July 30 2018 01:10 AM
ISIS terrorists continue to target Iraq’s electricity plant stations and power transmission lines as the country suffers from a power shortage, Kurdistan 24 reported.
In a statement on Sunday, the Iraqi Ministry of Electricity said “terrorist groups” detonated a power station southeast of Kirkuk, causing power shortages in parts of Kirkuk province.
It added that “terrorist groups” also blew up three transmission lines in the Brima, al-Multaqa, and al-Khzaifi areas of Kirkuk’s Hawija district, cutting electricity supply to the region.
According to the Ministry statement, this is the eighth attack on the country’s energy infrastructure.
The Ministry has exhausted its capacity and potential and now finds it difficult to restore services as its stores are running out of equipment to renovate the destroyed power stations and transmission lines, the statement revealed.
The Ministry called on security forces to track criminals who aim to hurt the Iraqi people.
Meanwhile, on Saturday, another transmission line in Baghdad was sabotaged by armed men, causing a power shortage in the Iraqi capital’s al-Rasafa area, the Ministry of Electricity said.

Iraq Immediate Stabilisation Programming, FY17-18
Iraq, July 30, 2018
The Iraq Governance and Security and Justice Programmes are key in delivering the UK’s mission to support the Iraqi Government and people as they build a stable, prosperous and democratic nation.
Working with the Government of Iraq, the UN Mine Action Service (UNMAS) and the UNDP, CSSF funding has helped to rebuild essential infrastructure in areas liberated from Daesh, and cleared it of explosive hazards, enabling over 3.6m people to return home and access basic services, including healthcare, education, water and electricity.
CSSF support to the UNDP-led Funding Facility for Stabilisation, a multi-donor pooled fund, has helped deliver over 1,500 stabilisation projects restoring services and essential infrastructure in liberated areas. UNDP has staff deployed across Iraq, including embedded stabilisation advisors in 10 municipalities to support project planning.
The programme has provided cash for work for both men and women, and stimulated local business through reconstruction contracts. Over 15,000 residents earned a wage whilst restoring their homes and city.
Inclusion is critical to the stabilisation effort—and women have been recruited as engineers, social workers and in local councils. In total over 2,000 jobs and more than 1,000 small business grants have been created for women, and over 1,000 vulnerable women and female headed households have benefitted from cash for work programmes.
As well as the ‘pooled’ Funding Facility for Stabilisation projects, CSSF funding has specifically paid for the rehabilitation of a water plant serving over 300,000 people in Mosul and repaired over 2,000 homes in the city.
In Mosul the UNMAS demining programme has facilitated the removal of more than 585,000 explosive hazards, helping to enable the return of nearly 1 million people. Clearance locations include Al Khansa Hospital in Mosul and four schools in Al Qayarra, helping 1,286 children return to school.
Minister of Electricity, the first victims of Sistani's warning
Boost exacerbates the electricity crisis in Iraq by targeting facilities
Monday, 30 July 2018 AD Issue Number [14489]
Qassem Al-Fahdawi
Baghdad: Hamza Mustafa
Two days after the warning of the highest Shiite cleric in Iraq from the delay in forming the new government and warned of the consequences of breaking promises made to the government's outgoing protesters, Prime Minister Haider Abadi to "withdraw the hand" Minister of Electricity Qassem Fahdawi to become the first senior official punished after the warning Shiite .
Abadi's move appeared to be an attempt to encircle the crisis of demonstrations and popular protests, which are about to complete their first month, and to score a goal in the range of his opponents who have rejected the specifications set by Sistani in his Friday sermon for the next prime minister to be "strong, firm and courageous".
While the decision of Abbadi seemed consistent with the desire of the public in the accountability of senior officials, the delay of such a step 4 years full is likely to open, as observers and politicians see, a door is difficult to close to say that the failure in the electricity file was not born of this summer and all summer seasons Both during the era of the Abbadi government, which ended last June, its lifespan, or the 15 years of change in Iraq after 2003 and the overthrow of Saddam Hussein's regime.
For his part, called the Minister of Electricity «hand drawn», Qasim Fahdawi, in a statement «Middle East» to «conduct a comprehensive and transparent investigation of the reasons that led to the deterioration of the electricity service». Al-Fahdawi welcomed Abadi's decision, saying that "this is a natural procedure presented by the prime minister as a natural administrative procedure, and we will cooperate with everyone who tries to reach the truth."
Meanwhile, the German news agency quoted an Iraqi security source as saying yesterday that elements of «Da'ash» blew up a power station and blew up a power transmission line west of Kirkuk province, which would exacerbate the electricity crisis in the country.

