The Cabinet discussed a number of issues and issued the following decisions:
1. The Minister of Justice is empowered to negotiate and sign a draft cooperation agreement between the Government of the Republic of Iraq and the Government of the Federal Republic of Germany in the field of transferring people convicted of penalties detrimental to freedom, according to the provisions of Article (80 / VI) of the Constitution.
2. The Ministry of Foreign Affairs prepared the necessary authorization document in the name of the Republic of Iraq for the Minister of Justice in accordance with the approved contexts, and submitted it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

And it was approved to amend Cabinet Resolution No. (429) of 2019 according to the following:
Agreeing to give ministries and entities not affiliated with the Ministry and the governorates the authority to continue contracting to implement their annual plan at the end of the date of 31/12/2019 instead of the date of 12/15/2019 as an exception to the instructions for implementing the federal general budget for the fiscal year 2019.

The Council voted to run out of the Memorandum of Understanding regarding mutual exemption from entry visas for holders of diplomatic, service, private and important passports between the Ministry of Foreign Affairs in the Republic of Iraq and the Ministry of Foreign Affairs and Expatriates in the Syrian Arab Republic.

Cabinet authorises ministries, provinces to continue to sign contracts until end of year

The Cabinet held its regular weekly meeting in Baghdad on Wednesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.

At the start of the meeting, the Prime Minister paid tribute to Iraq’s armed forces and the Iraqi people on the second anniversary of the liberation and the defeat of Daesh in Iraq, saying it was a historic victory not just for Iraq, but for the world.

The Cabinet agreed to authorise the Minister of Justice to negotiate and sign a draft cooperation agreement with the Government of the Federal Republic of Germany on the transfer of people convicted of offences that carry custodial penalties.

The Cabinet approved an amendment to its resolution number 429 of 2019 to allow ministries, public bodies and local authorities to continue to sign contracts, up to 31/12/2019 instead of 15/12/2019, to ensure that they are able to implement their agreed annual plans.

UNICEF: A quarter of the world's children are invisible ghosts

In a report published today, the United Nations Children's Fund, UNICEF, warned of the consequences of not officially registering children, noting that a child who is not registered at birth is not present in the eyes of the government and the law, and in the report issued by the organization today on the 73rd anniversary of its founding under the title Birth registration for every child By 2030: Are we on the right track? ".

The organization pointed out that nearly a quarter of the children in the world are still not registered from birth, which makes them "invisible" for official bodies, despite the increasing numbers of newborns registered significantly during the past decade, and "UNICEF" explained in its report that included 174 countries, that birth One child in four children under the age of five is equivalent to about 166 million children globally, "not officially registered."

"We have come a long way, but millions of children are leaking through the cracks because they are not registered ... The child who is not registered at birth is invisible, not in the eyes of the government and the law," said UNICEF Executive Director Henrietta Four.

She added that without providing identity proof to newborns, children are often excluded from education, health care and other vital services, and are more vulnerable to exploitation and abuse.

"UNICEF" called on the authorities of the countries of the world to include five important measures in its agendas to enhance the protection of children, namely:

Provide each child with a birth certificate.
Providing the ability to register children at birth for all parents, regardless of the gender of their newborns.
Incorporating birth registration into social systems to facilitate the enjoyment of every child's right to access public services such as health care, social insurance and education.
Investing in safe and innovative technology solutions to support and facilitate the birth registration process.
Inform citizens of the importance of registering each child.
