Parliamentary Finance: 30% of Iraq’s money is stored in homes

Member of the Parliamentary Finance Committee MP Ahmad Al-Saffar confirmed on Monday that the amount of money hoarded in homes amounts to 30% of the liquidity in Iraq .
Al-Saffar said in an interview with "The Information", that "the amount of money hoarded in homes and individuals in Iraq amounts to in my view more than 30% of liquidity and this is a big mistake because monetary policy depends on the movement of money and the amount of circulation."
Al-Saffar added, “Many reasons pushed citizens and individuals to hoard funds away from banks, but it is a bad thing, and it must be reconsidered, cultivated confidence, and eased the procedures, which gives ease in placing money in banks or withdrawing them.”
Iraq has been suffering from a stifling financial crisis for months due to the collapse of crude oil prices and the repercussions of the Corona virus and its economic effects on most of the countries of the world.

The Finance Committee proposes to adopt a semi-annual budget
The Parliamentary Finance Committee asked the federal government to prepare a semi-annual budget and send it to the House of Representatives for approval, in order to run the country's financial affairs.
The committee’s rapporteur, Ahmed Al-Saffar, said in a statement reported by the official Al-Sabah newspaper and seen by “Al-Iqtisad News,” that “the committee was waiting for the government to send the budget to the parliament yesterday, Tuesday 6/30 according to the scheduled date.”
Al-Saffar added that "after delaying the budget, the government will rely on the monthly interim budget 1/12", stressing, "The government should not rely on the 12/12 monthly budget for 2019, because the disbursement and revenue process requires a legal cover represented by the budget law."
He explained that "either a monthly budget is passed, or a bi-annual budget law is sent for approval in the House of Representatives."
Al-Saffar pointed out that "work without a headquarters budget law will not allow the parliament to exercise its oversight role over exchange and revenue, so we are waiting for the government’s opinion," noting that "legal solutions lie in the approval law, which is not a substitute for the budget, so the committee agreed to Approving the budget so that the government can provide liquidity to implement its obligations, and that what is related to spending and revenue must have a legal cover. "
The decision of the Finance Committee, Ahmed Al-Saffar stressed that "the implementation of Law 12/1 is not permissible in such circumstances, because the general situation of the country differed, and everything related to revenues, oil prices and exchange gates also changed, therefore, without approving a budget, the government is not entitled to receive any revenue , And the only legal cover is the budget law. "
He said that "the committee communicates with each other via the Internet because of the health status of the Corona pandemic and the disruption of the council." Of the investment approved by the House of Representatives within the borrowing law, and up to 15 percent of the amounts borrowed for ongoing projects in the 2019 Budget Law, and approved in the House of Representatives, with work to prepare the budget of 2021, both operational and investment, and that is the legal solution.

US Firm wins $15m Iraq Training Deal

Spartan Air Academy Iraq LLC , Irving, Texas, has been awarded a $14,769,952 firm-fixed-price modification (P00006) to contract FA8617-20-C-6232 for the Iraq T-6A contractor logistics support and training maintenance program.
The modification provides for the exercise of an option to extend the term of the contract for the continued services needed in order to effectively maintain and operate a fleet of 15 T-6A training aircraft.
Work will be performed at Balad Air Base, Iraq, and is expected to be completed Dec. 31, 2020.

Linxon Wins $80m Order for Substations in Iraq

Swedish company Linxon has won an order of around $80 million to the Ministry of Electricity in Iraq for delivery of four turnkey 132/33 kV GIS substations. The contract forms part of the Electricity Sector Reconstruction Project (Phase 2) financed by Japan International Cooperation Agency (JICA) .
The delivery includes all needed equipment (High Voltage 132 kV GIS, 132/33 kV power transformers, 33 kV switchgear, control & protection system, communication system etc) as well as design, civil construction works, installation and commissioning. The delivery time is 18 months and the project will start around July, 2020.
Frédéric Tréfois, CEO of Linxon, said:
"We are honoured to have received this mandate and are grateful for the collaboration and support by JICA in financing this project.
"This type of EPC (Engineering, Procurement and Construction) project truly demonstrates the confidence of our clients in our comprehensive offering and our ability to deliver enhanced value.
"We have a good relationship and long-standing experience working with the Ministry of Electricity in Iraq in helping the country to ramp up it's electricity capacity. I am proud of the Linxon team demonstrating resilience and winning this award during the current situation".
JICA is the agency implementing Japan's Official Development Assistance (ODA). JICA works proactively to address development challenges in Iraq by utilizing Japanese ODA loans. The Electricity Sector Reconstruction Project supports construction of power transmission and distribution facilities in Iraq, where the demand for electricity is especially high.
Linxon is a joint venture company set up in 2018 by SNC-Lavalin and ABB to deliver turnkey electrical AC substation projects.

