KRG PM meets with Saudi delegation to discuss trade ties, investment

The Prime Minister of the Kurdistan Regional Government (KRG), Nechirvan Barzani, has met with a Saudi delegation that is currently visiting the Region to discuss potential programs to boost employment and investment in the Region and to strengthen economic and trade relations between the two governments, according to a statement released on Tuesday (July 24).
 
'The two sides agreed to begin making the Kurdistan Region a center of commercial and economic activity, from which investment can spread throughout Iraq,' it said.
 
The statement stressed “the need to start direct flights between the Kurdistan Region and Saudi Arabia and to open branches of Saudi banks in the Kurdistan Region and Iraq. The two sides committed to holding a conference for this purpose in the Kurdistan Region or Saudi Arabia, that would bring together investors and businessmen from Saudi Arabia, the Kurdistan Region, and relevant government bodies on both sides. A joint committee would be established to follow up on agreements.”
 
Barzani expressed his support for developing economic and trade relations between Iraq, the Kurdistan Region, and Saudi Arabia and hoped that the near future would see practical steps to developing these linkages.
 
A delegation from the Kingdom of Saudi Arabia is currently in the region and includes President of the Saudi Arabian Chamber of Commerce Sami bin Abdullah Al Obeidi, Saudi Ambassador to Iraq Abdulaziz Al Shammari, and Saudi Consul General in the Kurdistan Region Mansour Faisal Al Otaibi. 

New US Consul General Arrives in Erbil

ERBIL — The United States has appointed a new diplomat to replace Ken Gross, the country’s consul general in Erbil.

Russia’s Rosneft sends team to Duhok, oil extraction to begin next month

Russian oil and gas giant Rosneft has sent a delegation to Duhok to discuss starting work on three oilfields in the province next month. The firm is expected to extract 180,000 barrels of oil per day.
“We discussed administration mechanisms with representatives from Rosneft. They are due to open camps in the coming days in places where they will be working,” Bahzad Ali Adam, Duhok’s deputy governor, told Rudaw after meeting the delegation.
The company will be working in three places: Batle, Zawita, and in Sarsang and Chamanke in Amedi.
Rosneft reached an agreement with the KRG in October 2017 to develop five oil blocks, and according to estimates, these blocks contain 670 million barrels of oil. Rosneft has been given 80 percent of the shares of these blocks in return for $400 million to the KRG.
The KRG also signed a gas pipeline deal with Rosneft on the sidelines of the St. Petersburg International Economic Forum in May.
Adam is calling on Rosneft to create job opportunities for locals.
The Kurdistan Regional Government (KRG) first produced oil in the Tawke oilfield in Zakho area.
Adam said there are five oil companies working in Duhok, including DNO, ExxonMobil, GolfKiston, HKN and Kar.
Dilshad Shaaban, deputy head of the Kurdistan parliament’s natural resources committee, said: “The Kurdistan Region is producing nearly 350,000 barrels of oil daily in the three provinces of Erbil, Duhok and Sulaimani. Nearly 270,000 oil barrels are exported, and the rest is used internally. Out of this amount, 185,000 barrels are produced in Duhok.”
“The coming of any company is a positive thing that will increase oil production, and will benefit the people of the region. According to oil and gas law, a revenue box will be dedicated for places where oil is produced. Two dollars from any barrel of oil produced in the place is put in the box. Some of the money is spent on services in the region; some is saved for future generations. But this law has unfortunately not been enforced yet,” he said.
“Managing the box needs employees and an office in places where the oil is produced. But employees have not been hired for this purpose, nor has it been possible to open an office for this purpose because of the economic crisis,” he added.
Dr Bewar Khinse, an energy expert, said it is an important step for the Kurdistan Region to have Rosneft take on these projects.
“The importance of this is not only an increase in oil production. Rather, it is politically important for Kurdistan because Rosneft represents the Russian government. Wherever Rosneft works, it means the place is calm and protected,” he said.

Nearly 870,000 IDPs Returned to Mosul: UN
ERBIL — Roughly 870,000 individuals, previously displaced by the Islamic State (IS), have now returned to their homes in Mosul after the city was liberated a year ago, an official for the United Nations said. 
“The UN Human Settlements Programme (UN-Habitat) has rehabilitated 257 conflict-damaged houses in West Mosul, allowing almost 3,000 people to return home,” UN Humanitarian Coordinator for Iraq Marta Ruedas was quoted by Iraqi News. 
As for medical services, Ruedas said, the World Health Organisation (WHO) has relocated the field hospitals in western Mosul with 53 ambulances stationed in the area. 
“The UN Mine Action Service (UNMAS) has removed more than 43,700 explosive hazards, including 1,000 improvised explosive devices from roads, bridges, schools, universities, hospitals, clinics, water treatment plants and municipal buildings,” the UN official said. 
However, she regretted that despite the attempts to facilitate the return of the IDPs, there are still over two million people displaced. 
She also noted that those who have returned are facing challenges.

