Speaking with Shafaq News, Saleh explained that distorted information circulating in informal channels triggered short-term speculative behavior. Such volatility, he noted, often intensifies during transitional periods, including the post-election phase and the government’s move toward stricter customs governance and digital tracking systems meant to align trade procedures with global standards.

He stressed that the latest movement “was limited and did not disturb the country’s overall price stability.” Inflation remains steady, he said, reflecting the effectiveness of current monetary policy.

Economic confusion spread across Iraq in recent days as the spike in the parallel market revived concerns about currency stability. Some experts told Shafaq News that the dinar faces pressure from uneven oil, tax, and customs revenues, while others argued that liquidity is sufficient and government financing needs remain covered. All agreed that lasting stability depends on comprehensive financial and administrative reform.

The Central Bank of Iraq, in turn, denied predictions of an imminent exchange-rate shift as attempts to unsettle the market and erode confidence in the national economy, confirming that such remarks are personal views and do not reflect the Bank’s policy direction.

- The Iraqi government's financial advisor, Mazhar Muhammad Saleh, explained that the recent fluctuations in the dollar exchange rate are due to temporary factors related to market-affecting rumors and the transitional phase the country is undergoing.

Saleh, the government's financial and economic advisor, stated that the fluctuations in the dollar's price over the past few days are temporary and exceptional. He explained that the parallel exchange market typically reacts to a type of information that economic analysis describes as "colorful noise"—distorted information based primarily on rumors. This leads to uncertain behavior and short-term speculation within the unregulated currency market.

He indicated that the intensity of these fluctuations increases during transitional periods, noting that the country is currently in the post-parliamentary election phase, on the one hand, and in the process of implementing customs governance and its digital procedures according to international standards, on the other. This includes customs tracking and modern digital systems, all within a more transparent and disciplined commercial and financial environment.


A high-level delegation of the Federal Financial Supervision Bureau has arrived in Erbil.

A delegation of the Federal Financial Supervision Bureau (FSB) visited Erbil today to audit the revenues and expenditures of the Kurdistan Region. The visit is part of the implementation of the Iraqi general budget law.

The delegation will stay in the Kurdistan Regional Government (KRG) capital for a while. The team, in collaboration with the KRG Financial Supervision Bureau, will review the lists of revenues and expenditures of the second quarter and the past six months.

Joint visits and audits are a fundamental mechanism within the three-year Iraqi budget law (2023, 2024, 2025). According to the law, a joint expert committee should be formed from both the regional and federal financial supervision bureaus. The main task of the committee is to prepare seasonal reports on the revenue and expenditure data of the region.

Similar delegations have visited the Kurdistan Region several times before and audited the salary lists of employees and security forces. These steps are seen as part of the KRG's efforts to demonstrate transparency and compliance with the agreements.

After completion of its work, the committee will prepare a joint report. The report is then submitted to the Kurdistan Regional Council of Ministers and the Federal Iraqi Council of Ministers for final approval. The results of these audits have a direct impact on the fulfillment of financial obligations between the two parties

Prime Minister Mohammed Shia Al-Sudani chaired a meeting on Wednesday to follow up on the restructuring of Al-Rafidain Bank and the establishment of the new (Al-Rafidain First Bank), in the presence of representatives of Ernst & Young Consulting Company.

His Excellency listened to a detailed explanation of the latest work steps completed, all the requirements of the incorporation contract, laws and instructions that must be available, in addition to determining the technical and founding committee of the new bank, determining the bank’s shareholders, and all the legal aspects and the required trademark.

Mr. Al-Sudani stressed the importance of restructuring Iraqi state-owned banks in order to advance the state banking sector, and that the new bank should rely on the latest digital and technological technologies in order to provide advanced financial and banking services.

His Excellency also directed that the project steps be followed up, and that administrative and bureaucratic obstacles that prevent speedy completion be removed, and that the new bank be put into service with all its requirements.

Iraq will purchase more than 8 tons of gold during the year 2025

The World Gold Council announced on Wednesday that Iraq purchased more than 8 tons of gold during 2025.

The council said in its latest statistics, which were reviewed by Shafaq News Agency, that Iraq had purchased 8.2 tons of gold up to August 2025, raising its gold reserves to 170.9 tons.

The council added that Iraq bought one ton of gold in March of this year, as well as 1.6 tons in June, 3.1 tons in July, and 2.5 tons in August.