Oil prices climb after U.S. inventory drop signals demand rise

 Oil prices rose on Wednesday after an industry report showed crude stockpiles in the United States staged a bigger drop than expected, suggesting demand is improving even as the coronavirus outbreak spreads around the world.
Brent crude LCOc1 rose 31 cents, or 0.8%, to $41.58 a barrel by 0632 GMT after declining more than 1% on Tuesday. U.S. crude was up 35 cents, or 0.9%, at $39.62 a barrel, having dropped by 1.1% in the previous session.
U.S. crude and gasoline stocks fell more than expected last week, while distillate inventories rose, data released by the American Petroleum Institute (API) late on Tuesday showed. [API/S]
Crude inventories dropped by 8.2 million barrels to 537 million barrels, against analysts’ forecasts for a draw of 710,000 barrels.
“Investors would be keen to watch if the EIA (U.S. Energy Information Administration) ... matches or confirms the API data, which would be bullish for crude oil markets despite the increased concern about the spread of the coronavirus,” said Avtar Sandu, senior commodities manager at Phillip Futures.
Official inventory data from the EIA is due out later on Wednesday.
Also supporting prices was a drop in output from the Organization of the Petroleum Exporting Countries (OPEC) to the lowest in two decades in June.
The 13-member grouping produced an average of 22.62 million barrels per day (bpd) in June after they agreed to cut output, a Reuters survey found, down 1.92 million bpd from May’s revised figure.
“The fall in output means that OPEC over-complied with the deal in June, with compliance coming in at 107%,” ING Economics said, though noting that the over-compliance followed additional cuts by Saudi Arabia, the United Arab Emirates and Kuwait.
Those producers agreed to more cuts during June than other OPEC members.
“It is likely that compliance will slip again in July, unless we see a significant improvement in compliance from Iraq and Nigeria,” ING said.
Prices for later this year are likely to be capped, analysts said, as the world is awash with oil after the coronavirus caused demand for fuel to drop by around a third.
A Reuters poll of analysts indicated that oil prices will consolidate at around $40 a barrel this year, with a recovery potentially picking up in the fourth quarter.
The coronavirus continues to spread around the world with ever increasing rates of infection. Cases now total more than 10 million with more than half a million people dying after catching COVID-19.

7-1-2020   Newshound Guru Breitling  ...they are looking at how to tackle the financial problem they have inside of Iraq.  They looked at the reserve and they said, 'they probably could take out 11 billion dollars worth of the reserve and not really hurt the value of the currency and to be able to fix some of our problems.'  But you have a completely different group saying 'you don't need to do that.  Let's protect our reserve.  Add value to our currency.  And invest in the Western markets.'...these guys will never give you rates...they'll always avoid giving some sort of rate...you and I know what they need for the budget - for it to succeed.  My projected budget for what they needed at $53 to $56 a barrel was about 56 cents to the dollar.  Now it's about .63 cents to the U.S. dollar...see the trend?  It's going up...

6-30-2020   Intel Guru RayRen98   Today June 30, 2020, the employees salaries were not paid. TV reporting sources in the CBI reveals a development that will allow the distribution of the June salaries within 2 days.  A source pointed out that the ministry will start tomorrow, Wednesday, to send a notice to banks to gradually release the salaries of employees in ministries, government departments.  The Parliamentary Finance Committee said earlier today, Tuesday, that the government’s financial liquidity to pay the salaries of employees is available, stressing at the same time that the ministry did not send a directive to banks to pay salaries.

 ...There's no question about this family.  We got finally the right person to the right place and at the same time everybody understands right now in Iraq that they have to open internationally.  They have to open the market economy and so many talks right now about the exchange rate....5, 6, 7 years ago we used to wish to have this kind of talk everyday about the exchange rate.    This is the first time you've seen in the last 5 or 6 months they're talking about the exchange rate and they're realizing right now that this is very important for them...there's no way around it.  Increasing the value has to take place...nobody knows the date.  Nobody knows the rate...We know that we can increase the rate...but here's the question - When do they need to do this? ...the sooner the better for them to do it because even if they raise the value that doesn't mean they're going to solve the problem right away.  It's going to take some time...it could really happen at any moment in our opinion.

