A delegation from the Barzani and Talabani parties to visit Baghdad to resolve the alliance with «the rule of law»
BAGHDAD (Reuters) 24/07/2018
A coalition of "state of law" led by Nuri al-Maliki plans to form a coalition that includes the coalition of "victory" led by Iraqi Prime Minister Haidar al-Abadi and the "conquest" led by Hadi al-Amiri, in addition to the two main Kurdish parties, Barzani, the National Union led by the late President Jalal Talabani, and some Sunni political forces to achieve the «largest parliamentary bloc».
If this is achieved, the prospective coalition will achieve 158 parliamentary seats, meaning that it does not reach the "parliamentary majority" which requires 166 seats out of a total of (329), which puts Maliki either the search for new partners of the Sunni component, to form the largest parliamentary bloc , Which will assume the task of forming a new government.
The Kurdish-Kurdish dispute, emerging among the Kurdish political forces, may be in Maliki's favor, as it reduces the options of the two main Kurdish parties in alliance with the rest of the political blocs, according to observers.
The Kurds are the main ally of the Shiites, especially Maliki and al-Amiri, after the spasm of relations with Abbadi against the backdrop of the "law enforcement" plan last October, and what they see as "negative" for the province of Kirkuk, which is rich in oil.
An informed source told al-Quds al-Arabi that the Kurdistan Democratic Party and the Patriotic Union of Kurdistan have tendencies towards a coalition of state law and its leader, al-Maliki. The Kurds welcome the recent rapprochement between the two parties on the one hand, and the rule of law and Fatah on the other, which was strengthened after the visit of the last joint delegation to the Kurdistan region of Iraq ».
The Kurdish parties require the application of Article 140 of the Constitution, on the normalization of the situation in the disputed areas between Baghdad and Erbil, as well as the adoption of 17% as the share of the region in the federal budget, and the disbursement of dues of the Kurdish Peshmerga forces.

Promises to the Kurds
The leader of the Patriotic Union of Kurdistan (PUK), Nasrallah Surgi, said in a previous statement that his party "has no veto on any political party or party to form a government, but welcomes all the initiatives pursued by the political parties" .
He added that «What is important for the National Union is to be the next government, a comprehensive national partnership, and a broad representation of all components and spectrums of the Iraqi people, with a comprehensive amendment in the ministries and positions and the removal of accused of corruption and theft of public funds for the next government».
He stressed the importance of «the next government to achieve the demands of the people of Kurdistan in the implementation of Article 140 of the Constitution, and share of 17% of the budget, Peshmerga salaries and the law of oil and gas, and others. This is our condition in the coming alliances and the formation of the government ».
It is reported that the leader of the coalition «state law», «promised» the Kurds to implement these demands, if they decided to ally with him. "There is no objection to the demands of the Kurds if they are in accordance with the constitution," the source said. Maliki said one letter, the Constitution is the ruler, we have what we have and we have what we have, and we said this sentence to all Kurds ».
The source, a leader in the coalition «state law», a visit to a delegation expected to represent the Kurdish parties to the capital Baghdad, stressing that «the visit will be positive, and will include a near agreement on the alliance with the rule of law».
He also considered that the reason for the rapprochement between the "state of law" and the Kurdish parties comes «after the failure of the separation of the Kurdistan region of Iraq. The Kurds prepared themselves to return to Baghdad », noting that« the two Kurdish parties do not trust the rest of the political blocs and some of them are going ».
He added that «What is important for the National Union is to be the next government, a comprehensive national partnership, and a broad representation of all components and spectrums of the Iraqi people, with a comprehensive amendment in the ministries and positions and the removal of accused of corruption and theft of public funds for the next government».

