Rafidain Bank, Thursday, identified the names of residential investment complexes covered by granting loans of 100 million dinars to employees who prefer to be from the endowment salaries with the bank and 50 million dinars for citizens to buy housing units.

The Cabinet holds its regular session under the chairmanship of Prime Minister Adel Abdul Mahdi
The Cabinet approved the recommendation of the Ministerial Energy Council on the Memorandum of Understanding with the State of Kuwait in the field of joint border oil fields.
The recommendation of the Ministerial Energy Council on exempting imported pipes for the benefit of the Central Oil Company from the product protection fee was approved.
The session also saw the approval of the issue of granting the International Academy School in the province of Basra, the founding license.
The memorandum of understanding to be signed between the Republic of Iraq and the General Secretariat of the League of Arab States on amortizing 75% of the debts of the Republic of Iraq was approved as part of its contribution to the support funds provided to Arab countries.
The Council approved the draft law on the accession of the Republic of Iraq to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf of 1988.
The Council approved the draft instructions for the implementation of the provisions of the law on the employment of the first graduates No. (67) for the year 2017.
The Cabinet also approved the support of the Student Sports Club.
A special program implementation agreement was approved between the United Nations Development Program and the Secretariat of the Council of Ministers.
The Council approved the installation of a group of teachers and teachers contracted with the Directorate General of Education in the province of Basra, with the exception of the instructions to implement the federal budget for 2019.

Authorities in Baghdad are implementing a series of measures to improve passenger access to Baghdad International Airport.
The measures include the widening of the main road to the airport, the removal of a number of security barriers and allowing vehicles to reach the departure terminals to drop off passengers.
These measures coincide with the the resumption of flights by major carries to Iraqi airports, and the expansion of Iraqi Airways route network. The easing of access to Iraq’s main international gateway comes just a few weeks after the Iraqi authorities oversaw the opening of the so called ‘Green Zone’ in central Baghdad to traffic, fulfilling an undertaking by Prime Minister Adil Abd Al-Mahdi and the Iraqi government.
Soon after the defeat of Daesh in Iraq, the Iraqi government began to remove concrete barriers, blast walls and checkpoints, which have been in place for well over a decade, from other parts of Baghdad and cities across Iraq.

Parliamentary Integrity Committee confirmed on Wednesday that the House of Representatives interrogations will begin with Finance Minister Fouad Hussein at the beginning of the third legislative term, while members of the House of Representatives collected signatures to conduct the interrogations.
Committee member Alia Nassif said in a press statement, that “the House of Representatives will be questioning the beginning of its third legislative chapter of the Minister of Finance Fouad Hussein, because it violated the law by sending funds of the Kurdistan region without returning to Baghdad and forging the federal budget law for 2019. For not providing convincing answers as happened during his previous hosting. ”
Naseef said, "The Integrity Commission has strong documents proving the involvement of Finance Minister Fuad Hussein in fraud in the 2019 budget to achieve the disbursement of funds of the Kurdistan region," noting that "the House of Representatives began collecting signatures to question a number of ministers in the government of Adel Abdul Mahdi."

President Barham Saleh discussed on Wednesday with National Security Advisor Faleh Al-Fayyad ways to develop relations between Iraq and neighboring countries.
"President Barham Salih, at the Peace Palace in Baghdad, on Wednesday, national security adviser and head of the Popular Mobilization Commission, Faleh al-Fayyad," said a presidential statement received by the All-Iraq News Agency.
The statement added, "The meeting reviewed the political and security situation in the country, and the developments of events in the region," noting that "it was stressed the importance of establishing security and stability, and preserve the lives and property of Iraqis."

Times: Sick Baghdadi puts IS under the command of a Baathist officer

ISLAMABAD - Abu Bakr al-Baghdadi, the "terrorist leader" of the Islamic State, has placed the Islamic State under a Baathist officer, a British newspaper said.
The Times published a report by Jordan Segal entitled "The Sick Baghdadi Puts ISIS Under the Professor".
The writer says Baghdadi handed over ISIL's daily affairs department to his aide Abdullah Qardash, known as the "professor", a former officer in Saddam Hussein's army who rose to prominence after the fall of Saddam in 2003.
The decision adds to speculation about Baghdadi's health. Al-Baghdadi, 48, and Qardash, an unknown age, were arrested in 2003 for links to al-Qaeda and detained together in Basra. He described it as a succession state.
The writer says that Baghdadi began his career as a jihadist leader in a very public way, where he delivered a sermon from the mosque of Nuri in Mosul in 2014, to declare the birth of his succession. He adds that al-Baghdadi's first video recording in five years appeared in April this year, and part of his beard was henna and said he was in good health.
Analysts told the paper that Baghdadi had chosen a successor to rebuild the group, while Baghdadi himself was renewing the ISIS rhetoric to attract recruits as he did at the start.
"Baghdadi will not relinquish his post," Fadhil Abu Ragheef, a former security analyst with the Iraqi government, told the newspaper.
"There are three possible reasons for Baghdadi to choose another leader within ISIS: to fill the gaps in the organization, to unite with Qardash, which is popular among the group's members, and to prepare him for a new leadership at a later stage," Abu Ragheef said.
Security forces in the area have warned that the remaining cells of ISIS remain organized enough to launch attacks and exploit any power vacuum, the writer says.