6-30-2020   Guest Guru Petra    Article:   "Parliamentary Finance show the reason for delaying the paying of salaries for the month of June".   They very clearly state why they didn't pay salaries and that's because they don't have any money to do so...if the vault is empty you can't pay your bill.  Very straightforward.  They've got to make a move here pretty quick in order to solve that problem.

6-30-2020   Newshound Guru MilitiaMan  ...the whole process here is coming to a head...the National Business Council calling for a review of the exchange rate.  And then you have the government close to sending the economic reform law to parliament.  And we had some other things converging that get us to this stage - an ongoing dialogue with the Kurdistan region.  All those things coming together is important because they all will meet and mean one thing and they all support the focus - going to a market economy...the focus of going to a market economy is the purpose and to get to the market economy...you're not going to get to a market economy with a program rate...all these things are coming...around fast and furious right at us...

So some of these guys in parliament are are like, 'let me get this straight, so if it's not $66 per barrel [oil] we're getting our asses kicked financially domestically inside of Iraq.  But if we add value to our currency not only do we get to keep our reserve but if we get it high enough we can pay all of our salaries?  There's actually a debate on whether we are going to use our reserve or add value to our currency?'  That's how ridiculous it is...

6-30-2020   Newshound Guru Jeff  ...the reason the rate hasn't changed is because the U.S. is requiring them to have stability.  The stability for Iraq means them being able to work together and getting things done together.  Since the beginning of last year they have not been able to form a government revealing to the world that they're not able to work together.  Right now they still have to finish what's IMO the two items...the rate change is waiting on - would be these "special grades".  The independent bodies is for the formation of the government.  One of these as an example would be the Central Bank Governor.  That's why his proxy term is only right now valid through July 15th.  That's when he's out.  The other item is the oil/budget numbers agreement between Kurdistan and Baghdad...both are now very close to being done within the next two weeks...

The Council of Ministers holds its regular session, headed by Prime Minister Mustafa Al-Kazemi

The Council of Ministers held its regular session, today, Tuesday, 30 June 2020, headed by Prime Minister Mustafa Al-Kazemi, devoted to discussing a number of issues on its agenda.

At the beginning of the session, the Minister of Health and Environment presented a detailed report on the developments in the work of the Committee to Promote Governmental Action in the areas of prevention, control, health, and awareness about reducing the spread of Corona Virus, which was established by Diwaniya No. 217 of 2020.

The Council discussed the measures taken by the Ministry of Health, and the financial allocations allocated to confront the Corona pandemic, and provide all the necessary capabilities to surround the disease and reduce the rate of injuries.

The Cabinet issued a number of decisions and recommendations:

First / The Ministry of Finance funded the Ministry of Health with an amount of fifty billion dinars from the emergency reserve for the previous year due to the Corona virus pandemic, provided that the Ministry of Health disbursed it exclusively to face the pandemic.

Second / Approval of the extension of the exception granted to the Ministry of Health under the decision of the Supreme Committee for Health and National Safety No. 9 of 2020 for a period of three months, starting from the date of the expiry of the period referred to in paragraph (i) of the above decision.

Third / Approving the recommendations of the minutes of the consultative meeting with the Military Medical Services Directorate in the Ministry of Defense, the Popular Mobilization Medicine and the Medical Services Directorate in the Ministry of Interior, held at the Ministry of Health on 26/6/2020, regarding the response to the Corona Virus pandemic.

Fourth / Voting on the amendment of Cabinet Resolution No. (358 of 2018) regarding a draft agreement to avoid double taxation and prevent evasion of taxes on income and capital between the government of the Republic of Iraq and the government of the Republic of Armenia.

Fifth: Voting on a draft law ratifying an agreement between the government of the Republic of Iraq and the government of the Republic of Tunisia regarding air services.

Sixth: Voting on the draft legal and judicial cooperation agreement in civil and penal matters and extradition between the government of the Republic of Iraq and the government of Ukraine.

head of the al-Hikma movement, Mr. Ammar al-Hakim, has counted the centenary of the twentieth revolution as  cause to defend the democratic experience" in Iraq.
Al-Hakim said in his tweet on Twitter: "A hundred years ago, the leaders of the Revolution of the Twenty sacrificed themselves so that Iraq would be dear and independent, and today we must preserve this national trust and hand it over to future generations with raised heads and proud souls."