Sunni split
Maliki is also planning to attract Sunni political forces to ensure the largest possible number of seats to form the largest parliamentary bloc, as well as achieve a "national political bloc" representing all components (Shiites, Sunnis, Kurds).
"The Sunnis are split. Including those with Abadi, and some of them want positions to ally with any bloc », revealing at the same time« the meeting of the current Minister of Education, the leader of the Nineveh alliance, our identity Mohammed Iqbal, and 15 candidates Senia winner in the last legislative elections took place on 12 May last, With Maliki a week ago, the agreement included the alliance together ».
He continued: "The solution party led by Gamal Karbouli is still maneuvering," likely to "join the coalition of the rule of law in the end, because they want a sovereign ministry."
In the event of such an alliance, the "Arab project" led by businessman Khamis Al-Khanjar and the "decision coalition" led by Vice President Osama Najafi will be removed and may go to the Sadr Alliance.
He added: «The leader of the National Coalition Iyad Allawi, and his allies, the outgoing parliament speaker Salim al-Jubouri, and the leader of the National Front for National Dialogue Saleh al-Mutlaq, they are closer to Maliki than to the Sadr».
It is likely that the bloc includes the opposite, the alliances of others, and the stream of wisdom, led by Ammar al-Hakim, the Arab project, and the resolution.
However, there is an opinion in the Islamic Dawa Party, led by al-Maliki also, sees the importance of "containment" alliance «Ssron» in the coalition of al-Maliki, according to the source, which attributed to «fear of causing problems towards the new government, and the continuation of demonstrations and protest movement».
But he drew another opinion within the ruling party that if the new government was formed according to the political majority and was strong, it could control the situation and address the problems that might arise.
The source concluded by saying: «The draft political majority, adopted by Maliki, does not violate the American vision, and will be shared by all (Sunni Shiites and Kurds) and will participate in the government, in addition to calm Iran by involving the Shiite factions in the political process and control», Alliance «conquest».

Death toll in Iraq's protests rises to 14 ... Washington supports protesters and commends the government
Jul 24, 2018
BAGHDAD (Reuters) - The number of victims of protests calling for the provision of services and jobs, launched on July 8 in different cities of Iraq, has risen to 14, an official with the Iraqi Human Rights Commission said Monday.
On the eighth of this month, in Basra, protests against corruption and lack of services and unemployment, then spread to other cities in the south of the country.
"Four demonstrators were killed in Samawa and three in Basra," said Fadel al-Gharawi, a member of the Iraqi Human Rights Commission. "Both are in southern Iraq, in addition to three in Najaf and two in Karbala.
"Demonstrators were killed in Diwaniyah and Babel provinces south of Baghdad," he said, adding that 275 protesters and 470 security personnel were wounded in the thousands to protest against corrupt politicians.
The same official explained that the security forces arrested 828 demonstrators, and then released the majority of them.
One demonstrator was shot dead by security forces in Basra, according to local officials, while a demonstrator died in Najaf after being suffocated by tear gas during a demonstration, according to medical sources.
The other demonstrators were shot dead by unknown sources, while the authorities indicated two weeks ago that there were "masked" among the demonstrators.
Al-Gharawi pointed out that the Commission called on the Iraqi Prime Minister Haider Abadi to "move away from violence and random arrests, and to respond to the legitimate demands of the demonstrators ... At the same time, we demand the demonstrators to act peacefully."
Hundreds of protesters in Dhi Qar closed a major road in the province. "Hundreds of protesters closed the road between Dhi Qar and Baghdad, in the district of Rifai, north of the province," Lieutenant Talal al-Bahbouhi said in Dhi Qar police.
In Basra, unknown gunmen assassinated lawyer Jabbar Mohammed al-Karam al-Bahadli in the area of the Port Society in the center of the city.
According to activists on social networking sites, the assassination of Hadley was caused by his trust to defend the demonstrators detained by the security forces.
A security source said that «unknown gunmen were riding in a car of the type of Landrakuz (Jksara) assassinated Bahadli in the street charter in the center of Basra».
Shi'ite-majority provinces in southern Iraq have been the scene of widespread protests since July 9 demanding public services, jobs and fighting corruption.

