"
Alkdo expressed surprise at the "policy of the Central Bank, which does not favor the introduction of coins for circulation in the Iraqi market ."

Diyala security for the "Covenant News": 60% of the violations in the province are the remnants of political conflicts

Al-Ahd News- Continue

"The security situation in Diyala is directly affected by the security of Kirkuk and Salah al-Din," said Sadiq al-Husseini, head of the security committee in Diyala provincial council.

Al-Husseini said in an interview with Al-Ahd News that "the areas witnessed in Khanaqin and Jalawla, and their villages of terrorist attacks, it can be confirmed that 60% of them are the effects of political conflicts as they are from the disputed areas, where terrorism benefits from these differences to achieve His goals "

"The absence of terrorist violations inside the city centers, especially during the events, is a sign of our security, military and intelligence success, and our goal is to end the terrorist presence and its targets in all the towns and villages of Diyala.
As the US-China trade talks set back by tariffs set back, a currency war is looming, and its repercussions may be more influential in global markets. There are real fears that trade conflict will turn into a war in the currency and currency market. This is called the measures banks use to deliberately devalue the currency to take advantage of the low exchange rate competitiveness, compared with trading partners.
When central banks are racing to adopt such measures to collectively lower the exchange rate, this situation arises from a trade war that targets the exchange rate. This term emerged in 2010, and the Brazilian finance minister launched it when he said that his country was “facing the consequences of a currency war”. .
After the global crisis, the major economies combined adopted a policy of “monetary easing and a near zero interest rate cut”, reflected in the Brazilian currency, whose exchange rate has risen.
The Brazilian finance minister noted at this time that his country's exports are losing competitiveness due to the deliberate devaluation of the major countries' exchange rate.
Recently, worries about currency war returned after China devalued the yuan to 7 yuan for every dollar, and the US president has repeatedly complained that "China and Europe are deliberately weakening the exchange rate." As the US president presses the Federal Reserve to adopt a policy of "weakening the dollar," to start another round of currency war at the moment, especially after the US central bank announced the first rate cut since the global financial crisis in 2008.
The European Central Bank is expected to move in the same direction as the US Central Bank and announce an imminent rate cut. The Central Bank of India, Singapore, Thailand, New Zealand and Australia also cut interest rates in the past period. Such moves will certainly have repercussions on assets and may cause a bubble in high asset prices.
The currency war drums are already ticking
Analysts see what the currency markets are currently witnessing as part of the "heating" of a larger war in the currency market, especially as the US president continues to draw world attention to the actions of China and Europe as part of a currency war, so Trump insists that The US central bank is pushing the devaluation of the “strong” dollar, like China, so that US exports and goods can be boosted in the domestic market.
Mohamed Abu Pasha, a financial analyst and vice president of research at EFG-Hermes, said: “What the world is witnessing is already paving because the currency war drums are already ticking, especially as the US president insists on calling them. China is accused of manipulating the yuan to support its exports as world trade slows dramatically. ”
He explained, in a telephone interview with the "Independent Arab," that the current atmosphere is not at all conducive to any crises, and the economies of the world can no longer bear more shocks, especially with the outbreak of trade war between the United States and China, and this war spread to other countries, nor "There is now a sign that the trade war will stop in the near term."
On the effects of the prolongation and ramification of trade wars and the emergence of a currency war, this war will threaten the global financial system and weaken the actions of countries and governments to contain the effects of the slowdown in global growth.
He pointed out that the currency war comes under the negative expectations that the world is moving strongly towards a new global financial crisis, and so far there is a lot of data, which confirms that we are crawling strongly, and therefore there is no alternative to deal with caution, whether by the United States or China Europe so as not to slip into a global financial crisis will hit all economies, whether big or developing.
Strong shake-up in stock and currency markets after the devaluation of the "yuan"
Perhaps the wave of heavy losses witnessed in the global markets during the last period followed by talk of a war in the currency market, the biggest evidence that there is no reason for reassurance, as emerging market currencies fell, and global and Arab stock markets fell by almost 3%, and gold rose as a haven The 10-year Treasury yield fell to 1.74%.
According to Bloomberg, losses caused by China's decision to devalue the yuan against the US dollar have not only stopped, but also reached individuals. The 20 richest people on the world's richest index lost 2.1 percent of their wealth, or 117 billion dollars. The Dow Jones Industrial Average, which includes the top 30 companies, fell by more than 2% following the decision. The global trade war is expected to cost the world economy about $ 1.2 trillion, according to international reports.
A war of words continues between China and the United States
The Chinese escalation angered the US president, who called China's devaluation a "major violation" and said the move would "significantly weaken Beijing over time," and officially accused it for the first time since 1994 of manipulating the currency, referring to US law imposes sanctions on countries that devalue their currency for unfair competitive advantages.
China rushed to deny currency manipulation, justifying the yuan's decline as being influenced by unilateral behavior, trade protectionism and higher tariffs. "China has not and will not use the exchange rate as a tool to deal with trade disputes," he said.
This is not the first time that China has used its currency as one of its most important tools in its trade war. China has already devalued the yuan several times, most recently in 2015, as the Chinese central bank devalued the yuan to its lowest level in three years against the dollar. American.
The US administration faces a huge trade deficit, which according to the US Treasury Department reached about 621 billion dollars last year, while the US trade deficit with China amounted to 419.2 billion dollars. The US administration attributes the rise in the deficit to the devaluation of its domestic currency exporters, led by China, which adds a trade advantage to its commodities.
In the same context, the Chinese consumer will be the biggest loser, as the weak "yuan" raises import prices, limits living standards, while imports of goods in particular will weaken. Because their prices are denominated in dollars, higher commodity prices will put pressure on input costs, weaken corporate margins and slow government spending.
The weakening of the yuan also poses a risk to Chinese non-financial US dollar debt, which is close to $ 850 billion. Also, Chinese banks have already issued $ 670 billion in debts that have caused the banks' burdens to rise by more than 11%, which could lead to higher default rates.
Will Trump intervene and weaken the “strong” dollar?
In a recent analysis published in the Financial Times, the most specific concerns in the markets are that the US administration may intervene directly to weaken the US dollar, and while the euro, yen and sterling are all potential targets, the greater scope for global financial instability will be linked to China and the US.
Adding to the crisis is China's tendency to use US Treasury weapons in its trade and currency market. China has more than $ 1 trillion in US bonds, and Beijing's use of a weapon in the war would be the bomb that exploded at a gas station. According to financial analyst Nadi Azzam.
Azzam, in a telephone interview with the Independent Arab, that "the current atmosphere and tensions in the world, whether in terms of political or geopolitical tensions in the currency markets, in addition to slowing global growth, all these indicators confirm that the world is crawling strongly Towards a new global financial crisis. ”
He pointed out that "China has already begun in the past three months to reduce its holdings of US Treasury bonds, which indicates that Beijing resorted to currency war to escape the trade war sparked by the US president last year."
According to the US Treasury Department, China reduced its holdings of US bonds by about $ 20.7 billion to $ 1.1 trillion. But China still has the largest holdings of US debt despite a decline of about $ 81 billion since June last year, but in the long run, China's share of US debt in issued US debt fell from an all-time high in 2011 At 14% to 7% at the moment.
Huge losses for emerging market currencies
Unlike emerging market currencies since the beginning of last year, led by the Turkish lira, which has lost nearly 40% of its value, which may indicate that any move towards a war in the currency market will have violent repercussions, the Argentine peso has seen a decline in the days Sharply, after the primaries produced a shocking result on Sunday, center-left candidate Alberto Fernandez defeated center-right Macri, in what was widely seen as a referendum on the government's bid for an IMF loan and conditional austerity measures.
In a new blow to Argentina, rating agencies Fitch and Standard & Poor's downgraded their sovereign debt rating, raising the specter of Argentina's default as the October elections approach.
"African Development" warns of imminent risks
"The trade war between the United States and China and the uncertainty surrounding Brexit pose risks to Africa's economic prospects, which are increasing day by day," Akinomi Adesina, president of the African Development Bank, said in a recent report.
He said the trade dispute between the world's two largest economies triggered violent turmoil in global markets and raised investors' concerns as it entered its second year without an end in sight.
"If the global external shocks accelerate, the bank may revise its forecast for Africa's economic growth of 4 percent in 2019 and 4.1 percent in 2020," the head of the African Development Bank said.
"We usually adjust this based on global external shocks that may slow global growth, and these problems are increasing day by day."
He continued, “There is the British separation from Europe, as well as the recent clashes between Pakistan and India, as well as the trade war between the United States and China. "All of these things can come together to slow global growth, and so have implications for African countries."
African countries needed to strengthen trade with each other and enhance the value of agricultural production to reduce the impact of external shocks. He pointed out that the free trade zone on the African continent, which was launched last month may contribute to accelerate economic growth and development, but African countries must remove non-tariff barriers to support trade.

