Macron promised to visit Erbil ... The President of the Kurdistan Region praises the effective role of Paris

Friday  July 2019 AD Issue Number [14836]

French President Emmanuel Macaron leaves with the President of the Kurdistan region Nechirvan Barzani, the Elysee Palace after their meeting in Paris yesterday (AFP)
Paris: Michel Abou Najm
After the two important visits to Iraqi President Barham Salih - the end of February and then to Prime Minister Adel Abdul Mahdi, the beginning of May to Paris to meet the French President - came the era of yesterday (Wednesday) the role of the President of the Kurdistan region of Iraq, Nechirvan Barzani to come to the capital French and meet Emmanuel Macaron. Barzani had already resolved in Paris in early February 2017 at the height of the crisis between Baghdad and Erbil following the referendum organized in Kurdistan, which Paris advised the Kurdish leadership at the time not to resort to. It is no secret that it has contributed to the mitigation of its effects and played the role of mediator between the central capital and the regional capital to improve relations between them, and not even to work to normalize them. From here, the atmosphere of the meeting at the Elysee Palace between Macaron and Barzani was quite different from the previous meeting. But the file of relations between Baghdad and Erbil was present strongly in the meeting, which was confirmed by Barzani after the meeting.
In a brief statement issued by the French presidency, Paris reiterated its commitment to the unity of Iraq and its sovereignty, but within the framework of «respect all components» in reference to the Kurds. The statement also referred to the "special relations" between France and the Kurds, which date back to the days of former President Francois Mitterrand and his wife Daniel, who played a major role in helping the Kurds of Iraq through its human institution «France Liberties». The statement noted France's "satisfaction" with the progress made in the open dialogue between Baghdad and Erbil and France's determination to continue to provide support for the region "as well as for the rest of Iraq" in the war on terror, providing humanitarian assistance and carrying out projects that provide stability.
In the same context, McCron promised the president of the region that the strengthening of Franco-Iraqi relations and bilateral cooperation between the two countries, which was stipulated by the "strategic road map" concluded on the occasion of Abdul Mahdi's visit to Paris, will benefit the region in the fields of education, cultural relations and economic cooperation. McCron promised to visit Iraq "in the coming months," without mentioning a specific date. But it was not the first time that this promise was made. Macron was due to go to Iraq last spring, but the complexities of Iraq's internal scene prompted him to postpone the visit. In this regard, Barzani said in a press statement in Paris that he invited President Macaron to visit Kurdistan, and that the latter promised to make this visit, which is likely to take place during the visit of the French President to Baghdad. It should be noted that former President Francois Hollande visited Kurdistan, and the visit was also made by Foreign Minister Jean-Yves Loudrian on the occasion of his recent visit to Iraq.
It is no secret that Paris considers the Kurdistan region to be of great importance. It has played an important role in the international coalition in providing military support to it and to the Iraqi forces through training and arming, commando forces along with the Peshmerga, «Urging» in Iraq and Syria.
For his part, Barzani praised the "effective role" played by Paris in order to improve relations with Baghdad, adding that «after the events of the referendum, France had a major role in the opening of Kurdistan to the world, and still offers all kinds of support to us so far». He noted the role of France, which "was supportive of the Kurds during the war against the organization and called for the great role of President Makron in the protection of Kurdistan, and we hope to develop political and economic relations between the two parties." Despite the progress that has been made between Baghdad and Erbil on the way to normalize their relations, as many outstanding issues are still waiting for complex consensus, including on oil and the fate of Kirkuk ... Barzani undoubtedly came to Paris, seeking more French support on these issues Relationship. From here, Barzani's assertion that «relations between the Kurdistan Regional Government and the federal government and ways to resolve differences between the two were one of the most important topics that were discussed with President Macron». Macaron took advantage of the occasion to express his satisfaction with the formation of the territorial government, the Elysee statement said.

Sunnis and Christians make up more than 90 percent of Mosul's old population, but starting to build Shiite shrines is a clear step to change the identity of the city, as well as the acquisition of large numbers of houses by investors from other parts. It will gradually turn it into a city with a completely different identity than it has known for hundreds of years.

The former electricity minister, a member of the current energy committee, Karim Aftan, revealed the highest budget recorded for the ministry in the history of Iraq, while identifying the imbalances in the distribution of energy.
"The energy situation in 2014 is much better than it is now. Today we have good production, but there is poor transport and distribution," Effatan told the satellite television station Al-Furat. "There is supposed to be a plan to ensure Fill the need for cities and regions. "
"Electricity is the backbone of all aspects of life and we are not convinced of performance, especially after the allocation of 10 trillion budget for the Ministry of Electricity in 2019," he said, "the highest allocation of the Ministry in the history of Iraq."
Effatan said that "the parliamentary energy granted the Minister of Electricity all the allocations requested and was not successful when the deputies criticized," noting that "the disruption of the delivery of energy to citizens well lies in the rehabilitation of stations and we have a lot of rumors."
He pointed out that "the presence of 21 thousand and 500 megawatts currently in the national grid of energy, in addition to 5,000 megawatts under construction in addition to, the import of nearly 500 megawatts of the Kurdistan region."
"The minister must be a leader and head of state in his ministry and not subject to parties, and he has no right to have his voice over the deputies," he said.

