Cougar added that "the Finance Committee alone is unable to control this file on the grounds that the issue of money laundering is an international issue and we need government action on the international framework."
He continued, "All previous governments were quota governments and consensus under the table, and that any ministry that is affiliated with one side does not have the right of the other party to talk about its minister badly, otherwise it will be reciprocated with the minister of the other side, and this situation is unfortunately prevailing for the past 17 years."
Cougar pointed out that "proceeding without a budget means not to establish investment projects and the lack of an audit of expenses, in addition to not implementing the government program and all the absolute promises by the government to some segments, such as new contractors and others," considering that it "will not be implemented because there is no financial cover because of the lack of budget legislation And there will be no solutions to economic problems. 7-28-2020 Guest Guru Austin-Powers-For-PM ...Norm ally I'd say that it is entirely possible they'd kick the can down range another 6 months to a year. They've been doing this for 10+ years and nothing would stop them to do that again. However, now it's different. You have a P.M. who isn't kissing Iran's rear end. You have things blowing up all over Iran and putting things out of commission. You have a President facing re-election who needs something dramatic to get reelected. You have a global cash liquidity crisis that needs to be dealt with NOW! You have IQD prices going through the roof because nobody can get it. Something BIG is going to happen between now and January 2nd, and I believe before then. I have other reasons that I believe this time somethings in the works, but in any case, the earth is moving. The text of the speech of the Prime Minister, Mr. Mustafa Al-Kazemi
I feel great pain when I see my people suffering in the heat, due to the devastation and mismanagement of the electricity.
I wish there was a magic solution in the hand, but unfortunately, many years of sabotage, corruption, and mismanagement were not solved overnight.
It is not fair and fair to ask a government, which has an actual age of two months, to pay the bill for pillaging and pillage committed by previous groups and governments.
Yesterday's youth demonstrations are a legitimate right, and the security forces do not have permission to fire even a single bullet towards our protesting brothers.
Every bullet that targets our youth and our people while he calls for his rights is a bullet directed at our dignity and principles.
We opened an investigation into all the circumstances of what happened yesterday in Tahrir Square, and requested that the facts be presented to me within 72 hours.
Returning to the electricity crisis, I support the people's demand to hold accountable those who caused this suffering.
I am awaiting the results of the investigation of the committee formed by the esteemed parliament to investigate all the failures in the electricity file.
I call on the legislature to expedite the submission of its report to be added to our investigations in order to put this file before the Iraqi people and the judiciary.
The government signed a file a few days ago, the electrical interconnection file in the Persian Gulf, as well as with the Islamic Republic of Iran, and we are proceeding with this issue seriously.
Our decision is to produce gas to operate Iraqi gas stations, and it is not our fault that successive governments imported gas-powered plants, and did not work on Iraqi gas production.
Some parties try to fish with troubled water, and I tell them frankly:
This government came after a sea of blood, and it will not cause the blood of Iraqis, whatever the price, if I always bias towards the people, yesterday, today and tomorrow, and I will not take sides with others.
I will not take sides with anyone who tries to blackmail,
And I tell them, Do not try to shuffle the cards, do not manipulate and tell our youth.
: The point of view that we must all adopt despite our different ideas is Iraq .. and the unity of Iraq and the security of Iraq and the safety of Iraq and the future of Iraq.
I said from day one of my assignment that I am not aspiring for a position, and that my government will work to hold early elections, and I insist on these elections, and a few days ago I spoke at the meeting of the three presidencies about the need to activate and remove obstacles to early elections.
And I ask the Speaker of Parliament to send the election law to the President of the Republic for approval so that we can announce soon the time set for early elections.
Whoever has objection to the totality and march of the verdict will be prepared to prepare for the elections, not to disrupt them. Those who want to restore Iraq do not speak slogans while sitting on the hill. They should go to the ground and prepare people for the elections.
The moment I assumed this position, I swore to preserve honesty, and I maintain honesty, so that there will be early, free and fair elections.