The government says that "saboteurs" exploit the protests to target public property, and are intent on addressing them.
The law on the privileges of the House of Representatives passed by the parliament a few days ago, to increase the anger of the protesters, where the deputies give «large financial concessions» and a salary pension between about two million dinars to four million five hundred thousand dinars, under which the MP can get a pension even if his service For one day only.
The head of the government, Haidar Abadi, appealed to some of the articles of the law and called on the Federal Court to suspend the work and what happened on Monday. Abadi's office confirmed that: "The Federal Court issued a decision to stop the work contested by the Prime Minister Haider Abadi in the law of the Council MPs ».

The stage is being set for what is to come to Iraq that has already been in the pipelines...WE know ...pressure to seat the GOV and...where the Kurds are gearing for t meet for that purpose in Baghdad if I recall that correctly in the very short term, as the pressure by the IMF is quite clear now...The articles supporting calm in the streets is being seen, talk of significant amounts of money for projects from the MOF and approved by Abadi being implemented...So, all this being part of the bigger picture, sure looks good ~ imo... Nothing suggests to me we are in a time frame where progress is not fully underway for the main event...

7-23-2018 Guest Guru BobTheTaxMan …This is how this works [A Back-door Roth]. If your income is excessive and is beyond the limitations of what’s allowable for a Roth you can contribute to an ordinary IRA…you make your contribution of $5,500 to $6,500 then you do an immediate conversion from that to the Roth. It’s called a back door Roth…Tuesday of last week the IRS came out and said that’s ok, we’re not going to look at that anymore. So Yah! That’s another opportunity. {Information here is for information purposes ONLY! Nothing you learn here should be considered tax advice - seek consultation with a tax professional.} [Post 3 of 3]
7-23-2018 Guest Guru BobTheTaxMan …If you have not yet done a Roth account with dinar, you want to seriously look at it. Particularly since we are approaching the time now that it appears we are going to have some forward movement on this thing…the way that a Roth account works is - there is no age limitation like there is with an IRA…Limitation - {the seed money contribution} must be active earned. $5,500 to 6,500 a year contribution…You can’t take it out until you’re 59 and a half AND it has to age for 5 years. For some…they simply make too much money, they can’t contribute to it [Single: Can’t make more than $97,000/year]. Something I want to share with you is what’s called a back door Roth… {Information here is for information purposes ONLY! 7-23-2018 Guest Guru BobTheTaxMan Understanding retirement accounts - What I found…is the majority of the people have a retirement account that came from a previous employment, that they don’t fully understand. Whether it’s a 401K or some sort of employee provided option. They don’t understand how IRA’s work. They don’t understand what a Roth is…out of all the retirement options that are available, The Roth is the one I invite you to take the closest look to…Roth…you pay taxes on the seed money that goes into the retirement account…that has already been taxed, so any growth that comes in this retirement account is going to be tax free… {This is NOT tax advice and is for information purposes ONLY! Nothing you learn here should be considered tax advice - seek consultation with a tax and investment professional.} [Post 1 of 3]
7-23-2018 Newshound Guru Kaperoni ...currency reform is a process not an overnight event and for the dinar to go up in value it's going to be a float that appreciates based on supply and demand... I do believe Iraq is trying to create momentum for a private sector. They have signed a lot of contracts and then stated that a lot of investors are ready to come in to Iraq to participate in the rebuilding but can they get over the hump and actually implement? One thing is certain the protesters aren't going to wait much longer, they want jobs, they want an income, they want to start to rebuild and they want to see their families begin to be successful.