The council pointed out that Iraq came in fourth place among Arab countries in gold reserves, after Saudi Arabia, Lebanon, and Algeria.



Iraq's market: New steps towards safe and attractive investment alternatives

The Iraqi market is trying to provide reliable investment alternatives by listing companies with strong financial performance and accurate statements, with the aim of attracting both local and foreign investors.

The Securities Commission revealed on Wednesday an international evaluation agreement to support the listing of new companies, and indicated that it is part of the Iraq Market 2026 strategy.

Wadah Al-Taha, a member of the Securities Commission Board, said that “the signing of the joint cooperation agreement between Al-Karmel Financial Brokerage Company and BDO International Company falls within the directions of the Iraqi Securities Commission and within the strategy of the Iraq Stock Exchange for 2026.”

He stressed that “among the objectives is to increase the number of companies listed on the market and improve the quality of their performance to enable them to interact with banking mechanisms during 2026, based on the market price assessment of the listed companies.”

He added: “We are dealing with a large company, as Amwaj is well-known among real estate developers, and it was brought in by Al-Karmel Company,” noting that “the evaluation process is a specialized step in the field of investment and aims to protect the investor, which requires highly experienced evaluation agencies.”

He added, “The Iraqi market is relatively new in the field of valuation for the purpose of listing, and this strategic partnership between Al-Karmel Securities Company and a global valuation company with prior experience has come about.”

Agreement

He pointed out that “the agreement includes defining the methods and mechanisms of evaluation,” explaining that “there is more than one methodology for evaluation, and the agreement includes the timeframes, steps and mechanisms.”

He added, “We in the Authority must review these methods to ensure their compatibility with the nature of the work of listed companies, as no methodology can be applied to all companies. Therefore, we review and approve the proposed mechanisms to achieve our primary goal, which is to protect investors in the securities sector.”

He added, “Starting from 2026, the Authority seeks to provide safe investment alternatives by listing companies with strong performance, financial solvency, accurate statements and clear profits, so that the investor can benefit from two points: the rise in the share price as a result of good performance, and obtaining dividend distributions.”

He explained that “companies distribute their profits annually,” noting that “more than 85% of the cash mass in Iraq is outside the banking sector, and that the Authority is working to provide a savings-investment alternative that benefits the Iraqi individual and at the same time attracts the foreign investor.”

He explained that “the market value of companies listed on the Iraq Stock Exchange exceeds 23 trillion dinars,” noting that “the goal is to double this value during 2026.”

He explained that “the rise in market value and the increase in trading contribute to creating an investment appeal for foreign investors,” stressing “the pursuit of increasing investment alternatives and trading, and raising the level of disclosure and transparency, which are factors he sees as among the most important elements for attracting potential foreign investment.” 



Al-Muslawi: Complex files await the next prime minister

Jawad Al-Muslawi, a member of the Sadiqun Movement, said on Wednesday that the next political phase requires the selection of a prime minister who has practical experience and a clear professional record, stressing that the next government will be facing “a large number of pending issues” that require political support from the main forces in the country.

Al-Musalmawi told Al-Maalouma News Agency that “the next prime minister will face difficult challenges related to the economic situation, security control, and finding realistic solutions to the accumulated crises,” explaining that “these files require a strong executive figure with a clear vision.”

He added that “the position needs clear support from the Coordination Framework, as it is the largest and most influential political bloc in the process of forming the government,” noting that “political harmony will be a prerequisite for the success of the new Prime Minister in managing the next phase.”

He explained that “the resume of any candidate for prime minister should be read based on his previous skills, achievements, and successful experiences, and not just on promises or slogans,” noting that “Iraq cannot afford a new experiment with figures who lack experience or real practical experience.”

Al-Muslawi stressed that “the coming days will be crucial in determining the identity of the new prime minister,” emphasizing the need to choose “a figure capable of with outstanding political pressures and managing the state with high efficiency to maintain public stability.”

In Baghdad, the most talked-about topic is the selection of the next prime minister. At the same time, citizens are not optimistic about the choices made by the Coordination Framework, believing that it "will nominate one of its members or someone close to it, who will be no different from his predecessors." These are the prevailing opinions we heard from Iraqis here in the capital, Baghdad.
 

Rudaw Media Network surveyed the opinions of some Baghdad residents from various professions about their expectations regarding the new head of government. It became clear that US President Donald Trump is the "hero of the street," and that they are waiting for his decisions and actions to intervene this time to choose "a just, honest, and strong prime minister who will resolve most of the outstanding issues."
 
