Parliamentary Finance: Liquidity is available and salaries must be paid on time

Baghdad/Al-Zawraa:
The Parliamentary Finance Committee announced that it will ensure the liquidity of the salaries of employees and retirees for the coming months.
The committee's rapporteur, Ahmed al-Saffar, called on the government to "commit the government to pay salaries on time, especially since there is liquidity of 8 trillion dinars provided from the internal loan," he said.
He explained that "salaries in general is a contract issue during which employees comply with their duties in exchange for the payment of their salaries on time by the government," expressing the hope that "the Ministry of Finance will do its duty, and distribute the salaries of this July before Eid al-Adha."
Al-Saffar pointed out that "the legislature has done its duty, and the government should only release salaries on the scheduled dates, which are usually on the 25th of each month, or according to the timings of each government department."
He stressed that «the delay in the payment of salaries was outside the will of the state, and the issue is not intentional and occurred because of the financial and health crisis, whose effects are still clear and the lack of liquidity, but these reasons disappeared after the vote on the law on internal and external borrowing." The rapporteur of the Parliamentary Finance Committee noted that "all indicators confirm that the situation is improving, especially since the price of a barrel of oil today reached 43 dollars, and this crisis will not be repeated."

Al-Kazemi provides two justifications for not sending the parliamentary budget and finance. She replies: Not convincing!
The Parliamentary Finance Committee announced, on Monday, its refusal to continue approving huge budgets without reviewing the final accounts for the year 2020, while it revealed the reasons for not sending the draft budget law for the year 2020 to the House of Representatives.
"The Iraqi government does not want to send a draft budget bill for the year 2020 to the House of Representatives," committee member Jamal Cougar said in a press statement.
Cougar added, “When we inquired from the Prime Minister, we were informed of our unconvincing matter, the first related to the Financial Management Law and secondly to the total financial deficit, which amounted to more than 65% of the budget.”
He pointed out that "the Iraqi government began preparing the budget of 2021 according to the Prime Minister's speech to the members of the Finance Committee," pointing out that his committee "refuses to start approving the budget of 2021 without reviewing the final accounts for the year 2020 after study and audit." 

 The central bank participates in the Bani platform
The Central Bank of Iraq announced, on Monday, that it will organize and in cooperation with the Arab Monetary Fund this morning, a workshop for banks operating in Iraq to participate in the "structures" platform for Arab payments.
The bank added in a statement, "Economy News" received a copy of it, "This comes after the announcement of the launch of a platform for Arab payments of the Regional Corporation for the clearing and settlement of Arab payments, which is managed by the Arab Monetary Fund, and preparations are made for this bank and a number of local banks for direct participation in Platform".
The
statement pointed out , that " the workshop will discuss the work of the proposed plans of banks and address the technical requirements and the steps required to ensure that facilitate linking them to see how the platform and the readiness of banks to it."
He explained
that the "platform built represents a multi - currency payment platform provides clearing services and settlement currencies Arab and international currencies in which the eligibility requirements are available, for clearing and settlement of financial transactions intra - Arab as well as financial transactions between the Arab countries and trading partners presidents of Arab countries."

He continued: "The platform also aims to enable financial and banking institutions in the Arab region, including central and commercial banks, to send and receive inter-payments in all parts of the Arab region and outside in a safe and reliable manner at an appropriate cost and high efficiency, in addition to that the Beni platform provides the participants with payment solutions Hadith conforms to international standards, principles and international compliance requirements. Newspaper: Popular protests will escalate against the Kazemi government in the coming days

The newspaper "Al-Arab" expected, on Monday, the escalation of popular tensions and protests against the government of Mustafa al-Kazimi due to the accumulation of crises, especially economic and electricity.
"The protests against the current government may escalate further with more accumulation of financial hardship and an exacerbation of the social crisis," the newspaper said in a report seen by the information.
He added, “The suffering of the Iraqis increases in the summer due to the poor provision of electrical energy and frequent interruptions, and therefore it has become customary for the Iraqi street to start every summer to express anger at the poor services and demand improvement, to extend its scope and includes poor social, economic and security conditions in general, up to Slogans against the political process as a whole and the existing system.
She explained that "the electricity crisis remains in Iraq Carrying a shocking paradox and a headline of corruption, waste, and mismanagement of resources, as it is not unanimous for the unanimous observers that a country with such a wealth of oil suffers from an energy crisis.