Human Rights Watch criticizes suppression of demonstrations and cutting of Internet in Iraq
2018/7/24 10:37
[Ayna - Baghdad]
Human Rights Watch said on Tuesday that Iraqi forces shot and beat demonstrators in Basra province during a series of protests from July 8 to 17.
"The Interior Ministry forces have apparently used lethal, excessive and largely unnecessary force against protests over shortages of water, jobs and electricity that have become violent in some cases," the organization said in a report released on July 24, 2018.
At least three demonstrators were killed and at least 47 injured, including two children who were shot and a child hit with rifle butts, the report said.
The organization said it investigated 8 protests, 6 of which alleged that security forces fired live ammunition, injured at least seven demonstrators, and security forces threw stones and beat at least 47 people, including 29 during or after arrest.
In five protests, protestors threw stones, firebombs and tires at security forces since July 14, when authorities imposed strict restrictions on access to the Internet in many areas of central and southern Iraq.
"The Iraqi authorities must conduct a credible and impartial investigation into what appears to be excessive use of lethal force in Basra, even when the protests become violent," said Sarah Leah Whitson, Middle East director at Human Rights Watch. "As long as the government does not address protesters' grievances, the risk of more Of bloody protests remains a reality. "
Human Rights Watch interviewed 13 people on July 18 and 19 who said they took part in the Basra protests, including three activists, four relatives of 2 seriously injured protesters, three journalists and Jabbar al-Saadi, head of Basra Provincial Security Committee.
The protesters said they have three main demands, they want to improve access to desalinated water because the drinking water in Basra becomes very salty during the summer and this is exacerbated every year; they want the government to address Basra's high unemployment rate in oil and other industries; During the hot summer months.
The demonstrators acknowledged pledges made by Prime Minister Haider al-Abadi and other authorities on July 14 and 17 to allocate funds to desalinate water, improve access to electricity and health care and create thousands of new jobs, but said they would not stop protesting until effective action was taken.
They said that the protests in the province of Basra began on July 10 in an oil field near the town of Qurna, 75 kilometers north-west of the city of Basra, and spread rapidly to other areas in Basra, including oil fields in Burgasiya and Rumaila, and throughout the city of Basra, In other places in Iraq, including Babylon, Baghdad, Dhi Qar, Karbala, Maysan, Muthanna and Najaf, as reported in the mass media.
Human Rights Watch said it was unable to confirm allegations of arbitrary arrests, deaths and injuries during protests outside Basra during that period, nor incidents in Basra and elsewhere after July 17. With the completion of this report, Human Rights Watch received information that unidentified assailants Shot and killed Jabbar Mohammed Karam al-Bahadli on July 23 in the city of Basra in an attack from a moving vehicle. Al-Bahadli was seeking to release the detainees in the protests.
The witnesses identified and presented photographs and video clips of the Interior Ministry forces of the riot police, the federal police, the Special Forces Swat, the Strike Force Brigade and the oil installations police, all of whom could be identified by uniforms and facing protests. The security forces are beating several demonstrators with sticks and metal and plastic pipes to disperse the crowd. In two cases, they said that the security forces beat the demonstrators in custody and a journalist being interviewed.
Witnesses said the security forces, along with members of the Badr Brigade, part of the "popular crowd" forces in Iraq, shot at demonstrators in 6 of the 8 protests that were investigated. Human Rights Watch documented the deaths of at least two demonstrators. Authorities confirmed both these deaths and the deaths of three.
According to eyewitnesses, the 47 wounded demonstrators were beaten or stoned and shot. One demonstrator said he saw a demonstrator hit by an armored Humvee that was chasing him. Two men were in a coma due to serious head injuries caused by security forces, except for protests in Qurna Demonstrators and journalists said they had heard no warning before security forces fired, or used tear gas and water cannons to disperse the crowd.
All 13 witnesses said they saw some demonstrators throwing stones at the security forces, one of whom saw a Molotov cocktail, and saw the last shooting against the security forces.
Saadi, the head of the security committee in the province, said that as of 19 July, security forces killed 3 demonstrators and wounded 12, including through gunfire and inhalation of tear gas, and demonstrators injured at least 10 members of the security forces, said that the police Have arrested at least 70 demonstrators and are still holding them, including at least two children, who will be charged with destroying government property and attacking security forces.