Zimbabwe election: polls open in first vote since Mugabe's removal
July 30 2018 11:39 AM
Polls have opened in Zimbabwe’s first election since the removal of its former president Robert Mugabe, a watershed vote that will determine the former British colony’s future for decades.
The election pits the 75-year-old president, Emmerson Mnangagwa, a longtime Mugabe ally, against 40-year-old Nelson Chamisa, a lawyer and pastor who is vying to become Zimbabwe’s youngest head of state.
Voting began at 7am (0500 GMT) on Monday and will end at 7pm.
About 5.5 million people are registered to vote in the nation anxious for change after decades of economic paralysis and the nearly four-decade rule of the 94-year-old Mugabe. Long lines of voters were waiting outside some polling stations.

“I just have to do this. I have to see a better Zimbabwe for my kids. Things have been tough,” Tawanda Petru, 28, an unemployed man voting in Mbare, a low-income district of the capital Harare, said.
“I’m excited, I’m voting for the first time,” said Tawanda Mudondo, 18, who sells phone chargers on the street corner. “I just want a government that will create jobs. I passed my exams but could not go to university. Our economy is trashed.”
In an astonishing intervention on Sunday, Mugabe said he would not vote for his former party Zanu-PF or the current president. Zimbabwe’s generals shocked the world last year when they seized control and ushered Mnangagwa to power after Mugabe allegedly tried to position his wife Grace to be his successor.

In his first major statement since being ousted by the military last November, Mugabe told reporters in Harare he would be voting for the Movement for Democratic Change (MDC), the country’s biggest opposition party, and its candidate Chamisa.
“I cannot vote for the party or those in power who caused me to be in this condition. I cannot vote for them, I can’t,” Mugabe said at a hastily called, chaotic press conference in the garden of his sprawling home. “[Chamisa] seems to be doing well at his rallies … I wish to meet him if he wins. Whoever wins, we wish him well … And let us accept the verdict.”
Polls give Mnangagwa, a dour former spy chief and aide of Mugabe known as “the Crocodile” for his reputation for ruthless cunning, a slim lead over Chamisa, a brilliant if sometimes wayward orator. If no candidate wins more than half the votes there will be a runoff on 8 September.

A rally on Saturday was supposedly the climax of the Zanu-PF campaign – but it cannot have reassured party strategists. Even with the considerable organisational power of the party fully deployed, the stadium was far from full, applause was desultory, and hundreds were pouring through the exits before the president’s speech was over.
The opposition is confident of victory. At a noisy rally last week in Chitungwiza, a satellite town of Harare, Chamisa told supporters the stakes were high. The “elderly” Mnangagwa should step aside for a new generation and a new style of politics, Chamisa told the Observer as he came down from the podium. “Zimbabwe does not need a big man,” he said – a reference to the autocrats across Africa who rule for decades – but “a big idea”.

The desire for change is understandable. Zimbabwe’s economy is shattered; its infrastructure in deep disrepair. The country has enormous debts, soaring unemployment, massive poverty and no working currency of its own. Most of the population have only ever known Zanu-PF in charge.
But Chamisa has his flaws: a series of spectacular pledges, such as bringing the Olympics and the World Cup to Zimbabwe, or a 600km/h bullet train, have prompted derision, while early gaffes prompted outrage. In one interview, Chamisa said he would offer his 18-year-old sister to Mnangagwa in marriage if Zanu-PF won 5% in a free election.
Zimbabwe’s rulers know that a fraudulent poll would block the country’s reintegration into the international community and deny them the huge bailout package needed to avoid economic meltdown.
“This is a critical moment in Zimbabwe’s democratic journey,” said Ellen Johnson Sirleaf, the former Liberian president and a leader of one of the international observer missions.

“This is a critical moment in Zimbabwe’s democratic journey,” said Ellen Johnson Sirleaf, the former Liberian president and a leader of one of the international observer missions.
“The elections today provide an opportunity to break with the past,” Sirleaf said at a polling station in a school in Harare. “The lines and voter enthusiasm we are seeing this morning must be matched by an accurate count and their choice must be honoured.”

7-29-2018 Newshound Guru chattels [Im wondering if this slow election counting... is not on purpose for something else.] Historically manual vote recounts in Iraq have taken 30 days and the formation of a government about 90 days. Much of this is arguably business or politics as usual in Iraq. The protests are not unusual either although more violent and widespread this time.
