED A TREND TO RE-WORK IN THE CURRENCY AND THE REMOVAL OF ZEROS FROM BANKNOTES, IN ORDER TO STRENGTHEN THE ECONOMY" I especially like the heading of the article. This process is now on the way. Hold tight…its coming…

Iraq hands over new batch of looted archives to Kuwait

Aug 28, 2019, 6:45 pm
Kuwait city (IraqiNews.com) – An Iraqi Foreign Ministry official said on Wednesday that his country handed over to Kuwait 42,000 books belonging to Kuwait National Library and Kuwait University.
These books, recently found in Iraq, were “seized” by troops of the former Iraqi regime during Kuwait’s occupation in 1990, KUNA quoted Iraqi Foreign Undersecretary Ambassador Hazem al-Yousefi as saying in a press statement to journalists on the sidelines of the delivery ceremony.
Iraqi authorities are seeking to close file of the Kuwaiti properties in Iraq before the year-end, said al-Yousefi, adding that the competent authorities were waiting for a decision in this respect by Prime Minister Adel Abdulmahdi.
Moreover, Iraq is exerting tremendous efforts to close the file of the missing Kuwaitis, the Iraqi undersecretary stated, reconfirming that the intensive efforts led to the recent discovery of the mass grave in Al-Samawa desert, containing remains of 46 human bodies; 32 of whom were recognized as deceased Kuwaitis.
Al-Yousefi has affirmed that the Iraqi government is serious about the efforts to close all pending files “caused by the former regime.”
Stressing the depth of the ties between the two brotherly countries, the Iraqi official referred to the reciprocal visits by senior officials of the two countries as a prelude to a new period of relations, joint investments and mutual cooperation.
For his part, Kuwaiti Assistant Foreign Minister for International Organizations’ Affairs Counsellor Abdulaziz Al-Jarallah confirmed that the Ministry of Foreign Affairs had received 800 boxes containing 42,000 books from the Iraqi side.
“The books belong to the national library and Kuwait University,” Al-Jarallah said, adding that he discussed with the Iraqi undersecretary the issue of Kuwaiti prisoners and missing persons as a humanitarian cause that concerns all Kuwaitis.
“The Kuwaiti government represented by the Ministry of Foreign Affairs and the Ministry of Interior Affairs would spare no effort to close this file and determine destiny of all those who have gone missing,” he confirmed.
Al-Jarallah expressed gratitude to the United Nations for sponsoring the handover, in line with the Security Council Resolution 2107 (issued in the year 2013) that partially mentions the necessity of bringing back the Kuwaiti properties, looted during the invasion.