We will leave and others will come .. We will all leave. The important thing is for Iraq to continue. This is my term for you, and I will not give it up.
Finally, I say: Iraq must be built with the will of the people, not with the will of thieves, outlaws, and advocates of chaos.
Nothing expresses the will of the people better than free and fair elections, which will be announced soon.
Whoever seeks to obstruct the will of the people will fall by the will of the people.
In all our steps and goals, we put Iraq first, and our people are Iraq.
Iraq, mercy and eternity lived for the martyrs yesterday in Tahrir Square and for the martyrs of Iraq at all time and time.
Long live Iraq Long live Iraq

Al-Kazimi confirmed that "an investigation was conducted into all the circumstances of what happened yesterday in Tahrir Square, and I requested that the facts be presented to me within 72 hours."
Returning to the electricity crisis, Al-Kazimi said, "I support the demand of the people to hold accountable those who caused their suffering, and I am awaiting the results of the committee formed by the parliament to investigate all the failures in the electricity file."
Al-Kazimi called: "The legislative authority to urgently submit its report to be added to our investigations in order to put this file before the Iraqi people and the judiciary."
He continued: "The government signed a few days ago the electrical connection file in the Gulf, and we are proceeding on this issue seriously."
He added: "Our decision is to produce gas to operate Iraqi gas stations, and it is not our fault that successive governments imported gas-powered plants, and did not work on Iraqi gas production."
Al-Kazemi explained that "Some parties try to fish with troubled water, and I tell them frankly:
This government came after a sea of blood, and it will not be caused by blood at all costs, if I always bias towards the people, yesterday, today and tomorrow, and I will not take sides with others. ”
Al-Kazemi continued:“ I will not take sides with those who try to blackmail, I told you I am a living martyr, so do not Play around.
And I say to our young people: The view that we must all adopt despite our different ideas is Iraq .. and the unity of Iraq and the security of Iraq and the peace of Iraq and the future of Iraq. ”
He continued:“ I said from day one that I am not aspiring to a position, and that my government will work to hold early elections, I insist on these elections, and two days ago I spoke at the meetings of the three presidencies about the need to remove obstacles to the elections. "
And he said, "Whoever has objection to the totality and march of the verdict against him preparing for the elections does not disrupt him, who wants to restore Iraq does not speak with slogans while sitting on the hill, he must go to the ground and prepare people for the elections. We must all work for the elections to be fair, fair and representative of the will of the Iraqis."
He added: "The moment I took office, I swore to keep the trust, and I maintain the trust, so that there will be early, free and fair elections."
He explained: "We will leave and others will come ... we will all leave the important thing for Iraq to continue, this is my covenant for you, and I will not give it up."
He concluded by saying, "Iraq must be built by the will of the people and not by the will of thieves, outlaws and chaos advocates. There is nothing that expresses the will of the people better than free and fair elections, and everyone who seeks to disrupt the will of the people will fall by the will of the people."

Parliamentary Finance proposes a road map to end the file "hoarding money" in homes
7/27/2020 20:16 •
Ayna News - Baghdad,
a member of the Parliamentary Finance Committee, Representative Jamal Cougar, on Sunday presented a road map to end the file of hidden funds in homes.
Cougars said, “A large percentage of Iraqis are hoarding money in homes and not depositing them in banks, whether they are financial or private for multiple reasons, stressing that compactness is a mistake and has great economic damage.”
He added that "pushing the government to adopt electronic payment through a smart card for all the salaries of its employees and to make dealing with it as a unified framework through the disbursement of loans and depositing receipts for the money to the departments will pay the citizens to transfer their money to the electronic trading file in paying its expenses, whether for government departments or the private sector."
He pointed out that "the file of the hoarding of funds will end up due to the road map that he put forward, which is the most influential and approved in almost all countries of the world, especially those with developed economies, pointing to the proposal to raise the interest rate has an impact, but our society is Islamic by 90% and does not interact with interest profits."
Iraq suffers from a large proportion of the money siphoned in homes despite the presence of dozens of government and private banks due to lack of confidence in them.