ERBIL — The US-led Coalition battling the Islamic State (IS) has announced the killing of three insurgents who were planning terrorist attacks against the US, Sweden and Saudi Arabia.
According to a statement on Tuesday, the Coalition warplanes killed IS member Munawwar al-Mutayari on 24 April.
The militant had reportedly been planning an attack on Saudi Arabia.
Later on 12 June, Soufiane Makouh, a Belgian national and member of IS, was killed in an airstrike. He had been working on a terrorist plot in the US or its interests outside the country.
Another IS intelligence office, identified as Simak, was killed during another airstrike on 12 June. According to the statement, the last insurgent had been planning an attack in Swedend

How Much Will I Get From Social Security?

Social Security is the largest retirement program in the United States, but many pre-retirees don't have a thorough understanding of how Social Security works or how much they can expect to receive in benefits. With that in mind, here's a rundown of how much one can expect from Social Security, as well as an explanation of how the benefit-calculation process works so you can apply it to your own unique situation.

The Social Security Administration (SSA) keeps a record of your earnings from every year of your working lifetime, up to the annual taxable earnings cap. When calculating your benefit, these annual earnings figures are all indexed for inflation, and the 35 highest years are averaged together. This average is divided by 12 to determine your average indexed monthly earnings, or AIME. If you don't have 35 years of Social Security-covered earnings, zeros will be used in determining the average for the missing years.

Once your AIME has been calculated, it's applied to a formula to determine your primary insurance amount (PIA), or your Social Security benefit if you claim at your full retirement age. For 2018, the formula is:

90% of the first $895 in AIME
32% of the amount greater than $895, but less than $5,397
15% of the amount above $5,397

It's important to note that the formula in effect in the year you become eligible (age 62) will be used, regardless of when you actually claim your benefits.

Finally, your benefit will be permanently adjusted if you claim benefits before or after your full retirement age. Depending on your full retirement age, your benefit can be permanently reduced by as much as 30% if you claim as early as possible, or it can be permanently increased by as much as 32% for waiting until age 70, the latest claiming age.

Finally, it's important to mention that these benefits would all be increased by any cost-of-living adjustments, or COLA, that occur between now and when benefits are initially claimed. For example, if this person claims their retirement benefit next year at age 63 and there's a 2% COLA given in 2019, the benefit would be increased by that percentage.

How could this change by the time you retire?

As a final thought, if you're still many years away from retirement, it's important to take this information with a big grain of salt. Social Security is in solid financial condition for the time being, but this is expected to deteriorate rapidly over the next 15 years or so. Some sort of reforms will be needed to fix the program for the long term.

Now, there's no telling what form the eventual fix will take. It could end up being a simple tax increase, which could keep the Social Security benefit structure exactly how it's discussed here. On the other hand, some form of benefit cut, such as an increase in the full retirement age, is also a possibility.
The bottom line is that if you'll be reaching Social Security age in the near future, this discussion should be pretty accurate when it comes to your situation. Beyond that, however, there likely will be some changes

The Cabinet held its regular session on Tuesday July 24, 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi.

The Council discussed in a lengthy manner the provision of employment opportunities in all sectors and the adoption of procedures, measures and mechanisms in providing them quickly to serve citizens and state institutions and revitalize the economy.

The citizens' demands were discussed, as today's session was devoted to taking a number of other decisions.
And decides as follows:
A. The Ministry of Finance to allocate and finance the current expenditure and the amount of (3) billion dinars from the emergency reserve to the province of Basra / Basra water department to cover the cost of rehabilitation of water projects currently operating in accordance with the higher provisions to implement the budget.

B. The Ministry of Finance to allocate and finance the amount of (3) billion dinars from the emergency reserve for the year 2018 for the water project of Umm Qasr listed in the program for the development of regions for 2018 / Basra province.
C. The Ministry of Finance allocated and funded 9 billion dinars from the emergency reserve for 2018 to Basra Governorate / Region Development Program to complete the implementation of (52) school contracts within three months.
Dr.. Amend the decision of the Council of Ministers No. 232 to read as follows: - (The Ministry of Finance to allocate and finance the amount of (7) billion dinars from the emergency reserve for 2018 to the Ministry of Water Resources for the completion of civil works for the station to strengthen the reinforcement of Rumaitha / Muthanna and installation and operation of vertical pumps equipped by the ministry (Mechanical and electrical works) and power supply).

The Council of Ministers decided to assess and hold accountable those responsible for poor performance and the provision of services in ministries and local governments in the light of the objective reports by a special committee headed by the Office of Financial Supervision and the membership of the General Secretariat of the Council of Ministers and the Integrity Commission and the Supreme Authority for Coordination between the provinces.

The Council also decided to form a committee for reconstruction and services of the provinces headed by the Prime Minister to assess the reconstruction and services in the provinces and follow-up needs and demands of citizens to improve services and speed up the completion of service projects and empowered the Council of Ministers to ensure the rapid implementation of the tasks mentioned.

The amendment to Cabinet Resolution No. 153 of 2018 concerning the draft law on the accession of the Republic of Iraq to the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York 1958) was voted upon.

The Council voted on the draft law on the accession of the Republic of Iraq to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, Helsinki 1992.

The draft law on the accession of the Republic of Iraq to the Convention on Minimum Standards for Social Security No. 102 of 1952 was voted on.

The cabinet also voted to finance the first installment of the contract for the monitoring of the Mosul dam project.