In the political and media circles in the Kurdistan region of Iraq, talk and fears of the possibility of the Iranian Revolutionary Guard forces to launch ground attacks on some areas of the region, in order to destroy the camps and border posts of the Iranian Kurdish parties, within the Kurdistan region.
Kurdish fears have accumulated following military information leaked by some Kurdish military sources to local media that the IRGC factions have massively mobilized their forces on the border in recent times, and that these movements may have been a prelude to a large-scale ground operation.
Restoring the Turkish style
Kurdish observers believe that the Iranian side is seeking to restore the Turkish experience with the opposing forces within the Kurdistan region of Iraq.
Artillery, rocket and drones bombardments carried out by Iranian forces on the headquarters and camps of Iranian Kurdish parties last year have not succeeded in controlling the activities and effectiveness of these camps, and are now planning a ground military offensive to destroy those headquarters and camps, and control the Kurdish side of the border. And create a kind of safe zone within the Kurdistan region.
These deliberations come at a time when the commander of Iran's Revolutionary Guards, Hossein Salami, said that his forces would control the entire strategic mountainous border with the Kurdistan region of Iraq.
Salami, who made an extraordinary visit to those areas, assured local media that the mountainous areas of the Piranshahr and Sardasht border areas were completely safe and under control, and that the Revolutionary Guards were able to repel any attacks on those geographically disobedient areas.
Exceptional escalation
In contrast, the IRGC was attacked by parties deemed by the “anti-revolutionary group” in late July, killing two IRGC members, followed by less than one week later, killing three. Other members of the Guard, who vowed a decisive response to those attacks.
Kurdish party attacks came after a number of escalating attacks by the Iranian army on Iraqi Kurdish areas since the fall of last year.
The Iranian army launched a missile attack on several headquarters of Iranian Kurdish parties in the Kurdistan region on September 9, 2018, resulting in dozens of civilian casualties, prompting joint condemnation from the Kurdistan region and the Iraqi central government.
After the massive attack, the IRGC launched artillery attacks on various border areas of the Iraqi Kurdistan region, in which Iranian Kurdish civilians were living in those camps, which Iran accuses of being a cover for the armed activities being waged against it.
Three Iranian Kurdish currents are armed
Three Kurdish political currents in Iran are armed, with their main strength in the border areas with the Kurdistan region of Iraq. The Iranian security and military services believe that they are waiting for any Iranian military preoccupation to launch attacks across the mountainous border areas, particularly from the Iranian-Iraqi-Turkish border triangle, through the Qandil mountain range, or in the Karagagh and Herman mountains in the central border areas. Iran and the Kurdistan Region.
The Kurdistan Democratic Party / Iran (PDKI) is the main force of the Kurdish armed forces. The party is the heir to the traditional Kurdish nationalist movement in Iran for nearly a century, founded the Republic of Kurdistan in Mahabad in 1946, and fought an armed struggle against the Iranian regime after the overthrow of the Shah in 1979, and later benefited from the long Iran-Iraq war in the 1980s. It is a party with close ties to the Iraqi Kurdistan Democratic Party.
Besides the Kurdistan Democratic Party, the Free Life Party (PJAK), a party that believes in the ideas of PKK leader Abdullah Ocalan and is politically and militarily intertwined, is based in camps close to those of the PKK in the border triangle. The Iranian Kurdish Komla Party, which is considered a descendant of leftist nationalist parties and currents.
Two parallel lines
Observers of the development of events between the Iranian regime and the Iranian Kurdish political forces, point to the progress of the Iranian strategy on two parallel tracks to control its relationship with the Iranian Kurdish forces.
At a time when Iran is stepping up its attacks and threats to the armed forces and Iranian Kurdish political parties, especially those based in the Kurdistan region of Iraq, reports of rounds of negotiations between these Iranian Kurdish parties and the Iranian regime in a number of European countries, with the knowledge of the United States of America.
Over the past three months, negotiations have been held in Germany and Norway between the two parties, organized by some European civil institutions, in particular Norwegian Norwegian organization.
These negotiations were attended by four Kurdish parties, namely the Kurdistan Democratic Party with its political organization, along with the leftist Komala and Free Life parties. On the Iranian side, former diplomats, as well as intelligence officers, participated.
So far, there has been no indication of the results of these dialogues, because of the lack of confidence on the part of the Kurdish side, and also because the Iranian side does not want to bear the consequences of any official recognition of Kurdish political and military forces through any negotiation process.
Few follow-ups, however, said that Iran is engaged in such talks in anticipation of any political and military circumstances that may face Iran in the face of confrontation with the United States, and thus seeks to absorb the most vital Iranian political and military forces, represented by the Iranian Kurdish parties, even temporarily.
In a related context, the sources pointed out that Iran has asked the Kurdish parties to abandon armed action and pledge not to enter into any consensus with the forces and countries facing Iran, and thus Iran will allow them to return to its territory, and political action on the terms and conditions there.