Iraq seeks alternatives to Strait of Hormuz over supply disruption fears

Much of the country’s exports are through its southern port of Basra
Iraq, July 12, 2019
Iraq is looking at alternative export routes to the Strait of Hormuz over fears of supply disruptions, the Iraqi prime minister said.

The non-flexibility of our export hubs is part of our fears. Most of our exports are from the south,” Adel Abdul Mahdi said. “We are talking of any alternatives,” he said.

Iraq, Opec’s second-largest producer, exports most of its crude from its southern terminal at Basra and through the contentious Strait of Hormuz.

The passageway, which lies between large oil producers Saudi Arabia and Iran, allows for the transit of a third of the world’s seaborne crude. Iraq’s production stands at 4.72 million barrels per day, of which about 80 per cent is destined for export, according to Opec’s latest statistics.

Tensions in the Middle East, which escalated following multiple attacks on oil tankers in May and June, have raised concerns about a crisis in the region. Last month, President Donald Trump is said to have called off an attack on targets in Iran after sanctioning it following the downing of a US drone by Tehran. Iran claimed the drone was flying over its airspace.

In another incident involving Iran last week, a Panamanian-flagged tanker carrying crude from the country was seized by British naval forces in Gibraltar for flouting EU sanctions. Tehran has threatened to seize British vessels in retaliation.

Washington has now said it planned to send command vessels and boost surveillance in the Arabian Gulf following attacks on tankers, which it continues to blame on Iran.

The US, which already has its Fifth Fleet stationed in Bahrain is “engaging now with a number of countries” to build up a coalition to man the Strait of Hormuz as well as Bab Al Mandeb, said Marine General Joseph Dunford, chairman of the Joint Chiefs of Staff.

Oil prices, which had slowed at the start of the week, gained 1.67 per cent and was trading at $65.23 per barrel at 12.31pm UAE time on Wednesday amid ongoing tensions in the region as well as tightening of US crude inventory levels.

Iraq has considered transporting its crude from northern Kirkuk to Turkey’s southern Ceyhan outlet. Baghdad also plans to raise exports via the pipeline to 100,000 bpd from current averages of 80,000 and 90,000 bpd. But transport of crude via the pipeline has been difficult, with a section of the infrastructure coming under attack earlier this month.

Iraq has also explored options to truck oil to be refined in Iran, but this has been delayed due to security concerns. The countries had agreed to swap up to 60,000 bpd of crude earlier.

Plans are also in the works to export crude from Jordan’s Aqaba, which could transport up to 1 million bpd of crude from the Red Sea port.

Jordan approved the pipeline and has plans for a new refinery at the port, which could potentially turn some of the crude into white products for exports.

An agreement with the Iraqi side on the pipeline was likely to happen 'soon' with the construction expected to take three years, Jordan’s Energy and Mineral Resources Minister, Hala Zawati, told The National in April.

There will never be an absolute perfect set of circumstances under which Iraq "can" or "should" or "must" change the value of their currency.  I see a fair amount of comments from people stating something like "Oh, Iraq will never RV unless X happens, or until Y is implemented", etc etc... that is simply not true.    There is NO absolute "must" for Iraq.  They can change the rate today. Or yesterday, or tomorrow. They can do it without any further progress, without any permission from anyone or anything, and all the speculation in the world won't give us an exact date or a precise set of circumstances. The situation we find ourselves in today, at this very moment, is "good enough".  Personally, I'm on standby for an incredible event.  A solid resolution on the oil and gas law (HCL) will mean "no turning back", but just the same - it's not a necessity.  Pretty darn exciting, if you ask me.  [post 2 of 2]

7-11-2019   Newshound Guru Adam Montana   Article:  "Oil and gas laws: a crux of Erbil-Baghdad tension Back in the forefront of ReValuation (RV) news...HCL. We've made it through Ramadan, budgeting, elections, and a whole slew of other issues. All of them, although lengthy at times, have sailed successfully through the turbulent waters and left us with a final component:  HCL. It's actually on the horizon. It's being talked about, and I'm predicting we'll see more of this very shortly.     Adding fuel to the HCL fire: "Iraqi oil minister: OPEC agreement + will reduce stocks and achieve price stability"   WTI just crossed $60 again, and those of us watching the OIL tickers recently are well aware of how stable OIL is right now.  Those of us pairing that information with the current and ongoing situation in Iraq understand how important OIL is to Iraq's ability to RV.   And in case anyone needed some reassurance...it's going as perfect as we could hope for.    [post 1 of 2....stay tuned]

7-11-2019 Newshound/Intel Guru Mnt Goat Article: "WHY IS THE CURRENCY AUCTION IS OUTSIDE THE CONTROL OF THE CENTRAL BANK?" ...another article talking about the corruption with the currency auctions. This is all very good. We are going to see these auctions end and the “project to delete the zeros”. This is coming and coming sooner than later. The pressure by Sadr is enormous on parliament and the finance committee to work with the CBI.
