Zimbabwe: Gold Reserves to Anchor Local Currency

Chinhoyi — Government is working on a plan to establish a gold reserve set to anchor the introduction of a local currency when the right time comes for the return to the Zimdollar, it has been learnt.
This comes at a time when the country is grappling with cash shortages and economists believe the issuance of a gold backed local currency would help stimulate economic activity.
Modelled around the $200 million Afreximbank facility, which is backing the current bond notes in circulation, economists believe the local currency will ease liquidity challenges and stimulate aggregate demand.

Iraq Urges US to Assist with Rebuilding Efforts

Major General Muhammed al-Shimary with Nineveh Operations Command who on Monday met with Brett McGurk, Special Presidential Envoy for the Global Coalition to Counter the Islamic State (IS), during the latter’s visit to Iraq, asked the US official for additional financial assistance for rebuilding the newly recaptured areas.
The operation to oust IS militants from Mosul is in its 'final stages,' said Brett McGurk, during a meeting with Iraqi military and civilian officials near Hamam al-Alil. For this reason, '[Iraq is] looking for more support as the west side of the city will be liberated soon,' al-Shimary said in turn, as quoted by the Associated Press.
An estimated $100 billion is needed to 'put the city of Mosul back on its feet again,' according to Nuraddin Qablan, the Deputy President of the Nineveh Provincial Council.
The fight against the IS in Iraq has been ongoing for four years. With each passing year and each recapture of IS-held territories, the funds necessary for rebuilding the war-torn areas increases.
Iraq has been under a financial strain due to low oil prices and is unable to shoulder the reconstruction of such areas by itself. Due to this Baghdad has urged the international community to provide the necessary funds for rebuilding, as the US Secretary of State Rex Tillerson stressed that the US will have a limited role in rebuilding the liberated areas in Iraq.
'As a coalition we are not in the business of nation-building or reconstruction,' Tillerson said in March.
The Pentagon has spent $12.5 billion for the military operation against the IS in both Iraq and Syria from 2014 until March 31, 2017. That’s an average of $13 million a day. Funds spent on humanitarian projects in Iraq equal to $1.3 billion for the same period, which averages to $1.35 million a day.
The operation to retake Mosul from IS militants was launched in October of the previous year. The eastern half of the city was declared liberated in January. The Iraqi forces with the US-led coalition advanced into the western side of Mosul in February. Meanwhile, the US-led coalition forces have been targeting IS militants in other areas of Iraq as well.

He explained that "the bank did not stop granting advances to state employees and did not reduce them, according to some media reports, but issued new clarifications on grants."
The statement pointed out that "some circles are lagging in the application of procedures and controls required to grant advances to their employees," noting that "the bank has the right to impose legal controls to ensure compliance of borrowers with the mechanism of payment."
He noted that "all clarifications are available to all employees and can be accessed through the website of the bank and also through branches distributed throughout the country."

The decision was made to direct the concerned parties to review the British loan in order to benefit from it in the implementation of the integrated Hilla sewage system, including the networks, the remaining transmission lines and the remaining lift stations according to the conditions and requirements of the approved standard documents. By the Ministry of Planning.
The Council also discussed the issue of the streets of Hilla. The Cabinet voted to extend the contract between the Ministry of Transport and the British company Sirco to provide air traffic control and training services.
The Council of Ministers instructed the Council of Ministers in cooperation with the Ministry of Industry and Minerals and related bodies to provide procedures to support the local product and submit specific proposals within one month.
The Council also voted to approve the recommendations of the Diwan Order No. 1 of 2017 on the postponement of the declaration of the province of Basra as the capital of Arab culture in 2018 so that the concerned parties can take appropriate measures on the establishment and rehabilitation of cultural and service infrastructure in order to show the province of Basra in reality commensurate with its historical and cultural size.
The Council voted on a draft memorandum of understanding between the Iraqi Ministry of Planning and the International Finance Corporation (IFC) and authorized the Undersecretary of the Ministry of Planning to negotiate and sign the Memorandum of Understanding as an executive program for the Central Bank Agreement.
The Minister of Finance was authorized to negotiate and sign a draft agreement to avoid double taxation and prevent the evasion of taxes on income and capital between Iraq and the Republic of South Korea.
The Council also voted to extend the duration of the placement of staff members of the departments to the ministries of the federal government of Christians working in the departments of the Kurdistan region of Iraq until the first of September 2017.
The Council also voted to determine the production of wheat crop in the Kurdistan region of Iraq according to the approved agricultural plan and available data.