Ali Hussein Jassim, a young man who graduated from the College of Education with a degree in History, works as a taxi driver. He said, "I haven't found any work. Getting a job in the Ministry of Education as a history teacher is almost impossible, and even to be appointed, I would have to pay large sums of money. Who would I pay? How would I pay? Where would I get five thousand dollars, for example? It's impossible. I haven't found any work except driving a taxi, and this is my uncle's car, which he's trying to use to help me."
 
This young man sees no hope in the foreseeable future, explaining, "We hoped for some hope in previous governments, but the results were disappointing. I even applied to the National Police and was rejected, despite being a university graduate. That's why I don't expect anything good from the next government." He pointed out that "the faces are the same as they have been since 2005, whether they are leaders of political parties, members of parliament, or government officials."
 
He asked, "Who will choose the prime minister? The same coordinating body that chose Mustafa al-Kadhimi previously, and then Mohammed Shia al-Sudani, who built overpasses in Baghdad, which didn't solve the crippling traffic problems in the first place."
 
I asked him about the solution and what he expected, and he replied, "The solution lies with Trump. If he actually intervenes, as his envoy, Savaya, has stated, perhaps there will be a breakthrough in the Iraqi situation."
 
I met Raeda Faleh, a retiree, at the Iraq International Book Fair. She was the one who initiated the conversation after learning I was a journalist, asking in her colloquial Iraqi dialect, "Who will become prime minister?" I replied, "I don't know. What do you expect?" She fell silent, then replied despairingly, "I don't expect anyone better than the previous ones. They're all the same... the same mindset... the same corruption. And now we hear news about the government not having any money, and we retirees and other employees are worried about our daily lives. I worked for the government for almost 30 years, and today I receive a pension that barely covers my basic needs, 750,000 dinars, while a member of parliament works for less than three years, makes deals, takes all the perks, and then retires with an astronomical pension. Where is the justice? Where is their concern for the people?" She finished her remarks as she left, again in colloquial Arabic, "I'm going to look for a useful book... politics is a headache and a real headache."
 
But Hussam Mustafa, a 27-year-old barber in the Karrada district, was more enthusiastic about US President Trump. He spoke while expertly wielding his scissors, saying, "Uncle Trump will come and change everything. I'm optimistic about his statements and decisions." I said, "Trump is the president of the United States, not the president of Iraq. Iraqis are the ones who should choose their prime minister and cabinet members." He replied, "Iraq has waited for years, and a suitable prime minister hasn't been chosen." He added, "I support al-Sudani staying. He has accomplished a lot, and he's a humble man. A few weeks ago, he came for a walk here in Karrada, sat in a café (a coffee shop with a book), and talked with people. I was standing there listening to him. This hasn't happened with any other senior Iraqi official. He received the most votes, and my family and I voted for him in the elections. Why shouldn't he stay in his position?" He pointed out that "Trump is with al-Sudani, and I think he'll stay for a second term."

The Wall Street Journal revealed on Wednesday that an American defense company has developed a low-cost suicide drone with a design similar to Iran's Shahed-136.
The newspaper reported that SpektreWorks has developed the drone, which bears a striking resemblance to the Iranian Shahed-136.
It added that the US military, through the Department of Defense (Pentagon), has decided to deploy this new type of aircraft in the Middle East as part of a new attack unit called Task Force Scorpion Strike, the first suicide drone unit the United States has adopted in the region.
The newspaper continued, stating that this development is part of a new military strategy launched by the Pentagon called "Drone Dominance," which aims to promote the use of low-cost, rapidly deployable attack drones as a practical alternative to larger and more expensive conventional aircraft.
Reports indicate that "this move reflects a clear change in the American military approach, given the increasing reliance of adversaries in the Middle East on simple and effective drones on the battlefields."

On Thursday, the Prime Minister of the Kurdistan Region, Masrour Barzani, expressed the region's support for US President Donald Trump's policy of achieving peace through strength, while stating that the new US consulate in Erbil is a "stronghold ".

US President Donald Trump announced that he is considering the request submitted by the Kurdistan Region to supply it with an air defense system, noting that Iraq’s position towards Washington has completely changed and become more friendly, following the targeting of the Iranian nuclear infrastructure at the beginning of this year.