8-18-2019  Newshound/Intel Guru RVAlready   ...with MasterCard being international, there is reason to let this go. Especially as CBI is sponsoring MasterCard. The question was about the expiration date of 12/31/2007 for implementation as stated in Art. 140 and the court said it would require a constitutional amendment to change or do away with Art. 140. I think this is a good thing for sure. And interesting timing. We know the profit sharing portion of HCL has already been addressed. As usual it seems to be all about the implementation with Iraq.   Art. 140 was good to go 12 years ago...

8-18-2019   Newshound Guru chattels  Article quote:  "The summary of the above shows us that exceeding the constitutional deadlines is not intended to drop its articles because this requires an amendment in accordance with the mechanisms set forth in the Constitution itself, but to determine the responsibility of the body that is responsible for implementing them and if they exceed them are held accountable in accordance with the constitutional contexts of the concerned authorities  Amendment of the Constitution is required if Article 140 was not to have force and effect prospectively or to be "dropped".  Thank your lucky stars that no amendment of the Constitution is necessary.  Amendment of the Constitution requires a super majority vote of the Parliament. The Iraqi Parliament cannot agree upon the time of day under such requirements.

So the fact that they came into all this money in the middle of Q-3...that money is for Q-4...they have to walk into Q-4 with that money...Your target is Q-3 in this.
