That's their way of telling you they had plans of changing the rate during the year of 2019 because those monies are withing the 2019 budget. 7-29-2019 Newshound Guru Kaperoni Article VIII is absolutely necessary to invite investors and capital to Iraq. They will not get much help rebuilding the private sector if they do not do this. Investors want to be able to get their profits out of Iraq and Article VIII is an important step to achieve this.

Decisions of the Council of Ministers in its ordinary session chaired by the Prime Minister, Mr. Adel Abdul Mahdi
The Cabinet held its regular session on Tuesday, July 30, 2019, under the chairmanship of Prime Minister Adel Abdul Mahdi.
The Council discussed several issues prepared for its agenda and voted on the following resolutions:
First: Adopting the recommendation of the Ministerial Council for Energy on the Charter of Cooperation of the oil-producing countries.
Second: Approval of the recommendation of the Ministerial Council of the Economy on contracts financed from the operational budget.
Third: Securing a sum to the Ministry of Construction, Housing, Municipalities and Public Works for the purpose of completing the Kirkuk Unified Water Project / Phase II.
Fourth: Approval of the minutes of a meeting on the Kirkuk investment project plan for 2019.
Fifth: Approval of securing an amount to the Ministry of Justice for the purpose of completing and rehabilitating prisons.
Sixth: Amend the item (I / A) of the Council of Ministers Resolution: (190 of 2019) on the evaluation of decisions and directives issued by the former Council of Ministers, later on by the Council of Ministers Resolution No. 190 of 2019 shall be the implementation of the abolition of paragraph (5) of the Council of Ministers Resolution No. 336 2018 as of 1/10/2018, and not to require the ratification of the certificate of origin and invoices in the Iraqi commercial attachés until the date mentioned above and to allow the entry of containers of meat and chicken and chunks of chickens clustered at the border crossings only after examination by the Ministry of Health and the issuance of import licenses and implement paragraph (1) Effect of the decision of the Council of Ministers No. (190) for the year 2019.