The question is, and always has been... How much, and when?... Unfortunately, there is no way to know for sure. That's why this is called "speculation" instead of "guaranteed", just like "fishing" isn't called "catching". (We all know how many fish you catch if you never throw a line out!) ...What we CAN do is make reasonable guesses. We can form informed opinions.  ...I think the Iraqi Dinar should have a higher value, and I think we are simply waiting on the HCL...to be finalized… then it will be “GO” time!   ...HCL is next.  The RV will be shortly after that, or it will happen simultaneously. The port will be under the protection of Iraqi military forces...according to PM Al-Kadhimi during his visit there... Al-Kadhimi on Iraqi TV saying the upcoming meeting with USA will help lead Iraq to international acceptance and all things there will be brought back to Parliament for agreement and a vote...The citizens are calling for a total dissolve of Parliament saying it costs a billion dollars a year on salaries that have not lead to help to the citizens on the streets. They are calling for early elections saying the deep state of Iranian-backed members in the Parliament already disagree with the meeting in Washington and will not agree to vote on anything, so to move forward Iraq has to dismantle the Parliament and do early election.

7-12-2020   Newshound Guru Adam Montana   ...The main holdup has been political. When Saddam was removed, the entire government basically collapsed, and the world lost faith in Iraq's ability to do... anything...The current situation is entirely different than the situation that dropped the value of the Dinar.  In fact, the current situation is entirely different than that of Iraq even 5 years ago!  We currently have a Prime Minister in place who is finally doing all the right things. I have affectionately named him "Kazzamie" because the progress he's made seems like a magic trick at times! ...The next crucial step to this journey, and this is a fundamental part of it, is the HCL.  "HCL", or "Hydro Carbon Law", is the agreement necessary to furthering Iraq's regaining of wealth. Without the HCL in place, there is no financial agreement within Iraq, and it is more beneficial to the politicians to keep the rate low. Once the HCL is in place, it will be more beneficial to have a higher rate... and we are seeing a LOT of promising news on HCL right now... 7-12-2020   Newshound Guru Adam Montana   There are so many things that I want to go over right now I barely know where to start!  ...There are changes coming in the tax codes (for multiple countries), there are political situations that are extremely relevant and telling, and so much more is happening all at once right now!  ...The "basics" are simple, and that's all anyone really needs to be able to sit back and wait. Iraq previously held one of the highest valued currencies in the world, and one day they will again. Although their country was knocked into the stone ages through a series of events that are now somewhat ancient history, Iraq still holds a majority of the black gold available on this planet. While the world runs on this stuff, and it will continue to do so, Iraq continues to hold an immensely powerful position. They suffered some extreme setbacks, but they did not lose their oil. This is a no-brainer to me - the value of Iraq's currency will rise again. [post 1 of 2....stay tuned]

Prime Minister Mustafa al-Kazemi receives the governor of Dhi Qar and the director of its police force in the presence of the Minister of Interior 

The Prime Minister received Commander-in-Chief of the Armed Forces, Mr. Mustafa Al-Kazemi, today, Sunday, the Governor of Dhi Qar and the Director of its Police, in the presence of the Minister of Interior, Mr. Othman Al-Ghanmi.

His Excellency heard a summary of the situation in the governorate. He also reviewed with officials the latest measures taken by state agencies to provide services to the people and achieve their demands, maintain public security and protect lives and public and private property.

His Eminence said: “The people of Dhi Qar, with their awareness and witnessed patriotism, were the first voice in carrying the concerns of the Iraqis. A model of responsibility and awareness of the rights and duties of true citizenship. "

The Prime Minister examined the measures taken by the governorate's service departments, foremost of which is the provision of oxygen to the governorate hospitals and the strengthening of their struggling medical staff to serve the face of the Corona pandemic and save people's lives.

His Excellency explained that serving citizens in Dhi Qar is an obligation and an honor for the state’s apparatus, so we intend not to keep the incumbent of a position proven to be a failure.

The Prime Minister also stressed the importance of full coordination between the various security services and the governorate's service agencies in a manner that guarantees the citizen's right to receive a service worthy of him and in the name of Dhi Qar.

His Excellency instructed officials to make utmost efforts to upgrade the level of services provided to citizens and address the causes of the delay in the shortest possible time.

The Commander-in-Chief of the Armed Forces, Mr. Mustafa Al-Kazemi, chairs a meeting of the Ministerial Council for National Security 

Today, Sunday, the Prime Minister and Commander in Chief of the Armed Forces, Mr. Mustafa Al-Kazemi, chaired a meeting of the Ministerial Council for National Security during which a number of issues and developments on the Iraqi arena were discussed.