In remarks to reporters from the White House on Tuesday, December 2, 2025, President Trump said regarding supplying the Kurdistan Region with an air defense system: "We are thinking about it. This issue was not among our priorities previously, but we are hearing about it increasingly now."

Trump added: "The situation in Iraq is completely different from what it was before we destroyed Iran's nuclear capabilities, and relations have undergone major transformations."

The US president noted the decline in the "fear factor" surrounding Iran and its significant diminished prestige, asserting that it no longer plays that dominant role. He explained, "Previously, Iran played the role of the main threat in the Middle East, and Iraq was being oppressed by Tehran."

Trump stressed that following the US attacks on Iranian nuclear facilities, Iraq became more open to dialogue with Washington and showed a greater willingness to reach an understanding.

He continued, saying: "Iraq nominated me for the Nobel Prize, which is a great honor that we did not expect from the Iraqi side."

The US president also criticized his country's past policies, saying: "We had a former president who thought invading Iraq was a very smart idea; we invaded, and suddenly, instead of having a counterbalance to Iran, Tehran ended up dominating the Middle East for a long time."



The Sudanese coalition reveals the reasons for supporting Trump's nomination for the Nobel Prize and comments on the framework's "veto".

 Abdul Amir Al-Taiban, a leader in the Reconstruction and Development Coalition, revealed that there were clear justifications that led to supporting the nomination of US President Donald Trump for the Nobel Peace Prize with the support of Prime Minister Mohammed Shia Al-Sudani.

Al-Taiban said, during his appearance on the “Point” program on Al-Furat satellite channel, that “the Sudanese support for Trump’s nomination for the Nobel Peace Prize comes within the framework of courtesy, as it came to protect Iraq’s interests and may be related to ending the Gaza file,” indicating that “the Sudanese represents the ruling coalition and is responsible for the country’s general policy and has succeeded in his policy, and now there is a new phase.”  

He added, "The second term of Al-Sudani is solely in the hands of the coordinating framework and not Trump," noting that "Al-Sudani is responsible for the country's policy, and the incident of the leaders' martyrdom did not occur during the current government's time. If it weren't for the treachery, they would not have been killed. Those who sold out the martyrs of the victory leaders are Iraqis and Syrians."

Al-Taiban continued, “Any figure who is subject to a veto will not assume the prime ministership portfolio, and the selection of the next prime minister is a framework decision, and Reconstruction and Development will proceed with it.” He explained that “Reconstruction and Development is closer to the National Wisdom Movement, and there are negotiations regarding the second term of Al-Sudani, who cannot exceed the coordination framework.”

He stressed that “Iraq today possesses more than 25 national resources, foremost among them oil wealth, yet it is subjected to pressure from the US Federal Reserve on the government, the central bank, and the dollar exchange rate due to accusations of smuggling oil and currency to Iran,” emphasizing that “the country will not face a more dangerous phase than the one it went through during the time of Haider al-Abadi’s government.”

He explained that "the central bank's reserves are still intact and no one will dare touch them. There is exaggeration about the economic crisis, while the delay in salaries is a normal matter and is not attributed to the government."

The leader concluded his speech by saying, “Only 10% of the farmers’ dues remain, and the Sudanese government granted money to the affected farmers and fish farm owners, and favored the Middle Euphrates governorates more than the southern regions.” He considered that “there is an international conspiracy that caused no tribal sheikh to win the elections, and that Reconstruction and Development supported their candidacy with 100 million dinars.”

The complex is a small, multi-functional city that goes beyond the traditional tasks of a consulate, and includes advanced residential, security and service facilities at a cost exceeding $796 million.

The project aims to be a platform for managing political, diplomatic, security and economic operations in the region, and officials and observers say it demonstrates the United States' commitment to strengthening its long-term presence in the Kurdistan Region and Iraq.

Dr. Dindar Zebari, the coordinator of international recommendations in the Kurdistan Regional Government, says that the opening of the US consulate is of great importance on multiple levels, both for the status of the region and for the future of relations between Iraq, Kurdistan and the United States.

Dr. Karokh Khoshnaw, founder and president of the American Kurdish Research Institute, points out that the opening of the consulate carries broad strategic implications that go beyond the traditional diplomatic dimension, considering that “this step demonstrates Washington’s long-term commitment to Kurdistan and reflects the geopolitical and strategic importance of the region.”

Khoshnaw explained that the project also sends dual messages:

Internally, for the region: to confirm that Kurdistan is an essential part of US policy in Iraq.