During the meeting, Mr. Al-Kazemi reviewed the results of his visit to the Mandali border crossing, and the measures taken with a view to improving the reality of this port and fighting corruption in it and in the other outlets. He asserted that the government is continuing to work to prevent the corrupt from exploiting these outlets, and to lay down plans to develop the border outlets, support them and improve their reality and level of performance.

The Council also discussed the continuation of Turkish violations of Iraqi airspace and lands, and stressed the continuation of the diplomatic dialogue with the Turkish Republic to stop the excesses that constitute an attack on Iraqi sovereignty and harm the close relations between the two friendly countries, as well as damage to lives and property.

In another context, the Council discussed the issue of demonstrations and the need to preserve their integrity in line with freedom of opinion and expression and to preserve the rule of law and the prestige of the state.

The council referred to the file of assassinations, stressing that the competent authorities carry out their duties, speeding up the results of the investigation regarding the recent assassinations, revealing the identity of the perpetrators and not neglecting to censure them.

A member of the Al-Fateh coalition, Ghazanfar Al- Bateekh, called on Sunday for the dissolution of the Iraqi parliament, considering that it did not produce anything for the Iraqi street.
Watermelon said that "more than a billion dollars a year goes to salaries and protections for members of the House of Representatives without the presence of any parliamentary production that reflects positively on the Iraqi street," noting that "the citizen has become between the government's lapses and the absence of parliament."

He added, "The House of Representatives must be dissolved as soon as possible," calling on the government to "hold early elections to produce a real national government capable of moving the country to safety."

An Iraqi ministry preaches its employees: tomorrow you will release your salaries

The Ministry of Youth and Sports announced that it will launch on Sunday, the salaries of its employees for the month of last June through (Master Card) cards, and this week granting the pioneers and athletes the cancellation for the last month after securing the financial amounts.


The Director General of the Administrative, Legal and Financial Department, Shaker Mohamed said in a statement that “the department has accomplished all matters related to auditing the records and lists that were sent in the middle of last month to the Ministry of Finance, and the financial allocation has been provided, and the salaries will be launched through the Rafidain Bank branches and payment outlets in Baghdad and the provinces for MasterCard Road. ”

"The granting of athletes and champions will be launched for the month of May this week, after the money has been received and deposited by the bank pending clearing from the General Administration of the Rafidain Bank, and the distribution will be through the Master Card, so that those covered can receive the grants through the Rafidain Bank branches and outlets Paying in Baghdad and the provinces.

Sunnis demand Al-Kazimi for a sensitive security post

The Iraqi Forces Bloc called on Saturday, Prime Minister Mustafa Al-Kazimi to assign the position of the head of the intelligence service to the Sunni component of "involving everyone in the security file."
The deputy head of the bloc, Raad Al-Dahlaki, said, "The position of the head of the intelligence service for the Sunni component, and Prime Minister Mustafa Al-Kazemi should give everyone his rights," noting that "everyone should participate in the security file."

Al-Kazemi was the head of the intelligence service from 2016 until last May, when parliament granted him the head of the Iraqi government to succeed the government of Adel Abdul Mahdi, who resigned under the weight of unprecedented popular protests.

Since Al-Kazemi took over the government, he has made sweeping changes at the level of security leaders in an effort to implement reforms in the security system.

The latest decisions in this regard were issued on the fourth of July of this year, ending the assignment of Faleh Al-Fayyad from the duties of the National Security Adviser, appointing Qasim al-Araji in his place, as well as ending the tasks of Al-Fayyad in the conduct of the affairs of the National Security Agency, and assigning the expert Abdul-Ghani Al-Asadi as his replacement.

The last two changes sparked widespread criticism from Sunni forces, which demanded that Al-Kazimi take into account the balance between the components in high-ranking positions in the state.

Al-Dahlaki added that "Al-Kazemi is required not to submit to the political pressures exerted on him," stressing that "Iraqi forces support Al-Kazemi-build a state of institutions."

He pointed out that "the presidency of the intelligence service does not need a military figure, but rather a civilian figure capable of managing the agency in the next stage."

Al-Dahlaki said, "Al-Kazemi is required to approach the Sunni component to nominate several personalities to run the Intelligence Service, and he has the right to choose the appropriate personality to take over."

The Sunnis and Kurds complain of marginalization for many years, as more high positions are assigned to Shiites who have led Iraqi governments since the overthrow of the previous regime in 2003.
